The Assam State Open School acknowledges previous knowledge ofunsuccessful learners by allowing Transfer of Credits up to two subjects passed inthe H S Final Examination. It is mandatory that the learner must appear the FinalExamination within 5 (five) years prior to the date of admission into the ASOS coursefrom any recognised Boards of Examination / State Open Schools securing minimum33% of marks in the subject and in case of subject having practical passed in boththeory and practical is compulsory with 33% of marks.

Open schools are urgently needed to provide access to education for millions ofchildren who currently have no access to any formal schooling. In 2010, an estimated 71 millionlower secondary school-age children were out of school worldwide.

The alternative mode of education system has its inbuilt flexibilities to cater to theneeds of a heterogeneous group of learners. Actually the emergence of Open and DistanceLearning [ODL] system is the demand of time, as the conventional system of education hasentered in some limitations in expansion, access, and equity and cost effectiveness to addressall categories of learners. The National Policy of Education [NPE, 1986] pointed out, “Thefuture thrust of Education shall be in the direction of Distance and Open Learning System”Further the Central Advisory Board of Education (CABE) and various EducationCommissions also strongly advocate for the open Learning system for embracing more needylearners. The CABE committee has also suggested that 15% of total enrolment in Secondaryand Higher Secondary Education is to be taken care by the Open Learning System.

introduced Assam State Open School as a cell and is trying to widen up some opportunitiesto the drop out & minority categories, needy and slow learners.

The course is accorded as equivalent with the +2 stage course curricula of the AssamHigher Secondary Education Council or any other Board recognized by the Gauhati Universityvide Notification No. GU/AC/Equ.Com/20011/844-848 dated 22.7.2011. Again NIOS hasalso recognised the course offered by the Assam State Open School vide Notification No.F. No. /26.03/ NIOS/SSS/PA dated 02.04.2012 as equivalent to the courses offered byNational Institute of Open Schooling.

The NPE – 1986 has advocated that the open learning system has been initiated in

order to augment opportunities for higher education, as an instrument of democratising

education and to make it a lifelong process. The flexibility and innovativeness of the open

learning system are particularly suited to the diverse requirements of the citizens of our

country, including those who had joined the vocational stream.

Considering the need of hour and direction of National Education Policy,1986 [modified

on 1992] the Assam Higher Secondary Education Council exercising the power conferred upon

it by under section 24(1) read with section 13.1.(i) of the Assam Higher Secondary Education

Act,1984 (Act No. XVII of 1984) has established the Assam State Open School in consultation

with National Institute of Open Schooling, Noida with a motto to gratify the need of the target

group. Acquisition of Education is the Constitutional right of every Indian and here provisions

have been provided by introducing freedom @ what, when, how to learn and when to appear in

the examination. As the Council is the apex body of the state it advocates the Open Learning

education for the H S course only where the minimum qualification for admission is H S L C or

Class 10 passed.

In Assam State Open School [ASOS] course curricula, 20 subjects have been offered

with the minimal binding in choosing the subjects keeping in view the future course of higher

studies. Here is also the opportunity to study some skill based subjects such as Home Science,

Mass Communication, Data Entry Operation, Painting, Computer Science etc. This skill based

education will definitely widen up various source of livelihood in future.

There is also a provision for availing Transfer of Credit [TOC] facility. Appeared but

unsuccessful learners of the H.S. Final Examination can apply for availing the facility.

University in its meeting held on 29-06-2011 and subsequent approval by the Hon’ble Vice-Chancellor, G.U., has decided the following :

1. Equivalence be accorded to the students who passed 3yr Diploma Course from CentralInstitute of Plastic Engineering & Technology, (CIPET) Changsari, Guwahati and be treatedequivalent (i.e. at Par) with the students who passed 3yr Diploma Course examination fromPolytechnics of Assam conducted by the DTE, Assam.

2. Equivalence be accorded to the students who passed 2yr Course, after class X,from Assam State Open Schooling, Guwahati and treated equivalent (i.e. at Par) withthe students who passed ‘+2 stage’ from AHSEC or any other Board recognized by theUniversity. However, those students who did not take English or failed in English haveto clear the subject English from ASOS, Guwahati before the final degree examination.

