SiTF CHAIRmAN’S mESSAgE

National attention is currently focused on transforming Singapore into a smart nation and SiTF is making every effort to leverage the new development for the benefit of our members while contributing to national progress.

A small but dedicated committee, headed by Co-opted Councillor Ms Natasha Kwan, is leading the charge. It is working closely with the Smart Nation Programme Office (SNPO) and IDA while reaching out not only to ICM players but also to different user associations to understand their members’ needs.

It has also organised a forum to bring SiTF members up to speed. Held in June, it was well received and I am happy that many members have expressed their willingness to play key roles in Smart Nation engagement activities.

Smart Nation was also the theme of this year’s CXO breakfast. Very appropriately, the guest of honour and keynote speaker was Dr Vivian Balakrishnan, Minister for The Environment and Water Resources and Minister-in-Charge of SNPO. We gained much from his insights and candid exchange with the audience.

A milestone this year was the move of SiTF House to JTC Launchpad@one-north in the heart of the ICM community. Opened by Minister of Communications and Information Dr Yaacob Ibrahim, it underscores our resolve to stay relevant to the industry and to better serve our members.

Bigger and better than the Neil Road premise, the new office is large enough to accommodate incubatees and to host events for up to 100 people. Since moving in in February, we have conducted more than 20 events and training classes there.

The manpower crunch has always been a major challenge facing infocomm SMEs in Singapore. To address this, SiTF has started working with the polytechnics to facilitate industry internships for their students. At the same time, we are helping our members to enhance the quality of their internship programs in the hope the students will return as employees after they graduate.

Meanwhile, the SiTF Academy, which was set up to support capability building, has focused on promoting Agile adoption in collaboration with IDA. This year, it has also been qualified as a Certified Proxor Examination Centre for Javascript. It plans to add more programming languages to help employers validate the proficiency of programmers in a wide range of applications.

Besides taking proactive steps to kick off new programs, we also actively review existing programs to ensure their relevance. As such, IDA and SiTF have jointly agreed that the Infocomm Singapore Centre (ISC) in Shanghai has served its purpose. In October 2014, ISC announced its closure after serving as an invaluable catalyst for local ICT companies to penetrate the China market for 10 years.

I want to thank Mr George Yang, the Centre Director and his team for assisting more than 170 companies and helping to generate more than S$120 million worth of business.

I am also grateful for the support my Exco and Council have given to build up SiTF and lead the industry. Last but not least, I also wish to thank the Secretariat for putting in the hard work to drive all the programs.

he year in review has been both historic and eventful.

Among the highlights is the performance of 123JumpStart, our startup engagement program. This year, it received a record 57 applications, of which 20 were approved to receive a S$50,000 microfunding grant each.

Another six proceeded to Tier 2 of the funding, and one of them has completed the follow on funding of S$200,000.

We have also helped our members look for business partners and opportunities both locally and overseas by facilitating their participation in exhibitions under the Singapore Pavilion banner. We maintained a busy schedule bringing more than 90 locally based ICT companies to eight events that included the inaugural Asian edition of Interpol World Asia which was held in Singapore and the Myanmar International ICT exhibition in Yangon.

To raise awareness of the achievements of our members, we have run a series featuring their success stories in our new enewsletter, SiTF Members Boleh. We encourage members to continue sending stories to us.

With a bigger floor space, the new office has allowed us to expand our team and so enhance our ability to support key strategic programs such as the Smart Nation Initiative, 123JumpStart and the Manpower Initiative. We have also boosted the membership team with two new hires. The increase in human resources is part of SiTF’s commitment to continually upgrade our service and programs for our members.

To compete more effectively in the market for talent, we had introduced flexi and part time work hours. I am happy to report that in spite of the tight labour market, we have managed to secure the talent we need.

SiTF’s achievements would not be possible without the support and encouragement of our SiTF Exco, Councillors and the many members behind specific activities, big and small. I am particularly grateful to my team for their cheerful, gung ho spirit which is much appreciated when dealing with the challenges and tight deadlines we constantly face.

Finally, a big thank you to you, our members. With your support, SiTF continues to stay relevant.

of new SiTF office

Dr Yaacob Ibrahim, Minister of Communications and Information graced the official opening of SiTF’s new office at Singapore’s technopreneurship hub LaunchPad @ one-north. Located at Block 79 Ayer Rajah Crescent, the office provides a focal point for activities and initiatives spearheaded by SiTF to support the continued growth of the ICM industry in Singapore.

At the opening held on 12 May 2015, SiTF Chairman Ms Shirley Wong said, “The new office at LaunchPad @ one-north positions SiTF at the heart of the infocomm community comprising our members, start-ups, investors, academia, technical experts and government agencies. This enables us to enhance our industry outreach and strengthen our role in growing this vibrant and exciting industry.”

She also highlighted SiTF’s efforts in helping the industry nurture startups

through 123JumpStart, seizing business opportunities opened up by the Smart Nation Initiative and easing the manpower crunch through internship programmes for polytechnic students at infocomm SMEs.

