INTRODUCTIONCitizens who use the County ConvenienceCenters to dispose of their household garbageare required to purchase a decal every 12 monthsand stick it on the vehicle's windshield (seesection Decal Windshield Placement).
Decals can be purchased by mail - separate from
water bill. Please mail decal payment to:

Any decals purchased by mail or on-line will be returnedby the United States Postal Service if your mailingaddress is INCORRECT. For additional information orquestions, contact the Johnston County Solid WasteDepartment at (919)938-4750.
ORDINANCE VIOLATIONS
Anyone using the Convenience Centers to dispose ofhousehold garbage without a decal is doing so in violationof the Johnston County Solid Waste Ordinance. If thedecal is not stuck on the vehicle's windshield, the siteattendant is required to record the license plate numberand document the incident as a violation of the ordinance.Civil penalties up to $500 may be assessed for eachviolation. Information on the Solid Waste Ordinance andother Violations may be obtained from the Solid WasteDepartment or www.jcrecycling.org.
Littering is punishable under state law and countyordinance. All loads should be secured and covered toprevent littering. To report littering or illegal dumping callthe Sheriffs Department at (919)989-5010.
DECALSDECAL WINDSHIELD PLACEMENT• Remove any old decals from your
vehicle.• Sit in the passenger seat of the vehicle.
• Peel the backing off the new decal.
• Firmly press the decal onto the lowerright corner of the front windshield.
DO NOT TAPE, LAMINATE ORDISPLAY IN PLASTIC - THE DECALMUST BE COMPLETELY STUCK TO
THE WINDSHIELD TO AVOIDVIOLATION PENALTY.
DECAL REQUIREMENTDecals cannot be replicated or movedbetween vehicles. A receipt for a decal
cannot be used in place of the decal. Eachvehicle entering a convenience center or thelandfill for household garbage disposal musthave the decal stuck to the vehicle'swindshield. Commercial entities (includingMobile Home Parks) must dispose of garbageat the Landfill and pay a per ton disposal fee.
DECAL RULES• The decal is for household garbage only. Limit
one standard (1/2-ton) pickup truck load per week.Additional volumes may be taken to the landfill ata per ton disposal fee.
• If the decal is lost, stolen, vehicle sold, or thewindshield replaced and decal is not retrieved,purchase a new decal valid for 12 months.
• Decal removed from your vehicle and returned toour office will be replaced at NO CHARGE.
• Decals are valid for 12 months from purchasedate (Example: purchased May 2020 expiresMay 2021). All decals are non-refundable.
• Decals are available only to Johnston Countyresidents.
• Decals do not cover carpet, shingles orconstruction waste disposal. Customers withconstruction or demolition waste must weigh atthe landfill and pay a per ton disposal fee.
RECYCLINGRecycling Bins are available at theConvenience Centers and Landfill at nocharge for anyone who wishes torecycle selected items. Please separaterecydable materials from your garbage.
NO DECAL is required to use recycling bins - it is free.
COMINGLED RECYCLING:• Corrugated Cardboard,
• Paperboard (cereal boxes, shoe boxes, etc.),• Aluminum Food & Beverage Containers,
• Office Paper (printer paper, copier paper, junkmail, and all other office paper without waxliners),
• Paper Bags (brown and white),
• Newspaper (including inserts),
• Magazines, Catalogs, and Phone Books,• Plastic Food & Beverage Containers with screw or
snap tops - including pigmented colors,• Metal Food Cans.
Rinse food and beverage containers clean. Remove allpacking material and flatten boxes. Remove all strings andplastic bags.
Individual containers are provided for these recyclableitems - NO DECAL is required:
• AUTOMOBILE TIRES-Limit 4 per week.Tractor tires and large truck tires are not accepted atthe centers but are accepted at the landfill. User isresponsible for unloading and stacking tires.
• HOUSEHOLD APPLIANCES - Limit 2 per week.User is responsible for unloading the appliance.Appliances should be empty of food or trash.
• LEAD BATTERIES - Limit 3 per week.• USED MOTOR OIL - Limit 5 gallons per week.• USED OIL FILTERS-Limit 3 per week.• HERBICIDE and PESTICIDE CONTAINERS• TV'S and COMPUTER EQUIPMENT ONLY - Limit 3
per week. Residential customers only.
• SCRAP METAL
• GLASS AT COUNTY LANDFILL ONLY
SPECIAL RULESCommercial businesses are encouraged to take largevolumes of recyclable items to the landfill.
> Some wastes will NOT be accepted at theconvenience centers OR the landfill because offederal, state, or local laws. The prohibited itemsare as follows:
All liquidsFire, embers, or hot ashes
Hazardous wastes or unknown wastes
Poisons, herbicides, or pesticides
> The following items are NOT ACCEPTED at theconvenience centers and MUST be taken only tothe County Landfill:
Dead animalsLand clearing debris (trees or stumps)Large loads of wasteYard waste (logs, limbs, leaves, grass orplants)Shingles, construction or building materialAntifreeze
> Regular glass products are not recyclable. Disposeas household garbage using a decal.
> All other solid waste items not listed here aresubject to a per ton disposal fee.
