A review of the Report on the Body Mass Index of Ohio’s Third Graders, conducted by the Ohio Department of Health, found that childhood obesity is one of the most important public health issues in Ohio with more than 30 percent of children and adolescents classified as overweight or obsess. In a 2009-2010 study, it was reported that 31.7% of third grade students living in Hamilton County, where Woodlawn Elementary School is located, have a prevalence of being overweight or obese. A map showing the percentage of overweight and obese third graders by county can be found in Appendix A. Through physical activity, such as walking or biking to and from school, or educating youth about the importance of an active lifestyle, ODOT’s Safe Routes to School Program helps to foster awareness and prevention to combat this serious public health issue.

It is the vision of the Woodlawn Elementary School SRTS Planning Team to: make the Village of Woodlawn a safer, walkable community day and night for everyone — students, residents and visitors. We want our school travel plan to make walking and bicycling to school part of Woodlawn Elementary School’s culture. We aspire to integrate our school travel plan with the goals and work of Hamilton County’s and the Village of Woodlawn’s WeTHRIVE! Initiative.

“It is the policy of the Board of Education to provide transportation for those students whose distance from their school makes this service necessary within the limitations established by State law. Such laws and rules shall govern any question not covered by this policy. … Where practical, students residing in the Princeton City School District and attending schools for which the State Board of Education prescribes minimum standards are

A. Those students enrolled in grades preschool‐12 reside more than one (1) mile from the attending school will be transported. Where it is impracticable to route a bus, some students will be required to walk up to 1.3 miles to and from school.

B. Preschool and Kindergarten students who reside less than one (1) mile from the attending school will walk with other students in the morning and the afternoon. …

Those students who would be exposed to "unreasonable hazards," such as terrain, traffic, walk space, or dangerous railroad crossings, or other special hazards as identified by the Superintendent, are entitled to transportation, where practical. Evaluation of "hazards" shall be made by the administration during such times as involved walking students would normally go to school.

School Arrival and Dismissal Process.

Do school buses and parent vehicles use the same driveway for arrival and dismissal? Yes, all vehicles use the same driveway.

No, there are separate driveways for family vehicles and school buses.

Once on school property, buses and family vehicles are separated with cars going to the back of the school and buses dropping off in the front of the school.

Do all students use the same entrance to the school building in the morning?

Yes, all students enter the building at the same location. No, students can use different entrances.

Are all students released at the same time during dismissal? Yes, all students are released at the same time.

No, we use a staggered release process (walkers are released first, bus riders second, etc.).

Students who walk (none this year) are dismissed first; students who are picked up in cars are dismissed out the back of the school; and students who ride buses are dismissed out the front doors.

Is school staff involved in either arrival or dismissal?

Yes, we have school staff help students enter and exit the campus safely. No, school staff is not involved in either arrival or dismissal.

3E. Safety Issues and Concerns.

Relevant traffic crashes. In the 2014-2016 Crash Data, there were:

0 total crashes within the STP study area. o The crashes resulted in 0 injuries and 0 fatalities. o The number of crashes that involved bicycles was 0 . o The number of crashes that involved pedestrians was 0 .

*In preparing STP’s for the Princeton Schools, multiple schools, including Woodlawn Elementary School, had zero records within the 2014-2016 crash data spreadsheet. Therefore, we have included the below metrics from the 2011-2013 crash data.*

In the 2011-2013 Crash Data, there were:

20 total bicycle or pedestrian related crashes within 2 miles of the school. o The crashes resulted in 20 injuries and 0 fatalities. o The number of crashes that involved bicycles was 5 . o The number of crashes that involved pedestrians was 15 .

3F. Walking and bicycling encouragement activities at the school. Identify and describe

activities at your school that support or encourage walking and bicycling.

Walk to School Day, October 2017.

Educates and encourages students about how to safely walk to school.

Walking club. Students walk to a park as an after school activity. The club includes instruction on safe walking behaviors.

Safety City. Hosted by Tri County Mall. Incoming kindergarteners can participate in this program that includes walking and bicycling safety, as well as stranger danger.

Parents commented and shared the following concerns: safety concerns in general, with loose dogs, drug activity and sex offenders mentioned specifically; lack of sidewalks to the school, specifically along Riddle Road; speed and volume of traffic along the route students would take to school; and the age of students. A parent shared that if the pedestrian bridge near the school was repaired and reopened, her/ his child would be allowed to walk to school. Planning team members said they see parents walking students to school on Riddle Road, in the street, as it lacks sidewalks. Team members also suggested trimming trees adjacent to the school driveway on Riddle Road to improve sightlines for walkers, bicyclists, cars and buses.

‐ Grant recipients will be notified in May. • What is the timeline for projects in the Plan?

‐ In district 8, we ask communities to work backwards from when they feel they can deliver a project and then we will work to plug it into our available funding and schedules.

• How much is the grant for? ‐ There are two grant applications. One is for infrastructure, which is up to

$400,000 this grant cycle. The second is for non‐infrastructure, which is for up to $15,000 this grant cycle.

• Does that cover all the infrastructure projects in the Plan? ‐ The proposed infrastructure countermeasures in the Plan exceed $400,000.

The planning team and community will need to prioritize the proposed projects in the Plan and request funds for those projects, not exceeding $400,000. Also a reminder that certified cost estimates for the projects are required as part of the application.

• Do we have to own right‐of‐way for projects when we apply for the grant? ‐ No. SRTS funding for infrastructure projects covers all project phases. If right‐

of‐way is needed for a SRTS project, the Village will need to acquire it and be reimbursed by ODOT.
