This is labeled a working copy as it is expected to change as frequently as the regulatory guidance changes during this initial implementation period. !3. Summary Add last...... !!!!!4. Scope !1. The purpose of this standard operating procedure is to further define the processes and refine the procedures provided in the publications cited in Annex A as they relate to the demobilization procedures for Army National Guard soldiers under the auspices of the National Guard Transition Assistance Program. !2. The demobilization process is the first and most critical step in the Guard member’s transition from Title 10 back to Title 32 status. These processes lay the foundation for a successful and seamless transition. A truly collaborative effort by all service providers will assist the Guard member in the maximum benefits with the minimum stress. Our ability to capture Guard member information in a timely manner and provide services and resources at their most critical times will ensure our Guard veterans are successful in their transition mission. We must capitalize on the commitment and dedication of our workforce to care for the Guard veteran by maximizing the use of shared information technologies to ensure our veterans are provided the highest level of care throughout their transition process. !3. This SOP incorporates the requirements of the VOW Act, the DoD Transition Assistance Program, the OSD Transition to Veterans Program Office Transition: GPS (Goals, Plans, Success) initiative, the OSD Common Readiness Standards, the Army Transition Policy and the Army Career and Alumni Program (ACAP). !4. Definitions !1. Responsibilities

a. During demob, the State Transition Assistance Advisor, in concurrence with state leadership, will attend all unit demobilizations for Company size elements and above, At-Risk Units (casualties, serious injuries, high unemployment), or at the request or policy of State Leadership This is contingent upon availability of funds. !b. While at the demobilization site The State TAA will assist the Installation TAP/ACAP staff as requested and ensure the required Transition Assistance Program briefings, and associated activities are completed to standard.

! (1) Assist the supporting VAMC staff as requested and to ensure the required VA briefings and completion of the VA Form 10-10EZ are completed to standard. ! (2) Serve as a liaison between the unit(s), the supporting VAMC’s staff, the Installation TAP/ACAP staff and the ARNG VOW Region Coordinator (for DOL EW coordination only). ! (3) Complete the NGB Unit Demobilization Report (Appendix C) and submit to: (a) Regional TAA (b) NGB Office of Warrior Support ! (c) JFHQ-State J1 ! (d) and as applicable the State ARNG-G1 and Unit G1 !! c. Post demob, the State Transition Assistance Advisor will review Commanders

Reports produced through ACAP XXI to: ! (1) Track individual soldier compliance with TAP, Transition: GPS, and Common Readiness Standards

(2) Report non-compliant soldiers to unit leadership. This process will be completed through established state reporting protocols. ! (3) Coordinate soldier completion of required TAP, Transition: GPS, and Common Readiness Standards. State leadership will direct how this will be completed. Possible delivery platforms could be; at unit locations, at regional locations throughout the state, at one central location in the state. States are encouraged to use state resources to complete soldier training requirements. ! (4) Coordinate DOL Employment Workshop. State leadership will direct who and how this will be accomplished. At a minimum, the State TAA is responsible to secure a roster of soldiers who have completed the workshop and provide it to the Regional TAA for data entry in ACAP XXI. ! d. The Regional Transition Assistance Advisor will provide administrative support to the State Transition Assistance Advisor in data entry into ACAP XXI (Pre, During and Post demob), completion of the Individual Transition Packets, and completion of the Summary reports for Individual Transition Packets. ! e. NGB Office of Warrior Support will collect and analyze data from the NGB Demobilization Report and ACAP XXI, provide results and analysis to (1) NG J1 ! (2) ARNG G1 ! (3) Region TAA (4) State TAA !6. Recordkeeping Requirements

a. Chief, Office of Warrior Support reports results to DOD Transition to Veterans Program Office. ! b. Chief, Office of Warrior Support provides results to USAR and Air Force Reserve Component TAP/ACAP Program Managers. !

