1. INTRODUCTION

1.1 Shelter is the basic -;L.irr~n need like food and clothing. A welfare statecommitted to the dev2>:prrsnt of society and betterment of its people must givehigh priority to proVIC:-.g :'3sic necessities to its citizens. In this endeavour,Imporlance of decent -ou~ng and proper residential environment can not beover emphasized. Dlrs:: ar: indirect contribution of housing programmes to thenational economy c- j ~ positive co-relationship between housing andproductivity has long c=;=;nr=:cognized universally.

1 2 The Federal Governr.-:s1t Ellployees Housing Foundation was set up in March1990 and registered ,E a :')mpany limited by ~uarantee under the companiesOrdinance. 1984. It ....3S sntrusted with the task of implementing the se!f-financing housing sc~-::m::s on ownership basis for Federal Governmentemployees in major c,: =;5 cf Pakistan including Karachi. First phase comprising219 houses/plots was ::nncunced in 1992. which has been completely booked.Keeping in view the pr::ssir.g demand from the Federal Government employees,Phase-II of the scherr=: cor,sisting of approximately 1000 plots/houses is beinglaunched

2. MANAGEMENT SYSTEM

2 1 The Federal Governrr:-::nt Employees Housing Foundation has a three tiermanagement system; a Board of Governors; headed by the Minister for Housingand Works. an Executve Committee headed by the Secretary (H&W) and aDirectorate General h:::aded by a Senior Engineer designated as DirectorGeneral.

2.2 The Board of Governors will issue Policy directions to the Executive Committee,which will exercise all powers delegated to it by the Board of Governors foreffective control. mana~ement, supervision and evaluation of all activities of theHousing Foundation. ,

2.3 The Office of the Director General shall be res:Consible to and work under theExecutive Committee headed by the Secretary l,vlinistry of Housing and Works.This Office shall report the progress of the works to Chairman ExecutiveCommittee from time to time.

2.4 The Housing Schemes in major cities other than Islamabad including Karachi,.• Peshawar. Lahore, Multan, and Ouetta shall work under the respective Project. Director. who shall be responsible to the Director General, Housing Foundation,Islamabad for efficient and effective implementation of Housing Scheme onownership basis. in accordance with the decisions of the ExeGutiveCommittee.

3. LOCATION AND SALIENT FEATURES;

3.1 Phase-II of the Housing Scheme is proposed to be planned over an area of 92.31acres located in Sectors 4-C, 19-C, ~5-B and 30 of K.D.A. Scheme No. 33,Karachi acquired through the Deputy Commissioner, Malir, Karachi. The physicaldevelopment and planning will be done in accordance with the Karachi

Development Authorit,: -: by:;-:aws. The proposed housing scheme will cater forall civic amenities reqL":;j fSi a modern living such as shopping centre, schools,multi-functional comm..:-:y t,~,ldings, hospitals, and mosque.

3 2 Plots of sizes 600 sqy:-: 4(0 sq.yds. 300 sq.yds 200 sq.yds and 120 sq.yds willbe provided to the err: JYE~S of Federal Government. and those belonging toautonomous Iseml aut: - J:T1f)JS organizations under the administrative control ofthe Federal Governrr:~-: as ~er approved quota by the Executive Committee incommensuration with :-~ p:~nning standards adopted in other posh residentialareas of Karachi in cc -=-:"r',T,:; with the national Housing Policy catering to theneeds of various incor:; gr:ups. The entitlement of the applicants with respectto the Basic Pay S :3ies (or equivalent in the case of employees ofautonomous/semi-autc:-:mc!~s organization and ~ublic sector corporations) is as

3 3 Application can be subritted for allotment of a category of plot lower than theentitlement of the appliC3nt (if; so desired). For the purpose of entitlement to aparticular category. the =3sic Pay Scale of the post and not the move-over Scale

will be considered.34 As in Phase-I, the allcttees shall be given an option to get their houses

constructed through the :-1ousing Foundation or Y'1der their own arrangement. If asizeable number of al!otees give their option t(~,have their houses constructedthrough the Housing FOJndation at the cost b~sed upon the accepted tenderrates, the construction Jf houses of such allottees will be undertaken by the

Housing Foundation.

