It has been able to meet representatives of other parishes that have prepared a Neighbourhood Plan and to benefit from their advice and experience. Message from the editor

With summer fast approaching there is now so

many things to do in and around the community

with barbeques, walks, trips, garden parties, the

WADSTOCK beer festival, the craft and produce

show, a production of Bugsy Malone, the Eclectic

Cabaret to name but a few. I’m almost too nervous about booking a summer holiday for fear of missing out on something and of course I’m most excited about the WADSSTOCK festival, which I thoroughly enjoyed last year. I strongly recommend we all take advantage of what’s going on around us.

The spring has brought more news from our Dog Correspondent so look out in this edition for another great walk to try out.

As I write this, the rain is battering against my office window – any budding young gardeners, who are busy growing for the craft show competition later this year, will be pleased for the sake of their plants and vegetables so best not complain.

Bugsy Malone

The Wootton Players youth group are putting on 2 performances of an abridged version of the world famous musical “Bugsy Malone” at 14.00 and 18.00 on Sunday 25th June in the main hall at the Community Centre. Tickets are just £5. Please do come along and support our talented group of children who are working hard to put on a great show for you. We are already planning for the 2018 pantomime, which will be Sleeping Beauty and will be performed in the 1st week of February. The Vale of White Horse District Council

Local Plan 2031 Part 2

The consultation period on the Vale of White Horse District

Council Local Plan 2031 Part 2 finished on 4th May. In

addition to the individual responses to the consultation from

residents in the parishes of St Helen Without and Wootton, separate comments were sent by the two parish Councils and by the Joint Neighbourhood Plan Steering Committee. There was general agreement on the main points contained in the three responses and the full text of each can be found on the community website; http://www.woottondrysandfordshippon.co.uk

St Helen Without Parish Council hosted an open day on 23 April and invited residents of both parishes to attend. The event offered an excellent opportunity for residents, particularly from Shippon and Whitecross, to give their views on the proposed Garden Village development at Dalton Barracks. The views of residents attending the exhibition have been included in the Parish Councils’ responses to the consultation.

St Helen Without Parish Council’s Response

The Parish Council analysed the responses from residents and on the evidence gathered reached the following conclusions:

* The Parish Council accepts the concept of new housing developments in the parish.

* It also accepts its responsibility to accommodate some 1,200 homes on the Dalton Barracks brownfield site as part of the unmet housing need for Oxford City in the plan period.

However, the attempt in the Draft LPP2 Preferred Options consultation to take huge swaths of the parish, including Shippon (and Whitecross) out of the Oxford Green Belt is unnecessary and inappropriate in this plan period. Indeed, there are no exceptional reasons for doing so and it would result in encroachment into the countryside, which is against Purpose 3 of the Oxford Green Belt.

It is not necessary to take some 200 hectares from the Dalton Barracks site (excluding the 88 hectares for the proposed County Park) out of the Oxford Green Belt to develop some 1,200 homes. This would equate to a potential housing density of 6 homes per hectare! Indeed, the brownfield sites at Dalton Barracks could be legitimately redeveloped without removing them from the Oxford Green Belt.

In addition, the Draft LPP2 Preferred Options consultation wants to take further land out of the Oxford Green Belt across all of Shippon (and Whitecross); this is totally unnecessary and there are no exceptional reasons for doing so. The issue of village coalescence is also important. Garden village principles suggest that this should not happen. Residents do not want this to happen.

As a result, the Parish Council argues that:

* There is no need to change the Green Belt status of any of the land at Dalton Barracks.

* Any new development on the Dalton Barracks site should be discrete and have its own footprint and identity.

* The land between the proposed ‘Garden Village’ development and Shippon should be protected to avoid the possibility of coalescence, i.e. by retaining the Oxford Green Belt.

* This is the same principle that the Inspector identified in LPP1 in regard to the retention of the Oxford Green Belt between Abingdon and Shippon; and, Shippon and Wootton.

* Shippon’s status within the Oxford Green Belt should be retained.