With a DifferenceAssam State Open School, a Pioneer organisation in the area of ODL, runs under Assam

Higher Secondary Education Council, plays a pivotal role in the promotion and development ofOpen and Distant learning system of education in the state of Assam. The Council has establishedAssam State Open School vide its resolution dtd.30/11/2007 in consultation and collaboration withNational Institute of Open Schooling, Ministry of Human Resource Development, Government ofIndia.

Mission : The Mission of Assam State Open School is to provide education to all with specialconcern

for girls and women,unemployed/unskilled/underqualified youth,working men and women,Specially abled learnersSC and ST and other disadvantaged persons who because of one or other reasoncould not continue their education with the formal system.

Function : ASOS operates through a network of a number of Accredited Study Centres(ASC)situated in different locations of the State.

Features and Flexibilities in Open Schooling Programme :

Age limit :

No upper age bar. Minimum age of entry is 15 years.

Educational Qualification :

Minimum H S L C or class Xth passed from recognised Board /Council.A fresh H.S.L.C. or class Xth passed out learner can also take admission inthe course. But there must be 2(two) year gap from the year of passingHSLC or class 10th Examination to appear in all the papers in the OpenSchooling Course and to get the qualifying certificate.

The Transfer of Credit [TOC] facility is applicable to the learners who havealready appeared in H.S. Final or Equivalant Examination from any recognisedBoard/ Universities. It is applicable to the...

Learners who have appeared at the H.S. Final Examination within 5 [five]years prior to the date of Admission.(i.e., appeared during 2013 or laterfor admission in the session 2017).Credit will be offered upto 2 [two]subjects passed with 33% marks in thesaid examination. In case of subject having practical learner must pass bothin theory and practical atleast with 33% of marks.Subjects applied for TOC must be offered by ASOS coursecurricula.Learner must claim TOC at the time of Admission.To avail this facility Prescribed Fee is to be paid.

Additional subjects :The prescribed admission fee will allow a learner to take upto 5 [Five] subjects

at his/her choice. In addition to that a learner can take upto 2 (two) additionalsubjcets. Here the conditions are :

Tutor Marked Assignments [TMA] :Planned and continuous study is highly essential for successful completion ofa course. ASOS have planned several means and strategies to help the learnersto learn and to become a successful learner. Amongst them, Tutor MarkedAssignments are a strategy of that kind.

TMA will help you to: develop regular study habit which is necessary to become a self

learner;

know the subject matter better ; There will be 1[One] assignment for each subjects.Submission of assignment of the subjects applied for is mandatory.

Submission of TMA is compulsory.Flexible Scheme of Examination :A learner can avail flexible system of Examination...Examination will be conducted twice in a year.9 [Nine] chances can be availed during the validity period of 5 years.Admission validity period is 5 [five] years.Learner may appear in anyone or more subjects in anyone examination.Certificate will be issued after successful completion of 5 [Five] subjects within5 [five] years of registration.To appear in the examination for certification, a learner must complete 2 [two]years gap from passing of H S L C or class 10th Examination.

Certification Criteria :

Pass in 5 subjects including at least one but not more than two language subjects.

Course of studies :

Minimum no. of subjects to be taken is 5 [five] [Compulsory] and 2 othersubjects also to be taken as Additional by paying Additional Subject fee.Maximum nos. of subject is 7 [Seven].

Learners have to take one or maximum of two language subjects from Group ‘A’. Asper notification of Gauhati University vide No. GU/AC/Equ.Com/2011/844-848dated 22.7.2011, passing of English Language is made compulsory for higherstudies.

Other four or three subjects are to be taken from Group ‘B’/ Group ‘C’/ Group ‘D’/Group ‘E’ / Group ‘F’ as per requirement of future course of studies.

Learners are free to opt subjects from Group ‘B’ as per requirement.

Learners can opt only one subject from each of Group C, D, E and F’ as perrequirement.

