Gordon Burt Affleck Committee Chair Gordon Burt Affleck Award Call for Applications. Do you know someone in our association that has worked hard and is deserving of recognition as a purchasing professional? Its time again, to submit applications for the annual Gordon Burt Affleck Award. Nominations need to be received by a member of the GBA Committee, by Friday, April 13, 2007. Applications forms are available on-line at www.napm-utah.com, from a member of our association leadership, or a member of the GBA committee. The following information is provided about Gordon Burt Affleck – the progenitor of the award Gordon Burt Affleck was born in Salt Lake City, Utah on September 8, 1904. He studied engineering at the University of Utah from 1922 to 1924. Gordon received a calling for a British Mission, in May 1924, for the LDS Church. After his mission he returned to the University and graduated, in June 1928, with a degree in Business and Economics. On August 29, 1928 Gordon married Josephine Fisher in the Salt Lake Temple. The next day they left for New York where he was successful in gaining admission to Columbia University Law School. He graduated in June 1931 and was admitted to the Bar of the State of New York, November 11, 1932. He went to work as an attorney for the National City Bank of New York. On October 31, 1938, he left New York to return to Salt Lake City where he joined the Law firm of Moyle, Richards and McKay. He was admitted to the Utah Bar on March 13, 1939. On August 2, 1940, he was called to the office of President J. Reuben Clark, Jr. who told him that the brethren wanted him to be the church Purchasing Agent and to set up a purchasing department for the church. This caused a major change in his life’s plans. He continued in this position until November 1964. When the organization was changed and he became the Managing Director of Church Procurement. For almost 50 years, he was active in the purchasing association work in Utah. He held all offices, including President of the Purchasing Agents Association of Utah. In 1957, he was elected Vice-President of District 1 of the National Association of Purchasing Agents. In May 1958, he was elected President of the National Association of Purchasing Agents, an office in which he held until June 1959. As president, he traveled approximately 100,000 miles visiting purchasing associations in America, by invitation in Canada and Europe. He continued as a member of the Executive Committee of the National Association during the year 1959-1960. During 1960-1962, he was Chairman of the Professional Development and Review Committee. He was an associate editor for the Journal of Purchasing and Chairman of the NAPA Constitution and By-laws Committees. At the National Convention in Washington, D.C. on May 23, 1957, he received the J. Shipman Gold Medal Award, the highest honor in Purchasing. In addition to his purchasing work, he was retained as legal counsel by two radio, and television corporations. Along the way, he taught courses in business law, contracts, sales, bills and notes and many phases of the purchasing profession. On December 31, 1973, President N. Eldon Tanner, appointed Bishop Affleck as the Manager of the Administration Building at 47 E Main St. Salt Lake City, Utah Bishop Affleck died at his home on November 8, 1988. Help us recognize a deserving member of our association that represents the commitment and contribution that was left as a legacy by Gordon Burt Affleck. NAPM-Utah 2005-2007 Marketing Plan

NAPM-Utah Vision Statement The National Association of Purchasing Management-Utah will be recognized as a center of excellence in establishing and promoting best in class professional standards of competency, ethics, education and certification for its members. NAPM-Utah values and seeks a diverse membership. There are no barriers to full participation in the association.

NAPM-Utah Mission Statement NAPM-Utah serves as a center of excellence in the development of world-class purchasing and supply management professionals by providing education, certification, leadership, and networking opportunities for its members.

