Frommodestbeginnings,JacksonvilleStateUni-versity has evolved into the educational center of northeast Alabama. The Alabama Legislature in the1882-83sessioncreatedastatenormalschoolwhenGovernorEdwardO’NealsignedintolawabillcreatingtheschoolonFebruary22,1883.Jack-sonville State Normal School acquired the facilities and equipment of Calhoun College, consisting of twelveacresoflandandatwo-storybrickbuilding.TheBoard ofDirectors elected JamesC.Ryals,Jr.asthefirstpresident.Theschoolopenedwiththreeinstructors:W.J.Borden,mathematics;ElizaA.Bowen,English;andIdaJ.Woodward,primarydepartment.

As stipulated in the establishing act, the Normal School conducted a preparatory school for chil-dren of the town and surrounding areas. At the endofthefirstyear,onAugust15,1884,WilliamMarkHaymes,PresidentoftheBoardofDirectors,reported that funds totaling $4,751.25 had beenreceived,including$2,500fromthestate,that25students were enrolled in the Normal School, and that 222 were in the preparatory school.

History of JSU

TheNormal School remained in operation until 1930when it became Jacksonville StateTeachersCollege,reflectinganincreasinghighereducationrolefortheInstitution.Fiveyearslater,theCollegeearnedregionalaccreditationfromtheSouthernAssociationofCollegesandSchools. In1957, thenameagainchanged toJacksonvilleStateCollegewhen thefirstgraduateprogram-- themaster’sdegreeinelementaryeducation--wascreated.OnAugust2,1966,theStateBoardofEducationwasauthorizedtoelevatethecollegetouniversitystatus.OnAugust17,1967,theLegislatureestablishedanindependentBoardofTrusteesfortheUniversityanddivestedjurisdictionfromtheStateBoardofEducation.

JacksonvilleStateUniversityhasbeenservedbyelevenpresidents:JamesG.Ryals,Jr.(1883-85);J.HarrisChappel(1885-86);CarltonBartlettGibson(1886-92);J.B.Jarrett(1892-93);JacobForney,IV(1893-99);ClarenceWilliamDaugette(1899-1942);HoustonCole(1942-71);ErnestStone(1971-81);TheronE.Montgomery(1981-86);HaroldJ.McGee(1986-99);andWilliamA.Meehan(1999-present).

JacksonvilleStateUniversityhasdevelopedintoaregionaluniversityservingnortheastAlabamaona459-acrecampuswith59buildingsandmultiplelocations.Throughitsprogramsofteaching,researchandservice,JacksonvilleStateUniversityhasservedtheregionandstateforover125years.

AsigninfrontofBibbGravesHallcommemoratesthenamesofthepresidentsofJacksonvilleStateUniversitysinceitwasfoundedasJacksonvilleStateNormalSchoolin1883.



WilliamA.Meehanhasalong-termassociationwithJackson-villeStateUniversitythatbeganwhenheenrolledasafirst-timefreshmanin1968.HecompletedhisBachelorofScienceinbiologyin1972andbeganacareerineducationthatsameyear.HeearnedhisMaster’sofSciencedegreeinbiologyatJacksonvilleStateUniversityinDecemberof1976andre-turnedinJanuary1977toserveasaninstructorintheDepart-mentofBiology.HecompletedaDoctorateofEducationinthefieldofhighereducationadministrationfromtheUniversityofAlabama.

Priortobecomingpresident,Dr.Meehanservedinnumerousadministrative and teaching positions at the University. Among theseareCoordinatorofMedicalTechnologyProgram,DirectorofAcademicAdvisement,AssistantVicePresidentforAcadem-icAffairs,AssociateVicePresidentforAcademicandStudentAffairs,ActingVicePresidentforAcademicAffairsandActingVicePresidentforInstitutionalAdvancement.HeassumedthehelmaspresidentonJuly1,1999.

