Georgia Department of Public SafetyCOMMISSIONER’S OFFICEColonel Bill Hitchens serves as the Commissioner of the Georgia Department of Public Safety (DPS) and holds the rank of Colonel in the Georgia State Patrol. Commissioner Hitchens oversees the day-to-day operations of the Georgia State Patrol (GSP), Capitol Police and the Motor Carrier Compliance Division (MCCD).

Legal Services OfficeTheLegalServicesOfficeconsistsof fourattorneys,onerecordsmanager, twoparalegals,oneadministrativeassistantandtwosecretaries.TheprimaryfunctionoftheLegalServicesOfficeistoprovideguidancetotheCommissionerandtotheemployeesofthedepartmentconcerninganymattersassociatedwiththeday-to-day operations.

LegalServicesworkscloselywiththeDepartmentofLawonlegal issuesfacingthedepartment.TheLegalstaffservesastheliaisontotheLawDepartment,providinglitigationsupportandcoordinating representation requests.

TheLegalServicesstaffworkscloselywiththeHumanResourcesDivisionanddepartmentmanagerstoensurecompliancewithallapplicableStateandFederal laborandemployment laws. LegalServicesalsoprovidestechnical assistance to Human Resources in responding to inquiries made by the EEOC and the Georgia Commission on Equal Employment Opportunity.

Legal Services also works closely with Investigative Services, providing legal advice and assistance. Theattorneys regularly provide training to the department’s employees during Trooper School and in-service training. LegalServicesstaffalsorespondstoinquiriesfromthegeneralpublicregardingthedepartmentandthelawsitenforces.

InApril, theOpenRecordsUnitwascreatedunder thesupervisionof thedirector. Thisunit,consistingofarecords manager, one administrative assistant, and one secretary, is responsible for processing open records requestsfromthepublic.Theunitprovidesguidanceandassistancetofieldstaffrespondingtoopenrecordsrequests.

The passage of House Bill 501 and the creation of the Motor Carrier Compliance Division resulted in the addition ofalawyertotheLegalServicesstaff.InJuly,anattorneytransferredtothedepartmentfromtheDepartmentof Motor Vehicle Safety. An expert on motor carrier compliance issues, the attorney provides legal advice and assistance to the Motor Carrier Compliance Division on issues involving commercial vehicles and represents theofficersatadministrativehearings.AttorneysrepresentthedepartmentbeforeAdministrativeLawJudgesinpersonnel appeals and other administrative hearings.

TheAdministrativeLicenseSuspensiongrant,whichwasawardedtothedepartmentin2004fromtheGovernor’sOfficeofHighwaySafety,wasrenewed.ThegrantfundsanAdministrativeLicenseSuspension(ALS)attorneywhorepresentstroopersinthreeoftheninetroopsatALShearings.TheattorneyassiststroopersstatewidewithquestionsregardingDUIandALSissues.SheconductedDUI/ALStrainingforeverytrooperinthestate.Whenthegrantwasrenewed,afull-timeparalegalwasaddedtoassisttheALSattorneywithcasepreparationand record-keeping.

LegalServicesdraftsorreviewsallproposedlegislationthatmayimpactthedepartmentandcloselymonitorsand gathers information on bills impacting public safety.

Each month, Legal Services publishes the Trooper Legal Update which is distributed to the department’semployees,andtootherlawenforcementagencies,judgesandprosecutors.TheTrooper Legal UpdatewasawardedtheGovernmentalLeadershipAwardbytheGovernor’sOfficeofHighwaySafety.

LegalServicesinteractswiththeProsecutingAttorney’sCouncil,GeorgiaSheriff’sAssociation,AssociationofChiefsofPolice,CriminalJusticeCoordinatingCouncilandtheGovernor’sOfficeofHighwaySafetyinpublicsafety related matters.

Incalendaryear2005,someoftheactivitiesperformedbytheLegalServicesstaffwere:• Reviewed,advisedordrafted84contracts,agreements,ormemorandaofunderstandingbetween

the department and other companies, agencies, or individuals. • Opened and processed 51 cases which included five emergency suspensions against wrecker

services. • Respondedto876openrecordsrequestsandcollected$53,735.60 in feesassociatedwith those

requests.• Filed 14 Safety Responsibility claims against individuals responsible for property damage to

Georgia State Patrol vehicles which totaled $34,645.20 and processed five Conditional ReleaseAgreements.

• Opened approximately 550 Administrative License Suspension cases and filed 47 motions andbriefs.

• Openedmore than100overweight/oversize citation casesand representedMCCDofficersat 64related administrative hearings.

Georgia Department of Public SafetyDEPUTY COMMISSIONER’S OFFICE

Lt. Colonel Arthur White serves as the Deputy Commissioner of the Georgia Department of Public Safety. In this capacity, he oversees the Special Investigations Division, the Public Information Office, Planning, Executive Security, the GSPHonor Guard, the Human Resources Division, the Communications Division, the Comptroller’sOffice,andFieldOperationswhichincludes,TroopsA-I,Aviation,SWAT, SCRT, CIU, HIDTA, and Troop J (composed of Safety Education andImpliedConsent), aswell asOperationsReview,CapitolPolice, and theMotorCarrier Compliance Division (MCCD).

SPECIAL INVESTIGATIONS DIVISIONThe Special Investigations Division (SID) has the responsibility to investigate allegations of misconduct made against department members. All complaints

receivedareforwardedtoSIDandassignedafilenumber.ThepurposeofSIDistoensurethatcomplaintsaredealtwithfairly,effectivelyandthatthedepartment’sintegrityandtrustaremaintained.Thisdivisionalsohas the responsibility of verifying complaints in the misuse of radar speed-timing devices against any agency bearingthedepartment’scertification,aswellasbackgroundinvestigations,theadministrationofpolygraphexams,andissuanceoffirearmandwindowtintpermits.

SID initiated 112 cases.Of these cases, 83were closed; ofwhich23wereunfounded,26sustained,14notsustained,and20 exonerated. There are currently 29 cases that are still pending anddonothaveafinaldisposition.

Background Investigations: SID conducted 131 background investigations for candidates seeking employment with thedepartmentwiththeDepartmentofPublicSafety,CapitolPoliceand the Motor Carrier Compliance Division.

Radar Regulations Permit Unit: The Radar Regulations Permit Unit is responsible for issuing and maintaining records onover556localagenciesthatareauthorizedthroughthedepartmenttooperatespeedtimingdevices.Theunithasissued/renewed51radarpermits.

Therewere821firearmlicensesthatwereissuedtoWholesale/Retailbusinessesthatsellhandgunslessthan15inchesinlength.Inaddition,atotalof$26,918wascollectedforfirearmpermitfees.

Thepermitspecialistissuedapproximately650windowtintexemptions.Thiscomparestoanaverageof150-200 inpreviousyears.The reason for thedramatic increase is thechange in theGeorgiaWindowTintLawthatwentintoeffectonMay2.SIDhasbeenworkingwiththeLegalServicesOfficetodevelopsomeverbiagechangetotheapplicationandtopossiblyassessafeewitheachapplication.

Polygraph Unit: The Polygraph Unit works closely with SID to conduct polygraph examinations on pre-employmentapplicantstoensurecompliancewiththecurrentDPSguidelines.Inaddition,theunitalsoassistsSIDbyconductingpolygraphexaminationsonspecificinvestigativematters.ThePolygraphUnitconducted271polygraphexaminations.Thisrepresentsaneightpercentincreaseovertheexaminationsthatwereconductedlast year.Of these, 255were related to pre-employment issues and the remainder was for specific issuesrelatedto internalaffairs testing.Onespecificexaminationthatwasconductedat therequestofanother lawenforcement agency resulted in the development of leads in a 20-year old murder case. In addition to their day-

Wisdom, Justice and Moderationto-dayactivities,thetwoexaminershaveprovidedspecializedinstructionsthroughouttheyearatthetrooperschool, police academies and at the Georgia Polygraph Association Workshop.

PUBLIC INFORMATION OFFICEThePublicInformationOfficeservesastheliaisonfortheDepartmentofPublicSafetytothenewsmediaandcitizensofGeorgia.ThePublicInformationOfficeStaffprovidesresearchandclearanceformediainquiriesandrequests for 48 state patrol posts across the state.

Deputy Director: The PIO Deputy Director manages the daily operations of the Public Information Office, maintains the retireenotificationsystem,andcompilesquarterlyGOHS/NHTSAdata forstatewideseatbelt,childrestraintandDUIenforcementcampaigns.

Additionally, the deputy director represents the department on the Governor’sPublicSafetyAwardsCommittee,isamemberofthePublicSafetyMemorialCommittee, coordinates thedepartment‘sawardsprogram and responds to media inquiries after normal business hours andonweekends.Thedeputydirectorpreparesnewsreleasesforthesixmajorholidayperiods,specializedenforcementcampaigns,and other releases as needed each year. He also conducts a training course in media relations to trooper cadets during GSP Trooper School.Utilizingthegrouppagingsystem,thedeputydirectorcoordinatesthedisseminationofinformationtomembersofthecommandstaffregardingsignificantincidents/crashes.

Public Documents Unit: This unit oversees public access to department open records for state prosecutors, defenseattorneys,insurancecompanies,newsmedia,andthegeneralpublic.PIOprovidesfiling,storageandretrievalofevidencephotos,videotapesanddocumentsfromallGSPfieldoperations.AllPIOstaffmembersare designated by the DPS Commissioner as Custodians of Public Record as public requests for GSP open records services have steadily increased since 1999.

Graphics Unit: The PIO Graphics Unit provides development and copying of evidence photos, video and audiotapes. TheGraphicsUnit also provides special projects support to thePIOPublications andRecruitment Units.

Publications Unit: PIOPublicationsisresponsibleforproductionofthedepartment’squarterlynewsletter,theDPSAnnualReport,andcontentfortheGeorgiaStatePatrolwebsite.

EXECUTIVE SECURITYTheprimarypurposeoftheExecutiveSecurityDivisionoftheGeorgiaStatePatrolistoprovideeffective,efficientdignitary and facilities security services for individual and facilities authorizedinstatestatute.Thespecialservicessectionprovidesdignitary protection services through its Dignitary Protection Unit for those protectees designated by the Director and security services for the Governor’s Mansion facility and its grounds.

This year, the Dignitary Protection Unit handled 1,908 security details,loggingin21,571hours.Therewere13visitingGovernordetails from other states.

Georgia Department of Public SafetyThe Special Services Section screened 9,002 visitors attending tours at the Governor’sMansionduringtheyear.Inaddition,therewere3,542guestsattendingspecialevents.Therewasatotalof18,160securityhoursfortheGovernor’sMansion.The Executive Security Division logged in 1,345 training hours.

HONOR GUARDThe Georgia State Patrol Honor Guard represents the State of Georgia and the Department of Public Safety at events such as funerals, memorial services, details wherecolorguardsarerequired,andotherfunctionsasdeemedappropriate.

In order to ensure proper representation and coverage throughout the State, the Honor Guard is comprised of a north unit and a south unit. Each unit is comprised of14swornmembersand,onoccasion,bothunitsarerequiredtofunctionasone.

HUMAN RESOURCES ADJUTANTAsHumanResourcesAdjutant,MajorKeithSorrellsoverseesthedailyoperationsofPersonnelServices,theTraining Division and Recruitment.

Director’s Office: The Adjutant of the Human Resources Division providesoverall direction, leadership, and management of the agency’s human resources needstoincludetheareasofhumanrelationsservices;diversitymanagement;policyanalysisanddevelopment;personneladministration;andposition/budgetadministration. This office also ensures equal employment opportunity, andprovides state personnel board policy interpretation.

Personnel Services Section: The Personnel Services Section of the Human Resources Division provides human resources services including recruitment, job development, compensation analysis, policy consultation, personneland benefits processing, management and employee relations, backgroundscreening, and promotional services for the 1,400+ employees of the Department of Public Safety. In addition, 225 positions/employees for six agencies areadministrativelyattachedtoDPSforbenefitsandtransactionsservices.

Staffing Services: Emphasis is placed on using the best business practices inaligningagency jobswith those in the industry. This involvesdeveloping jobdescriptionsandconductingmarketcomparisonstoinsurecompetitivenesswithotherlawenforcementindustries,aswellasotherapplicablebusiness markets (accounting, purchasing, etc.).

Recruitment Services: Recruitment services assist managers in recruiting top-notch candidates by conducting targetedandcorebusinessrecruitments,assessingandevaluating jobapplicants,andparticipating inpanelselections designed to attract and retain a quality workforce. Personnel services conducts backgroundinvestigationsandschedulespolygraphexaminationsandcompilesapplicantdata.Theagencywasabletoput24trooperswhograduatedinearly2005ontheroad.

Promotional Services: Testing and assessment centers are coordinated through Personnel Services in cooperationwith theUniversityofGeorgia. Therewere352employeesparticipating inpromotional testsatvarious levels. Of these,221 receivedapassingscore. Therewere253employees (30ofwhichwere forlieutenantpromotions)whoparticipatedintheassessmentcenters.Ofthoseparticipatingintheassessmentcenters,only33wereplacedinBandIVandnoteligibleforpromotion.Duringtheyear,162employeesreceivedpromotions,ofwhich82wereswornmembers.

Wisdom, Justice and ModerationEmployee Relations Services: Personnel Services provides consultation and review of employee actionstoensurecompliancewithstatepersonnelboard rules,and federalandstate laws. Thepersonnelservicessectionassistedwith11terminations,17disciplinarydemotions,andsixvoluntarydemotions.Therewere312lateral transfers,oneemployee transferred inwithavoluntarydemotion,and threeemployees transferred inwithpromotions. Therewere77 resignations receivedand55 retirementswereprocessed.Therewerefiveemployeeswhodidnotreturnfromleaveofabsence.Inaddition,thePersonnelServicessectionprocessedtwodeaths during the year. This year the Personnel Services Section processed 24 military leave of absences due totheconflictoverseas.Therewerefourfamilymedicalleaveofabsencesapproved,10contingentleavesandsixunauthorizedleaveofabsencesduringtheyear.

Benefit Services: Throughout the year Personnel Services responds to numerous requests for informationrelatedtobenefitsandassistsemployeesinresolvingbenefitproblems.Employeebenefitplansincludegroupterm life insurance, long term care, vision insurance, accidental death and dismemberment insurance, dental insurance, disability insurance, legal insurance, and health and dependent spending accounts. The unit also coordinates the State Deferred Compensation Plans, and Workers’ Compensation. DPS continues to participate in the statewidemanaged careorganizationwhich supports employees in recovery ofwork related injuries.Insteadofmore than48panelsofphysicians throughout theagency, themanagedcareorganizationmakescareforinjuredworkerseasyandaccessible.Theagencyusedon-lineopenenrollment.Thisprocesswillbecontinued for future open enrollment periods.

