BritishParliamentexercisedcontrolovertheEastIndiaCompany.Afterevery20yearsanewCharterActwasissuedtothecompanybytheBritishgovernment.Inthe Chater Act 1813 a sum of rupees one lakh was sanctioned for thedevelopment ofeducation in India.The chaterAct, 1833 increased the sumofrupees10lakh.In1853whenthecompanysChatercomefortherenewalintheBritish Parliament, the need for the permanent and comprehensive educationpolicy for India was felt. So the Parliamentary committeewas founded by theBritish Parliament to decide the policy for Indian education. The committeethoroughly studied the contemporary Indian education system and the role ofcompanyinit.ItalsoconsultedMarshman,Wilson,Halide,CameronandDuffwho had a through knowledge about the Indian Education and on its basissubmitted its report to the British Parliament. A discussion took place on the

reportandonitsbasisaneducationpolicyforIndiawasdecideandaddedtothenew Chaterofthecompany.Thepresidentof the CompanysBoardof ControlwasSirCharlesWood.HedeclaredthiseducationpolicyonJuly191854.Itittherefore, on hid name termed as Wood Despatch. This declaration is longinscription of 100 articles which describes the education policy and role ofCompanyinit.