ANNEX A - ARNG Transition Requirements (extract from Army Transition Plan draft) !1. ARNG units will complete all transition assistance training requirements at the demobilization station with the exception of DOL employment workshop. The DOL employment workshops will be conducted at home station prior to the end date of the DD214. Additional days will be added to the DD214 to allow soldiers to complete the training. !2. ARNG units will receive the following at the Mobilization Force Generation Installation (MFGI) ! a. Pre-separation counseling (DD Form 2648 or 2648-1) in accordance with Title 10, US Code, section 1142. Completion of this component is mandatory with no exemptions. b. Department of Veterans Affairs (VA) Benefits Briefings I and II. In accordance with Title 10, US Code, section 1142. Completion of this subcomponent is mandatory with no exemptions. ! c. Common Readiness Standards, In order to adequately prepare for transition, all ARNG soldiers must have the following (mandatory with no exemptions): ! (1) Completed pre-separation counseling on DA Form 2648 or 2648-1. (2) Completed VA Benefits Briefing. (3) Completed 12 month post-separation budget. (4) Complete gap analysis via MOS Crosswalk. (5) Register on eBenefits. (6) Completed Individual Transition Plan (ITP). (7) Resume of choice (unless exempt from DOL EW). (8) Completed ITP checklist on DD Form 2958. !3. CAPSTONE. Completion of this component is (mandatory with no exemption).

CAPSTONE is intended as a final check to ensure CRS are met. This will be documented on the ITP Checklist, DD Form 2958. CAPSTONE will consist of review for CRS compliance and not include the optional tracks until 1 Oct 13. !!!!!!!!

ANNEX G-Checklist for State TAA Work at Demobilizations !1 November 2013 ARNG DEMOB SOP

Timeframe Task/Instruction Check PRIOR TO DEMOB 1. Be very knowledgeable on the VOW process and steps.

It may be that JFHQ Personnel, to include the White Cell or DEMOB Unit Team do not fully understand what is supposed to happen under the VOW requirements (including DOLEW). Your State will appreciate your participation and involvement before, during and after the DEMOB.

2. Work with your JFHQ (G3 MOB Cell) at IPRs. These are usually held as early as six months prior to DEMOB, then, R-90, R-60 and R-30. Attend as many of the Pre-DEMOB planning meetings as possible so you know what’s going on.

3. Identify any TAA-related issues or concerns that need to be addressed before the SMs return (family issues, health/injury issues, etc.).

4. Obtain the DOLEW exemption list. The Command gathers this list while the SMs are still in theatre and sends it to JFHQ and the DEMOB station (usually 30 days before DEMOB). Find out to whom it’s being sent at JFHQ and get a copy.

5. Obtain approval to attend the DEMOB through PM and make travel and lodging arrangements. Determine when you will arrive at DEMOB based on your engagement with your JFHQ team. Some TAAs like to be there right from the beginning. Other TAAs do not like to be there until the first day of briefings.

7. Get a firm unit roster of those SMs who will be demobilizing.

8. Send this roster to your Regional TAA and let them know this is what you have right now. This provides the Regional TAA a “heads-up” on approx. how many SMs they will need to review in ACAP once the DEMOB takes place.

9. Keep your Regional TAA informed of the approximate dates of DEMOB. If something changes, send a quick email to your Regional TAA. Also, once the firm date is set, send the Regional TAA an email. (The Subject Line should read “Final DEMOB date – 1-104th AVN” … for example).

10. Send the DOLEW exemption list to your Regional TAAs. Let the Regional TAA know it’s the preliminary list and that the SMs are not home yet.

11. Stay engaged with the JFHQ White Cell and/or Unit DEMOB Team to obtain the hour-by-hour schedule for processing of your SMs.

12. Schedule a time to brief your SMs at DEMOB. You may not have time to brief during the duty day. Recommendation: Present your TAA Briefing prior to the Finance/Medical/Administrative Federal processing. DEMOB sites attempt to schedule the ACAP/VOW/VA Briefings (2 Days of Briefings) prior to other DEMOB Processing.

13. Make the time to meet the ACAP team. Introduce yourself as the TAA from the State of ___________. Let them know you’re not there to compete with the ACAP (SERCO) contract, but rather that TAAs are an extension of each other’s services. Refrain from any negativity about the ACAP system.

14. Make yourself available during the ACAP/VOW/VA Briefings for state related questions.

15. Let Soldiers know that you will be following up with what they mark on their 2648-1 with a customized packet made specifically for them. Currently, they don’t think anyone ever looks at any of the forms that they fill out at DEMOB. Explain that if they mark that they need assistance or information on Education, Finance, Health Insurance, etc., their packet will be customized with that information. Mention that they will receive it at the Post DEMOB 30-day Yellow Ribbon event.

16. Talk about the changes to VA, GI Bill, etc. that have occurred since they mobilized. Hit the high spots if time is limited and let them know you’ll be covering this in more detail at the Post 30-day Yellow Ribbon Event.