Transactions Services: Personnel Services provides support of the actions that are administered throughout the agency.Employeerecords,whichincludesthepersonnelhistoryfile(201),confidentialfile(beneficiary,medicaland health related information),Workers’Compensation files, and separated employee files aremaintainedandstoredinthissection.Entriesforsick,annualandcompensatorytimearealsocompletedwithinpersonnelservices.Approximately,6,560manualtransactionswerecompletedtoprovidepromotions,salarychanges,transfers, etc. This amount does not include mass transactions, such as performance based increase. More than38,000additionalentrieswereperformedtoupdateleave.Inadditiontoprocessingelectronicdataentryoftransactions,theunitisresponsibleforkeepingup-to-dateinformationonemployees,whichmeansconstantlyfilingnewinformationintoeachemployee’sfile.ThemethodforgrantingholidaytimeandaccruingcompensatorytimecontinuestoprovidepositivebenefitstoemployeesofDPSandappropriatelyalignswithStatePersonnelBoardrules.Thisprocesscontinuestocreateaworkloadissueforadditionalleaveentryandeducationofnewsupervisors.

Program Services: Each year the Personnel Service Section provides an array of programs aimed at providing aworkenvironmentconducivetoretaininghighcaliberemployees.TheseprogramsincludeFaithfulServiceAwards, the Statewide Recognition Program and coordination of the Employee Suggestion Program. Anemployee of the agency submitted and received compensation for an employee suggestion submitted to the employee suggestion program. Personnel Services submitted the Workforce Planning Report and the HR Audits Reports.ThesereportsarerequiredbyallstatepersonnelofficestoperformanassessmentofservicesandprocessestoensurealignmentwiththebestbusinessmethodsidentifiedbytheGeorgiaMeritSystem.ResultsofthesereportswillbecommunicatedtotheGovernor.The2005HRAuditsreportgradewas82outofapossible100asitrelatestohowtheagency’sprocessesalignwithbestbusinesspractices.TheWorkforcePlanningReportreceivedfavorablefeedbackwithveryfewareasofmodificationsneededonfuturesubmittals.

Training Services: Personnel Services provides technical training in human resources related topics in support ofthetrainingdivisionandthecommandstaffoftheagency.TopicareasincludeSexualHarassment,Discipline,andPerformanceManagement.During2003,severalmembersofstaffwereinvolvedinleaveadministrationandnewsupervisorytraining.

Georgia Department of Public SafetyCOMMUNICATIONS/HEADQUARTERS DIVISIONTheCommunications/Headquarters Division, overseen byMajor D.A. ”Corky”Jewell,providessupportservicesto thedepartment in theareasof informationtechnology, communications, disaster coordination, planning, and security of the headquarters facility.

The Communications Division continued to focus on improving interoperable communications for use during both normal operations and at special events. The DepartmentofPublicSafety isafullpartner,alongwithFultonCounty,DeKalbCounty, Cobb County and the City of Atlanta, in the Urban Area Security Initiative (UASI) funded through a grant from the Department of Homeland Security. This projectprovidesinteroperablecommunicationsbetweentheparticipatingagenciesatamajor incident in theMetroAtlantaarea. TheUASIproject iscurrently inPhase I, and additional development of the communications system is planned forsubsequentphases.MajorJewellservesastherepresentativefornotonlytheDepartmentofPublicSafety,butotherstatepublicsafetyagenciesaswell.

Asecondprojectwithstatewide impact is the installationofgateway interfacedevices inselectedhighriskandpopulatedareasunder theLawEnforcementTerrorismPreventionProgram (LETPP). LETPP isafederalgrantprogramadministered throughthestateOfficeofHomelandSecuritywith the intentofcreatingandconfiguringcustomizedinteroperableradionetworkstodealwithplannedspecialeventsandothercriticalincidents.TheDepartmentisapartnerwiththeGeorgiaEmergencyManagementAgency,GeorgiaTechResearchInstitute,theGeorgiaSheriffs’AssociationandtheGeorgiaAssociationofChiefsofPoliceintheimplementationofthe system.

COMMUNICATIONS DIVISIONCommunications Coordinator: The Communications Coordinator is responsible for radio communications acrossthestatewhichincludesradios,towers,dispatchconsolesandremotefacilitiesinsupportoftheradiosystems for the department. He performed inspections, provided assistance, and made recommendations to resolve problemswith radio communications. He provided engineering support for future radio sites,maderecommendations for equipment purchases and coordinated the installation of these systems. Finally, he reviewedandmonitoredtherepairofpostradioequipmenttoinsurerepairswereconductedeffectivelyandinatimely manner.

Communications Program Specialists: The North and South Communications Program Specialists undertook thefollowingprojectsduringtheyear:

• DevelopedatrainingprogramfortheCommunicationsEquipmentOfficers(CEOs).• Attended to the certification of communications personnel and performed post inspections in their

respective divisions.• Assistedintheimplementationofthe800MHzsysteminTroopCwhichinvolvedtheprovisionofmobile

andportableradiostoswornpersonnelwithinTroopC.• Maintained the communications equipment repair inventory database.

Computer Services: The Computer Services Section completed several major projects, regularly assistedusersandcontinuedsupportonseveralhardwareandsoftwaresystems,includingthefollowing:

• Continuedtosupportover1,500users,1,000PCs,75LocalAreaNetworks,35off-the-shelfprogramsand25softwareapplications.

• ConductedthreesoftwareupgradestotheOnline612system.• SuccessfulimplementationoftheOverweightTruckInformationSystem(OTIS).Thissystemisasignificant

upgradeovertheoldermotorcarriercitationmanagementsystem.Thenewsystemhasaneasieruserinterfaceandaccuratelymanagesthefinancialtransactionsassociatedwithcitationprocessing.

• TransitionedsixfileserverstoWindowsServer2003operatingsystem.

Wisdom, Justice and Moderation• Replaced several older file servers with new systems to improve

performance and availability.• Successfully transitioned all of the MCCD hardware and software

systems into the GSP domain. With the creation of MCCD, Computer Services added over 150 desktop and 150 mobile computer systems, threefileserversand11newsoftwareapplications.

• On September 1, Computer Services implemented an online Help Desk to better manage computer issues and user requests. Since September,over1,000helpticketswereclosedwithanaverageopentime of 18.6 hours.

• ComputerServices implementedanewSPAMandvirusfilter forourmail system. Since its installation in mid December, the system has processed over 600,000 pieces of mail. Of that, 514,000 have been blockedasSPAMand4,300blockedwithviruses,and66,000piecesofmailweredelivered.

• With the help of BellSouth and the Georgia Technology Authority, GSP began upgrading all of it 75 Wide AreaNetwork (WAN) connections to a newerMulti-Protocol Label Switching (MPLS) network. Thisnetworkgivesourlocationsfasterthroughputandwillimprovenetworkavailability.

• GSPcontinued toenhanceournetwork securityat headquartersby changing toaNetworkAddressTranslation system. This system hides internal IP address from potential hackers. Computer Services implementedasimilarsysteminourfieldofficeslastyear.

• Inanefforttobetterservethepublic,thedepartmentinitiatedaprojecttoreviewitscurrentcorebusinessprocess and develop new processes and systems that will improve the effectiveness and efficiencyof the department. This type of project is know as a Business Process Review (BPR) and was astrategicobjectiveofourFY2005strategicplan.ThecompanyhiredtodothebusinessprocessreviewsubmitteditsfinalreportinDecember.Therewereseveralrecommendationstoimproveefficiencyandeffectiveness,includingthereductionofpaperworkandanncreaseinenforcementhours.Theprimaryrecommendations are to implement a records management system and mobile computers.

GEMA Liaison Officer (Homeland Security Coordinator): When a disaster or emergency threatens, the Georgia EmergencyManagementAgency (GEMA)activates theStateOperationsCenter (SOC),which is staffedbyrepresentativesofnumerousstateandfederalagencies,volunteerrelieforganizations,andbusinessesthatparticipateindisasterresponseefforts.Amongotheractivities,theSOCwasactivatedduring2005forHurricanesKatrinaandRita. As the GEMA Liaison, he is assigned to the SOC to provide logistical and communication support to State of GeorgiapersonnelwhovolunteeredtoparticipateinthereliefeffortintheaffectedcoastalareasofAlabama,MississippiandLouisiana,aswellasprovidesecurityandtransportationassistancetorefugeestransportedtoGeorgia for relocation.

As Homeland Security Coordinator, he represents the Commissioner at Homeland Security sponsored meetings, conferencesandworkshops.Herevisesandupdatesthedepartment’sThreatLevelResponsePlanandattendscourses on Terrorism - Weapons of Mass Destruction, Bioterrorism, and First Responders Training.

Records Management: Thedepartment’srecordsmanagementofficercoordinatesallDPSformsandservesastheliaisonwiththeStateofGeorgiaArchivestocomplywithstatutoryrecordretentionschedules.

Headquarters Security: The Headquarters Security Section provided the security function to the Headquarters facility.Theyperformedtheirdutieswithoutanymajorincidents,facilitatingasafeandsecureworkenvironmentfor headquarters personnel.

Telecommunications Coordinator: The Communications Division continued the billing analysis and reconciliation process within the office of the telecommunications coordinator, to review bills received fromserviceproviders todetectandcorrecterrors inbilling (Nextel,Verizon,GTA,SouthernLinc). Thisunithasbeen extremely successful in detecting such errors and insuring they are corrected. This process has enabled the departmenttomaximizeitstelecommunicationsbudget.

The Telecommunications Coordinator continues to issue and track all personal communications devices issued to specializedandsupervisorypersonnelandcoordinatesinstallationofvoiceanddatalinesinalldepartmentfacilities.The Telecommunications Coordinator and her assistant perform the internal audits and tracking.

HEADQUARTERS/ADMINISTRATIVE DIVISIONProperty: The Property Management Unit is responsible for maintaining an inventory for the department. This includes headquarters, 48 State Patrol Posts, and various administrative attached agencies. With theexceptionofweapons,computerequipmentandcommunicationequipment,onlyitemswithanacquisitioncostof$1,000ormorearerecorded on the property system.

Inanefforttotrackequipmentandmaintainanaccurateinventory,this unit processed 828 additions, with acquisition costs totaling$2,630,501, and 758 deletions valued at $1,171,889 during fiscalyear 2005. These transactions are updated daily on the property

system.

Vehicle Support Services: Vehicle Support Services maintains the Fleet Anywhere System, acts as thedepartment’s vehicle insurance coordinator, coordinates the Wright Express fuel cards and obtains tags and titles for the department’s vehicles.

TheFleetAnywhereSystemisanautomatedperpetualsystemthatprovidescosts,utilizationandmanagementinformationonallvehiclesownedbytheGeorgiaDepartmentofPublicSafety,GPSTCandGovernor’sOfficeofHighwaySafety.Thevehiclesystemprocessesalltransactionsthataffectvehiclecosts,usage,anddescriptiveinformation.Itprovidesfleetmanagementinformationbyvehicleorlocation.Thedepartmenthad1,237vehicles,14 aircraft and six motorcycles on inventory at the end of the year. Vehicle Support Services purchased 136 CrownVictoriapursuitvehiclesand168CrownVictoriapursuitvehiclesweresenttoSurplusProperty.

Thevehicleinsurancecoordinatorisnotifiedofallvehiclecrashesinvolvingdepartmentalownedvehicles.Theinsurancecoordinatorhandlesanyinsuranceclaimswheretheotherpartyisatfault.DOASRiskManagementhandles all other claims. Wright Express Fuel Credit Cards are ordered, cancelled, and replaced through this office,aswellasthecoordinationofdepartmentalvehicletagsandtitles.

Garage: TheGarageisresponsibleforprepping,issuing,repairingandsurplusingafleetofover1,000vehicles.Almost200morevehicleswereaddedtoourfleetwithMotorCarrierComplianceDivision(MCCD)beingaddedto the department. The garage also includes a radio and camera installation and repair technician. The department saved approximately $150,000 in state funds by using parts from surplus vehicles for other vehicle repairs.

Supply: The Supply Section is responsible for maintaining and updating an on-line inventory system of supplies purchased.Someofthesuppliesincludeclothingandaccessoriesforuniformpersonnel,officesuppliesanddepartmental forms. Clothing and accessories are issued based on departmental clothing policy. Clothing records are kept on the supply inventory system. An annual inventory is taken to ensure inventory records are accurate. The supply warehousemaintainedaboutonemilliondollarsofinventory.Supply provides clothing and accessories to the Uniform Division of the Georgia State Patrol, Capitol Police and the Motor Carrier Compliance Division.

Risk Management: The risk management coordinator handlesallclaims tobefiledwithDOASRiskManagement.Themajorityof theseclaimsare for stormdamagesuchaslightning strikes. Incident reports and replacement costs are compiled and then submitted to DOAS. Upon approval, the department is then reimbursed, minus a deductible of $1,000.

Accounting: The Accounting Section is responsible for maintaining the DPS accounting books and records fortheDepartmentofPublicSafety/GeorgiaStatePatrolandfourattachedagencies.Thesectionconsistsofaccountspayable,accountsreceivable/revenue,payroll,andgeneralledgeractivity.

WiththeadditionoftheMotorCarrierComplianceDivisiononJuly1,2005,theaccountingsectioninheritedanadditionalsevenstaffmembersreferredtoastheOverweightCitationUnit.Underthelaw,thedepartmentisallowedtoretainfundscollectedfromcitationsissued

The Department of Public Safety has 48 posts located throughout the state, and Capitol Police located in Atlanta. The48postsandCapitolPolicecollecttherevenuesforcopiesofaccident/incident/citationreportsrequestedbycitizens.ThetotalrevenuecollectionsforFY2006were$155,591.43.

TheDepartmentofAuditsperformedafinancialreviewoftheaccountingrecordsforthefiscalyearendingJune30,2006.Theoverallresultsoftheauditforthedepartmentweregood.Thedepartmentremittedsurplusbackto the state treasury in the amount of $103,692.18.

Payroll: ThePayrollOfficeisresponsibleformaintainingthepayrollrecordsandprocessingpaycheckexceptionsfortheDepartmentofPublicSafety/GeorgiaStatePatrolandsixattachedagencies.Payrollisalsoresponsibleforverifyingthatemployeesalaries,andretirementcontributions,aswellasmakesureallinsuranceiscalculatedcorrectly each pay cycle.