Procedure for Admission through Accredited Study Centres (ASCs)Admission opens from 01.03.2017 to 31.08.2017 (1st Block)

01.09.2017 to 28 .02.2018 (2nd Block)Obtain the prospectus from the ASC on payment of Rs. 200/- and read it carefully.Apply on the prescribed application form for Admission through any AccreditedStudy Centre . The Admission form is enclosed in perforation with the prospectus.Read all the instructions carefully before filling up the Admission Form and ensurethat all the columns are filled up properly.Please use Black BALL PEN to fill up the form .Submit filled in application form for admission along with relevant documents andrequisite fee to the Accredited Study Centre suitable for the learner.The ASC will issue provisional admission letter-cum-receipt on receiving the filled inApplication Form along with requisite fee to the learner.The admission will be confirmed by issuing Registration Certificate by the ASOS ofthe Council after proper verification of the documents.The ASCs will admit learners according to their capacities on first come first servedbasis.Admission will be allowed only to the learners, who have passed from recognised

2.3 Re-admission of Ex-ASOS learnersThe learners of ASOS at Higher Secondary Level who have completed their validityperiod of five years of admission, but could not complete the course, are eligible to takeRe-admission with ASOS. The credit of subjects [TOC] passed (maximum of foursubjects)in the previous admission conducted by ASOS with in 5 years will be trans-ferred on submission of the original marksheet for fresh admission. Learner has to payTOC fee.

4. Fees for issuing duplicate document

For issuing Duplicate/correction of document (Admit Card/Mark Sheet/ Registration Certificate/ PassCertificate/Migration Certificate etc.) learners have to deposit the fees as follows:

1. Duplicate Admit Card Rs. 200/-2. Duplicate Registration Certificate Rs. 200/-3. Duplicate / Correction of Mark Sheet Rs. 100/-4. Duplicate Pass Certificate Rs. 500/-5. Duplicate Migration Certificate Rs. 500/-

Learner will have to deposit the total admission and other fees to the ASC at the time ofAdmission.

The Principal of the ASC will subsequently deposit the fee, in a Single Bank Draft ofany Nationalised Bank drawn in favour of the “Secretary, Open Schooling, AHSEC”payable at Guwahati accumulating all the fees collected from the learners, along with theadmission statement showing the fee in headwise detail.

Cancellation of Admission

Admission to this particular course is confirmed by ASOS of AHSEC by issu-ing Registration Certificate after verification of qualifying documents by respectiveBoards/Councils. If any discrepancy is found at any stage, during the course ofstudy and even after issuing of the Registration Certificate also, the admis-sion will be cancelled and result will not be declared even if appeared inexamination.

Do check the particulars given in the Registration Certificate. Discrepanciesfound, if any, may be brought to the notice of the ASC immediately within 15 daysfrom the date of receiving the Registration Certificate.The ASC must submit the Reg-istration Certificate for necessary correction within 1 [one] month to the SOSCell for necessary correction with supporting document. For correction of learner’sname/ father’s name etc. the duly attested photocopy of admit card of HSLCor class 10th examination is to be submitted.

2.6 Other facilities after admission

2.8 Procedure for correction in the Admission Records:

The admission to a particular course is confirmed by ASOS byissuing Registration Certificate having details of learner’s name, Father’s name, Mother’sname subject opted etc. These details are same as filled in by the learners at the time ofadmission in ASOS.

Before issuing the Registration Certificate, Check-list will be provided to the studycentre(s) for verification. The Principal -cum-Co-ordinator is requested to carefully verifythe records in detail comparing the same with the original records and to submit the dulysigned copy to the SOS cell of the Council.REGISTRATION CERTIFICATE WILL BE ISSUED ON THE BASIS OF THE

CHECK LIST PROVIDED FOR VERIFICATION.

2.9 Procedure for correction in the Admission Records after issuing theRegistartion Certificate :

i. Application for correction in the Admission record should be made prior to appearingin the first examination by the learner. It will be considered within 1 year from thedate of registration for admission alongwith documentary proof. However, it is desiredthat correction, if any, may be requested for in such a manner that the same be donebefore issue of Admit Card for appearing in examination so that passing documentsare issued with correct details.

ii. No request for correction will be accepted after 3 years from the date of registrationand after apearing in the examination.

