EVEN THOUGH IT still isn’t clear as to when the collegeathletic teams will be able to resume their normal schedule, it’sencouraging to see many of the schools making plans for nextseason.

Football coaches are planning a possible early pre-seasonworkout schedule, and the volleyball squads are doing the same.

There is no absolute date when the drills will be able to start, but the fact that it’s time to begin making plans, even on a tentativebasis, creates the first excitement since all sports were halted inMarch.

EVENTS SCHEDULED FOR the next week that have beencanceled are:

…The Lone Star Conference men’s and women’s track andfield championships in Canyon. They were to have been Thursday,Friday and Saturday.

…The Lone Star Conference softball tournament Friday andSaturday at the site of the No. 1 seed, which, hopefully, would havebeen the Javelinas. They were the defending champions of the LSCtitle, the LSC tournament, the NCAA Division II South CentralRegion and the NCAA Division II Super Regionals and were nationalrunnersup.

…The first round games of the Lone Star Conference baseballchampionships Friday, Saturday and Sunday.

…The NCAA Division II South Central Region women’s tennistournament Saturday and Sunday.

…The NCAA Division II West Region women’s golftournament in Carlsbad, Calif.

…And the start of the Lone Star Conference baseballchampionship series next Thursday at the site of the No. 1 seedwhich, hopefully, would have been the Javelinas.

Earl was drafted in the third round by the Green Bay Packersand was on the 1996 Packer world championship team and was onthe 1997 squad that reached the Super Bowl championship game.

THE JAVELINAS HAVE seven former players in the CollegeFootball Hall of Fame.

How distinctive is this?Only 0.02 percent of college football players and coaches have

been named to the College Football Hall of Fame. The Javelina members of the Hall are running back Johnny

Bailey, defensive back Darrell Green, coach Ron Harms, wideoutDwayne Nix, defensive lineman John Randle, quarterback RichardRitchie and coach Gil Steinke.

There are some obvious former Javelinas who deserve to be inthe Hall. One for sure is Pro Football Hall of Fame member GeneUpshaw. And there are others.

PLAYERS DISQUALIFIED FOR targeting will be allowed toremain on the sidelines starting next season.

The NCAA Playing Rules Oversight Panel approved the ruleschange last week.

Players flagged for targeting will remain disqualified for thegame. But instead of being ejected and required to go to the lockerroom, which had been the rule since 2013, players will be allowedto remain in the team area.

Players who have three targeting fouls in the same season aresubject to a one-game suspension.

The committee also approved a guideline for instant replayofficials to complete video reviews in less than two minutes.

Reviews that are exceptionally complicated or involve end-of-game issues should be completed as efficiently as possible without atime limit.

The rule was passed to increase the place of play. The panel approved a clock administration rule regarding instant

replay. If the game clock expires at the end of a half and replay

determines that there was time remaining and the clock should starton the referee’s signal after review, there must be at least threeseconds remaining, when the ball should have been declared dead,to restore time to the clock.

If less than three seconds remain on the clock, the half is over. The panel approved a rule that restricts the number of

teammates wearing the same jersey number to two.The rules regarding players using duplicate numbers continue to

require that they play different positions and aren’t on the field atthe same time.

The recommendation will reduce the confusion caused bymultiple players wearing the same number.

Players can wear “0” as a legal number. With concern about negative interactions between teams before

officials are required to be on the field, the panel approved a rulethat game officials’ jurisdiction of the contest begins 90 minutes

NCAA DIVISION II notes:…A story from Chadron (Neb.) State stated that the school’s

football coaches and players are perplexed with the canceling ofspring football practice.

“There’s always been spring football in one form or another forat least 50 years,” the story stated. “It’s the way things are done toprepare for next season.”

The Chadron coaches have been developing a playbook for the2020 season, preparing for the camps they annually host for highschool teams in June and are looking ahead to recruiting 2021 highschool seniors and junior college players.

The coaches have been involved in professional developmentlike sharing drills and techniques on-line with other coaching staffs.

Since football is a complicated game, spring practice is highlyregarded at the college level,” the article stated. “It allows coachesto find the players to replace last fall’s seniors, perhaps make someposition changes, develop depth by helping young players get readyto take the field, install some new scheme, etc.”

The team’s defensive coordinator said, “We’ll be all right if theplayers stay away from this nasty disease and come back in shape. They don’t learn nearly as well if they’re not in shape and are tiredduring practice.”

“I’m telling them to put their phones down, forget aboutplaying video games and turn off the TV,” the coach said. “Theyneed to make sure they are keeping up with their studies. That andstaying in shape are their main jobs.”

…South Dakota School of Mines has a situation similar to theJavelinas’ head football coach Mike Salinas.

He is in his first year as head of the school’s football programand he has been able to move to Rapid City where the school islocated.

He is in Maryville, Mo., where he was an assistant coach atNorthwest Missouri State for 14 years.

He will be in Maryville until the shutdown at his new school ends.Like other schools, he is doing his coaching via electronics.“It’s been a challenge in regards to trying to get our program

established without having spring football practice, there’s nodoubt,” he said. “Our staff has done a very good job of gettingthe electric items we are able to use via email, Google Classroomand Zoom. We’re getting everything that we need so we can stillgo about our spring ball, just like where we would be on the field.

The Mines coaches get about eight hours a week with theplayers for their meetings. Each coach is meeting electronicallyonce a day, every other day, via email, text or by Zoom.

The NCAA Division II Management Council voted last week torecommend the Presidents Council sponsor a proposal for the 2021NCAA Convention to allow access to institutional athletics aid to allincoming freshman student-athletes and two-year college transfersregardless of their initial-eligibility status.

The proposal, which came from the Division II AcademicRequirements Committee, would amend Division II eligibility legislationin a permissive fashion.

Currently, all incoming freshmen athletes and two-year transferswho are non-qualifiers are not permitted to receive athletic aid duringtheir first academic year unless an initial-eligibility waiver is approved.

During the past three certification cycles, 97 percent of allrequested initial-eligibility waivers were granted.

This legislative proposal would permit schools to provideinstitutional athletic aid without a waiver.

Providing such aid still would be up to the schools, and any athleticaid provided to a non-qualifier would count toward team equivalencylimits.

The Management Council also voted to recommend establishing apolicy that applies a ”one-for-one” statistical penalty to any team underconsideration for postseason selection whose schedule has exceededthe maximum number of contests during that season.