Budget Office: The Budget Director is responsible for managing the department’s Budget and Grant’s Management Section. The Budget Office develops the departmental budget request and submits it eachSeptembertotheGovernor’sOfficeofPlanningandBudget(OPB).Ittracksanddefendsthebudgetthroughhearingswith theGovernorandOPB,andtheHouseandSenateappropriationcommittees.OnceapprovedbytheGeneralAssemblyandsignedbytheGovernor,thebudgetofficepreparestheAnnualOperatingBudget(AOB) for OPB approval and submits subsequent quarterly allotment requests for operating funds. The AOB ismonitoredthroughmonthlyexpenditureprojectionsbylineitemsandfundsourceprojections.Ifnecessary,an amended budget request is prepared and submitted and monitored in the same manner as the budget request.Federalandotherfundsarealsoamendedintothebudgetthroughoutthefiscalyear.Additionally,staffisresponsibleformonitoringexpenditurestoensuretheyarerecordedcorrectlyandtoensurethebudgetwillnotbeoverspent.Thisincludesproducingmonthlyprojectionsbasedonpreviousexpendituresandhistoricaltrends.

Grants Management: The Grants Management Office seeks federal funding and makes applications forapplicablegrantprograms.TheprimaryfederalfundingsourcesarethroughtheCriminalJusticeandCoordinatingCouncil(CJCC)andtheGovernor’sOfficeofHighwaySafety(GOHS).Fundinghascoveredprojectssuchasseatbeltenforcement,citationautomationreportingbylocals,specializedequipmentforSpecializedCollisionand Reconstruction Teams (SCRT), Fatal Accident Reporting System (FARS), and protective vests for troopers. ThisofficealsoreviewsalloutsideauditsforlocalgovernmentagenciesreceivingGOHSgrantfunds.NumerousauditsoncitiesandcountieshavebeenreviewedforcompliancewithGOHSstandardsandadeterminationwasmadeconcerninganyfinancialsettlement.

The Grants Management duties include pursuing funding opportunities for the department. Once funds are received the unit is responsible for submitting claim information to the granting agency and ensuring that the

Thefollowinggrants/fundswerereceivedbytheDepartmentofPublicSafetyinStateFiscalYear(SFY)2005:

Capitol Police Acquired from the Georgia Building Authority in SFY 2001, the Capitol Police Division is responsible for providing the security and protection of the State of Georgia Capitol complex and 17 other stateownedbuildingsand facilities including theGeorgiaSupremeCourt.Theuseofhigh-techsurveillanceequipment,metaldetectorsandhighlytrainedsecuritypersonnelassistswithaccomplishingthismission.Theannual budget is $7,162,051.

Administrative License Suspension Program FY05 Annual Report The Administrative License Suspension Program (ALS) isagrant fundedby theGovernor’sOfficeofHighwaySafety (GOHS). InFY2005,GOHSawarded$157,200 toprovidestate troopers legalassistanceatcivilhearings forDUIsuspensionofdriver’slicense. The grant provides for one attorney, and limited administrative support dedicated to the ALS Hearings.

Nighthawks TheGovernor’sOfficeofHighwaySafetyawarded$678,600toprovidefundsfortheimplementationof aDUI task force focusingon the five-countymetropolitan area. Theunit conducts concentratedpatrols,roadchecksandprovideseducational informationto thepublic,aspartof theiroutreachefforts. The grantprovidesfundsfor10troopers,aunitsecretary,newpatrolvehicles,specializedtraining,andotheroperational expenses.

K-9 Regional Task Force TheCriminalJusticeCoordinatingCouncilawarded$500,000toprovidefundsfortheRegionalK-9TaskForce.Thegrantprovidedfundingfortheunitcommander,sevendeputies,asecretary,andoperating expenses.

Specialized Weapons and Tactics (SWAT) Equipment GEMAawarded$715,429toprovideequipmentfundsfortheSWATunit.Thefollowingequipmentwaspurchasedduringtheyear:oneresponsevehicletodeployspecialweaponspersonnel,ChevySuburbanstotransportprotectiveequipment,CBRNEequipmenttrailerwithCascadeSystem,chemicalprotectivesuits,andothertacticalequipment(excludingweapons).

Local Law Enforcement Block Grant (LLEBG) LLEBGawarded$557,518topurchase30digital,dash-mountedcamera systems and 249 lightbars for patrol vehicles. Both of these items represent the latest technology for lawenforcement.

Governor’s Task Force (GTF) ThefederalDrugEnforcementAgencyawarded$455,000 toprovideairandgroundresponsetosupportmarijuanaeradicationoperationsinGeorgia.

Overtime Enforcement GOHS awarded $125,000 to fund overtime pay for troopers to provide additionalenforcementeffortsrelatedto“OperationZeroTolerance”,targetingimpaireddrivers.Suchconcentratedpatrolswereconductedduringthreewavesofenforcementincooperationwithotherlocalagenciesacrossthestate.

Motor Carrier Safety Assistance Program (MCSAP) EffectiveJuly1,theDepartmentofMotorVehicleSafetywas reorganizedperHouseBill 501and theDepartmentofPublicSafetywasdesignated the leadMCSAPagency for theStateofGeorgia. For the federalfiscalyear,MCSAPfundingwasgranted in theamountof$5,229,737.Ofthisamount,thebalanceof$4,005,282wastransferredtoDPSeffectiveJuly1.ThemissionoftheMCSAPprogramistoimprovecommercialmotorvehiclesafetyonGeorgia’shighwaysbyreducingcrashes,fatalitiesandinjuries.EachyearnewgoalsandobjectivesareoutlinedinaCommercialMotorVehicleSafetyplan(CVSP)andmonitoredthroughout theplanyear. Duringthe2005federalfiscalyear, theMotorCarrierCompliance Division performed 92,844 commercial motor vehicle inspections.

Georgia Department of Public SafetyInaddition to theMCSAPgrant, the federalDepartmentofTransportationalsoawardedgrantmonies in theamountof$1,278,305forthenewentrantprogram.ThisprogramensuresthatmotorcarrierapplicantshavecompliedwiththeminimumsafetystandardsnecessarytocontinueoperatingafterinitiallyreceivingtheirU.S.DOTnumber.Duringthe2005federalfiscalyear,theMotorCarrierComplianceDivisionperformed1,434safetyauditsonnew,Georgia-basedmotorcarriers.

Purchasing Section: The Purchasing Section is responsible for coordinating and monitoring all purchasing activity, which includes purchasing office supplies, pursuit vehicles, aircraft, law enforcement items, andestablishingspecializedcontracts.Thisofficealsopreparesanddistributespurchasingproceduresandassistsdepartmentalpersonnelwith theseprocedures toensure thatallpurchasesarewithinestablished rulesandregulations.

Duringthe2005fiscalyear,thePurchasingSectionutilizedthePhoenixSystem–PeopleSoft,toprocess5,092purchase orders for a total of $15,211,575.87.

This section is also responsible for maintaining the purchasing card program for the department. The purchasing card system, consisting of over 150 cards, uses VISA to receive merchandise faster, provides prompt payment tovendorsandalleviatethehighcostofprocessingfieldpurchaseorders.Since1999,thisprogramhasgrownto a four million dollars a year program.

Purchasing: The Purchasing Section is responsible for coordinating and monitoring all purchasing activity, which includespurchasingofficesupplies,pursuitvehicles,aircraft, lawenforcement items,andestablishingspecializedcontracts.Thisofficealsopreparesanddistributespurchasingproceduresandassistsdepartmentalpersonnelwiththeseprocedurestoensurethatallpurchasesarewithinestablishedrulesandregulations.Thissection is also responsible for maintaining the purchasing card program for the department.

SafetyNet Unit: TheSafetyNetunittransferredfromtheDepartmentofMotorVehicleSafety,alongwiththeMotorCarrierComplianceDivision(MCCD),totheDepartmentofPublicSafetyinJuly2005.SafetyNetisresponsiblefor handling all commercial vehicle driver inspections reports that are generated by MCCD. Typically, during a federalfiscalyear (October1 -September30),SafetyNethandles inexcessof85,000 inspection reports.SafetyNet is responsible for the uploading of these inspection reports to the federal Motor Carrier Management Information System (MCMIS) database. SafetyNet maintains crash data on commercial vehicle through an interfacewiththeGeorgiaDepartmentofTransportation’sAccidentReportingUnit.Thisdataisalsouploadedtothe federal database. In addition, the unit is also responsible for the preparation and evaluation of the Commercial Motor Vehicle Safety Plan (CVSP) required annually by the Federal Motor Carrier Safety Alliance (FMCSA) forMotorCarrierSafetyAssistanceProgram(MCSAP)funding.Inaddition,thisunitwriteshighprioritygrantrequests for federal funds and prepares quarterly and annual reports on each grant.

Overweight Citations Unit: TheOverweightCitationsUnitisresponsibleforcollectingandprocessingmonetaryfinesimposedontruckswhenissuedacitationforbeingoverweightonGeorgiahighways.Thisofficeestablishestheaccountingpolicy todetermineand implement internalfinancialcontrols inorder todevelopand instituteaccounting procedures for processing the collection of these monetary funds. This includes the daily depositing ofthesefundssotheycanbetransmittedtotheTreasuryoftheStateofGeorgia.Thisprocessallowsthisunitto monitor and maintain accounting records on these transactions.

Troop A Command is located at Post 3 in Cartersville. Troop A Command was responsible for scheduling and monitoring over 134DOT escorts throughout the year. Troop A provided a Mobile Field Force andseveral trafficofficers toPauldingCounty foranNAACPMarchonOctober 1, 2005. TroopA participated in many special details whichincluded, but were not limited to, the NASCAR races atAtlantaMotorSpeedway, Georgia Power benefit runs, the Southern National DragRaces in Commerce, Hands Across the Border detail, Operation Lifesaver train rides, University of Georgia football games and local security detailsinvolvingvisitsbyGovernorPerdue.SeventroopersweresenttoWashingtonforthePresidentialInaugurationinJanuary.TroopA’slargestdetailwastheDodgeTourdeGeorgiainApril.TroopAhadtocoverfiveof the seven stages of the race, using over 70 troopers. Troop A actively supportstheGovernor’sOfficeofHighwaySafetythroughparticipationintheMountainAreaTrafficEnforcementNetworkII.TroopAwonfirstprizeforastateagencyattheGovernor’sChallengeAwards.TroopAalsoprovided20troopersinonehourtoassistinthesearchfortheFultonCountyCourthouse shooter on March 11.

Post 3 - Cartersville: Post 3 continues to remain one of the busiest posts in the state of Georgia. The post is responsibleforonlytwocounties,BartowandPaulding.BothcountiesareconsideredpartofthemetropolitanAtlantaareaandaregrowingatanalarmingrate.Post3isresponsiblefor30milesofInterstate75,numerousstateroutesandthebusyroadwaysaroundLakeAllatoona.Averyhighvolumeoftraffictravelsthroughthesethoroughfares,whichinturnrequiresincreasedenforcementandcrashinvestigation.

Thesetroopersinvestigated3,931crashes,resultingin2,369injuriesand31fatalities.Intheareaofenforcement,Post3issued9,366citationsand10,212warnings.Includedintheenforcementtotalsare234DUIarrests.Therevenuereportedfromtheseenforcementeffortstotaled$1,157,187.

Post 5 - Dalton: Post5isresponsibleforthecountiesofWhitfieldandCatoosa.Post5hadatotalof10,766arrestswhich included225DUIarrests,1,461seatbeltarrests,and90child restraintarrests.Troopersalsoissued12,117warningsandinvestigated2,750vehiclecrasheswith1,655injuriesand19fatalities.

Post 28 - Jasper: Troopersissued6,007citations,wrote6,773warnings,and101DUIarrests.Troopersalsoinvestigated413trafficcrasheswhichresultedin14fatalities.FinesreportedtoPost28bythecourtsystemsinPickensCountywereapproximately$197,503.FinesreportedtoPost28bythecourtsystemsinCherokeeCountywereapproximately$86,223.

OnFriday,July29,amassiveconcentratedpatrolwasconductedinCherokeeCountycoordinatedbythepostcommander.Itresultedinthearrestof19suspectedimpaireddrivers,aswellas,fivefelonydrugarrests,fourfugitivesapprehendedandsixmisdemeanordrugarrests.Thedrugconfiscationstotaled72gramsofcocaine,twogramsofmethamphetamine,severalpillsofOxycontin,severalbagsofmarijuanaandonestolengunwasrecovered fromaburglary. A totalof111citationswere issuedwith188warnings issued.TheconcentratedpatrolswereconductedthroughoutNorthwestGeorgiaonaregularschedule.DuringtheoperationandunderthedirectionoftheGeorgiaStatePatrol,therewerefourteamsconsistingofdeputies,whichincludedDepartmentofNaturalResourcesOfficers,CherokeeDrugTaskForceAgentsandtheGeorgiaBureauofInvestigation.

Wisdom, Justice and ModerationPost 29 - Cedartown: Post29coversHaralsonandPolkcounties.Intheareaofcrashinvestigationandtrafficenforcement for 2005, the Troopers at Post 29 investigated 712 crashes, issued 4,496 citations, and 5,700 warnings.Troopersissued131citationsforDUI,339seatbeltcitations,73childrestraintcitations,andmade20felonyarrests.Troopersalsoapprehended45wantedpersons.

InOctober,thecitizensofPolkCountypassedaspecialpurposelocaloptionsalestax(SPLOST)whichincludedfundingforanewpatrolpost.Thenewbuildingismuchlargerthantheoldbuildingandprovidedmuchneededspaceandmodernization.Theoldpostwasbuiltinthe1950’sandwasinneedofmajorrenovation.

Post 38 - Rome: Post 38 covers Floyd and Chattooga counties. Troopers issued 4,987 citations, 112 DUI citations, and5,959warnings.Troopersalsoinvestigated504crashes,resultingin370injuriesandeightfatalities.InMay,a trooper participated in the Rome Executive Lock-Up on behalf of the Muscular Dystrophy Association. This eventwasagreatsuccesswithpledgestotalingover$46,000forfamilieswithmusculardiseasesintheRomearea.OnJune27,twotroopersandacadetassistedarealawenforcementinthesearchforasmallaircraftthatwentdown.TheaircraftwaslocatedonJohn’sMountaininsideFloydCounty.InAugust,thepostreceivedapproval for remodeling its Communications Center.

OnAugust29,HurricaneKatrinahitLouisiana,MississippiandAlabamacausingmassdestructionandoneofthe troopers volunteered as one of 41 troopers detached to the area to provide security. On September 9, the postcommanderandatrooperparticipatedintheSeptember11Tribute,“ADayofRemembrance,”hostedbytheRomePoliceDepartmentattheLawEnforcementCenterinRome.