4. CRITERIA FOR ELIGIBILITY

4.1 Applicants fulfilling the fcllowing conditions shall be eligible to participate in thisscheme. -

Federal Government _Employees who have been declared as Civil Servants asdefined under Civil Ser\ants Act 1973 (including civilian employees paid fromdefence estimates) and were in service on 1.10.1998 .•Employees of the autonomous/semi-autonomous organizations and public sectorcorporations under the administrative control of the Federal Government

(including employees :;:;:-,1,~'j in the Federal ~;wernment Employees HousingFoundation) who were :- SE:- lice on 1.10,1998.:

5. ALLOCATION I DISTR:3UTION OF THE PLOTS

5 1 The available (reside,::;i p :ts shall be distributed among various categories ofapollcants who fulfil tr:: :r t~'a for eligibility as given below:

a) Federal GOV2'"ment Employees who have been declared as 75%Civil servan:s as defined under Civil Servants Act 1973(including civil 3n employees paid from defence estimates) and

were in servic~ on 1.10.1998.b) Employees of a~tGnomous / semi-autonomous organizations 14%

and public s::ctor organisations under the administrativecontrol of t:::: F::deral Government (including employeesserving in tr~ Federal Government Employees HousingFoundation) ,\JlO were in service on 1.10.1998.

c) Retired Federal Government Employees governed under Civil 5%

Servants Act 1973.d) Widows of those eligible Federal Government employees who 3%

died during service.e) Extremely hardship cases among the Federal Government 2%

Employees I and Sindh Government Employees who facilitateexpeditious im;Jlementation of the scheme.

f) Federal Government employees who became disabled during 1%

service.

6. CRITERIA FOR ALLOTMENT

6 1 Seniority for the purpose of allotment shall be' determined in the descendingorder of age from the date of superannuation.

6.2 In case of widow of the Federal Government employees. the seniority shall bedetermined on the basis of length of Federal Government service of the

deceased employees.6 3 In case of Federal Government employees who became disabled during service,

the seniority shall be determined in consideration of the nature / extent of

disability.6.4 First priority shall be given to those applicants who or whose spouse(s) or any

member of their families neither own pioVhouse/fiat in Karachi on 1.10.1998 norwere they ever allotted any ploVhouse/ fiat by KDA, Federal Government

7. ENLISTMENT FEE

7 1 The applicants are requI"ed to deposit Rs. 5001- (non-refundable) as enlistmentfee for the Scheme w,ti- t~e specified branches of National Bank of Pakistanagainst Bank's receipt. ~~Htculars of which should be incorporated in the

application Form given in tre brochure.

8, SUBMISSION OF APPLICATIONS

8 1 Applications along with a bank draft or payment order for the amount prescribedIn the brochure for the category of plot applied for and drawn in favour ofFEDERAL GOVERNME~n E~v'1PLOYEES HOUSING FOUNDATION, KARACHI"shall be deposited by tre applicants at the following branches of the National

Bank of Pakistan accordi1g to their convenience:

I. KARACHINational Bank of Pakistan Zaibun Nisa Street Branch.

II. Rav.alpindi / IslamabadIII. PeshawarIV. Lahorev, Hyderabadvi. Querta

After the expiry of the last da,G of the receipt of applications, the applicationsalong with seed money will be transferred by thd above nominated branches tothe National Bank of Pakistan. Zaibun Nisa Street Branch,. Karachi where mainaccount is being maintained. The subsequent instalments will be deposited bythe successful applicants in the Zaibun Nisa Street Branch. Karachi only.

9. COST & SCHEDULE OF PAYMENTS

9.1 The tentative cost of land including development under the scheme and theschedule of payment thereof are given in. the following table:-

The al10ttees who want to get their houses constructed through HousingFoundation may send their consents soon after the receipt of provisionalallotment letter.

The cost indicated above are tentative and are subject to variation on account ofchange in area of plot, escalation in prices and unforeseen circumstances. Thecosts of developed plots shall be finally determined and charged from theallottees on the basis of actual expenditures in~,urred on the acquisition of landand completion of all development works which will be communicated to theallottees in due course.

10 Incomplete applications and applications submitted Qn Photostat copies of theforms will not be entertained.

11 . Cheques will not be accepted12. The allottees shall be required to bear the expenses on account of consultancy

charges and any unforeseen expenses contingent on the execution of thescheme in the form of taxes, overheads etc including the expenditure on account

of the establishment / s.:;r.t:c,=: charges of the Housing Foundation as may bedetermined and approv.;;: ::;y ~~eExecutive Committee.