Target Markets NAPM-Utah Target Markets: 1) Purchasing and Supply Management professionals and others who are members of ISM/NAPM-Utah, and who utilize many of the ISM/NAPM-Utah programs at all levels. 2) Purchasing and Supply Management professionals and others who are not members of NAPM-Utah but who use some ISM/NAPM-Utah products and services on an irregular basis. 3) Non-purchasing/supply management managers in business. 4) Members of academia, who are in contact with ISM/NAPM-Utah and are actively involved with the profession as educators, researchers, or consultants. 5) Universities, colleges, and community colleges that offer academic work in purchasing and supply management and associated business topics. 6) Students, graduates or undergraduates, who may, if properly motivated and supported, enter the profession. Market Research Membership Survey There were 102 members who participated in the membership survey, which represents 25.56% of NAPM-Utah membership. The first section of this survey asked: “Why did you join NAPM-Utah?” and gave eight areas for you to comment on. You were asked to rate each, with 1 being the highest and 9 being the lowest. Areas for review were as follows:

There were 99 people participating in the demographics survey, which represents 25.06% of the NAPM-Utah membership.

Certified Males represents 27%, with A.P.P. Certified Males 12%, and Non-Certified Males representing 36%. C.P.M. Certified Females represents 10%, with A.P.P. Certified Females 5%, and Non- Certified Females representing 21%. Those who were both C.P.M. & A.P.P. Certified were not separated from those who were just A.P.P. Certified. Executive Summary NAPM-Utah’s goals and objectives are as follows:

Situational Analysis I. General Affiliate History When the association originated in the mind of Mr. L.V. Guild, who was a purchasing agent for the Union Pacific Railroad, he and twelve other purchasing agents met informally on July 15, 1921, to discuss the advisability of organizing an association for purchasing agents. On December 16, 1921, the organization was formalized with a constitution and by-laws, and the Purchasing Agents of Utah were formed with thirteen chapter members. Mr. Guild served as the President for the first three years. On November 7, 1924, about 3 years later, they joined the National Association of Purchasing Agents and were the 47th to join with National. Since that time our local association has been actively involved in all the functions and programs set forth by N.A.P.M. National, now know as ISM. Right now NAPM-Utah has 398 active members. Of those members there are 159 CPM’s, which represents close to 40% of our total membership. 24 members hold both C.P.M. and A.P.P. Certification and 16 members have completed their A.P.P.

Normal Forecast Forecasting is an attempt to structure the future based on available facts and logical supportable assumptions. Based on the NAPM Report of Business Conditions, our Regional Report of Business Conditions, and local economic development news, the board of NAPM-Utah has created these assumptions as a foundation for the forecast:

1) Local and regional economy continues to grow in spite of the reverberations from Hurricanes Katrina & Rita.

2) Utah unemployment rate is down slightly from 2004. Global unemployment rate rose upward due to the effects of natural disasters.

3) No major companies will leave the market area. Even so, rightsizing, reorganization, and automation will continue.

4) New companies announced by local development offices have or will open for business on schedule.

SWOT ANALYSIS Strengths: Things that can give the organization a competitive advantage in the marketplace. NAPM-Utah has these strengths:

1) A full slate of trained officers and committee chairs, including past presidents, who are dedicated to expanding NAPM-Utah and increasing our service to members and others. 2) A diverse membership with representation from government, utility, educational, church, manufacturing, and many others. 3) A strong C.P.M. training program to increase skills and competency of its membership. 4) Excellent meetings and training opportunities. 5) Re-certification credits are extended for all programs attended. 6) An active scholarship program in place.

Weaknesses: things that are always internal to the affiliate. NAPM-Utah has these weaknesses:

1 Little follow-up with new members to keep them active. 2) No follow-up with inactive members to see why they dropped out. 3) Affiliates’ financial status.

Opportunities: things that are always external to the affiliate. NAPM-Utah has these opportunities:

1) Technology advances give us better ways to deliver products and services with more ease and speed. 2) Plant and facility tours will enable members to broaden their experiences in a wide variety of purchasing environments. 3) A largely un-served group of purchasing professionals scattered in several industries and service organizations that have not been contacted. 4) Possibility of combining speakers with APICS membership. 5) Trade shows.

Threats: things that are always external to the affiliate. NAPM-Utah has these threats:

1) Downsizing and automation will continue and may cause interruption with career paths of members.