3. INSTRUCTIONAL PROCESS

Under the course curricula of ASOS, the instructional process comprises of@ studying self-instructional print materials,@ attending Personal Contact Programmes (PCP)@ Exercising Tutor Marked Assignments [TMA] etc.

3.1 Self Instructional Material (SIM)

The printed self instructional materials for different subjects will be supplied to thelearners through the Accredited Study Centre.

Learners must collect the study materials of all the subjects in which they haveregistered and in the selected medium of instruction from ASC.

3.2 Personal Contact Programmes (PCPs)

20 PCP classes will be organized by the ASC.Out of these@ 15 classes are compulsory per subject for theory .@ 5 additional classes for subjects having practicals on face to face basis.@ PCP classes is to be organised generally on weekends and holidays.@ PCP will be conducted in the first year of admission only.@ Attendance in 10 Practical Sessions [Attendance duly signed by the Prin

cipals is to be submitted] in each subject is compulsory.@ Submission of Laboratory Note Book is compulsory.

These contact classes are not meant for covering the entire curriculum.DO NOT EXPECTFULL TIME CLASSROOM TEACHING as in formal education system.The facilitators arehere to help and guide learners with regard to their difficulties. It would be in their own interest toattend all the contact sessions to clarify their doubts.

3.3 Tutor Marked Assignments [TMA]The objectives of providing TMAs are to ..........

@ provide strategies to help the learners to learn well .@ help the learners to become success.@ know the progress.@ help the learners to attain the desired level.@ develop regular study habits.@ help in designing diagnostic and remedial teaching strategy.

There is 1 [one] assignment in each subject. The subject teacher in the ASC will checkthe answer copy of the assignment and provide feedback and suggestions for improvement.Thesubmission of answered TMA in each subject is compulsory.

MOST IMPORTANTLearners shall be required to submit assignments regularly in

each subject for evaluation at the ASC as per Schedule given below atTable-A and B and obtain a receipt thereof.

4.1 Higher Secondary Level Examinations

The H S Level Examination will be held twice in a year in the months of April-May andOctober- November on dates fixed by the ASOS.

A. Registration for H S Level Examination will be conducted through respectiveStudy Centres

The eligible learners who desired to appear in H S Level examination have to fill up theExamination Application form and deposite the requisite fee to the ASC. The Principal of the ASCwill subsequently deposit the fee with Examination statement in a single Demand Draft in favourof the “Secretary, Open Schooling, Assam Higher Secondary Education Council”.

B. Procedure for Registration through Study CentresTo register for the Higher Secondary Level Examination of ASOS--

i. Contact with your Accredited Study Centre within the prescribed timeschedule as notified by the Council.

ii. Collect your Examination Application Form at free of cost.iii. Fill up the Examination Application Form carefully.iv. Please keep in mind that only the subjects offered by the learners at the

time of admission will be alowed to appear in the examination.v. To appear in subject(s) other than offered at the time of Admission, prior

permission is to be taken from the SOS cell through the ASC.Learner mustapply in proper prescribed format for taking additional subjects or for changeof subjects within the stipulated time.

vi. Deposit the prescribed Examination Fee within the scheduled dates to your ASC.vii. Learners applied for TOC must submit their duly attested photocopy of the Marksheet

at the time submission of Examination form.(vii) Please be careful in writing the Enrolment No.

IMPORTANT TO NOTE

Learners admitted to this course must ensure

the purpose of obtaining the certificate.

Subjects are to be taken as per requirement of future studies.

the essential gap to appear in all subjects in the H.S. Level Examination is 2 [two]year from the passing year of the H.S.L.C. or equivalent Examination.

If a candidate does not have the requisite gap of two years, he/she can appear in amaximum of four subjects only in the forthcoming Examination(s).

He/she will be eligible to appear in the remaining subjects only on completion of thetwo years gap.