Post 41 - Lafayette: Troopersmade6,050arrestsandissued9,740warnings.Troopersalsomade198DUIarrests.Allofthesetotalsshowedamarkedincreasefromthepastyear.Atotalof64felonydrugarrestsand47otherfelonychargesweremadebytroopersduringtheyear.Troopersalsoinvestigated1,081crashesinvolving740injuriesand21fatalities.Atotalof730motoristswereassistedbytroopers.

ThepostparticipatedinseveralGovernor’sOfficeofHighwaySafetyeventsincludingHandsAcrosstheBorderandmulti-agencyroadblocks.PersonnelalsoparticipatedintheCityofRossville100yearcelebration.Thetwo-dayeventhostedtopnamemusicartists,culturaleventsandlargecrowdsofpedestrianandvehiculartraffic.Amastertrooperwascreditedwithquickworkandtakingcontrolofarescueeffortthatlocatedamissingmotorist.ThemotoristwhowasthrownfromamotorcyclewasfoundinaruralareaofDadeCounty inadeepgorge.Anothertrooperstoppedavehiclefittingalookoutonaburglarysuspect.Thissinglestopclearedburglariesinthreestatesandrecoveredstolenguns,carsandvaluables.Inoneinstance,over50,000dollarsofpropertywasrecoveredandreturnedtotheowner.

Post 43 - Calhoun: Post43isassignedtoGordonandMurraycounties.Post43suffereda31percentlossinenforcementpersonnelthroughJuly.Troopersconducted6,239trafficstops(11percentincrease).Troopersissued 6,296 citations (eight percent increase) and 7,130warnings (four percent decrease). Troopers alsoarrested 144 drivers for DUI (three percent increase). Troopers investigated 1,247 crashes (nine percent increase).TheGovernor’sOfficeofHighwaySafetydesignatedGA225asoneofthemostdangerousroadsinthestatepromptingtrooperstoroutinelypatrolGA225inanefforttodecreasethevolumeoffatalandseriousinjurycrashes.Theirvisibilityandenforcementeffortscontributedtothereductionsoffatalcrashes.

Post43hostedtheTroopAConcentratedPatrolonJuly1,inMurrayCounty.ThedetailwasrepresentedbymembersoftheMurrayCountySheriff’sDepartment,theLocalDrugTaskForce,MotorCarrierComplianceDivision,GSPCriminal InterdictionUnit,and troopers fromTroopA.Theenforcementefforts resulted in121arrests.TheMotorCarrierComplianceDivisionconductedsixsafety inspectionswhich resulted in35safetyviolationwarnings,twoarrests,twooverweightassessments,andtwovehiclesplacedoutofservice.

Georgia Department of Public SafetyTROOP BTroop B consists of five patrol posts: Athens, Blue Ridge,Cumming, Gainesville and Toccoa. Troopers from these posts patrol 20 Northeast Georgia counties. Troopers participated in nine “B” Stings for speed and DUI enforcement whichresulted in 1,001 arrests, including 39 DUIs, 19 motorcycle arrests,twosuspendedlicensearrests,onerecklessdrivingarrest, nine drug arrests, 527 issued warnings, and onewantedpersonapprehension.

In March 2005, Troop B responded to the call to assist other agencies in locating a fugitive who had been involved in ashooting spree at the Fulton County Courthouse. Troop B assistedGBIAgentswitha felonydrugwarrant round-up inClarke Count where approximately 50 felony arrests weremade. Troopers also assisted with the traffic details forthe Tour de Georgia Bicycle Race, the University of Georgia football games, the NHRA Southern Nationals drag race, and for the spring and fall AMS Race details. Troopers participated inHandsAcrosstheBorderandconductedwelfarechecksonvariouscharitablegroupsastheytraveledthroughtroopterritory.SeveraltroopersalsovolunteeredfortheHurricaneKatrinadetail.

Post 6 - Gainesville: Post6patrolsBanks,Hall,JacksonandWhitecountieswhichcoverapproximately30miles of I-85, approximately 20 miles of I-985, and 50 miles of four-lane state routes, including GA 15 and GA 365. Post 6 provided escort for the Veterans’ Day 101 Mile Road March. Troopers investigated 1,715 crasheswhichinvolved61fatalities;made8,913arrests,including182DUIs,issued6,432warnings,made19misdemeanor drug arrests, and 15 felony drug arrests, including one arrest made by a trooper assisting DEA Agents,whichnetted23kilosofcocaine.TrooperswereinstrumentalincapturingasuspectedchildmurdererinHall County and on a separate occasion, located another murder suspect and took him into custody. Forty-four othercriminalswerecaptured.TroopersalsoassistedwithahostagesituationinHallCountywherethegunmaneventuallysurrenderedtoGSPS.W.A.T.officers.

Post 7 – Toccoa: Post7patrolsFranklin,Habersham,Hart,RabunandStephenscountieswhichcover22miles of I-85 and 24 miles of four-lane state routes, including GA 365. Troopers investigated 1,064 crashes, which resulted in 35 fatalities;made6,228arrests, 274ofwhichwereDUIs, 47 felonydrugarrestsand56misdemeanordrugarrests,issued4,890warningsandapprehended50criminals.TroopersprovidedescortforthefuneralofformerGeorgiaGovernorErnestVandiverwhowasaresidentofLavonia.Troopersco-hostedatri-statelawenforcementmeetingwithNorthCarolinaandSouthCarolinaTroopers.Post7troopersprovidedescort for the Veterans’ Day 101 Mile Road March and are Partners in EducationwithHabershamCounty’s9th Grade Academy.

Post 27 – Blue Ridge: Post27patrolsFannin,Gilmer,TownsandUnioncountieswhichcover75milesoffour-lanestateroutes.Troopersinvestigated462crasheswhichinvolved23fatalities;made3,895arrestsincluding123DUIs,12felonydrugarrests,30misdemeanordrugarrests,issued5,125warningsandapprehended19criminals. One trooper is a member of the State of Georgia Crisis Negotiations Team and another is a member oftheDPSHonorGuard.Post27renovatedtheradioroombyreplacingtheradioconsolewithanewmodularsystem and also made minor repairs to the outside of the post.

Post 32 - Athens: Post32AthenspatrolsBarrow,Clarke,MadisonandOconeeCountieswhich cover twomiles of I-85 and approximately 100 miles of four-lane state routes, including GA 316. Troopers investigated 355crashes,whichinvolved35fatalities,made5,076arrests,151ofwhichwereDUIs,25felonydrugarrests,

Post 37 - Cumming: Post37patrolsLumpkin,DawsonandForsythcounties,whichinclude30milesofGA400.Troopersinvestigated248crasheswhichresultedin13fatalities,made4,908arrests,109ofwhichwereDUIs,14felonydrugarrests,16misdemeanordrugarrests,issued3,709warnings,andapprehended25criminals,oneofwhichwasinvolvedinastolencheckforgeryringandhadmorethan60outstandingfelonywarrants.TroopersassistedLumpkinCountySheriff’sDepartmentwithtrafficfortheGoldRushFestivalandparadeandcoordinatedtrafficandsecuritycontrolfortheHoseaWilliamsMemorialPeaceMarch.Onetrooperisamemberof the State of Georgia S.W.A.T. Team and another is a member of the Honor Guard.

Georgia Department of Public SafetyTROOP CThe mission of Troop C is to meet the demands of public safety in the Metro-Atlanta area and reduce the number of DUI drivers, crashes,injuries,andfatalitiesintheterritory.TroopCisdedicatedto the Metro-Atlanta area. There are three patrol posts and the DUI TaskForce(Nighthawks)assignedtoTroopC.

Troop C is unique because of its involvement in numerous special detailsduring theyear. Mostdetailsareheavilypublicized in thenewsmediaandofteninvolvelocalandUSdignitaries,aswellasdignitaries from aboard. Troop C Command coordinated several special details during this calendar year. This year,Troop C conduted the following high profile details: President and Vice PresidentDetails, Fulton County Courthouse shootings, transportation and security for Olympic Park Bomber (Eric Rudolph), Dekalb County Officer shooting, Southern Governors’ Conference, PresidentialInauguration inWashingtonD.C., andKatrinaRelief in Louisiana.TroopCCommandstaffwasresponsibleforcoordinating67detailsandassistedwith41otherdetails.

InthewakeoftheKatrinadisaster,TroopCCommand’sroleasafront-line,homelandsecurityproviderincreased.TheCommandstaffwascalledupontomonitorandcoordinatetheCommandPostatHomelandSecurity/GEMAduring theKatrinaReliefefforts in theStateofGeorgia. Manyhourswereexpended inaneffort toprovidesecurityattheshelterssetupforthedisplacedpeoplecomingfromotherstatestoGeorgia.ThemissionwastocontinuetoprovidethemosteffectiveresponseinthequickestmeanspossibletoinsurethesafetyofthecitizensofGeorgiaaswellas,providesecurityforpeoplewhoweresuddenlywithoutahome,clothing,andestrangedfrom their families.

Post 9 – Kennesaw: Troopers patrol Cobb and North Fulton counties. The territory is approximately 87 percent urbanand23percentrural.ThePostterritoryhasfiveinterstatesystems:I-20,I-75,I-85,I-285,andGA400.Post9isintegratedwiththeGeorgiaArmyNationalGuard.CobbCountyhasmadeacommitmenttobuildanewPatrol Post for Post 9 and construction is expected to begin in late 2006.Troopers issued 10,247 citations, 3,130 warnings,and95DUIarrests.Troopersalsoinvestigated142crashes,whichresultedin44injuries.Trooperswereassigned 61 special details in addition to their regular duties.

Post 47 – Forest Park: Troopers are primarily responsible for public safety and the enforcement of criminal andtrafficlawsinClayton,Dekalb,andFultoncountiesoutsideofI-285.Post47issued10,102citations,3,725warnings,and129DUIarrests.Troopersinvestigated227crashes,whichresultedin105injuriesandthreefatalities. Trooperswere instrumental inprovidingmanpowerforspecialdetails, loggingnumeroushours insupport of these details.

Post 48 – Atlanta: Trooperspatrol theportionsof the followingcounties thatare inside the I-285perimeteraroundAtlanta:Cobb,Fulton,ClaytonandDekalb. Post48 isalso responsible forpatrol functions forallofGwinnettCounty.Post48patrolstheinterstatesystemsintheMetro-Atlantaarea,whichincludeI-285,I-20,I-75,I-85andI-985.Troopers issued22,810citations.Ofthose,52werefelonyviolations,50drugarrests,196DUIsand876werecommercialvehicleviolations.Personnelissued4,372warningsforvariousviolations,recovered40stolenvehicles,andmade83criminalapprehensions.Troopersinvestigated465crashes,whichresulted in159injuriesandtwofatalities. Troopersassistedwithseveralspecialdetailsduringtheyearandlogged approximately 6,000 hours.

Wisdom, Justice and ModerationNighthawks DUI Task Force, Forest Park: TheDUITask Forcewas formed and funded by a grant fromtheGovernor’sOfficeofHighwaySafetyinAugust2004.TheDUITaskForceiscomprisedofonesergeant,twocorporals,andseventroopers.TheDUITaskForcepatrolsCobb,Clayton,Fulton,Dekalb,andGwinnettcounties.TheDUITaskForceofficeislocatedatPost47inForestParkandplanstomovetoHeadquartersinFebruary 2006.

TheNighthawksmade5,513arrests,issued2,960warnings,andmade827DUIarrests.TheNighthawksassisted Troop C in several special enforcement details to include three motorcycle enforcement details, a special Father’sDaypatrol,andaNewYear’sEvepatrol.ThetaskforcehelpedtopatroltheCityofLithoniaduringaperiodoftimewhenitwaswithoutapolicedepartment.ThetaskforcealsoworkedwithotherGovernor’sOfficeofHighwaySafetyunitsintheMetro–Atlantaarea.

TheNighthawksreceivedtwoawardsforenforcementactions,onefromtheGovernor’sOfficeofHighwaySafety(firstplaceforaMulti-JurisdictionalAgency)intheirannualGovernor’sChallengeAwards,andonefromtheInternationalAssociationofChiefsofPolice(thirdplaceforMulti-JurisdictionalAgency).

TheNighthawksalsoassistedwithtrainingforthe82ndTrooperSchoolfortheStandardizedFieldSobrietyTestingandCourtRoomDemeanorblockof instruction.TheentireNighthawkTaskForceattendedtheCMIAlcoholandToxicologyCourseinOwensboro,KentuckyandtheDUIAlcoholandDrugSymposiuminMiami,Florida. These two trainingcoursesemphasizeDUIdetectionand theeffectsofalcoholicbeverageson thehumanbody.ThesetrainingsessionshelpedthetaskforcebecomeawareofthelatesttoolsonDUIenforcement.

Headquarters Communication Center: The Headquarters CommunicationCenter is the largestandbusiest radio roomwithinthe Georgia State Patrol, consistently and proficiently handling anextremevolumeoftraffic.Thiscenteroperatessevendaysaweek,24hours a day. The radio operators logged 51,662 vehicle stops during theyear.Vehiclestopshavedoubledoverthelastfouryearswhiletheamountofpersonnelhasremainedthesame,withoutanydiminishingof the quality and handling of thisworkload. They also processed364hits (stolenvehicle/wantedperson),2,059 impoundedvehicles,101 abandoned vehicles, and 114 chases (pursuits). Additionally, the Headquarters Communication Center is the only Radio Room that monitors four frequencies simultaneously. The Communications Centerreceivedthe“TeamAward”fromtheStateMeritSystemPublicEmployeesRecognitionPrograminNovember.Theradiooperatorscollectivelyworkedinseveralareasoutsideofnormaloperationslistedbelow:

Georgia Department of Public SafetyTROOP DTroopD iscomprisedofsevenpatrolposts: Post1 inGriffin.Post2 inLaGrange,Post4 inVillaRica,Post24 inNewnan,Post 26 in Thomaston, Post 34 in Manchester, and Post 44 in Forsyth. Troop D is responsible for patrolling eight miles of Interstate 16, 42 miles of Interstate 20, 70 miles of Interstate 75, 54 miles of Interstate 85, 31 miles of Interstate 185 and 14 miles of Interstate 475, for a collective total of 219 miles of interstate. Collectively, Troop D investigated 10,133 crashes, issued 46,872 arrests, captured 1,267 impaired drivers and issued 36,105 warnings. Thiswas inaddition to themanywantedcriminals,drug suspects and felons apprehended.

Of the many details Troop D assists each year, the largest and most involved is theAtlantaMotorSpeedwayNASCARRacethatoccurstwiceannually.Muchcoordinationandeffortgoesinto planning, scheduling and assigning manpower for theseevents. Troopers are brought in from around the state to assist withdirectingthemassiveamountoftrafficinandoutofthetrack.InadditiontothetwoNASCARraces,TroopDassistswithotherrandomlyscheduledeventsatAtlantaMotorSpeedway,suchastheNOPICarShows.