13 The charges on accocr: of =:xternal water, electric and gas connections andother services shall ha\ ~ :0 t.:; borne by the allottees themselves.

14 For corner plots. additl:;-:;I ':.-arges equal to 10.% of the cost of the developedplots shall be payable.

15. VARIATION IN THE SIZ= OF PLOTS

15.1 In case of any variation 1 tr=: size of plots for unavoidable reasons the cost willbe worked out on the ba: s c; :he actual size of the plot

16. SURCHARGE ON LATE PAYMENTS

16.1 The payment of insta ller: within the specified time limit shall be theresponsibility of the allo~ees A grace period of one month shall be allowed forpayment of a particular j"stai-:lent on case to case basis.

16.1.1 If the allottee fails to pay the dues within the grace period, a surcharge@ 1% per mo:;th ',',ill be leviable on the amount due for the period ofdefault incluci.r~ tr,e grace period of one month.

16.1 2 Extension in ti:;e l:nit beyond due date but including the grace periodshall be allow2d 0,1 a formal request up to a maximum penod of fourmonths subject to the payment of surcharge.

16.1.3 If the allottees fail to pay the dues within the extended period, theallotment of the plot shall stand cancelled and the amount paid by himshall be refunded after deducting 5% of the amount paid within fourmonths of the cancellation of allotment.

17. SURRENDER OF ALLOTMENTS

17 1 If an applicant decides to surrender the allotment of the plot after accepting itsprovisional allotment, the amount paid by him/her shall be refunded afterdeduction of 5% of the allount paid as establishment'service charges.

18. TRANSFER OF ALLOTMENT

18.1 The allottee shall not sell/transfer the plot to anyone till the house thereon hasbeen completed by him. Prior written permission,of the Housing Foundation shall-have to be obtained by the allottee for the sale/transfer of the house after itscompletion and payment of the service charges as approved by the ExecutiveCommittee.

19. COMPLETION OF THE HOUSE

19 1 The Housing Foundatc.-; s-~II endeavour to complete the development worksand hand over the ph -,: :.a )ossession of the plot to the allottee within twentyfour months of the pro. : :'Jr~: allotment. However, in case of any delay for someunavoldable/unforseer : ,Cl. "Tlstances, the allottee shall not be entitled to claimany compensation fror: :-;9 -')using Foundation.

20. ABANDONMENT OF THE SCHEME

20 1 If for any reason the ;J"J~ec: is abandoned. the' allottee shall not be entitled toclaim any compensati~-: or jamages and shall only be entitled to receive therefund of the balance arour: after accounting for all the liabilities incurred by the

Housing Foundation.

21. DECISIONS OF THE EXECUTIVE COMMITTEE

21.1 All orders and instruct~o-s issued by the Executive Committee from time to timeand decisions taken J!, it in regard to the scheme shall be binding on all

concerned.

22. ARBITRATION

22 1 All disputes between the Hm;sing Foundation and the allottees shall be referredto the Executive Coml0:ttee for arbitration and the decision of the Committeeshall be final and bindin£ on both the parties.

23. DELAY IN TAKING OVER POSSESSION

23.1 Possession of individual plots shall be handed over to the allottees on thecompletion of entire development works. The allottees shall take over possessionof the plot within 15 days of the receipt of the intimation from the HousingFoundation. In case of delay in taking over possession, the Foundation shallcharge Rs. 1000/- per month from the allottee on account of watch & ward.

24. PERIOD OF CONSTRUCTION OF HOUSE

24 1 The period of construction of houses by the allottees will be three years afterhanding over the plots to them.

25. ADDRESS FOR CORRESPONDENCE AND NOTICES

25.1 Correspondence shall be addressed to an allottee at the last postal addressgiven by him. It shall be the duty of the allotteE. to intimate instantly wheneverthere is any change in his postal addres .•s. The Housing Foundation shall not beresponsible for non-delivery of notices, letters etc. due to change of address if.

not communicated to it.

Direct ar.c indirect contribution of housing programmes to thenational economy arc a positive co-relationship between housing andproductivity has long be~' rE-:ognized universally.

1 2 The Federal Governmer: Er,ployees Housing Foundation was set up in March1990 and registered as :; ccmpany limited by guarantee under the companiesOrdinance, 1984. It Wc:3 Eltrusted with the task of implementing the self.financing housing scr,=~es on ownership b(lsis for Federal Governmentemployees in major cit:~s of Pakistan including Karachi. First phase comprising219 houses/plots was a~nol..;nced in 1992, which has been completely booked.Keeping in view the pressing demand from the Federal Government employees,Phase-II of the scheme :onsisting of approximately 1000 plots/houses is being

launched.

