    Area Assessment

    The area (about 8.6 ha) mainly involves 41 private industrial buildings, three newly completed commercial/office buildings and one hotel development. It is bounded by hill slopes to the north, several government, institution and community facilities and open space to the east, south and west. Besides, it is in close proximity to the future Wong Chuk Hang Station of MTR South Island Line (East) to be completed in 2016 (Plan B2c). When compared with the 2009 Area Assessments, a vacant site of ex-Aberdeen Fire Station involving 0.3 ha was rezoned from “G/IC” to “OU(B)” in July 2013, while the total industrial stock has decreased by about 7.1% from about 0.70 million m2 to about 0.65 million m2

    GFA due to the demolition of five industrial buildings.

    As regards the 41 industrial buildings, 37 of them are 30 years old or above, while the remaining four are 15-29 year old. In terms of height, 22 buildings are 20 storeys or above and the remaining 19 are 8-19 storeys. In terms of condition, 39 buildings are in fair condition, while one each is in good and poor condition. In terms of ownership, 27 buildings are under multiple ownership, while the remaining 14 are under single ownership.

    The updated overall vacancy of the area is about 4.1%, which is significantly lower than the 11.6% identified in 2009. Such vacancy is also relatively lower than the territorial figure of 6.0% for all “OU(B)” areas and comparable with the average of 4.3% for the four areas on Hong Kong Island. About 2.1% of the units were divided into subunits, involving about 3.5% of the GFA. In terms of usage, Warehouse/Storage is still the largest user, taking up about 44.4% of the GFA which is slightly higher than the 41.6% in 2009. Office is still the second largest user, occupying about 16.3% of the GFA which is comparable with the 15.6% in 2009. Manufacturing/Workshop is the third largest user, occupying about 10.8% of the GFA which is significantly lower than the 15.0% in 2009. The GFA for “Other Uses” has increased by more than three times from about 2.2% in 2009 to about 7.5% in 2014. The major types of uses include the wholesale conversion of one building for hotel use under revitalisation measures, data centre and shop and services, all of which constitute about 5.4% of the GFA. In terms of employment, about 12,915 workers are estimated to be engaged in the occupied non-subdivided units of the industrial buildings in the area, including about 2,409 workers (18.7%) in the manufacturing business and about 10,506 workers (81.3%) in the non-manufacturing business. The overall figure accounts for about 23.0% of the total of 56,174 persons engaged (other than those in the civil service) in various business/industries in the Southern District identified by C&SD in June 2014. Since the completion of the 2009 Area Assessments, the following new development/redevelopment/wholesale conversion projects have been identified in the area (Plan B2): (a) three new commercial/office developments completed at 19-21 Wong Chuk Hang

    Road, and 2 and 38 Heung Yip Road; (b) two sites under works in progress for new commercial/office developments at 50

    Wong Chuk Hang Road and 41 Heung Yip Road; (c) three sites under works in progress with building plan approvals for new

    commercial/hotel developments at 34 and 38 Wong Chuk Hang Road, and 43 Heung Yip Road;

    (d) one site under works in progress with building plan approval for a new industrial building at 54 Wong Chuk Hang Road;

    (e) four sites with building plan approvals for redevelopment of the existing industrial buildings at 23 and 39-43 Wong Chuk Hang Road, and 1 and 12 Yip Fat Street into new commercial/hotel developments;

    (f) two sites approved for wholesale conversion of the existing industrial buildings at 33-35 Wong Chuk Hang Road (for commercial/office uses) and 64 Wong Chuk Hang Road (for hotel use) under revitalisation measures with related special waivers executed; and

    (g) four sites with planning approvals for redevelopment of the existing industrial buildings at 43 Heung Yip Road, 39, 41-43, 64 Wong Chuk Hang Road for hotel use.

    Given the above, in particular the signs of transformation as shown in the above new development/redevelopment/wholesale conversion projects, the low and decreasing vacancy rate of the existing industrial buildings, and their increasing percentage of GFA for

    non-industrial use (about 23.8% for Office and “Other Uses” in total as compared with 17.8% in 2009), it is considered that the area could be retained as “OU(B)” to continue facilitating the land use restructuring.

    Recommendation
