“It defies comprehension thatGovernor Cuomo hasn’t taken upthe issue of funding for our sub-ways and buses,” said NickSifuentes, Deputy Director of theRiders Alliance. “The only reasonwe can think of is that he doesn’thave to deal with the dreadful rushhour commutes that average NewYorkers face every day.”

According to a report by NewYork City Comptroller ScottStringer, New Yorkers alreadyhave the longest commutes in thecountry, and recent MTA datashows that delays have increasedfrom previous years.

“New Yorkers are paying morefor less and they hate that,” saidGene Russianoff, senior attorney forthe Straphangers Campaign. “Don’tbelieve us? Join us on the subwayand ask them how they feel abouthigher fares and poorer service.”

With the legislative session inAlbany more than half over, the

Governor and Legislature have notrevealed whether or how they planto fill the $15 billion funding gapin the MTA’s five-year capital pro-gram, which pays for new subwaycars, buses, commuter rail trains,modern signals, track, and up-grades like countdown clocks.Capital funds also support expan-sions like the Second Avenue Sub-way into East Harlem and Metro-North into Penn Station, along withrenewing six Metro North stationsserving the Bronx.

While elected leaders delay adecision on the capital program,public transit ridership is hittingpeaks not seen in generations, with5.6 million New Yorkers takingthe subway every weekday. At thesame time, fares are increasingsteadily; this year’s 4% increasewill be followed by another 4%increase in 2017—and MTA offi-cials this week floated the idea of a15% increase in fares if the capitalplan is not fully funded. That num-ber is echoed by State ComptrollerThomas DiNapoli’s office, which

has reported that for every $1 bil-lion that the MTA must borrow forits capital plan with no new rev-enue sources, the agency could beforced to raise fares an additional1%. In that scenario, a monthlyMetrocard could jump from thecurrent $116.50 to almost $134—and each rider would pay morethan $200 extra every year.

These fare increases dispropor-tionately affect low-income NewYorkers, who can least afford hikesin their daily expenses and who haveno other options besides public trans-portation. Those families are alreadyfeeling the squeeze: in a survey con-ducted by Lake Research for theCommunity Service Society, one outof three low-income New Yorkersreported that they are often unableto afford subway and bus fares. Asfares continue to rise, that numberwill grow. “New Yorkers are fed upwith fare hikes, bad service, andovercrowded trains—we’ve beenhearing from frustrated riders formonths,” said Sifuentes. “It’s abouttime the Governor does too.”

The LoomingDoctor Shortage

Rep. Joe Crowley (D-Queens, the Bronx), Vice Chair of the Democratic Caucus,reintroduced the Resident Physician Shortage Reduction Act (H.R. 2124), legislation thataddresses the looming doctor shortage by expanding the current cap on the number ofMedicare-supported training slots for doctors. The legislation will help teaching hospitalsmeet the growing needs for more physicians, including demands facing the nation’sVeterans Affairs hospitals and medical centers. Rep. Charles W. Boustany, Jr. (R-LA)joined Crowley in introducing the bill.

“Completing a residency in a chosen specialty is required to become a licensed doctor,yet each year, more and more qualified medical school graduates find that there are noresidency positions available for them. This bottleneck means that no matter how manyqualified, talented would-be doctors graduate medical school, many will legally be unableto complete their training and go on to care for patients,” said Rep. Crowley. “In order togenuinely address the coming physician shortage, we need an increased investment inphysician training programs, and we need it now.”

According to the Association of American Medical Colleges, the U.S. is expected toface a stunning shortage of 90,000 doctors by 2025, including shortages in both primary andspecialty care. Medical school enrollment is growing, yet the number of residency positionsis still subject to an outdated cap, meaning that these medical school graduates will have noplace to finish their required training. Additionally, last year, an investigation by theDepartment of Veterans affairs concluded that many VA hospitals do not have enoughprimary care doctors, contributing to long wait times for care.