Wootton Parish Council’s response

Wootton Parish Council recognises that there is a need to provide new housing in the Vale of White Horse. It accepts, in principle, that the Dalton Barracks site can contribute to meeting this need if the land is released by the Ministry of Defence.

The site contains a large area of previously developed land and this should be more than adequate to meet the target of 1,200 defined in the VWHDC Local Plan Part 2. The Parish Council considers, therefore, that there is no need to remove any green land from the Green Belt. The proposal to remove the green fields between Dalton Barracks and Whitecross (Parcel No 2) from the Green Belt is completely unacceptable. To do so would seriously damage the character, rural nature and identity of Whitecross and would be in contravention of both the rules governing the Green Belt and the guidelines for Garden Villages.

Providing appropriate and adequate infrastructure to

support the proposed development is vital. Detailed

proposals for this will not be available before October

2017 and once released should be subject to public

scrutiny and consultation. Resources must be identified

in advance to provide suitable and adequate

infrastructure for the development.

The Local Plan Part 2 should not include any catch-all clauses reserving rights to change or alter the policy without further consultation.”

The Joint Steering Committee’s response The land that is currently owned by the MoD does not need to be deleted from the Green Belt in order to develop that land for housing, as Core Policy 13 in the Local Plan 2031 Part 1 already permits the development of previously developed land in the Green Belt. As previously developed land, the Barracks site can be redeveloped for housing under existing Local Plan policies, without removing any land from the Green Belt. The SCNP therefore supports the proposed development of the Barracks site but rejects the proposed need to delete land from the Green Belt in order to do so.

The scale of the proposed development is inappropriate. The stated long-term aim of VWHDC in relation to this site is to develop a new settlement on the scale of a larger village, which would stretch from (and include) Shippon across the existing Barracks site and adjacent fields to (and include) Whitecross. It is currently anticipated that up to 3,000 dwellings could be accommodated on that site. This would impose upon Shippon a settlement approximately five times its current size and impose upon Whitecross a settlement ten times its current size, and would eliminate the detachment and distinctiveness of both pre-existing settlements.

The Local Plan 2031 Part 2 anticipates using the identified 288ha site around the Barracks to accommodate future housing need beyond the period of the current plan, but this anticipated need has been neither established nor quantified. Given the size of the MoD site, this site alone provides capacity for housing development over and above that needed for the current plan period, accommodating future unknown needs without the need to release land from the Green Belt.

The Steering Committee does not accept that there are exceptional circumstances to justify the deletion of any land from the Green Belt at or around the Dalton Barracks site, but we welcome the sensitive and proportionate development of a discrete garden village, which respects and protects the rural setting and character of existing settlements, on the land that is currently owned by the MoD should that land become available for development in the future.

Wednesday Club Following the AGM on 10th April, when members enjoyed a meal at the Oxford and Abingdon Hotel, the 2017-2018 programme started with an auction. On 8th May, we had a large gathering to donate, buy and also enjoy a very lively auction. There was an amazing and varied collection of items and very little was left at the end of the proceedings. The few items that were left, mainly ornaments and plant holders were given to the local Barnardo's charity shop at Peachcroft Shopping Centre. All monies raised on this occasion were for the Wednesday Club funds to enable us to subsidise some outings, treat members to a meal out from time to time and also to buy cards and flowers when appropriate to do so. Following the AGM we now start a new charity year and this will be in aid of the Royal National Lifeboat Institution. Last year's charity for Multiple Sclerosis has now been closed and a cheque will be handed over very soon. There are still a few places left for a trip to Weston-Super-Mare§ on 11th June and likewise for the visit to the Newbury Show on 17th September. The 24th July boat trip is now fully booked. Are you a victim of crime? The Office of the Police and Crime Commissioner (OPCC) is seeking the

views of victims of crime in the Thames Valley area to help inform their

future commissioning of support services.

The OPCC is working with a research company, Perpetuity Research,

who are carrying out this victim needs assessment on their behalf.