2. MANAGEMENT SYSTEM

2.1 The Federal Governmelt Employees Housing Foundation has a three tiermanagement system; a 30ard of GovernSJrs; headed by the Minister for Housingand Works, an Executi\8 Committee headed by the Secretary (H&W) and aDirectorate General headed by a Senior Engineer designated as Director

General.2.2 The Board of Governors will issue Policy directions to the Executive Committee,

which will exercise all powers delegated to it by the Board of Governors foreffective control, management, supervision and evaluation of all activities of theHousing Foundation.

2.3 The Office of the Director General shall be responsible to and work under theExecutive Committee headed by the Secretary Ministry of Housing and Works.This Office shall report the progress of the works to Chairman ExecutiveCommittee from time to time.

2.4 The Housing Schemes in major cities other than Islamabad including Karachi,Peshawar, Lahore, Mu!tan, and Ouetta shall work under the respective ProjectDirector, who shall be responsible to the Director General, Housing Foundation,Islamabad for efficient and effective implemen'tation of Housing Scheme onownership basis, in accordance with the decisions of the Executive Committee.

3. LOCATION AND SALIENT FEATURES;

3.1 Phase-II of the Housing Scheme is proposed to be planned over an area of 92.31acres located in Sectors 4-C, 19-C, 25-8 and 30 of K.D.A. Scheme No. 33,Karachi acquired through the Deputy Cor't1missioner, Malir, Karachi. The physicaldevelopment and planning will be done in accordance with the Karachi

Development Authority's 'sj~>aws. The proposed housing scheme will cater forall civic amenities requ -=:: kr a modern living such as shopping centre, schools,

3 3 Application can be subnitted for allotment of a :category of plot lower than theentitlement of the applic3nt (if; so desired). For', he purpose of entitlement to aparticular category, the:3asic Pay Scale .of the p~;st and not the move-over Scale

will be considered.3.4 As in Phase-I, the ancttees shall be given an option to get their houses

constructed through the ;"";ousing Foundation or under their own arrangement. If asizeable number of allotees give their option to have their houses constructed. through the Housing FO.Jndation at the cost based upon the accepted tenderrates, the construction of houses of such allottees will be undertaken by the

Housing Foundation.

4. CRITERIA FOR ELIGIBILITY

4.1 Applicants fulfilling the following conditions shall be eligible to participate in this

scheme. .

4.1.1 Federal Government Employees who have been declared as Civil Servants asdefined under Civil Sel'\'ants Act 1973 (including civilian employees paid fromdefence estimates) and were in service on 1.1.1999.

5. ALLOCATION I DISTR3UTION OF THE PLOTS

5 1 The available (resider::: ~ ::ts shall be distributed among various categories ofapplicants who fulfil th -= :~ ts',a for eligibility as given below:

a) Federal Gove--m~nt Employees who have been declared as 75%Civil servan:s as defined under Civil Servants Act 1973(including civil3n employees paid from defence estimates) andwere in servic-:: on 1.1.1999.

b) Employees of autonomous / semi-autonomous organizations 14%and public s:;ctor organisations under the administrativecontrol of tn-: Federal Government (including employeesserving in tr~ Federal Government Employees HousingFoundation) ,••./'0 were in service on 1.1.1999.

c) Retired Federal Government Employees governed under Civil 5%Servants Act 1373.

d) Widows of these eligible Federal Gover'1ment employees who 3%died during ser/iee.

e) Extremely har:Jship cases among the Federal Government 2%Employees I a1d Sindh Government Employees who facilitateexpeditious im:;!ementation of the scheme (subject to approvalby the Board 0' Governors).

6. CRITERIA FOR ALLOTMENT

6.1 Seniority for the purpose of allotment shall be determined in the descendingorder of age from the date of superannuation.

6.2 In case of widow of the Federal Government employees, the seniority shall bedetermined on the basis of length of Federal Government service of the

deceased employee.6 3 In case of Federal Government employees who became disabled during service,

the seniority shall be determined in consideration of the nature I extent ofdisability to be assessed by the Committee consti~uted for the purpose.