Dr.Meehan’sexpansivevisionforJSUincludeslookingtothefuturewhiledrawingonthestrengthsofthepast.Atopgoalisknockingdownthewallsoftheivorytowerthroughsuchinnovationsasdis-tanceeducation.ThroughtheInternet,DVD,andvideoconferencinginitiatives,theUniversityisabletomakeacollegeeducationmoreaccessibletothosewhowork,orforotherreasonsarenotabletoresideonornearthemaincampus.UnderMeehan’sleadership,JSUisworkingtoextendclass-rooms and remove barriers to a college degree.

PresidentMeehansaysJSUhasabrightfuture,onethatdependsinlargepartongainingmorecoop-erationamongtheinstitutionsofhighereducation,suchasthestate’scommunitycolleges.MeehanwantstoturnJSUintoacampuswhereeducationcanbeseenasaseamlessprocessflowingfromkindergartenthroughgraduateschool.

OverseeingthedevelopmentoftheUniversity’sfirststrategicplan,Dr.MeehansaysthatJSUwillmoreaccuratelyaccomplishtheinstitution’smission,whichmeansintegratingtraditionalacademicprograms with career oriented programs for students. His vision for the future is based on the phi-losophy that education is a utility for economic development.

Dr.Meehanhasbeenandcontinuestobeveryactiveinnumerouscivicorganizations.HehasbeenanexecutivecommitteememberoftheBoardofDirectorsoftheUnitedWayofEastCentralAlabamaand is active in the area Chambers of Commerce of both Calhoun and Etowah Counties. He is a memberoftheFirstBaptistChurchofJacksonville,Alabama,andismarriedtotheformerElizabethStevens.Togethertheyaretheparentsoftwinboys,DrewandWill,andadaughterCarolGrace.

and Strategic PlanningWithafewreferencestoredballoonsandpromisesofthingstocome,theRedBalloonInitiativeatJackson-ville State University lifted off at the annual faculty and staffmeeting,hostedbythePresident,atthebeginningoffall2010.Ledbyasmallgroupofadministratorsim-mersed in the learning centered literature, the universi-ty’sinitiativesoaredwhenmorethanthirtyfaculty,staff,andadministratorswereinvitedtoleadRedBalloonDiscussionGroupsusingtoolsdevelopedandprovidedbytheleadershipteam.Duringtraining,discussiongroup leaders displayed enthusiasm for their role in the initiative, which was designed to inform the strategic planfor2011-2016withafocusontransformingthelearningenvironment.Discussiongroupsfocusingoncharacteristicsofalearningcentereduniversityreflect-ed on core university values, university goals, vision,

andmission,usingreferencematerialsabouttoday’sstudents,instructionaltechnology,andscholar-shipthatwerepostedonauniversityRedBalloonresourcewebpage.Discussiongroups,whichmetinperson,inblogs,onBlackboardandthroughFacebook,reportedtheirideasandfindingsthroughanonlinesurvey.Earlyfeedbackhasbeensignificant,evenpoignantattimes.

JacksonvilleStateUniversityisoneofmanyuniversitiesacrossthecountryparticipatingintheRedBalloonInitiativesponsoredbytheAmericanAssociationofStateCollegesandUniversities(AASCU).

DiscussiongroupinputwillbeusedbytheStrategicPlanningCommitteeindevelopmentofuniversitymission,visionandstrategiesthatsupportcreatingJSU’sfuture,whilereinventinghighereducationtomeettheneedsofstudents.Welookforwardtousingthesamediscussiongroupprocessinfutureinitiatives,suchasthedevelopmentoftheQualityEnhancementPlan(QEP)forour2014SACSRe-affirmation.



College Board of VisitorsIn2009-10,JSU’sfivecollegesandlibrarycom-bined to create one big board of new “ambas-sadors” creating the formation of six new boards, whichcollectivelymakeuptheCollegeBoardofVisitors.Thisisaprestigiousgroupofpeoplewhosekeyroleistoserveas“ambassadors”forJSU’sfivecolleges:EducationandProfessionalStudies;NursingandHealthSciences;ArtsandSciences;CommerceandBusinessAdministra-tion;GraduateStudies;andtheHoustonColeLibrary.TheBoardofVisitorswillrepresentthecolleges to the community as well as to their re-spective peer groups and business associates.

