(CDM) is pleased to resubmit this Work PlanMemorandum for the North Cavalcade Street site in Houston, Texasincorporat ing the charges you requested. There are no substantialexceptions to the scope, schedule or cost estimate provided by EPA fordevelopment of the Work Plan, with the exception that we have included foryour consideration provisions for a public scoping meeting. It is ourunderstanding, based on conversations with the EPA Region VI CommunityRelat ions Staff that the REM II Team wi l l not develop the CommunityRelations Plan for the North Cavalcade Street s ite, but that we may beasked to assist EPA in implementing the approved plan under a seperate taskorder. It is anticipated that details with respect to this assistance willbe incorporated into the Final Work Plan for the site. Please note thatthe c^>sts presented in this memorandum represent direct and indirect costs,w i th jt base fee or award fee. Detailed costs and fees wi l l be presentedin t!ie Work Plan and wil l be supported by Optional Form 60 ' s for each ofthe REM II Team firms participating in the work assignment.Although CDM has performed work on this site prior to its placement on theNPL and the designated Site Manager, Dr. Robert S. Kier, was part of theCDM Team that performed the work, 1t has been determined that no confl ictof interest exists for CDM or the Site Manager. The work in question wasperformed under contract to McClelland Engineers Inc. (MEI ) , of Houston,who were under contract to the Houston Transit Consultants (HTC), aconsortium of contractors designing a light rail transit system for theHouston Metropol itan Transit Authority (MTA) . Neither ME I 9 HTC, nor MTAhave been identified as PRPs for the site. Work for one of the PRPs wasperformed by MEI after MTA cancelled the project and CDM's participationwas terminated. Signed organizational conflict of interest statements wi l lbe submitted under seperate cover.

WORK PLAN MEMORANDUMFOR

NORTH CAVALCADE STREETHOUSTON, TEXAS

REMEDIAL INVESTIGATION/FEASIBILITY STUDY1.0 INTRODUCTION

This work plan memorandum describes the init ial tasks to be performedat the North Cavalcade Street site in accordance with USEPA' s WorkAssignment No. 45-6L78.The North Cavalcade Street site (Figure 1) encompasses about 21 acresnortheast of the intersect ion of Maury and Cava lcade Streets inHouston, Texas . This location is about a mile south and west of theintersection of Loop 610 and Route 59* The site is bounded on the eastand west by Houston Belt and Terminal rai lroad l ines .A smal l f irm by the name of Houston Creosote began wood treat ingoperations on about 9 acreas of the site in 1946. In add i t ion tooff ice space, the facil ity apparently included creosote andpentachlorophenol (PCP ) storage areas, pressure ves se l s , a treatmentp lant , drying and storage areas , and two ponds or pits , one for processblowdown waste and a larger one for storing creosote wastes .The wood treating operat ions ceased sometime between 1962 and 1964,Some time after 1964, the southwest portion of the s i te was developedfor two warehouses, one on property owned by Great Southern LifeInsurance Company and the other occupied by Coasta l Cas t i n g ServiceCompany. R .D . Eichenour and Dover Truck ing Company, Inc* ownadd i t iona l portions of the s ite (F igure 2).In the early 1980 ' s , the Houston Metropo l i t an Tran s i t Authority (MTA)became interested in the s i te for a combined rai l yard, shop, andstation for a proposed l ight rail trans i t system. Dur ing routinegeotechnical invest igat ions by McClel land Engineers Inc. (MEI ) forpre l iminary design purposes, several local ized areas were found to becontaminated with creosote waste products . Camp Dresser & McKea Inc.(CDM) was then retained to perform a contaminant survey and to developremedial measures that would mitigate the contamination and al low useof th« land by MTA. Dur i ng the course of CDM ' s work MTA rev ised theirconstruction plans to largely exclude the North Cavalcade Street s ite.CDM' s report, "Cavalcade Contain! iant Survey," dated duly 11, 1983, andother submittals documented the presence of soil and shallowgroundwater contaminated with creosote waste products and heavy metals .Contaminants encountered on or nearby to the site include chrysene,fluoranthene, arsenic, chromium, lead, and z inc . Fai lure of the bondissue that would have financed the light rail system resulted incessat ion of CUM' s work on the s ite .

During the course of CDM's work, the Texas Department of WaterResources (TDWR) was apprised of conditions at the site and wasprovided copies of the data and the COM report. After failure of thebond issue, TDWR notified current owners of the site that hazardouswastes may exist on their land. At that time* two of the owners, GreatSouthern Life Insurance Company and Coastal Casting Services, retainedconsultants to conduct site investigations which were completed inOctober 1983, Only the consultants for Great Southern Life InsuranceCompany, Wi l l i am F. Guyton Associates, Inc. and SouthwesternLaboratory, Inc., collected additional data. The consultant forCoastal Casting Services, McClelland Engineers, Inc., relied oninformation collected during their work with COM. In Apri l , 1984 TDWRrecommended the site for the NPL. On October 2, 1984, the site wasplaced on the NPL, with EPA taking the lead in the R I/FS effort. Thesite has a Hazardous Ranking System Score of 37 . 1 .

QUALIFICATIONS SUMMARYDr. Kier is a senior scientist with COM. During the time he has beenassociated with COM he has participated, or managed approximately thirtyprojects. The size of the projects has ranged from small, site specificwaste management studies to large, multlstate water supply projects. Mostof the studies were multidisciplinary, involving integration of ground andsurface water information.EXPERIENCEDr. Kier's experience is In geohydrology, geology, engineering geology andwaste disposal , Several projects in which he has participated or for whichhe was responsible have dealt with numerical modeling of local and regionalgroundwater flow systems where surface/groundwater interactions presentedproblems. Other projects dealt with surface and groundwater quality andthe transport of toxic, hazardous, and nuclear wastes. One projectinvolved ascertaining the fate of contaminated groundwater which had seepedfrom a disposal pond, assess ing the resulting company l iabi l ity, andsuggesting and testing remedial measures using a three-dimensionalgroundwater model. Three projects included determination of waterrequirements, water availabil ity and wastewater treatment approaches for avariety of nonconventional energy sources in several western states.Several other projects involved analysis of regional groundwater hydrology,avai lable water suppl ies, and the potential for salt water intrusion. Dr.Kier recently completed a groundwater management study for Texas TechUnivers i ty which inc luded determination of the avai labi l i ty and quality ofthe local groundwater and the potential for various uses such as domestic,industr ia l , and irrigation suppl ies . Dr. Kier also recently partic ipatedin evaluat ing the abil ity of a mult iaquifer system (conf ined and un-conf ined) to supply antic ipated munic ipa l water requirements, In the stateof Ind iana, Dr. Kier was responsible for ascertaining the hydrologic andwater quality impacts of groundwater withdrawals for irr igat ion purposes.In Texas, Dr. Kier has participated in the evaluation of dam sites and thedam des ign and he frequently is responsible for des ign ing foundationexploration programs and interpretating foundation condit ions for majorbui ld ings , pipel ines and dams.