Crowley first introduced the Resident Physician Shortage Reduction Act in 2009 andagain in subsequent Congresses. The Crowley-Boustany legislation would increase thenumber of Medicare-supported hospital residency positions by 15,000 (3,000 slots per year,over five years), bringing the total number of slots available to approximately 102,000. Thelegislation also places an emphasis on expanding residency slots in primary care and otherspecialties necessary to meet the needs of a growing civilian and veteran population.

“This extremely important bill provides a simple remedy to help alleviate America’slooming physician shortage: allow the nation’s teaching hospitals to train 15,000 moremedical residents in the coming years,” said Greater New York Hospital AssociationPresident Kenneth E. Raske. “I applaud Congressman Crowley for his leadership and hisstaunch support of the hospital community.”

Dennis Whalen, President of the Healthcare Association of New York State (HANYS)commended Congressman Crowley for his leadership in pressing Congress to protect andstrengthen Graduate Medical Education, “This bipartisan, bicameral legislation is criticalto supporting our world-class teaching hospitals and academic medical centers whose coremission is excellence in patient care while training tomorrow’s physicians. More residencyslots are needed nationwide to support the increased need for physician services.”

Companion legislation (S. 1148) was introduced today in the U.S. Senate by Bill Nelson(FL), Charles Schumer (NY) and Harry Reid (NV).

The legislation is supported by the Association of American Medical Colleges,American Hospital Association, American Osteopathic Association, American Associa-tion of Colleges of Osteopathic Medicine, Greater New York Hospital Association, andHealthcare Association of New York State, among other leading national organizations.

Queens elected officials issued the fol-lowing joint statement about the congestionpricing plan proposed by Move NY:

“The ‘Move NY Fair Plan’ is far from fairand lacks any promise of returns. It is funda-mentally unfair to charge residents a fee totravel within one city. It is certainly unfair tothe families who live in the transit desert ofQueens as it would landlock our Borough.

“The ideas in the proposal for masstransit improvements are great. But withoutany direct connection between the revenuesgenerated from the proposed tolls to thosevery improvements, there is simply no guar-antee that this proposal will actually yieldanything tangible or amount to anythingmore than just that: an interesting idea.

“Our city’s mobility and growth de-pends on more affordable, reliable and effi-cient mass transit. We recognize it is criticalthat we find more stable transit fundingsources other than from the driving andriding commuters’ pockets to fill deep bud-get gaps.º But we reject the notion that there

is only one way to generate additional mon-ies for the Metropolitan Transportation Au-thority and our region’s infrastructure. More-over, this proposal is not unlike the manyother unfulfilled promises introduced overthe years.º This one does, however, have anequity deficit for many reasons, includingbut not limited to:

1. The proposal tolls all routes fromQueens to Manhattan;

2. There is inherent unfairness in thedifferent charges for different residents ofdifferent boroughs;

3. The proposal doesn’t guarantee thatany of the funds collected will be spenttoward bettering transportation access forQueens’ residents.”

Take Saturday, May 2 for example. With more than sufficient numbers of youth froma variety of schools across Queens, an additional 25 street trees were mulched andcomposted, concentrated around Woodside Community Baptist Church and St. Sebastian’sChurch on 58 Street from the small hours, with remaining youth taking to task in theafternoon with more tree care along Queens Boulevard near 67 Street.

Meanwhile, another group gathered together on Sunday, May 3 to continue their efforts,moving into new locations south of Queens Boulevard along 61 Street, crossing Laurel HillBoulevard, removing graffiti at will. These early trial-run operations, are, incidentally, thefirst in almost 5 years that are now moving across what had previously been the extremelimits of their work.

After completing graffiti removal assignments, a few more tree beds were cultivated,and the Sunday group retired in the same good order as the Saturday one.

Jeyson Gonzalez, 8th grade student in St. Sebastian’s School who was present both daysand has been deeply involved in this project for over 2 years stated in earnest “I had a couplemore hours on Sunday, so why not come, and bring my sister. I’m seeing each and everystreet in my neighborhood, and we’re fixing each of them.”