TheBoardofVisitorsiscomprisedofpeoplewhoareleadersintheirrespectivefields.Somemembers are alumni and some are familiar faces within their local communities. These board mem-bers were chosen by the deans because of their specifictalents,influenceintheirareasofexper-tise,andaffinityforJSU.

Byacceptingthisposition,eachboardmemberhas committed to attend two board meetings each year, participate in university programs and events, and be annual contributors to their col-lege.

ThemembersoftheBoardofVisitorshavealsoaccepted the following responsibilities:

• Advocate the mission and goals of the college to external constituencies.

• Createmutuallysupportivelinkagesbetweenthe college and persons and organizations in the community and beyond.

• Assist in identifying and acquiring resources tosupporttheworkofthecollege.

• Advise the dean on areas of opportunity and innovation.

• Contribute expertise by collaborating with the collegeasconsultants,speakers,ormentors.

• Convey to the community the central impor-tance of the college to the cultivation of suc-cessful citizens.

• Serve on committees when requested and with active participation.

These volunteers will help to promote the ever-changing aspects of JSU within the community, andtheirwillingnesstoservewillbebeneficialtothegrowthoftheinstitution.JacksonvilleStatecould not be the institution it is today without the significantvolunteereffortsoftheseandmanyother extraordinary people.



PlanningforDisaster

JacksonvilleStateUniversitywasawarded a grant from the U.S. DepartmentofHomelandSecuritythrough the Alabama Emergency ManagementAgencytodevelopahazard mitigation plan that would conductriskassessmentandplandevelopment to address any iden-tifiedhazardsrelatedtopotentialsevereweather,flooding,orothernatural disasters. A team led by Mr.ClintCarlson,VicePresidentforAdministrativeandBusinessAffairs,includestheJSUPhysicalPlant,UniversityPolice,Univer-

sityHousingandResidenceLife,InformationTechnology,theDepartmentofPhysicalandEarthSciences,theInstituteofEmergencyPreparedness,theUniversitySafetyOfficer,InstitutionalResearch & Assessment, and Academic and Student Affairs.

JSU is already one of two StormReady® universities in the state of Alabama. StormReady® is a nationwide community preparedness program that uses a grassroots approach to help communi-tiesdevelopplanstohandlealltypesofsevereweather—fromtornadoestotsunamis.Inaddition,JSUhasanEmergencyOperationsCenter(EOC)manned24/7toimplementemergencyproce-duresintheeventofadisasterandwilloperateanEmergencyOperationsPlantomanagetheUniversityintheeventofadisaster.TheEmergencyOperationsPlan(EOP)establishespolicies,procedures,rolesandresponsibilities,andanorganizationalstructureforrespondingtomajoremergenciesthatmayimpactthecampus.TheEOPincorporatesoperatingproceduresfromtheNationalIncidentManagementSystem(NIMS)andIncidentCommandSystem(ICS)forhan-dlingemergencies.NIMSestablishesauniformsetofprocessesandproceduresthatemergencyrespondersatalllevelsofgovernmentusetoconductresponseoperations.TheEOPhasbeendesigned as a strategic plan to provide the administrative procedures necessary to cope with campusemergencies.TheUniversity’soverallabilitytorespondtoanemergencyalsoreliesuponindividualbuildingemergencyplansanddepartmentcontinuityofoperationsplans(COOP).

DuringthedevelopmentoftheHazardMitigationPlan,collaborationwillbesoughtwithregional,countyandcityofficials,businessowners,communityleaders,andtheJSUcommunityaspublichearings and meetings will be held throughout the year.

Community ResiliencyAmerica’sruralcommunitiesareunderincreasingstressandJSUfacultyandstaffarecollaboratingwiththeOakRidgeNationalLaboratoryandotheruniversitiesfromaroundthecountrytoaddresscommunity resiliency.

Somefamiliartrendsarecontributingtoincreasedconcernsaboutcommunities’preparednessfordisaster including an overall declining population and frequently an over-reliance on a single em-ployeroronasingleeconomicsector(e.g.,agricultureorforestproducts)fortheireconomicsurvival.Whiletheeconomiccompositionofmanyruralplacesischangingandthedemographiccompositionisshifting,theabilitytoretainaneducatedorskilledlaborforceisoftenchallenged,andthecapacitytoprovidelocalresidentswithkeypublicservicesisstrainedduetoreductionsinlocalgovernmentcapacity and resources.