6.4 First priority shall be given to those applicants (ho or whose spouse(s) or anymember of their families neither own plotlhouse;jlat'in Karachi on 1.1.1999 nor

The allottees who want to get their houses constructed through HousingFoundation may send their consents soon after the receipt of provisionalallotment letter.

The cost indicated above are tentative and are subject to variation on account ofchange in area of plot, escalation in prices and unforeseen circumstances. Thecosts of developed plots shall be finally determined and charged from theallotlees on the basis of actual expenditures incurred on the acquisition of landand completion of all development works which will be communicated to theallotlees in due course.

10. Incomplete applications and applications submitted. on Photostat copies of theforms will not be entertained.

11. Cheques will not be accepted. Payment will be only through cash / pay order /Bank draft deposited in the specified Bank.

12 The allottees shall be required to bear th~ expenses on account of consultancycharges and any unforeseen expenses contingent on the execution of thescheme in the form of taxes. overheads etc including the expenditure on account

16. SURCHARGE ON LATE PAYMENTS

161 The payment of ins~a'mer,t within the specified time limit shall be theresponsibility of the allo::ees. A grace period of one month shall be allowed forpayment of a particular irsta:ment on case to case basis.

16.1.1 If the allottee fails to pay the dues within the grace period, a surcharge@ 1% per mO:1th ','Jill be leviable on the amount due for the period ofdefault inclucirg the gra~e period of one month.

16.1.2 Extension in tille limit beyond due date but including the grace periodshall be allov.ed on a formal request up to a maximum period of fourmonths subject to the payment of surcharge.

161.3 If the allottees fail to pay the dues v'ithin the extended period, theallotment of the plot shall stand cancelled and the amount paid by himshall be refunded after deducting 5% of the amount paid within fourmonths of the cancellation of allotment.

17. SURRENDER OF ALLOTMENTS

17 1 If an applicant decides to surrender the allotment of the plot after accepting itsprovisional allotment, the amount paid by him/her shall be refunded afterdeduction of 5% of the amount paid as establishmenVservice charges.

18. TRANSFER OF ALLOTMENT

18.1 The allottee shall not sell/transfer the plot to anyone till the house thereon hasbeen completed by him. Prior written permission of the Housing Foundation shall

_ have to be obtained by the allottee for -the sale/transfer of the house after itscompletion and payment of the service charges as approved by the Executive

Committee.

19. COMPLETION OF THE HOUSE '"

19.1 The Housing Foundati.::'- sr 811 endeavour to complete the development worksand hand over the ph:: :31 possession of the plot to the allottee within twenty'four months of the pro',';:,:: n:::1 allotment. However, in case of any delay for someunavoidable/unforseen ::'SL;i1stances, the allottee shall not be entitled to claimany compensation frorT' :-e Housing Foundation.

20. ABANDONMENT OF Tl-E SCHEME

20 1 If for any reason the pr:.ec: is abandoned, the allottee shall not be entitled toclaim any compensatic- or damages and shall only be entitled to receive therefund of the balance c--':'Jrt after accounting for all the liabilities incurred by the

Housing Foundation,

21. DECISIONS OF THE EXECUTIVE COMMITTEE

21 1 All orders and instructio" s issued by the Executive Committee from time to timeand decisions taken b~. it In regard to the scheme shall be binding on all

concerned.

22. ARBITRATION

22.1 All disputes between the Housing Foundation and the allottees shall be referredto the Executive Comm:tee for arbitration and the decision of the Committeeshall be final and binding on both the parties.

23. DELAY IN TAKING OVER POSSESSION

231 Possession of individual plots shall be handed over to the allottees on thecompletion of entire development works. The allottees shall take over possessionof the plot within 15 days of the receipt of th:~ intimation from the HousingFoundation. In case of delay in taking over pCl,;session, the Foundation shallcharge Rs. 1000/- per mcnth from the allottee on)ccount of watch & ward.

24. PERIOD OF CONSTRUCTION OF HOUSE

24.1 The period of construction of houses by the allottees will be three years afterhanding over the plots to them.

25. ADDRESS FOR CORRESPONDENCE AND NOTICES

25.1 Correspondence shall be addressed to an allottee at the last postal addressgiven by him. It shall be the duty of the allottee to intimate instantly wheneverthere is any change in his postal address. The Housing Foundation shall not beresponsible for non-delivery of notices,' Letters etc. due to change of address ifnot communicated to it.
