support and increase affordable housing opportunities in their county

◦ Protect and expand PHARE

We request that our Representatives:◦ Protect and expand PHARE

◦ Support State Housing Tax Credit Legislation when it reaches the House

Our Focus This Year

Federal Low Income Housing Tax Credit = main vehicle for creating affordable rental housing in US• Not enough credits!

A state housing tax credit will largely mirror federal LIHTC:• Will provide a dollar-for-dollar reduction in their STATE tax liability in

exchange for providing financing to develop affordable rental housing

What is the Pennsylvania State Housing Tax Credit?

The Housing Alliance will:

•Schedule Appointments with Senators

•Prepare Packets for Meetings

•Organize Teams and Identify Team Leaders

Before The Day

What you will do:

•Prepare to have a few sentences on how housing resources are implemented in the district:•How do you use PHARE funding in your community?•What would you do with more resources like a state housing tax credit?

•And Remember- You do not need to become an expert on Tax Credits

Before The Day

9:30 to 10:00 a.m. Check-In in the Rotunda

10:00 to 10:30 a.m. Planning Time for Teams

10:30 a.m. to 12:00 p.m. Legislative Visits

12:00 to 1:00 p.m. Lunch & Debrief

1:00 to 1:30 p.m. Press Conference in Rotunda

1:30 to 3:00 p.m. Additional Legislative Visits & National Housing Trust Interviews

Schedule of the Day

1. Team Leader opens the meeting with the reason you are visiting their office today

2. Everyone goes around, introduces themselves, and states why they are at the meeting

3. The Team Leader tells the staff or legislator what the group is asking for the legislator to support/do

4. Hold a conversation around these issues

5. Team Leader closes the meeting, restates the asks of the group, and thanks the staff/ legislator for their time and support

How to Have an Effective Legislative Visit

Messaging Framework for the Conversation

Even with great programs and policies in place like the state housing trust fund called PHARE and the federal Low Income Housing Tax Credit, we can and should do more.

The housing gap continues to grow in PA. There are only 38 affordable units available for every 100 extremely low income renter households