Manyresearchers,policyanalysts,andstate/localleadersarguethatthelong-termviabilityofmanyruralcommunitiesislinkedtotheircapacitytorealizeanumberofimportantgoalsincluding:

• Aneconomythatisdiversifiedandpositionedtobeinsyncwiththeeconomicopportunitiesofthefuture;

• State-of-the-artinformationtechnologiesthatconnecttheircommunitytotheworld;• Qualityeducationalprogramsthatsuccessfullypreparestudentsfor21stcenturyknowledge-

basedjobs;• Workforcetrainingprogramsthatconnectdisplacedworkerstolocalandregionallabormarket

needs;• Qualityhealthcareprovidersandservices;• Community capital to build assets that

increase the capacity of residents to im-provetheirqualityoflife;and,

• Planstoaddressvulnerabilitiesandbuildcapacity to effectively deal with crises.

Takenasawhole,theabovechallengesaredaunting. However, the critical starting point is clear: it begins with local people and or-ganizations that are committed to building a better future for their communities. And it continues with a pooling of their collective capacity to create and implement a roadmap that places them on a path to community re-coveryandresilience.PrincipleInvestigatorsDr.JaneKushmaandDr.GuillermoFrancialeadJSU’spresenceinthiseffort.

DoctoralProgramImplementationOnJune18,2010JacksonvilleStateUniversity(JSU)wasgrantedpermis-sionbytheAlabamaCommissiononHigherEducationtoofferaDoctorofScience(D.Sc.)inEmergencyManagementdegree.WithapprovalandsupportoftheBoardofTrustees,President,andVicePresidentforAca-demic and Student Affairs, the proposed doctoral program was developed bytheDepartmentofEmergencyManagementandtheCollegeofArtsandSciences,throughacollaborativeeffortwithotherJSUCollegesandDe-partments,includingGraduateStudies;theOfficeofInstitutionalResearchandAssessment;HoustonColeLibrary;andDistanceEducation.Thesesameofficesarecriticalpartnersinthesubsequentimplementationandevaluation of the program.

Thisdoctoralprogram,thefirstforJSU,expandsthedefinedroleandscopefortheuniversityandmust assure compliance with instructional role policies of the Southern Association of Colleges and Schools,CommissiononColleges(SACS/COC).WiththeSACSapprovaloftheuniversity’slevelchangeonDecember6,2010,JSUisslatedtobeginimplementationoftheprograminthefallse-mesterof2011.Thechallengeforemergencymanagementeducationistodevelopcurriculathatareresponsive to the changing needs of the emergency management system, delivered by faculty who knowwellboththeemergencymanagementsystemandthevariousknowledgebasesthatinformit.

A talented pool of mostly senior faculty has been assembled to participate in the interdisciplinary development and delivery of the emergency management doctoral program curriculum. An interdis-ciplinaryapproachisemphasizedtosynthesizethediverseknowledgeandconceptualviewpointsavailablefromavarietyoffieldsthatinformtheresearchandpracticeforemergencymanagement.Facultyarecollaboratingoncoursedevelopmentandinstructionaldesignaswellasidentifyingstu-dent learning outcomes and assessment criteria. TheAmericanDemocracyProjectTheAmericanDemocracyProject(ADP)isamulti-cam-pusinitiativefocusedonhighereducation’sroleinpre-paring the next generation of informed, engaged citizens forourdemocracy.Theprojectbeganin2003asapro-posal by the American Association of State Colleges and Universities(AASCU),inpartnershipwithTheNewYorkTimes.JSUbecameanADPCampusin2007.