2) The APICS program, government purchasing program and quality programs also available in this area. 3) Some companies no longer pay membership dues for their employees or will sign them up with National instead of NAPM-Utah because it is less expensive. 4) Technology is streamlining procedures, resulting in fewer purchasing positions available.

Marketing Goals and Objectives

1) Increase membership by 6.3%. 2) Advertise through miscellaneous media all NAPM-Utah functions/programs. 3) Bring our membership the kinds of programs that they need & wants. 4) Provide new members with a welcome and an orientation process.

Marketing Strategy

1) To conduct a membership survey to determine what the members need and want. 2) To encourage recruitment of new members. 3) To provide better advertisement of all NAPM-Utah meetings and functions. 4) To provide welcome call to new members, a new membership orientation and packets for new members.

Target Markets For this marketing plan, the focus will be towards Purchasing and Supply Management professionals and others who are members of ISM/NAPM-Utah programs at all levels. Product List

Marketing Mix

PRICE NAPM-Utah membership dues increased from $180.00 per year to $200.00 per year in 2004. However, the board and committee chairs make every effort to keep program costs at a minimum. The association provides seminar speakers, while participants pay only for refreshments, meals, and handout materials. PROMOTION Program promotion is handled through reminders at monthly meetings, announcements via the web, NAPM-Utah newsletter, and postcards. Local media seldom carry these announcements, however Public Relations has put advertisement and an article in the Salt Lake Enterprise Business Paper to publicize NAPM-Utah. They have plans to do additional advertisement in other business periodicals as well. PLACE The Salt Lake Dinner and Professional Development meetings are held at the Red Lion Hotel, 161 West 600 South, and Salt Lake City, Utah. The Utah County Luncheon Meetings are held at the La Quinta Hotel, 1460 South University Avenue, Provo, Utah. Satellite Seminars are held in two locations, Utah County, USU Extension Service, University Avenue and Center Street, Room L 600 and LDS Church Office Building, 50 East North Temple, Salt Lake City, Utah and CPM Preparation Classes are held University of Utah Cedar Park Campus, 5300 Cedar Park Drive, Building D., Salt Lake City, Utah. ACTION PLAN The 2005-2007 Action Plan seeks to generate a significant increase in NAPM-Utah membership and activities, retain membership, and more adequately advertise the programs put on by NAPM-Utah. The NAPM-Utah Membership Chair and committee will be responsible for the oversight and coordination of all activities aimed at current members, new members, and reactivation of old members. The Marketing Chair will be responsible for the marketing of all NAPM-Utah functions. The Board and committee will continue to provide reminder postcards & consider instigating an e-mail reminder for delivery the day before lunch, dinner, & professional development meetings and advertising for seminars and programs for longer periods of time prior to the event. The Education Chair will work at building relationships with other educational and professional organizations in the state, such as APICS and ASQC. Public Relations will write an advertisement and an article for the Enterprise Business paper advertising NAPM to try and let people know about NAPM and what we are doing. They will also launch a promotion for our local affiliate, “Sign up a new member campaign.” MARKETING BUDGET CONTROLS Budget controls are in place currently that require significant expenditures and unbudgeted expenses to be brought before the board of directors for a vote. All monies presently are and will continue to be accounted for by the affiliate treasurer. The affiliate treasurer operates on a reimbursement basis, except where the expenditures are large. With large expenditures, an affiliate check is disbursed to the appropriate supplier. All expenditures are compared to budget and reimbursed only if prior approval has been obtained and placed within the budget. Shelley W. Black, C.P.M., A.P.P. Marketing Chair

We have invited Thomas J. Short, C.P.M. to speak to us this month. Tom is a Purchasing Manager for the Church of Jesus Christ of Latter-day Saints in Salt Lake City. Ruby River will cater the luncheon. Our menu consists of Salad and Bread, Raspberry Chicken and Battered Fries, Fruit Punch and/or Water, and Reeses Cheesecake.