TrooperswereassignedtoassistwithothereventsaroundtroopterritorysuchasTourDeGeorgiaBicycleRace,theCottonPickinFair,whichisheldtwiceayearinGay,thePower’sCrossRoadsFair,heldinNewnan;theSuperSundayCelebrationheldinRoberta;andtheSchoolofAmericasEventheldinColumbus.TroopDalsodetachedPersonneltoassistTroopBwithtrafficdirection,crowdcontrolandsecurityattheUniversityofGeorgiaFootball Games.

Post 1 - Griffin:Post1isresponsibleforpatrollingSpalding,HenryandButtscounties.Troopersinvestigated1,256vehiclecrashes, issued7,647arrestsofwhich,287wereforDUI.,and5,362warnings. TwotrooperswerehonoredbyM.A.D.D.fortheiroutstandingeffortsindetectingandarrestingdrunkdrivers.Theyalsoshared“OutstandingOfficerAwards” forGSPwhichwas presented byM.A.D.D. Post 1 also hosted amonumentdedication service honoring the life of fallen Trooper Tony Lumley on September 19.

Post 2 - LaGrange: Post 2 is responsible for patrolling Harris and Troup counties. Troopers investigated 1,169 vehiclecrashes,issued7,874arrestsofwhich,225wereforDUI,and6,734warnings.Post2assistedwithThePyneRoadParkIndependenceDayFestivitiesandtheFourthofJulyCelebrationatCallawayGardens.Post2alsoprovidedmanpowerfortheSouthernGovernor’sConference.

Post 4 - Villa Rica: Post 4 is responsible for patrolling Carroll and Douglas counties. Troopers investigated 4,687 vehiclecrashes,issued8,073arrestsofwhich,231wereforDUI,and6,131warnings.DouglasCountyhonoredatrooperwithTrooperoftheYearaward.AtrooperwashonoredasTrooperoftheYearbyCarrollCounty.Aseniortrooperandacadetconfiscated$250,000ofdrugmoneyduringatrafficstop.Atrooperalsoconductedatrafficstopthatnettedalargequantityofmarijuana.Post4investigatesmorecrashesthananyotherpostinthe state and they have proven to be an asset to the community they serve. Post 24 - Newnan: Post 24 is responsible for patrolling Fayette, Coweta and Heard counties. Troopersinvestigated1,628vehiclecrashes,issued7,180arrestsofwhich166wereforDUI,and7,037warnings.Post24continuedconstructionoftheirnewpatrolpostwhichwillbelocatedinCowetaCounty.Theconstructionisscheduled for completion in May 2006.

Post 34 - Manchester: Post34patrolsMeriwether,TalbotandMuscogeecounties.Troopersinvestigated406vehiclecrashes,issued4,264arrestsofwhich88wereforDUI,and4,508warnings.Twotrooperswerehonoredandreceivedawardsformilitaryserviceduringthewarandtheotherforhislifesavingefforts.

Post 44 - Forsyth:Post44patrolsBibb,LamarandMonroeCounties.Troopersinvestigated291vehiclecrashes,issued6,802arrestsofwhich128wereforDUI,and3,111warnings.Post44wasinvolvedwiththecommunityandgavemanytalkstoschools,churchesandcivicclubs.Muchtimeandmanpowerwasexpendedonassistingstrandedmotoristsandconductingmedicalrelays,aswellasassistinglocalagencies.

Georgia Department of Public SafetyTROOP ETroop E is positioned in the eastern central section of Georgia. TheterritoryrunslaterallyalongInterstate20beginningjusteastof Atlanta and ending at the South Carolina boarder in Augusta. TroopEconsistsofthefollowingpatrolpostsinConyers,Madison,Milledgeville, Washington, and Thomson. Each post, with theexception of Milledgeville, covers a portion of the roughly 150 mile stretch of I-20 described above.

OneofthehighlighteventsforTroopEin2005wastheSouthernGovernors’ Association Conference hosted by Reynolds Plantation and the Ritz Carlton, located in Greene County. Georgia’sGovernor, SonnyPerdue,was the hostGovernor for this event.The Georgia State Patrol took the lead role in handling the security forthisevent.Theeventwasagreatsuccess,andtheGeorgiaStatePatrolreceivedmanycomplimentsabouttheprofessionalismthatwasdemonstratedduringtheconference.

AfterthedevastationofHurricaneKatrina,approximately600evacueeswerehousedatRockEagle, locatedoffU.S.Highway441betweenMadisonandEatonton.TroopershandledtheescortsofbusesfromAtlantatoRockEagle.TooprEwasgiventhetaskofprovidingsecurityonthepremiseswhileitwasbeingoccupiedbytheevacuees.OnelieutenantvolunteeredtoleadthedetailoftrooperswhowenttotheGulfCoasttoprovidelawenforcementassistanceintheareasofdevastation.Healsoservedasthefieldsupervisorforthisdetail.

A portion of theTour deGeorgia eventwas held inTroopE’s territory. Other regular events thatTroopEpersonnelassistedinweretheracedetailatAtlantaMotorSpeedway,UniversityofGeorgiafootballgames,andthe State Fair.

Post 8 – Madison: Post 8 is located in the eastern central section of Georgia. Post 8 is responsible for enforcement activities in the counties ofMorgan,Greene, Putnam, and Jasper. Interstate 20 runs throughMorgan andGreenecountiesandencompassesapproximately41miles.Post8regularlyassistslocalagencieswithcrashinvestigations,callsforassistance,andspecialdetails.Troopersissued6,380citations,3,236warnings,andinvestigated280crashes that resulted in328 injuriesand19 fatalities. OnOctober5,a trooperinvestigatedacrashon Interstate20 that resulted infive fatalities. Allfiveof these fatalitiesweremembersof thesamefamily.Inadditiontoenforcementactivities,Post8wasveryactivewithspecialdetailsandcommunityevents.OnJanuary3, a trooper traveled toWashingtonD.C. toparticipate in thePresidential Inaugural detail. OnDecember19,thecorporalandatrooperassistedMorganCountySheriff’sOfficewithamockdisasterdrillinMadison. TroopersalsoassistedPost32 inAthenswithtrafficenforcementduringtheUniversityofGeorgiafootballgames.Inadditiontoalltheenforcementactivitiesandspecialdetails,troopersworkedatotalof127radioshifts.Renovationsofthebuildingsonthispropertyarestillongoing.Anewroofwasrecentlyinstalledonthemainpostbuildingandcarport.Otherrenovationsareplannedandareawaitingapproval.

Post 17 – Washington: Post17isresponsibleforpatrollingfivecountiesinnortheasternGeorgiathatincludeElbert, Lincoln, Oglethorpe,Wilkes, and Taliaferro counties. Troopers investigated 313 traffic crashes thatresultedinsevenfatalitiesand263injuries,issued4,302citations,including11felonydrugarrests,127arrestsforDUI,andissued4,124warnings.InApril,troopersassistedwitha“GhostOut”presentationatWashington-WilkesHighSchool toraiseawarenesstothedangersof teenagedrunkendriving. InJuly, troopersassistedLincolnCountySheriff’sOfficewithsecurityandtrafficcontrolforthreemajorfireworksdisplays.InOctober,troopersassistedwithsecurityandtrafficfortheannualWilkesCounty“MuleDay”artsandcraftsfestival.InNovember,atrooperreceivedtheDPSLifeSavingAwardforhisactionsastheForwardLookingInfraredRadar(FLIR)cameraoperatorwithGSPAviation in locatingastrandedboateronLakeThurmondwhileoperating

Post 25 – Thomson: Counties served by this post include: Richmond, Columbia, McDuffie, Warren, andGlascock. Troopers are responsible for covering 48 miles of Interstate 20. Post 25 covers Georgia’s second largest city (Augusta), oneof the fastestgrowingareas in thenation (ColumbiaCo.), aswell asoneof themost economically challenged counties in the State (Glascock Co.). Post 25 holds concentrated patrols on amonthlybasis, rotating through thefivecounties.Postmembersparticipate innightDUI road-checksandconcentrated patrolswith other agencieswithin the post territory. Post 25 participates in “Click-it orTicket”andotherenforcementinitiatives.Theyearlyactivitytotalsincluded:551crashes,12fatalities,6,793citations,including144forDUI,and3,699warnings.ThecorporalandtwotroopersreceivedtheDPSLifesavingAwardforsavingasuicidalsoldier’slife.AnothertrooperwasrecognizedbyMADDforhisDUIEnforcement

Post 33 – Milledgeville: Post 33 is located in middle Georgia, once the State Capitol. The Post is responsible forenforcementactivityinBaldwin,Jones,HancockandWashingtoncounties.Post33issuedatotalof6,010arrests(+556,10percent),4,332warnings,and171DUIs(+65,61percent).Troopersinvestigated227crasheswhichresultedin251injuriesand13fatalities(-3).Post33leadthetroopinDUIsandwasnominatedfortheGSPPostMADDAward.ThepostcommanderwasveryinstrumentalinthecoordinatingandschedulingescortsfortheHurricaneKatrinadetailinRockEagle.

Post 46 – Conyers: Post46patrolsRockdale,NewtonandWaltoncountieswhichincludesapproximately23milesof interstate. Post46conductsmonthlyconcentratedpatrolsand roadcheckswithin itspost territory,rotating counties eachmonth. When conducting road checks, Post 46 personnel and theCounty Sheriff’sDepartment participate together to increase DUI arrests. Post 46 personnel have also participated in the GOHS roadchecks.Post46hastwotroopersthatarecertifiedasDrugRecognitionExperts,twoFieldTrainingOfficersand three troopers thathold instructor certificates.During theyear,Post46 issued9,575arrestsand4,830warnings. Fromthetotalarrests, troopers issued176DUIarrests,1,407seatbeltarrests,115childrestraintarrestsand4,008speedingarrests.Post46alsoinvestigated1,463crasheswhichresultedin1,204injuriesand44fatalities. Itshouldbepointedoutthat32ofthefatalitiesoccurredinWaltonCounty.InJanuary,theSheriffofWaltonCountyturnedovertheresponsibilityofinvestigatingallcrashesthatoccurinWaltonCountytotheGeorgiaStatePatrol.Thesheriffhasbeeninstrumentalinaddressingtheissueofconstructinganewbuilding for the Georgia State Patrol in Walton County. With the added volume of crashes being investigated, anadditionalCorporalpositionhasbeenaddedtoassistwiththeworkload.OnJuly25,Post46assistedtheWaltonCountySheriff’sDepartmentwithamarchthatwasheldbytheSothernChristianLeadershipConferencewhentheyreenactedamurderthattookplaceonFord’sbridgeinWaltonCounty.InMay,Post46alsoassistedtheWaltonCountySheriffwhenaprisonerescapedfromaworkdetailwithinthecounty.Airsupportalongwithseveraltrooperswasinstrumentalincapturingthesubjectthatevening.AtrooperreceivedtheDPSLifeSavingawardforpullingafemalefromtheMARTArailsystemwhenshelostherbalanceandfellontothetracks.

Post 16 - Helena: Post16coversJeffDavis,Telfair,Dodge,Wheeler,andMontgomerycounties.Troopersassistedwithvariousdetailsduring2005toincludeUvaldaFarmDaysFestival,PossomHollowFestivalinLaurens County, Lumber City Festival, Perry State Fair, GSU Football games, and theAnnualAir Show in Eastman. Post 16 also had itsannualCemeteryDaysdetailthefirstweekendinAugustinMt.Vernon.Troopers also participated in other civic activities and various parades. A trooperreceivedaValorAwardforhisactioninanincidentthatoccurredin2004wherehewasabletograbaweaponfromasuicidalsubject,thussavingthesubject’slifeandthoseintheroomattemptingtoresolvethe situation. The trooper demonstrated extreme restraint and remained alert in this successful situation. Troopers issued4,518citations,142DUIsand5,579warnings. Troopersworked357crasheswith389injuriesand16fatalities.

Post 18 - Reidsville: Post 18 covers Appling, Tattnall and Toombs counties. The Georgia State Prison and RogersStatePrisoninReidsville,aswellasSmithStatePrisoninGlennvilleareincludedinthesecounties.NuclearPowerPlantEdwin I.Hatch is located inApplingCounty.Troopersassistedvariousstateand localagenciesthroughouttheyear.ThesedetailsincludedTheVidaliaOnionFestivalandAirShow,TheGlennvilleSweetOnionFestival,GeorgiaSouthernUniversityfootballgamesandgraduation,AtlantaRacedetail,PerryStateFair,PossumHollowFestivalinLaurensCounty,andnumerousChristmasparadesandcivicevents.Post18officersparticipatedintheDepartmentofHomelandSecurityPlantHatchsecuritydetailinAugust.Theyalsoparticipated in the Federal Emergency Operations Center Plant Hatch detail in October. Post 18 conducts three daily security checks on Plant Hatch per Homeland Security protocol. Troopers made 5,832 arrests, and issued 244DUIsand4,821warnings.Troopersinvestigated434crasheswith12fatalities,and428injuries.Trooperslogged 1,430 training hours, 260 instructor training hours, 187 aviation (FLIR) hours and 308 radio detail hours thisyear.Post18alsoreceivedninedonatedStalkerDualradarsfromlocalagencies/governmentsinMarch.

Post 19 - Swainsboro: Post19patrolsEmanuel,Jefferson,Treutlen,andJohnsoncountieswhichcoverover29milesofInterstateI-16.TroopersprovidedsupportatthePresidentialInaugurationinWashington,DCaswellastheSouthernGovernors’ConferenceinGreensboro.TroopersprovidedassistanceattheVidaliaAirShow,JekyllIslandMusicFestivalandtheHurricaneKatrinaReliefEffort.Personnelalsoparticipatedinvariouslocalevents including the Pine Tree Festival in Emanuel County, the Million Pines Festival in Treutlen County and thePossumHollowFestivalinLaurensCounty.TheGeorgiaNationalFairinPerryrequestedassistancefromPost19.DuringanepisodeofMondayNightFootballwheretheHonorGuardrepresentedthedepartment.Intheareaofenforcement,Post19troopersissued7,815arrests,6,761warningand220DUIs.Post19troopersinvestigated401crasheswith391injuriesand23fatalities.AtrooperwasrecognizedbytheStateofGeorgiaHouseandSenateforhisactionsduringavehiclepursuit.HealsoearnedtheDPSValoraward.

