The Agency is the place where all railway stakeholders meet, cooperating with European associations of sector stakeholders to develop its proposals, with networks of national safety authorities and national investigation bodies to exchange information and best practices and to harmonise decision-making.

The European Union Agency for Railways is located in Valenciennes in the northern part of France (approxi-mately 200 km from Paris, 100 km from Brussels, 200 km from Aachen).

In addition, we have a conference centre in Lille. Under its Executive Director, Josef Doppelbauer, the Agency manages around 160 staff members from 21 Member States.

In addition the Agency will become from 2019 onwards the European authority with the responsibility to:• issue single EU-wide safety certificates to railway

undertakings;• issue vehicle authorisations for operation in more

than one country;• grant pre-approval for European rail traffic manage-

ment system (ERTMS) inf rastructure.

Following the entry into force of the technical pillar of the fourth EU railway package (Regulation (EU) 2016/792), the European Union Agency for Railways replaces and succeeds the European Railway Agency.

Our mission is: ‘Making the railway system work better for society.’

To achieve this the Agency contributes, on technical matters, to the implementation of European Union legislation aiming at improving the competitive po-sition of the railway sector by:

In the coming years (2016-2020) the Agency will open calls for applications for:

• Skilled people in technical assessment, quality auditing and project management for the Agency’s newly activities related to Single Safety Certificate, Vehicle Authorisation and Monitoring activities;

• Managers and project officers for Agency’s organisation (i.e. Safety, Interoperability, ERTMS, Corporate Management and Evaluation, Strategy, Research and International Standards);

• Administrative positions (e.g. Human Resources, Finance & Budget, IT, Facilities Management, Legal, Communication, …).

Summary of our conditions of employment

• Salaries are exempted from national tax, instead a tax to the benefit of the European Union is deducted at source.

• Annual leave entitlement of 2 days per calendar month plus additional days for age and grade, plus 2 ½ days for staff entitled to expatriation allowance and, in addition, an average of 16 public holidays per calendar year.

• General and applicable technical training plus professional development opportunities.

• Membership of the EU Pension Scheme (after 10 years of service).

• Membership of the EU Joint Sickness Insurance Scheme accident and occupational disease insurance coverage, unemployment and invalidity allowance and travel insurance.

Depending upon individual family situation and place of origin of recruitment, staff members may, in addition, be entitled to:• expatriation or foreign residence allowance;• household allowance;• dependent child allowance;• education allowance;• installation allowance and reimbursement

of removal costs;• initial temporary daily subsistence allowance;• other benefits (travel expenses on taking up duty, etc.)

Following the entry into force of the technical pillar of the 4th EU Railway Package (Reg. 2016/796), the European Union Agency for Railways replaces and succeeds the European Railway Agency. The change of name requires also a new corporate design. The “Agency” refers as from now to the European Union Agency for Railways. However depending on the context, some parts of this brochure still refer to the former European Railway Agency.