In his speech, Dr Ibrahim said of the new facility, “I would like to see innovation taking place. The most important thing is to attract young vibrant talent here for them to innovate. We have to create opportunities for them to be part of this exciting journey.”

He took the opportunity to engage the industry in the upcoming new Infocomm Media Masterplan saying, “This is not something that the government can do alone; we have to work with our industry partners.”

SiTF Academy

SiTF enhances the capabilities of the ICM workforce within Singapore through the SiTF Academy. In the year in review, our training arm worked with local and international partners to deliver more than 60 programs to over 900 professionals.

SiTF Academy has conducted the pilot exam to become a Certified Proxor Examination Centre. Proxor exams help to determine whether an individual has the necessary skills to be a productive Java software developer. This is useful for:-

Benchmarking individual’s Java programing skills. Screening potential new hires. Validating vendors’ capabilities. Identifying skills gaps and follow-up individual or group

training schemes

SiTF Academy courses were focused on the following key topics:

1. Cyber security. Besides a Masterclass on cyber security secure coding held in July 2014 and various cyber security workshops, the Academy helped organise a two-day deep dive secure coding workshop for 20 staff from ST Electronics.

2. agile software Development. Besides offering various Agile courses, SiTF Academy made presentations at Singapore’s five polytechnics to promote the benefits of the Agile methodology over the traditional water-fall practice. This culminated with Certified Scrum Master training, an agile methodology for 20 staff from Temasek Polytechnic in April 2015.

3. Drones. As part of the Smart Nation Initiative, the SiTF Academy has developed the Introduction to Drones and Jumpstart Drone Building workshops. The aim of the former is to educate the public on the safe use of drones before they become a common sight in Singapore skies. Within this financial year, 20 drone workshops were conducted for over 200 participants.

4. innovation and Design thinking. To help tech companies build products right, various workshops on innovations, design thinking and uX were conducted to bring the right mindset to IT professionals.

the formation of a pro-tem committee on Smart Nation helmed by SiTF Co-opted Councillor, Ms Natasha Kwan, Managing Director for South Asia, T-Systems & Chairman, Singapore T-Systems Management Board. The committee will work with industry to contribute holistically to the initiative. The Minister indicated that Singapore is in a cusp of transformational change brought about by a convergence

of three trends – the falling cost of hardware, hyper-connectivity becoming the norm and the pervasiveness of personalisation and customisation. The result will be a Smart Nation as new tools and solutions that can help make life significantly better for all citizens become easily accessible.

He said the Smart Nation Programme serves as a platform for companies, government agencies and the

community to come together to break new ground and find solutions that will raise the standard of living. It is also an open invitation to the world, to partner Singapore to find answers to challenges that are both local and global at the same time.

The talk ended with a lively question and answer session as many participants sought Dr Balakrishnan’s views on a wide range of topics.

Cloud Computing Chapter

The Cloud Computing Chapter (CCC) achieves its goal of moving cloud computing to the next level of adoption through the SiTF-NYP Cloud Enablement Centre and its regular awareness and networking events. These initiatives bring together like-minded enterprises, solution providers and government agencies to share their experiences in cloud computing implementation; and serves as a business development platform for SiTF members.

Last November, the Chapter provided 17 members with exclusive arrangements under the Singapore Pavilion banner at Cloud EXPO Asia 2014. The exhibiting companies reported their satisfaction with the show and expressed interest in supporting the next event.

In May 2015, CCC participated in the rhipe Cloud Summit. Its Vice Chairman Ms. Cheong Lai Siong made a positive presentation on the cloud landscape and its opportunities, thus encouraging more companies to join the chapter.

In seeking to promote the holistic development of local enterprises and support their regionalisation efforts, the Singapore Enterprise Chapter (SEC) hosted two events this year – the exchange with the Taiwanese delegation and the annual Government Chief Infocomm Officers’ (GCIO) Luncheon.

Fifteen delegates from Taiwan led by Section Manager III of Taiwan External Trade Development Council, Mr. Yu Sheng Hus and Mr. Clement Chen from the Chief Representative Office of Taiwan Trade Center, Singapore, visited SiTF in December 2014. An exchange of views on the Singapore and Taiwanese ICM trends took place.

SEC also hosted another key event, the annual GCIO Luncheon. This year, it was held on 27 May 2015 at Suntec Convention and Exhibition Centre. Close to 100 C suite ICT professionals attended the luncheon and exhibition.

The annual networking event, organised in collaboration with IDA, aims to provide a platform

for home-grown tech SMEs to showcase their unique solutions and services to the government officers.

In line with the Smart Nation theme this year, seven exhibiting companies - Elixir Technology Pte Ltd, JobKred Pte Ltd, LDR Pte Ltd, Netrust Pte Ltd, Quantum Inventions Pte Ltd, Sprint Innovations Pte Ltd and The ESP Group – were invited to make a presentation to the audience over lunch.

Five other companies took part in the exhibition: Inspire Tech Pte Ltd, PointStar Pte Ltd, S & I Systems Pte Ltd, 2359Media and 7-Network.