Post 20 - Dublin: Post20hastheresponsibilityofcoveringBleckley,Laurens,TwiggsandWilkinsoncounties.Troopersproduced6,539arrests,5,442warnings,and169DUIarrests.Troopersalsoinvestigated619trafficcrasheswhichresultedin497injuriesand25fatalities.TroopersassistedwithnumerousdetailswhichincludedthePossumHollowArtsandCraftsFestival,theGeorgiaNationalFair,theGeorgiaSouthernfootballgames,theVidaliaAnnualAirShow, theAtlantaMotorSpeedway trafficdetails,and theKatrinaFloodReliefefforts.

Asignificanteventoccurredon Interstate 16 in LaurensCounty,when30 vehicleswere involved in an incident resulting in 13injuries.Amazingly,noonewasseriouslyinjuredandnoonewaskilledinthismajortrafficcrash.TwotroopersreceivedLifeSavingawardsandonewasalsorecognizedforhisPublicEmployeeRecognitionSafetyawardnomination.

Post 21 - Sylvania: Post 21 patrolsBurke, Jenkins andScreven counties. Sylvania’ territory is located inthelowersoutheastoftheCentralSavannahRiverareabetweenAugustaandSavannah.BurkeCounty,thesecondlargestcountyinthestate,ishometotheSouthernCompany’snuclearpowergeneratingfacility,PlantVogtle.During2005,troopersinvestigated286vehiclecrashes,whichresultedin319injuriesand17fatalities.Troopersinitiated5,814trafficstopsandchecked8,381vehiclesinroadcheckswhichresultedin3,935citationsand4,756warnings. Post21 troopersarrested165violators forDUI,50 for felonydrugpossession,55 formisdemeanordrugpossession,23forotherfeloniesand59criminalswereapprehended.Ofthe59criminalsthatwereapprehended,threewerefederalfugitives.Troopersrecoveredsixstolenvehicles.Post21continuestosupportotherlocal,stateandfederalagencies.Troopersassistedotheragencies237timeswithexpenditureof669hours.WhileassistingtheFBIwithafederalfugitivewantedformurder,twotrooperswereinvolvedinthefatalshootingofthesuspectbyFBIagents.Troopersassistedlocalagencieswithvariousmanhuntsforfugitives,losthunters,andlostchildren.Post21assistsPlantVogtlewithsecurityandperformsdailychecksoftheperimeterforsuspiciousvehiclesorperson.ThesergeantandatrooperwereassignedtotheSouthernGovernors’ Conference at Reynolds Plantation and helped provide security for numerous Governors from other states.ThepostcommanderwasdetachedtotheHurricaneKatrinadetailinLouisianafortwoweekstoassistintheefforts.TroopersalsoparticipatedinReadingIsFundamentalreadingprogramthatallowstrooperstocomeintothelocallibraryandreadtosmallchildren.Twotrooperswererecognizedwithcertificatesbythedirectorofthe FBI for their action during the fatal shooting of the federal fugitive in Burke County.

Post 45 - Statesboro: Post 45 encompasses Bulloch, Candler and Evans counties, spanning approximately 42 milesofinterstate.TherecontinuestobeariseinpopulationandgrowthintheStatesboroareaduetoGeorgiaSouthernUniversity. Troopersinvestigated1,019crasheswhichresultedin774injuriesand14fatalities. Intheenforcementarena,Troopersissued5,930citations,7,238warnings,and227DUIs.Thepostexperiencedanincreaseinactivityandadecreaseincrashes.Post45personnelassistedwithseveralotherlocalevents,including:TheBrookletPeanutFestivalheldinBrooklet;theTurpentineFestivalheldinPortal;AnotherBloomingFestivalheldinMetter;theRattlesnakeRoundupheldinClaxton;andOgeecheeFairWeekheldinStatesboro.Post45assistedtheStatesboroPoliceDepartmentwiththeevent.Post45alsoassistswithtrafficatGeorgiaSouthernUniversityhome footballgames. Thesegamesrequire troop-wideassistance,butarecoordinatedthroughPost45.Post45assistedtheTri-CircuitDrugTaskForcewithtwo“roundups”inwhichnumerousdrugviolatorswerelocatedandapprehended.PostpersonnelalsoprovidedassistancetotheAtlantaracedetailandHurricaneKatrina.ThesergeantandatrooperreceivedtheDPSValoraward.Theawardwasgivenforactionstaken in a SWAT call out involving a barricaded gunman.

TheEvansCountyBoardofCommissionersdonated$15,000tobeutilizedforconstructiononthenewpost. This donation has been approved by the Board of Public Safety. Construction began early this year and isprogressingwell.

Post 12 - Thomasville: Post 12 patrols Thomas, Grady, Colquitt, and Mitchell Counties. Post12generated8,133arrests,7,946warnings,and147DUIs.Post 12 investigated 592 crashes resulting in 636 injuries and 26 fatalities.Post 12 alongwith assistance from troopers in TroopG, assistedwith trafficat the Moultrie Sunbelt Agriculture Exposition in Moultrie. The Ag Expo is the largestinthenationandover200,000visitorsfromaroundtheworldcameforthethree-dayevent.Post12alsoescortedandassistedwithHurricaneKatrinaevacueesthatweretakentotheBaptistConventionCenterinNormanPark.ThesergeantwasdetachedtoNewOrleanstoassistwithHurricaneKatrinasearchandrecovery.

Post 14 - Donalsonville: Post14islocatedinthesouthwestcornerofGeorgia,borderingthestatesofAlabamaand Florida. Post 14’s territory includes Decatur, Early, Miller and Seminole counties. Post 14 also houses the SafetyEducationCommander,atrooperwithImpliedConsent,andanemployeewithGEMA.Troopersissued5,609citationsand6,758warnings.Troopersmade165DUI,1,333seatbelt,and155childrestraintarrests.Post14Troopersinvestigated277collisions,resultingin259injuriesandfivefatalities.Troopersalsoassisted505motoristsin2005.Post14decreasedfatalitiesby17in2005,finishingwithonlyfivefatalitiesoverall.

Post 39 - Cuthbert: Post39patrolsCalhoun,Clay,Chattahoochee,Stewart,Quitman,andRandolphcounties.Troopers issued 4,944 citations, 4,929warnings, and investigated 15 fatal car crashes. Post 39 also tookpartinmanyspecialdetailsthroughout2005.Post39assistedwithtwoAtlantaMotorCarSpeedwayRaces,GA.NationalFair,andtheSunbeltAGExpo.Post39alsoassistedwithastringofhurricanesthatstruckthesoutheast in late summer and early fall.

IntheearlymorninghoursofAugust18,theLumpkinPoliceChief,aStewartCountyDeputy,andamemberoftheStewartCountyEMSwereshotonthetownsquareinLumpkin.Troopers,alongwithotherlawenforcementagencies,respondedtotheshooting.Atapproximately5:00a.m.,thesuspectwaslocatedwithhostages.Thestandoffresultedinthedeathofthesuspect.

Post 40 - Albany: Post40patrolsDougherty,Baker,Lee,andWorthcounties.Troopersconductedthefollowingenforcementactivity:298crashes,4,551arrests,including70forDUI,4,197warnings,293injuries,andeightfatalities.Post40assistedtheSecretServicewithVicePresidentCheneydetailonthreeoccasionsduringtheyear.Duringthesevisits,Post40wasresponsibleforleadingtheVicePresident’smotorcadeandassistingtheSecret Service in security measures. In April, Post 40 assisted the local high schools and the local University of GeorgiaExtensionOfficewiththeDoughertyCountyPromPromiseprogramtodeterthoseattendinghighschoolpromfromconsumingalcoholorexperimentingwithdrugs.InSeptember,thepostcommanderandatrooperwere detached toNewOrleans to aide in theHurricaneKatrina recovery efforts. DuringOctober, troopersassistedwiththeGeorgiaNationalFairinPerryandtheSunbeltAgExpo.

Troop H territory covers 19 counties and includes approximately 151 miles of I-75 beginningattheGeorgia/FloridalineandendingatthePeach/Crawfordline.

Troop H assisted or participated in several details and annual events during the year. Troopers assisted in the Georgia National Fair, providing many troopers eachdayfortrafficcontrolandsecurityinsidethefairgrounds.TroopersfromTroopsG,E,FandIalsoassistedwiththeseduties.Anewattendancerecordof400,615wassetatthe16thAnnualGeorgiaNationalFair.Thiswas10,402more people than the 2004 attendance.

TroopHparticipatedintheannual“HandsAcrosstheBorder”event.ThiseventisajointeffortbetweentheGeorgiaStatePatrol,FloridaHighwayPatrol,Governor’sOffice of Highway Safety and many local police agencies, that emphasizesseatbeltandchildrestraintusage.TroopersassistedtheCrispCountySheriff’sDepartmentandCordelePoliceDepartmentduringtheEasterSundayweekendandFourthofJulyweekend.Hightroopervisibilityandaggressivepatrolsintheseareasduringtheseweekendsgreatlyreducedthepossibilityofmajorproblemsassociatedwithlargecrowdsthatgatherincertainareasofthecity and county.

TroopersassistedwiththeKatrinaReliefDetail inLouisiana.TroopHalsoprovidespersonneltoassistwithAMSRaceDetailtwiceayearattheAtlantaMotorSpeedway.Post13teamedupwiththePatticakeHousetoraisemoneytohelpfosterchildren.Troopershelpedraiseover$40,000incashandgifts,whichhelpedover260children have a merry Christmas. Troop H Command sponsored a Troop H Day event in October. This event hasturnedintoanannualeventwherethecommandstafftakestheopportunitytothankallTrooppersonnelfortheoutstandingjobtheydoeachandeverydaytofulfillthemissionofthedepartment.AlsoinattendancewereseveralmembersofthecommandstafffromAtlanta,locallawenforcementleadersandretiredDPSPersonnelandspecialfriends.Post13movedintotheirnewpostfacilityonGA41inTiftCountyinMay.Thisbuildingprovides much needed space for Post 13 personnel.

Georgia is also activelyinvolvedwhenFloridaresidentsareevacuatingduetohurricanesaffectingthatstate.ThreetroopersfromTroopIservedontheGeorgiadelegationsenttoLouisianatoassistwithHurricaneKatrinareliefefforts.Five troopers served on a security delegation from the Georgia State Patrol at the 55th Presidential Inauguration heldinWashington,D.CinJanuary.TheannualSt.Patrick’sDaycelebrationisheldeachyearinSavannahandmanyTroopIpersonnelassistedwiththisevent.OthereventsthatrequiredsecurityfromTroopIpersonnelweretheBeachMusicFestivalonJekyllIsland,theOrangeCrushdetailonTybeeIslandandtheGeorgiaNationalFair in Perry, Ga.

Post 11 - Hinesville: Troopersinvestigated567trafficcrashesthatresultedin547injuriesand17fatalities.Theyissued6,478citationsthatincluded210DUIarrests.Theyalsoissued4,579warningsduringtheyear.TheFortStewartArmyBase,homeoftheThirdInfantryDivision,islocatedinthePost11territory.ThisdivisionservedinAfghanistanandIraq.Troopersassistedmilitaryofficialsinseveralfuneralsforthosethatpaidtheultimatesacrifice indefenseofourcountry. InNovember,aportionof I-95wasrenamed“FallenTroopersMemorialHighway”inmemoryoftrooperskilledinthelineofduty.AbridgeoverpasswasnamedforTFCRonnieO’NealwhowaskilledwhileinpursuitofaviolatoronJanuary10,1984.

Post 22 - Waycross: Post22 isoneof the largest in thestate, is110miles longand79mileswide. TheOkefenokeswampandwildliferefugeisincludedinthisarea.Thisyeartroopersinvestigated427trafficcrashesthatresultedin637injuriesand29fatalities.Troopersissued6,345citationsthatincluded248DUIarrestsin2005.Theyalsoissued7,630warnings.

Post 23 - Brunswick: Post23troopersinvestigated649vehiclecrashesthatresultedin455injuriesand10fatalities.Troopersissued7,622arreststhanincluded219DUIarrests.Theyalsoissued6,504warningsduringtheyear. Troopersassistedwithseveralmilitaryescorts throughout theyearandalsoassisted inescortingremainsofthosesoldierskilledinactioninIraqtotheirfamilies.TroopersassistedtheScrevencommunitywith24-hoursecurityafter theareawasseverelydamagedfroma tornado. Theyalsoassistedwith the“BicycleRideacrossGeorgia”eventasitconcludedintheGlynnCountyarea.ThepostcommanderandatrooperwerenominatedfortheDPSLifesavingawardafterhelpingtosaveamanafterthevehiclehewasworkingonfellon

Post 35 - Jekyll Island: TroopersassignedtothispostserveastheonlylawenforcementontheislandandthusperformawidevarietyofpoliceservicestothosethatliveorvisitJekyllIsland.Inadditiontonormalpatrolduties,troopersanswercallsrangingfrominjuredanimalstoburglaries,assaultsanddeaths.Throughouttheyear,approximatelyonemillionvisitorsfromallovertheworldhavecometoexperienceJekyllIsland’shiddensecrets.JekyllIslandhasbeenthehostforcountlessconventionsandeventsthatrequireextensiveplanningandmanpower.ManyseniorcitizensmigratetoJekyllIslandfromthenorthinthewintertoescapetheextremelycoldweather.JekyllIslandtroopersinvestigated74trafficcrashesresultingin13injuriesandnodeaths.Troopersissued994citations,including17DUIarrestsand1,669warnings.Theyalsorespondedto685miscellaneouscallsandassisted248motoristsduring theyear. Therewere110criminal investigationsopenedthroughoutthe year. Of these, 21arrestsweremadeasa result of the investigations. The corporal received the lawenforcement“OfficeroftheYear”awardpresentedbytheGlynnCountyExchangeClub.

Post 42 - Rincon: Troopersinvestigated196motorvehiclecrashesthatresultedin127injuriesandninefatalities.Trooperissued10,336arreststhatincluded234DUIarrestsand3,886warningsfortheyear.Throughouttheyear,Post 42participated inmanyevents sponsoredby theGovernor’sOfficeofHighwaySafetyand localagencies.ThelargesteventistheannualSt.Patrick’sDayparadeheldinSavannahwhichisthesecondlargestparade in the United States. Approximately, 200,000 people attend this event each year. Personnel also assist theTybeeIslandPoliceDepartmenteachyearwiththeannualOrangeCrushevent.TroopersfromthispostalsoassistedmilitaryofficialswithdeathnotificationsandescortsforsoldierskilledinactioninIraq.

TROOP JTroop J is comprised of the following units:TroopJCommand,ImpliedConsent,andSafetyEducation. Presently, these units consist of 28swornuniformmembersand threesupportstaffmemberswhichprovideabroadrangeofservicesonastatewidebasis.

Troop J Command: The captain and lieutenant led theGSP’sefforts to raise fundsfor “Special Olympics Georgia”. The GSPraised approximately $12,255, which put theGSPinsixthplaceamongallparticipating lawenforcement agencies.

