Example passage/quote

Inside the house lived a malevolent phantom. (page 8, Harper Lee, To Kill a Mockingbird)

Figurative device being used

metaphor (Boo is a malevolent phantom.)

Literal meaning Malevolent phantom literally means evil ghost.

Figurative meaning or connotation

The narrator is describing Boo as someone who is feared and blamed (by the community) for evil wrong-doings--even though there’s no proof that he has done any of the things he is blamed for. It has a negative connotation.

How it affects the tone

Using the words “malevolent phantom” instead of “a person we fear” sets an eerier tone and builds suspense, leading up to the dare (in this chapter).

How it contributes or influences the overall meaning

The reader sees Boo as a scary character, as well, until his actions (such as leaving gifts for the children) contradict this perception. The reader is awakened, along with the characters, to the fact that this is a stereotype with no credible evidence to support it.