ThegoaloftheAmericanDemocracyProjectistoproducegraduateswhoarecommittedtobeingactive,involvedcitizensintheircommunities.Thereare229participatingcollegesanduniversities.TheADPhashostedeightnationalandelevenregionalmeetings,anationalassessmentproject,and

STEMEntrepreneurshipScience entrepreneurship provides a realistic career path-way for many JSU students who would otherwise shy away from the science, technology, engineering and math (STEM)disciplines.Dr.LouReinisch,DepartmentHeadforJSU’sDepartmentofPhysicalandEarthSciences,isleading the science entrepreneurship initiative to attract largernumbersofstudentstostudyintheSTEMdisci-plines.

Science entrepreneurship is considered by students to be an exciting, new and fresh approach to teaching and learn-ing.Coursespreservetheexcitementandcreativethinkingof the students, while motivating them to complete their degrees.Itallowsstudentstobetterunderstandhowsci-

encefitsintotheeconomicframeworkofacompanyorauniversity.TheyalsoseehowdifferentSTEMdisciplinesoftenworktogethertosolveproblemsresultinginstudentswithbetterpresentationskillsandabilitiestothinkasproblemsolvers.

JSU science entrepreneurship courses are being designed as distance education courses, which allowsforflexiblelearning.Thelecturesareup-loadedtoiTunesUasvideopodcasts(vodcasts).Avideotextbook,alsovodcastsoniTunesU,isusedasapartofthishightechapproachtoeducation.Thevideotextbookfollowstheformatofcasestudies,atraditionalmethodusedinentrepreneurshipeducation. These case studies are recorded as documentaries, interviews and presentations from sci-ence and technology entrepreneurs.

TheapproachhopestoincreasestudentinterestinSTEMdisciplinesbyprovidingaclearandattain-ablecareerpathway.Itisalsoexpectedtoincreasestudentretentionandgraduationratesbyhelpingstudents see the application of their study.

Ifscienceentrepreneurshipisabletoachievethegoalsstatedabove,JSUwillbeproducingmoreSTEMeducatedworkersandfutureemployeeswithbetterskillsets.Thesegraduateswillbeabletocontribute to a high tech, modern society.



Online OrientationJacksonvilleStateUniversityreceived a grant through the SmallBusinessAdministra-tion to develop an online orientation website especially for nontraditional students.

TheWhereYou’reGoingon-line orientation site provides an introduction to JSU for online, transfer and non-tra-ditional students who are not required to attend orientation onsite.Withvideos,avirtualtourandlinkstoservicesanddepartments across campus, any student can experience theFriendliestCampusintheSouth without setting foot on campus.

The COCKY ExperienceTheDepartmentofUniversityHousingandResi-dence Life currently coordinates and offers two living learning communities for residents. The COCKYExperience(First-YearExperience)isgearedtowardshelpingfirst-yearstudentssuc-cessfully transition from high school to college. The Leadership House program is centered on upper-class students learning about leadership skillsandputtingthemintopractice.Astheon-campus population continues to grow, it is the goaloftheDepartmentofUniversityHousingand Residence Life to create additional living learning communities and expand the present programs.

TheCOCKYExperienceisaFirst-YearExperi-enceprogramcenteredonatheme.FreshmanresidentslivinginLoganandPattersonHallsare automatically enrolled in the program. The programfocusesonfivedimensions:commu-nityliving(theresidentialcomponent),outreach(communityservice),culture(diversityaware-ness),knowledge(academicinitiatives),andthestudent(personaldevelopment).

Duringthefirstsixweeksoffall2010,ResidentAssistantsinLoganandPattersonHallspresentedprogramsongoalsetting,safetytips,studyhabits,professionaletiquette,diversity,cooking,andaphysicalfitnessscavengerhunt.Eachweekduringthefirstsixweekshadatheme.Thefollowinglistoutlinesthethemesforeachweek:

Thesixweeksconcludedwithahallsocial,celebratingtheaccomplishmentofcompletingthefirstsixweeksincollege.Afterthefirstsixweekspassed,ResidentAssistantscontinuedtopresentmonthlyprograms,ratherthanweeklyprograms,focusedonthefivedimensionsoftheCOCKYExperience.Futureideasincludemorefacultyinvolvementandapassportprogram,wherestudentscantracktheir program attendance, resulting in awards.