In March, the lieutenant and four members of the Safety Education Unit attended the Lifesavers Conference in Charlotte, North Carolina. At this conference, experts from all facets of public safety assembled to present programs and conductworkshops. During this three day event,GSP personnel attended over 40 safetyrelatedworkshops.

InJune,thecaptain,lieutenantandtwomembersoftheSafetyEducationUnitattendedthe38thAnnual“UniformedSafetyEducationOfficersWorkshop”(USEOW)heldinCouncilBluffs,Iowa.SafetyEducationtroopersfromacrossthenationattendthisworkshoptopresenttrafficsafetyprograms,andtoimprovetheeffectivenessofsafety programs through the exchange of ideas. The lieutenant’s presentation on the dangers and safe driving practicesof15-passengervansreceivedthirdplaceawardinthe“BestSafetyProgram”category.

AgreatdealofplanningandconsultationwasnecessarybymembersofTroopJduetothecontinuedsuccessoftheannualprofessionalcyclingevent“TourdeGeorgia”.Additionally,duetohisinvolvementandcommitment,thelieutenantwasaskedtoparticipateintheplanningandimplementationofthe“TourofHopeRide”withtheLanceArmstrongFoundationas it traveled throughGeorgia. Asa result, the lieutenantwasalso asked toassistwiththetrainingofmembersoftheCaliforniaHighwayPatrolfortheprofessionalcyclingevent“TourofCalifornia”.

Implied Consent Unit: ThemissionoftheImpliedConsentUnitistoeffectivelyadministerthestate’sbreathalcohol testing program, maintain breath alcohol testing instruments, and train operators of these instruments foralllawenforcementagenciesinthestate.Unitmembersrespondedto4,851requestsforintoxilyzerservices,expending 6,220 hours.

In addition to performing the regular maintenance and inspections of all breath testing instruments, the members providecrucialexperttestimonyinDUIcasesforstate,countyandcitylawenforcementagencies.Unitmemberscompliedwith254totalopenrecordsrequestsforbothdefenseattorneysandtheprosecution.Thisunitspent191hoursincourtandotherlegalproceedingsregardingIntoxilyzeroperationandinstrumentation.

Members issued765 citations, 860warnings, twoDUIarrests and698motorist assist. ThemembersalsosupplementedfieldpostsduringannualeventssuchastheAtlantaRacedetail,CottonPickin’Fair,concentratedpatrols,andtheLawEnforcementTorchRun.TheImpliedConsentUnitalsohelpsotherTroopJpersonnelto coordinate events such as Bicycle Ride Across Georgia (BRAG), Operation One Voice military run, Tour de Georgia, and Girls State.

Wisdom, Justice and ModerationSafety Education Unit: The mission of the Safety Education Unit (SEU) is to promote the safe operation of motor vehicles and reducethenumberofcrashes,injuriesandfatalitiesinGeorgiathrough education and enforcement. SEU troopers expended 2,039 hours conducting 1,055 safety programs. The recipients oftheseprogramswereschools,civicclubs,employeegroups,militarybasesandvariousotherorganizations. Unitmembersconducted 3,332 public relations visits with the purpose ofmakingthepublicmoreawareoftheeffortsoftheGSP.

SEU troopers issued 1,105 citations (including four DUI arrests), 790 warnings and assisted 473 stranded motorists.SEUtroopersaggressivelyparticipateinholidaypatrolefforts,sustained enforcement drives and concentrated patrols.

SEU troopers participated in many special details during the year. SEU continues to be an integral part of theplanningandsecurityteamfortheTourdeGeorgiabicyclerace.SEUmembersassistedwithBRAG(BikeRide Across Georgia), the Cox-MS150 bike ride, the American Legion sponsored Boys and Girls State, race detailsatAtlantaMotorSpeedway,SafeAmericaTeenDriverevents,LifesaversConferenceinCharlotte,NC,USEOWConferenceinCouncilBluffs,IA,OperationOneVoicemilitaryrun,HandsAcrosstheBorderevents,Chamber of Commerce Bus Trip Across Georgia, Camp Civitan, Tour of Hope Bike Ride, dignitary protection details and other special events.

TheunitalsoparticipatedintheSpecialOlympicsTorchRunfundraisingeffort.SEUtroopersservetheircommunitiesaslocal-electedofficials,civicclubmembers,leadersinscouting,andcommunityserviceorientedfraternal organizations. They takeactive roles in their local trafficenforcementnetworks (GATEN)which isoverseenbytheGovernor’sOfficeofHighwaySafety.SafetyEducationtroopersserveasdrivinginstructorsatGPSTCandassisttheGBIwiththeirin-servicetraining.

InJuly,theAlcoholandDrugAwarenessProgram(ADAP)wastransferredtothenewlycreatedDepartmentofDriverServicesandmembersofSEUassistedinthesmoothtransitionoftheprogram.Inthefirstsixmonthsof the year troopers conducted 37 ADAP classes and visited 164 schools in the monitoring of the program.

AVIATIONThe Georgia State Patrol Aviation Division provides aerial support to state, federal and local agencies in support of the public safety interest of the citizensofGeorgia. Over thepast 35 years, theAviation Division has grown into a diverse rotorcraft unit thatprovides aviation support to federal, state, and local agencies to fulfillitsprimarymissionofairbornelawenforcement.Inaddition,asthe division has developed so has its unique capabilities to assist in the saving of countless lives. The Aviation Division is a unique unit withseveralspecializedmissioncapabilities.Itscorefunctionisnotflight,buttheuseofflighttoconductairbornelawenforcementindirectsupporttogroundlawenforcementoremergencyresponseefforts.Itispartofacombinedlawenforcementeffort,similartothe combined arms concept of the United States Marine Corps.

Thisoverallstructure,andunityofcommandwithintheorganization,ensurespropersupportoftheorganization’sresponsibility to provide for the public’s safety.

Currently, the division’s assets consist of 14 helicopters, six hangars, 14 pilots, six aircraft mechanics, and one administrative support personnel. The division’s greatest asset is found not in a piece of equipment, but in its maintenancepersonnel.Withouttheirexperienceandexpertisetheaircraftwouldneverfly.Thedivisionhasexperiencedasafetyrecordthatfeworganizationscanrival. Additionally,11troopersfromfieldpostsandfive

Georgia Department of Public Safetynon-departmentalPeaceOfficershavebeentrainedasForwardLookingInfrared(FLIR)cameraoperatorstosupportsearchandrescuemissionssevendaysaweek,24hoursaday.

ForwardLookingInfraredcamerasystemshavebeenplacedonsixdifferentaircraftlocatedateachoneofthehangarfacilities.Thiscameraenablesthepilotandoperatortolocatemissingpersonsorfleeingfugitivesatnight by the radiated heat coming from their bodies. The pilots have also been trained in the use of Night Vision Goggles(NVGs)tooperateinthelowlightenvironmenttoenhanceanytypeofmissionthatmightbeflown.ThemarriagebetweenNVGsandtheFLIRhasrequiredaconcertedprogramdevelopmentandtrainingsyllabusthatrequirescertificationandproficiencyflightsonanongoingbasistomaintaincurrency.Thisefforthasproducedaninvaluableservicethathascaughtmanyafleeingfugitiveandhassavedmanylives.

AsecondrelationshiphasbeenformedbetweentheAviationDivisionandtheStateofGeorgiaSWATteam.WorkingtogetherwiththeuseoftheBellUH-1HandOH-58platforms,vitalsupporthasbeengivenforSWATcall-outs. The Aviation Division is able to provide air transport, fast roping or rappelling, and airborne surveillance. Aviation provides aerial transport at any time day or night, placing SWAT in the desired location, and then providesabird’seyeviewviadatalinktothetacticalcommander.Thisisalsoacapabilitythatnootherstateaviation unit has developed or is capable of providing. This combination of assets directly enhances the state’s response in regards to the Counter Terrorism Task Force.

Each year, the Aviation Division provides aircraft, pilots, and observers in support of the Governor’s Task Force (GTF)forMarijuanaSuppression.Thousandsofplantsarespotted,eradicated,andsuspectsarrestedbecauseof the support provided by the Aviation Division. Many times those responsible for the illegal activity are spotted from the air, providing probable cause to conduct searches that uncover other criminal activity such as drug labs, indoormarijuanagrowingoperations,andstolenproperty.Recently,thedivisionhasoutfittedtheBellUH-1HwitharescuehoistandreceivedtraininginitsuseandwasabletomakeitsfirstrescuefromadownedaircraftjustnorthoftheRomeairport.Thisisjustanotherexampleofforwardandproactivethinkingforthedevelopmentofthedivision’scapabilitieswhichdirectlycontributestothesavingoflives.

Financially, the division conducted its total operation of 14 rotorcraft and six hangar facilities for $2,345,683.20. With the Personnel Services cost of $1,515,498.14 and funds received for participation in the Governor’s Task Forceof$455,000,only$375,185.06ofstatefundingwasactuallyspentonthetotaloperatingcostoftheunit.Duringtheyear,thedivisionanswered1,435callsandflew3,208.8hourswhichisanexcellentreturnonthefunds spent for the services provided.

SPECIALIZED WEAPONS AND TACTICS TEAM (SWAT)The Special Weapons and Tactics Team (SWAT) is a functional component of the Georgia State Patrol that provides equipment and capabilities to GSP and other agencies that may not ordinarily be available to resolve criticalincidentssuchashostagesituations,barricadedsubjects,andhigh-riskwarrantservices.Theteamisstaffedbytroopersfromacrossthestatewhovoluntarilyserveascollateraldutyfromfieldposts. AllSWATmembersundergorigorousandcontinuoustrainingtoremainproficientinavarietyofskills.

Full-timestafffortheteamconsistsofacaptainasteamcommander,anassistanttacticalcommander,anequipmentand logisticsofficer, anda trainingcadremember. Thisyear,by far,was themostactiveyearfor SWAT to date. SWAT responded to 40 call-outs during the year. These call-outs included 16 barricaded suspectincidents,threehostagebarricadeincidents,fourhigh-riskwarrantservices,sevensurveillancedetails,

Teammembersarebecomingmoreandmore recognized fortheir expertise in tactical applications and are being called upon to teach other agencies. SWAT members conducted an Urban Sniper course for members of the U.S. Air Force’s 820th Security Force from Moody Air Force Base. Each year, SWAT conducts a basic SWAT school that is typically attendedbyofficers from local and federallawenforcementagencies,andhasbeenextremelywell received.A large quantity of equipment has been obtained through Homeland Securitygrants, includinganewSWATresponse truck,whichwillserve to reduceresponse timebecause itwillbepre-stagedinSouthGeorgia.Over$2millionworthofequipmenthasbeenacquiredthroughthegrantprocess, and it has served to make SWAT one of the best equipped teams in the country.

CRIMINAL INTERDICTION UNIT (CIU)TheGeorgiaStatePatrol’sCriminalInterdictionUnitisastatewideunittaskedwiththepro-activeenforcementoftrafficandcriminallaws.Theunitconsistsoffivesmallteams,averaging12members,spreadacrossthestateassignedtoworkmajorinterstatecorridors.

CIUexperienced itsbestyearonrecordthisyear. Teammembersalsoassistedwithseveralhighprofilefederalcaseswhichresultedinlargecontrabandseizures.

CIUwas honoredwith aDPSCommissioner’sCommendation award for the unit’s efforts during 2004and 2005. Additionally, two teammembers were individually nominated for both the DPSCommissioner’sCommendationandValorawardsbasedontheiractionsduring2005.ThesenominationswererecognizedanewGeorgiarecordforthelargestcocaineseizurefromasinglecoldtrafficstopandforthepursuitandcaptureof a multiple murder suspect.

CIUmembersattendedseveralnationallyrecognizedtrainingeventsasbothstudentsandinstructorsincriminalinterdiction.CIUmembersalsoteachanIntroductiontoCriminalPatrolandaTrafficStopsclassforTrooper School.

systems.CTTFwasdeployedwithnopriornoticetosupportMARTAPolicefollowingtheattacks,andagainduring a Presidential visit.

SPECIALIZED COLLISION RECONSTRUCTION TEAM (SCRT)ThemissionoftheGeorgiaStatePatrolSpecializedCollisionReconstructionTeam(SCRT)istoprovideameansbywhichfatalcrashescanbeinvestigatedthoroughlybyspeciallytrainedinvestigatorsandproperlydocumentevidence in collisions to be used for successful court prosecution. SCRT also gathers statistics in order to save lives by avoiding future collisions.

SCRT has five teams of specially trained investigators stationed strategically throughout the state to assistthefieldtrooperswithinvestigatingfatalcrashes.Theseinvestigatorsareequippedwiththelatesttechnologyandareoncall24hoursaday,sevendaysaweek.Eachteamisallocatedsixinvestigators.SCRTisalsoresponsibleforassistingalliedagenciesintheinvestigationofmajorincidents,includinghomicidecases,officerinvolved shooting, fatal crashes, and air disasters.

Team 1 - Calhoun: Team1opened65caseswhichresultedin64deaths.The team reconstructedanumberofhighprofilecases.Sixofwhichinvolvedpursuit-relatedcrashesthatresultedinfatalities.Twochasesinvolved GSP units actively pursuing the violator and once crash involved aGSPunitthatwasstruckbyafleeingmotorcycle.OnlyoneofthesesixcrashesinvolvedthePITmaneuver.Twoofthesixcrashesresultedin the deaths of the fleeing suspect while the remaining four victimswere either passengers in the fleeing vehicle or third partymotoristsinvolved in the crash. Team 1 successfully reconstructed a hit and run crashinvolvingapedestrianinBartowCounty.Thevictimwasnotfounduntil four days later. Using only pieces from the corner light found at thescene,theinvestigatorswereabletodeterminethetypeofvehicleinvolved.Withtheaidofthenewsmedia,thehitandrunvehicleanditsdriverwereidentifiedandlocated.InOctober,Team1investigatedacrashthatclaimedthelifeofClaytonCountyPoliceOfficer.Inadditiontotheir crash investigations, Team 1 assisted the GBI and Walker County Sheriff’s Investigatorswithamurder investigation that resultedafteraconfrontationbetweentwomotoristsonGA193.Team1investigatorsassistedtheWalkerCountyDistrictAttorneyduringaweek-longtrialinDecember.Team1’sexperttestimonyandpreparationsealedawinfortheprosecution.Thedefendantwasfoundguiltyonallvehiclehomicidecharges.Teammembersparticipatedinfivepursuitsandassistedwiththreemanhuntoperationsthroughoutthe year.