17. Get a list of SMs who will need to have their VA benefits reinstated so you can be prepared to help those SMs with that.

18. Go to the SRP location and visit with your SMs as much as possible. Let them know who you are and that they will be seeing you again at the 30-day Yellow Ribbon. *Most importantly, let them know you are from their state, and not the DEMOB station.

19. Give SMs one of your business cards along with a State Packet if applicable.

20. Get as many personal emails for the SMs as you can. Focus on Non-Exempt Soldiers if time is limited.

21. Write down any issues/concerns that the SMs share, and ask them when they would like you to follow-up with them on that issue. Be sure to ALWAYS follow-up with that SM when you say you will or set a new follow-up date with the SM if you can’t meet the first one.

22. Send final DEMOB roster to Regional TAA. Be sure to note that this is the final roster of all SMs who actually went through DEMOB.

23. Provide your Employment Outreach Section and Regional TAA with the DOLEW roster that shows which SMs are Exempt from the DOLEW requirement or Non-Exempt and identify who are enrolled as Full Time Students. All of this information must now be entered into ACAP XXI.

TRANSITION ASSISTANCE PROGRAM (TAP) CHECKLISTFOR DEACTIVATING/DEMOBILIZING NATIONAL GUARD AND RESERVE SERVICE MEMBERS

(Please read Privacy Act Statement and Instructions in Section III before completing this form.)

SECTION I - PRIVACY ACT STATEMENT

SECTION III - INSTRUCTIONSAll demobilizing/deactivating National Guard and Reserve Service members shall read these instructions before completing Sections IV, V,and VI of this form. After being counseled, Service member shall sign and date the form in items 28.a. and 28.b.

This form will be used for eligible deactivating/demobilizing National Guard and Reserve Service members.

(1) Items checked "YES" indicate that you require additional information or referral to a subject matter expert on the installation or to an appropriateperson in another agency or organization outside of DoD or attendance at a scheduled employment or VA session (Section IV).

(2) Shaded areas on the form mean: (a) the information is not applicable (example: item 11.b. is shaded under "Spouse" because DD Form 2586,"Verification of Military Experience and Education - VMET", does not apply to spouses); or (b) the item is referring to a Web site address and URLsrequire no further explanation. URLs are provided so Service members can research information at their leisure on a given topic or subject.

(3) Department of Labor (DOL) TAP Employment Workshop: In accordance with DoDI 1332.35, all eligible demobilizing/deactivating National Guardand Reserve Service members who request attendance, by checking "YES" in item 11.a. on DD Form 2648-1, shall be released to attend the workshopin its entirety during normal duty hours. Units shall contact the Director Veterans Employment and Training (DVET) or the Department of Labor toschedule the appropriate employment workshop. Units are encouraged to schedule a DOL employment workshop in conjunction with the Yellow RibbonProgram during one of the 30, 60, 90 day reintegration events. Workshops shall take place at unit home stations or any other location mutually agreedupon by the Unit and the DVET or DOL official representative. The TAP services available include but are not limited to RC TAP and virtual TAPresources. In the event that a DOL workshop is unavailable, the Service member may attend a Reserve Component TAP or DOL equivalent employmentworkshop conducted by the Military Services. Service members shall be released to complete the workshop in its entirety and will be exempt fromnormal duty the full 24 hour period of each workshop day and the 12 hours immediately preceding and following workshop/briefing.

(4) Post Government (Military) Service Employment Restrictions Counseling (item 24). Service members are required to receive this counselingprior to release from Active Duty. Transition/Command Career Counselors shall refer demobilizing/deactivating National Guard and Reserve Servicemembers to an installation legal office (Staff Judge Advocate or Counsel's Office) to ensure Service members receive guidance on post government(military) employment restrictions from an ethics official. Transition/Command Career Counselors can coordinate with their supporting Staff JudgeAdvocate or Solicitor General Office or an Ethics Official to ensure they provide this counseling at demobilization sites prior to National Guard andReserves being released from active duty (item 23).

(5) Veterans Benefits Briefing: In accordance with DoDI 1332.35, all demobilizing/deactivating National Guard and Reserve Service members whocheck "YES" in item 19 shall be released to complete the Veterans Benefits Briefing sponsored and offered by the Department of Veterans Affairs (VA) inits entirety. Service members will be exempt from normal duty the full 24 hour period of each VA Benefits Briefing day and the 12 hours immediatelypreceding and following the VA Benefits Briefing.
