DESCRIPTION
The Conservation Scorecard provides objective, factual information about the voting records of Wisconsin’s state Senators and Representatives. The Scorecard is designed to provide voters with the information necessary to distinguish true stewards of Wisconsin’s environment from those who just talk about it.

INTRODUCTIONTheConservation Scorecard 2011-2012isyourguidetohowWisconsinstatelegislatorsvotedonkeyconservationissuesduringthepastlegislativesession.
Purpose of the Conservation ScorecardThe Conservation Scorecard provides objective, factual information about the voting records of Wisconsin’s state Senators and Representatives. TheScorecardisdesignedtoprovidevoterswiththeinformationnecessarytodistinguishtruestewardsofWisconsin’senvironmentfromthosewhojusttalkaboutit.
Summary of the Legislative SessionThe2011-2012legislativesessionwillgodowninthehistorybooksformanyreasons,includingtheunprecedentedattacksonlong-standing,popularconservationprograms.Thesessionbeganwiththesuspensionofcriticalwindsitingrulesthatwereneededtoattractwindbusiness.Itendedwithattemptstopassadisastrousopen-pitminingbill.Dozensofconservationrollbackswereattemptedinbetween.Fromstarttofinish,thislegislatureaggressivelyworkedtooverturnover30yearsofWisconsin’sproudconservationlegacy.
Thegoodnewsisthat—thankstoconservationvotersmobilizingquicklyandfiercelytoprotectkeyprograms—somekeyprogramsweresalvaged,includingcurbsiderecyclingandrulestoprotectourriversandlakesfromphosphoruspollution.Yourcommitmentalsoresultedingreatlyimprovingabillthatwouldhaveguttedourwaterprotectionprogram.Andthentherewasthebigone.Conservationvotersensuredthatlegislatorswerenotsuccessfulinallowingoneout-of-stateminingcompanytobeexemptedfromcriticalenvironmental,publichealthandpublicparticipationlaws.
How the Conservation Scorecard is PreparedThroughouttheWisconsinLegislature’stwo-yearsession,WisconsinLeagueofConservationVoterstrackseachandeveryconservationbill.ThisConservation Scorecard 2011-2012reportsonthemostimportantofthosebillsthathadarecordedvoteinthefullSenateandAssembly.TheConservationScorecardAdvisoryCouncil-anindependentanddiversegroupofconservation,business,medical,andcommunityleaders—recommendedwhichvotestoscore.TheBoardofDirectorsofWisconsinLeagueofConservationVotersmadethefinaldecision.

Governor Scott Walker
GovernorWalker’sbudgetwasoneofthemostanti-conservationinhistory.Hesoughttoeliminatewaterqualityrules,localrecyclingprograms,andcleanenergyprograms.Gov.Walkerusedspecialsessionstorewardspecialinterestsseekingexemptionsfromwetlands,waterquality,andwindsitingrulesandpoliticizednaturalresourceprotectionsbymakingthekeypublicrepresentativestotheDNRanswerabletohim.Heeveneliminatedtheconsiderationofthe“environmentandpublichealth”fromthestate’srulemakingprocess.
Senator Scott Fitzgerald
Sen.FitzgeraldpulledtheplugontheSenateMiningCommitteewithinforty-eighthoursofapublichearing.Theactionindicatedthathebelievedhiscolleaguesweretakingtoolongtodothebiddingoftheout-of-stateminingcompany.Despitehisattemptstoshutthepublicoutoftheprocessandramtheopen-pitminingbill(AB426)throughtheSenateinthelastdaysofthesession,thebillultimatelydiedwhenthefullSenateunanimouslysentitbacktocommittee.
Senator Neal Kedzie and Representative Jeff Mursau
AsChairmenoftheNaturalResourcesCommittees,Sen.KedzieandRep.Mursaudraftedlegislationthatwouldhaveguttedwaterpermittingandwetlandregulations(SB326&SB368).Itwasonlytheoverwhelmingpublicoppositiontotheseplansthatforcedthechairstoslowdowntheprocessandmakesignificantchangestothewaterpermittingprogramlegislation.Unfortunately,theChairsdidnotworkwithsportsmentoimprovethewetlandsbillanditspassageisadingontheirconservationlegacy.