Team 2 - Gainesville: Team2opened64newcaseswhichhadresultedinthedeathsof65individuals.Team2assistedPost6inGainesvillewiththeinvestigationofaone-carcrashthatclaimedthelifeofaHallCountyDeputy. One trooper volunteered andwas deployed toNewOrleans to assist in theHurricane Katrinarecoveryefforts

Team 3 - Forsyth: Team3opened79caseswhichresultedin65fatalities.Team3reconstructedtwocrashesinvolving troopers’ use of the PIT maneuver. One of these crashes resulted in the death of the violator. Sadly, Team3wascalledtoinvestigateacrashthatresultedinthedeathofaHenryCountypoliceofficerwhowasrespondingtoacall.Team3alsoassistedTeam5withaforensicmappingofashootingsceneinLumpkin.A

Team 4 - Reidsville: Team4opened56newcasesthatresultedin52fatalities.Team4continuestohavethelargestterritoryinthestate.Teammemberswerecalledtoassistintheinvestigationofanon-GSPinvolvedpursuit. The violator ultimately crashed resulting in a fatality.

Team 5 - Valdosta: Team5opened67newcases resulting in62deaths. Team5 reconstructeda trooperinvolved PIT crash that resulted in the death of the violator. In August, team members assisted the Georgia BureauofInvestigations(GBI)withtheforensicmappingofashootingthatoccurredinLumpkin.ThesecretaryhassoughtandparticipatedinadvancedtrainingprovidedtoVictim’s/WitnessAdvocates.Sheworksveryhardtoprovideassistancetothefamiliesofthevictimsthataresubjectsofourinvestigations.Shealsohasassessedsome trauma related problems found in her contactswith these families and referred those troubled familymemberstopeoplewhocanofferhelpandassistanceduringtheirtimeofcrisis.

Overall,SCRTrecordedatotalof331newcasesresultingin308deaths.SCRTwasinvolvedin35percentofallfatalcrashesthatGSPworkedand18percentofthereportedstatewidefatalcrashes.

TRAINING The Georgia State Patrol Training Division operates out of the Georgia Public Safety Training Center (GPSTC) in Forsyth, Georgia.Theannualdepartmentalin-serviceforswornmembersbeganonJanuary18,andconcludedonJune7.Thein-serviceconsistedoftwodaysofdrivertrainingwithaPITupdateandahigh speed driving refresher.

AspringfirearmstrainingbeganinJanuary,inadditiontothefallfirearmsin-service.Thedepartmentwillcontinuetohavetwoannual firearms in-services tomaintain proficiency in allweaponsandensurethatallmembersreceivethemostcurrentinformation concerning the use of force.

Driver training continued throughout the year with CrownVictoriaupdateclasseswhichtrainedtroopersinthedifferencesindrivingthenewermodelCrownVicswhichhaveABSandrackandpinionsteering.

Aftermuchconsideration,thePublicSafetyBoardallowedthedepartmenttocontinueusingthePITManeuverwithoutaspeedcap.Asaresultofthisdecision,thelieutenantoftheTrainingDivision,oneofthelieutenantsfromTroopCandthedirectoroftheLegalServicesOffice,alongwiththeAttorneyGeneral’sOfficeadministeredaneight-hourPITLiabilitycourseinthefieldforeachtroop.Thisclassisanothermandatoryannualtrainingsessionthatwasaddedthisyear.

The81stTrooperSchoolbeganfieldtrainingonApril11andgraduated28troopersonJuly15.The82nd Trooper School began onAugust 7, with 36 cadets and started field training on December 20, with 26 cadets.Trainingfinishedtheyearpreparingforthe83rdTrooperSchoolwillbeginonJanuary1,2006.

Theannual fall firearms in-servicebeganSeptember13andendedDecember14. Thefirearms instructorstraveledtoeachtroopforaweektoqualifyeachsworndepartmentalmemberandtogiveuseofforcetrainingwithanemphasisonnegligentdischarges. Afield trainingofficer in-servicewasheldonDecember5and6to prepare FieldTrainingOfficers (FTOs) for the 82nd TrooperSchool field training. The firearms simulatorconcluded its second training tour around the state this year in December.

Georgia Department of Public SafetyCAPITOL POLICE DIVISION The Capitol Police Division (CPD), acquired from the Georgia Building Authority(GBA)onSeptember1,2001,hastworesponsibilitiestotheCapitol Square area and other state-owned buildings in downtownAtlanta:1) lawenforcement,and;2)physical security. WhileCapitolPoliceOfficershavestate-wide,lawenforcementauthority,thedivisionprovidesa full service lawenforcement programanda full spectrumofphysical security services for seventeenstate-ownedbuildings,21parking lots,andtheadjacentstreetsandsidewalks in thedowntownAtlanta area through its proprietary employees and contracted services. The division responds to public safety issues and secures and protects the state’s assets, its resources, personnel, visitors, and processes, from interruption, loss, or destruction. In addition to its daily responsibilities, CPD establishes and manages access and security policies for the Capitol Squareareainconcertwithbuildingtenants,governmentleadershipandGBA.CPDisresponsibleforplanningandprovidingsecurityandlawenforcementservicesforallpubliceventsontheCapitolSquarecampusanditssurroundingarea,includingbutnotlimitedto:

• Publicprotests,demonstrationsand,counter-demonstrations;• Newsconferences;• Lying-in-stateceremonies;• VIPanddignitaryvisits,and;• Political rallies

CPDpoliceofficersinvestigatecriminalincidentsandtrafficcrashes;monitornumerousactivistandanarchistwebsites;coordinateintelligencesharingwithGISACandtheAtlantaPoliceDepartment’s(APD)IntelligenceUnit;managestreetclosuresforevents;patrolthestreetsonCapitolSquareandthoseadjacenttootherstatebuildings; provide courtroom security for Georgia’s Supreme Court and Court ofAppeals; conduct securityassessments and surveillance detection, and deliver personal safety training programs for state employees and others.CapitolPolicemotorofficersassistwithcrowdcontrolandaccess,aswellasprovidingescortservicesfor dignitaries and VIPs. Since the division has trained and developed some expertise in conducting security assessments, CPD also partners, through the Department of Homeland Security, in multi-agency assessment teams providing assessments for other government facilities. Division security personnel manage building accessandlifesafetysystems;providefirstresponderservicestolifesafetyincidents;andsupportpoliceandsecurity responses to incidents. Contract security personnel provide building access control and building security, and key control and lost and found programs.

Communications Center personnel:TheCommunicationCentermonitorslife-safety,videosurveillanceand,buildingelevatorsystems;providesacommunicationsbackbonefortheciviliansecurityprogram;managesbuildingaccess control systems; conducts security background checks for numerous state agencies; communicatestimelyinformationaboutcriticaleventsintheCapitolSquareareathroughthedivision’spersonnelnotificationsystem(PNS);andmonitorsalloftheduressalarmsonCapitolSquare.

Originally housing the State Employees Credit Union, the 130 Memorial Drive locationwas remodeled toaccommodate thedivision’scommand staff. The former driver’s licensing facility at 146MemorialDriveSW.wascleanedand remodeled isnow thehomeof the division’s operations offices. InDecember, thedivisionhostedanopenhouseatitsnewheadquartersoffices.

InMay,divisionpersonnelfieldedtwoteamstoparticipatein the Downtown Atlanta Beach Volleyball tournament.Challenged to participate by Atlanta’s Ambassador Force, the CPD teams participated in The Zone Community Challenge, a neighborhoodteamchallenge.ThetournamentwaspresentedinpartnershipwiththeFourthAnnualDowntownNeighborhoodFestival and Tour of Lofts by Central Atlanta Progress.

Anew$2.5millionsecuritycontractwasawardedtoAlliedBartonSecurity inJuly toprovideciviliansecuritystaffingforthedivision inseveralof thebuildings. Thiscontract,whichtook more than a year to award, replaced an older contractinheritedfromtheGBAwithWackenhutSecurity.AlliedBartonnowprovidessecuritystaffingandprogramsfortheTwoPeachtree,SloppyFloyd,Agriculture,and,ArchivesBuildingsonbehalfofthedivision.

GBA, using a Department of Homeland Security (DHS) grant of almost $2 million, completed most of the task of renovating the older access control, life safety, and video monitoring systems on Capitol Square. The video monitoring system includes more than 280 cameras situated strategically in and around the state’s buildings and is one facet of the security program administered by the Capitol Police Division. When completed in February 2006,thedivision’snewcommandcenter,locatedinthebasementoftheFloydBuilding,willbethecommandcenterforvideoandlifesafetyalarmmonitoring,andlawenforcementandsecuritycommunicationsfortheentireCapitolSquarearea.Thenewsystemwillpermitdepartmentalcommandstaffdirectaccesstothemanycamera

In November, the division acquired the former Georgia Department of Revenue vault in the Trinity Washington Building basement for its use as an evidence locker. The 1,200 square-foot, underground vault is climate controlled, electronically and manually lockable, and is under continuous video surveillance both inside and outside theCommandCenter. Thedivision is installingacomputerworkstationandappropriatesoftware toprovide for the electronic management of evidence.

Training: The division embarked on an aggressive, multi-year training program for police and security personnel. Capitol Police officers successfully completed the initial phases of training in several key areas, includingsurveillancedetection; response toweaponsofmassdestruction incidents; terroristsand terrorism;hostagenegotiations; specialized counter-terrorism response, security and security assessment processes, includingtheassessmentofHVACsystems,crimepreventionthroughenvironmentaldesign,CPRandAEDrecertificationand, physical security. All CPD personnel participated in the various Homeland Security training programs for security, intrusion detection, safeguards, incident response and mitigation and, incident management.

Activity Summary: The division delivered personal safety training programs to more than 1,200 students, conducted11facilitysecurityassessments(sixindependentandfiveassisted),andparticipatedintwoexternalassessments as a part of multi-agency, multi-disciplinary teams. Of more than 250 scheduled events on the CapitolSquarecampus,112requiredspecialsecurityorlawenforcementplanningandstaffing.CapitolPoliceofficersinvestigated97incidentsofsuspiciouspersonsorvehiclesresultingin65criminaltrespasswarnings;45thefts;oneburglary,twoassaults;57enteringautocomplaints;and162trafficcrashes.Personnelimpounded232vehicles, located26wantedpersons,and issued1,400 trafficcitations(many tomotorists forcrosswalkviolations). The division’s and contractor’s security personnel responded to more than 1,300 security complaints, including610alarms,36suspiciouspersonsorpackages,48elevatorentrapments,eightinjuredpersons,andtwopropertydamagecomplaints. Privatesecuritycontractorsprovidedmorethan150,000hoursofsecuritycoverageforvariousproperties.Communicationscenterstaffconducted1,896criminalbackgroundchecksforstate agencies.

Wisdom, Justice and ModerationMOTOR CARRIER COMPLIANCE DIVISIONO.C.G.A. 35-2-100 establishes the primary duties and responsibilities of the DPS Motor Carrier Compliance Division (MCCD). These responsibilities include size and weightenforcement, commercial motor vehicle safety, High Occupancy Vehicle (HOV) lane enforcement and the inspection of the state’s public school buses.

Size and Weight Enforcement: Enforcement of laws andregulations relating to size and weight of commercial motorvehicles and loads is provided for in Article 2 of Chapter 6 of title 32of theOfficialCodeofGeorgiaAnnotated.Theoperationof19 permanent weigh/inspection stations provides enforcementcoverage on the interstates and related by-pass routes. The utilizationofportableweigh/inspectionteamsallowsformonitoringandenforcementeffortsonotherroadwayswithinthestate.

Commercial Motor Vehicle Safety Program: The Commercial Vehicle Safety Program is outlined in the Commercial Vehicle Safety Plan (CVSP), our annual Motor Carrier Safety Assistance Program (MCSAP) grant statementtotheFederalMotorCarrierSafetyAdministration(FMCSA).TheCVSPcontainsfiverequiredprogramareas:Driver/VehicleInspections,TrafficEnforcement,ComplianceReviews,PublicInformation/Education,andData Collection.

Compliance Review Program: TheComplianceReviewunitconsistsof10compliance reviewofficerswhoconductbothinterstateandintrastatesafetycompliancereviews.Theseon-siteexaminationsofmotorcarrieroperations include reviewing a driver’s hours of service,maintenance and inspection of vehicles, a driver’squalificationsfiles,controlledsubstanceandalcoholtesting,CDLrequirements,financialresponsibility,crashes,hazardousmaterialsandothersafetyandtransportationrecords.Thisreviewisintendedtoprovideinformationto evaluate the safety performance and regulatory compliance of a company’s operation. This unit is also responsible for preparation of civil penalty cases for prosecution of serious safety violations found during these reviews.

New Entrant Program: TheNewEntrantprogramisresponsibleforperformingsafetyauditsonnewinterstatemotorcarriersbasedinGeorgiawithin18monthsofreceiptofnewentrantregistration.TheSafetyAuditUnitiscomprisedof10officers.

Public Information and Education Program: This program involves extensive outreach to drivers, carriers, industrygroups,lawenforcementagenciesandthejudiciary.MCCDalsodevelops,printsanddistributesover50 separate informational, brochures and handouts on commercial vehicle safety topics.

Special Operations Unit: This unit is responsible for the enforcement of HOV lane restrictions, canine operations, and statewide communications.HOV lane operations are conducted by 20 officerswho are responsible forpatrolling over 100 HOV lane miles in the metroAtlanta area. Officers ensure compliance with HOV lanerestrictions,thusimprovingairqualityandtrafficmitigationinMetroAtlanta.Theseofficersalsoconductmotorcarriersafety inspectionsandenforce truck lane restrictions in themetroAtlantaArea.The twocanineunitsemployed by the special operations unit, conduct inspections of commercial motor vehicles for the deterrence and detection of the transportation of contraband.

Communications Unit: Thisunitconsistsoffivefull-timeCommunicationEquipmentOperators(CEOs)assignedtoastatewideOperationsCenter.TheseCEOsprovideavitallinkbetweentheofficersinthefieldandcurrent

Law Enforcement Training Unit: This unit is responsible for the professional development, training, and continuing education of allMCCD law enforcement officers, as well as for other agencieswishingtolearnaboutcommercialvehicleenforcement.TheTrainingUnit provides a minimum of 20 hours of annual in-service training as requiredbyP.O.S.T.,andquarterlyfirearmspractice.Italsooffersandcoordinates commercial vehicle inspection courses, drug interdiction courses,andotherlawenforcementspecificcoursesasrequired.

School Bus Safety: The School Bus Safety Unit is responsible for safety inspections of the approximately 17,000 public school buses. This unit also conducts inspections on over 600 Head Start buses annually. In addition to the primary responsibility of bus inspections, other responsibilities include conducting safety meetings and performing commercial motor vehicle inspections.