Candidate should contact their Study Centre about one weeks prior to commencement ofexamination for finding out details regarding their Examination Centre and Admit Card.

Fixation of Examination Centre is the prerogative of ASOS. However, the ExaminationCentres will be finalised depending upon the nos. of learners applied for examination froma study centre and geographical locations of the study centres.

Candidates have to appear in the Examination Centre allotted to them by ASOS of theCouncil.In case, any candidate appear in an Examination Centre other than allotted by ASOS, his/her result will not be declared and the case will be treated as having resorted to Unfairmeans and the examintaion will be treated as canelled.

4.2 Credit AccumulationCandidates can avail as many as 9 (nine) chances to appear in the H.S. Level Examina-tions spreading over a period of 5 [five] years. ASOS will keep and accumulate theircredit in particular subject(s) till they clear all the required subjects for certification.

Part Credit in Practical Subjects –(a) In this Open Schooling Course, if a candidate passes in practical part but fail in the

theory part of the subject, his/her practical awards will be retained.(b) Learner can appear only in Theory part of the examination if he/she has passed the

Practical part.(c) However, if the learner re-appears in practical, then better of the two results will be

taken into account.(d) Likewise, the part credit of passing in the theory but failing in practical is retained.(e) But the examination fee of both theory and practical is to be paid even if one

does not intend to appear in theory or practical.

4.3 Improvement of Performance [Improvement/Re-appear]A passed out learner may appear for improvement / betterment for maximum of 4[Four] subjects where the better of the two marks obtained by the learner will becalculated.

A passed out learner may appear for Re-appear of all subjects where the markobtained in the later sitting will be calculated.If any unsuccessful learner again appears in the subjects already passed along withthe subjects yet to be cleared [SYC], in this matter, the case will be considered as re-appear and the mark obtained in the later sitting will be calculated.Intending candidates have to apply for improvement in the same manner as forappearing at the first examination by paying the requisit fee.This chance can be availed only once within five years from the date of admission.For subjects involving practical, candidates have to appear in both theory and practicalfor improvement in the performance. Better of the two results would be consideredand indicated in the marks-sheet.

4.4 Issue of Marks-sheet and CertificateOn declaration of results the Marks-sheets will be issued to each candidate throughtheir Study Centre. The Certificate will be issued to successful candidates only.In case of passing in additional subject(s) or improvement of performance in one ormore than one subject, no fresh certificate will be issued; only marks-sheet will beissued to them.Fresh Marks-sheet(s) and Certificate(s) will be issued to the learners appeared underRe-appear scheme after surrendering the already issued Marks-Sheet(s) andCertificate(s).

4.6 Re-checking of Answer ScriptsASOS provides an opportunity for re-checking of Answer Scripts.Inre-checking--

the marks will be re-totaled.Ensuring that no question is left unevaluated.Re-evaluation of answers will not be done.Apply within 20 days for re-checking of the answer script from the date ofdeclaration of the result.Apply in prescribed format with requisite fee.The re-checking is expected to be completed within 45 days of the receipt ofapplication(s).The answer scripts will be treated as confidential documents.

4.7 Unfair meansIn case of use of unfair means during the examination, the whole examination will betreated as cancelled. However, re-appearing in the examination of such learners will beconsidered by the Council as per rules.

5. Provision For Differently AbledLearners

Examination :In H.S. Level Examination, conducted by Assam Higher Secondary Education Councilprovides the facility of amanuensis according to their disabilities to the differently Abledlearners.

A differently able learner who wishes to avail the facility in the examination is required tosubmit an application in prescribed format to the Secretary, Assam HigherSecondary Education Council, Bamunimaidam, Guwahati-21, along with a medicalcertificate of a Govt. Hospital/Medical Institution indicating the nature of his /her disabilityand the extent of the disability at the time of filling up form for Examination.

While appearing in the examination, the learner will write his/her disability on the top ofthe answer book, which will also be authenticated by his/her centre In Charge.

Disability Criteria relaxation will be as per the prevailing rules of the Assam HigherSecondary Education Council.