Leadership Houses

TheLeadershipHouseprogrambeganinfall2008withsixteenwomenlivingintheformerPanhellen-ic House. Residents were required to have completed at least thirty-two credit hours and maintain a 2.5gradepointaverage.Initially,theprogramconsistedofthirtyhoursofcommunityserviceeachse-mester and a monthly program presented by University Housing and Residence Life staff members or membersofvariousAcademicandStudentAffairsdepartments.Programexamplesincluderesumebuilding, body image and self-esteem, leadership styles, and relationships. The young women were assignedfaculty,staff,andalumnaementors.Mentorswereresponsibleforcontactingtheirmenteeand arranging a meeting once a month. These young women also participated in a leadership retreat, whichwasheldatthe4-HCenterinColumbiana,Alabama.

In2009,theLeadershipHouseforMenopenedasaresultofacquiringtheColonialArmsApartmentsproperty. Sixteen men shared eight, two bedroom apartments and participated in programming events withtheLeadershipHouseforWomen.DuringtheinauguralyearoftheLeadershipHouseforMen,acommon reading experience was added to the program requirements. The residents participated in a monthlydiscussiononToyBoxLeadership:LeadershipLessonsfromtheToysYouLovedasaChildbyRonHunter,Jr.andMichaelE.Waddell.Anotherelementaddedtotheoverallprogramwastheresidential peer programming component. Residents of both houses were grouped together and pre-sentedamonthlyprogram.TopicsrangedfrominternationalcookingandmovienightstoSGAevents.ResidentsalsoattendedaleadershipretreatatWorldSongCampinCookSprings,Alabama.

MembersoftheLeadershipHouseprogramsfromthepastthreeyearsincludevarsityathletesfromfootball,menandwomen’sbasketball,women’stennis,andmen’scrosscountry;MarchingSouthern-ers;Panhellenic,Intrafraternity,andNationalPan-HellenicCouncilmembers;transferstudents;SGAOfficers;HomecomingKing;andinternationalstudents.Ofthesestudents,eightcontinuedservingasleaders to the university by becoming Resident Assistants.

FreshmanReadingInitiative

Beginninginsummer2010,JacksonvilleStateUniversityimplemented a summer reading program, which consisted of all first–yearstudentsreadingacom-monbookbeforeclassesbeganinthe fall. This program is an attempt to both unite this freshman class and to promote their thoughtful-ness on a variety of issues. Stu-dents discussed the assigned text and completed assignments based on the text through both

theirEnglish100and101classesandtheirFreshmanOrienta-tion(LS100andLS104)coursesduringthefallsemester.

Additionally, students participating in the COCKY Experience throughtheDepartmentofUniversityHousingandFreshmanForumhadtheopportunityforbookrelatedgroupdiscussionsoutside of the classroom.

JacksonvilleStateUniversitychoseSalvation on Sand Moun-tainbyDennisCovington(15thAnniversaryEdition)asitsfirstselection of the summer reading program. Covington provided afollowuplectureandreadingoncampusonOctober4,2010,whichallowedthisgroupoffirst-yearstudentsagreatopportunitytohear,first-hand,abouttheauthor’sactualexpe-rienceswhilewritinghisbook.Additionally,thislectureservedasachanceforstudentstoaskquestionsofCovingtonandgainknowledgeofhisinsightontheissuesdealtwiththrough-outthistext.Over625students,facultyandstaffmembersattendedthisevent.Mr.CovingtonalsovisitedtwoEnglishHonorscoursestodiscussthebookandprovideinsightto

these small groups of students.

Also,inconjunctionwiththeprogramtheSummerReadingProgramCommitteesponsoredanes-saywritingcontest.Thewinneroftheessaywritingcontest,KellyThomas,wasawardeda$100BookScholarshipsponsoredbytheCampusBookstore,whichissupportedbyBarnesandNoble.KellyalsohadthehonorofjoiningMr.Covingtonfordinnerbeforehislectureoncampus.

The partnership,simplycalledFUSION!,providesvalue-addedbenefitstoGSCCstudentswhoindicateearlyin their collegiate career a desire to transfer to JSU. Enrollment in theFUSION!programwillhelpstudents formulate good academic decisionsandmakethemostoftheir time and resources.