The main aims of the victim needs assessment are as follows:

• To assess the emotional and practical support needs of victims

• To assess the differing needs of Thames Valley’s diverse communities

• To assess how services might help design-out inequalities in access

Interested in sharing your thoughts?

If you have been a victim of crime and want to share your views you can do so by completing an online survey or taking part in a phone interview.

You will be asked your views on a range of issues including:

• Perspectives on current service provisions

• Gaps in the services

• Any suggestions you have to improve victim services in Thames Valley.

Wootton Women’s Institute Our meeting on the 19th April was great fun. It was our 30th Birthday meeting so we celebrated in style with cake and bubbly and a fun quiz organized by Kate Jones. This taxed our brains a little but was thoroughly enjoyed! The May meeting (with news about Jane Bowler's farm exploits) will be recorded in the next issue. The June meeting on the 21st will be very exciting as we will have six birds of prey on show with Clive in charge. He will talk about the ancient art of Falconry which can be dated back 6000 years in some parts of the world. He will also talk about their habitat and feeding habits. We will have a very good raffle, a book stall and of course refreshments. Let us make an effort to bring along a friend or neighbour as this should be an excellent talk. See you all on the 21st June.

Walking the dog

Tar Lakes, near Witney We were told about this recently and

thought it sounded worth seeing for

ourselves, so we went there one sunny

afternoon. Depending on how you get there

it is about 10 miles. The lakes are on Cogges Lane, this side of Witney.

The shortest route is via Cumnor, the toll bridge, Eynsham and Stanton Harcourt. There is a big (free) car park at the nearby Rushy Common nature reserve, which is a bit odd as the public aren't allowed in the nature reserve! Anyway if you park there it is only about 150 yards from the entrance to Tar Lakes.

The lakes are not very big (8 hectares in total) and it won't take long to walk round them, but there are numerous footpaths and bridleways nearby for a longer walk. There are gravel paths round the lakes so it shouldn't be muddy even in wet weather. There are several more lakes nearby but they all appeared to be private.

Cogges Lane is single-track road so you will need to take care as you are likely to need to use one or more of the passing places at some point. There is a poo bin at the entrance.

A recommended walk if your dog likes a paddle. We saw a number of other dogs on a weekday afternoon.

Quick reminder for your diaries

The Summer BBQ will be on Saturday 1st July @ 7.30pm.

No Badminton on 29th August for three weeks.

In April the Badminton Group hosted an Easter Walk on Good Friday. The group of 25 or so started the hour and half ramble in the sunshine from Appleton Church. We then enjoyed the stroll through the fields and woods to Besselsleigh. At the Church, we had a short rest and shared some mini Easter eggs to give us energy for the final leg of the journey through the woods and back to Appleton Church, then onto Sue and Carl’s house. Rosemary & Lyn were waiting with the tea urn, ready for a most welcomed cup of tea! This was complimented by Hot Cross buns, Easter treats and homemade cakes. Thank you to everyone for their help and for starting the Easter weekend in a lovely way.

Sandleigh Seniors Contrary to rumours that this club is closing, we have a full and varied programme up to the end of the year. Next meeting will be Monday 7 August We already miss the efforts of Judy Phipps who was the club's driving force and will be seeking to bring new members to the committee over the coming months to ensure that her legacy continues.

Six inspirational Wootton gardens

Will be open to the public as part of the NGS Garden Scheme and we warmly invite you to come and see what local gardeners have done with their plots. These unique and beautiful gardens will be available for you to view between

1-6pm on Thursday 29th June 2017, we hope you will join us to spend an

afternoon exploring gardening ideas and opinions, as well as helping the good causes the NGS supports.

Charities such as Macmillan and Marie Curie benefit from the scheme and tea and cake will also be available

at the gardens. On the day, yellow arrows around the village will show the way to each of the gardens;

alternatively the NGS website (link below) has information on the locations of the gardens. The entrance fee

to the gardens is £5 for adults and free for children (below the age of 5); we look forward to seeing you there!
