This 31st. issue of the quarterly publication, “Window on Economic Statistics of Qatar”, covers data relating to the fourth quarter (Q4) 2019.

The main objective of the publication is to provide our users: government, businesses, students, researchers, and the public at large, with the latest information on some key indicators for measuring the economic performance of the country.

In order to respond to the increasing demand for short term statistics from a diverse range of users, it was deemed necessary to assemble all the latest information on the economy, in a single handy document.

This publication is a translation into action of two of our strategic goals:

1. To satisfy user needs for quality statistical information in support of evidence-based policy formulation and to monitor development progress adhering to best international practices.

Introduction

Official statistics are increasingly being recognized as a strategic tool for development, and are being widely used by all types of users, in particular, by policy- decision makers for monitoring purposes as well as for evidence-based decisions. In order to respond to the growing demand for data on national accounts, foreign trade and prices, the Statistics Department has, as from October 2012, started releasing a new publication entitled “ Window on Economic Statistics of Qatar”. This publication is to be released on a quarterly basis, with a lag of four months following the reference quarter.

The main objective of this quarterly publication is to collate in one document all the latest statistics relating to key economic variables, and with the help of graphs and charts, to inform all of the most recent development taking place at the total economy level and at the sectorial level. Data are presented in a clear and user- friendly way to enable better interpretation and better understanding.

There is a range of economic indicators that can be used to feel the pulse of the economy in terms of evolution and growth. Some of the indicators that are most closely watched and used are:

1. GDP growth rate in real terms.

2. Price trends as measured by the CPI.

The nominal gross value added (GVA) of mining and quarrying activities in the (fourth quarter of 2019) is estimated at QR 54.68 billion, showing a decrease of 19.0% over the estimate of the (fourth quarter of 2018), placed at QR 67.51 billion. Compared to the third quarter of 2019 revised estimate, a decrease of 1.9% is observed. The real GVA of these activities in the fourth quarter of 2019 (QR 93.81 billion) shows a decrease of 3.4% over the estimate of the fourth quarter of 2018 QR 97.14 billion. When compared to the third quarter of 2019 revised estimate, a decrease of 3.4% in the real GVA of this sector is also recorded .

The quarterly GDP at current prices in the fourth quarter of 2019 is estimated at QR 167.76 billion. This represents a decrease of 7.2% compared to the estimate of the (fourth quarter of 2018) placed at QR 180.74 billion. When compared to previous revised quarter (third quarter of 2019) revised estimate of QR 167.45 billion, an increase of 0.2% is noticed. The quarterly GDP at constant 2013 prices in the fourth quarter of 2019 is estimated at QR 206.58 billion, which shows a decrease of 0.6% compared to the estimate of fourth quarter of 2018 (QR 207.75 billion). However, compared to the third quarter of 2019 revised estimate of QR 209.52 billion a decrease of 1.4% is recorded.

Compared to the third quarter of 2019 revised estimate, a decrease of 1.9% is observed. The real GVA of these activities in the fourth quarter of 2019 (QR 93.81 billion) shows a decrease of 3.4% over the estimate of the fourth quarter of 2018 QR 97.14 billion. When compared to the third quarter of 2019 revised estimate, a decrease of 3.4% in the real GVA of this sector is also recorded .

The quarterly GDP at constant 2013 prices in the fourth quarter of 2019 is estimated at QR 206.58 billion, which shows a decrease of 0.6% compared to the estimate of fourth quarter of 2018 (QR 207.75 billion). However, compared to the third quarter of 2019 revised estimate of QR 209.52 billion a decrease of 1.4% is recorded.

The quarterly index is obtained as a simple average of the monthly CPI.

It is worth mentioning that the base year of the CPI was changed from 2007 to 2013 as from January 2015.

The observed 0.6% decrease in comparison with the previous quarter is the net effect of falls in some groups and rises in others. The groups showing decreases include: "Transport" by 3.3%, followed by "Housing, Water, Electricity & Gas" by 0.9%, "Communication" by 0.7%, and "Food and Beveages" by 0.6%. However an increase was recorded in, "Recreation and Culture" by 0.9%, "Resturants and Hotels" by 0.7%, "Furnishings and Household Equipment" and "Education" by 0.3% each, "Clothing and Footwear" and "Miscellaneous Goods and Service" by 0.2% each, and "Health" by 0.1%. There was no change in the group of “Tobacco".

The 0.6% y-o-y decrease in the CPI is the effect of drops in some groups and increases in others. The group that recorded the highest decrease was “Recreation and Culture”, where prices were down by 3.5%. The group with the highest rise was "Tobacco ", where prices rose by 127.2%.

The observed 0.6% decrease in comparison with the previous quarter is the net effect of falls in some groups and rises in others. The groups showing decreases include: "Transport" by 3.3%, followed by "Housing, Water, Electricity & Gas" by 0.9%, "Communication" by 0.7%, and "Food and Beveages" by 0.6%. However an increase was recorded in, "Recreation and Culture" by 0.9%, "Resturants and Hotels" by 0.7%, "Furnishings and Household Equipment" and "Education" by 0.3% each, "Clothing and Footwear" and "Miscellaneous Goods and Service" by 0.2% each, and "Health" by 0.1%. There was no change in the group of “Tobacco".

The 0.6% y-o-y decrease in the CPI is the effect of drops in some groups and increases in others. The group that recorded the highest decrease was “Recreation and Culture”, where prices were down by 3.5%. The group with the highest rise was "Tobacco ", where prices rose by 127.2%.

While there is a decrease in "Basic metals" prices by 8.4%, "Rubber and Plastic" products by 3.5%, "Basic chemicals" by 0.7%, "Refined petroleum products" by 0.6%, "Stone, sand and clay" by 0.4% and "Dairy products" by 0.3%.The 14.7% y-o-y decrease is the net effect of an increases in some groups and declines in others. The groups that recorded the highest decrease were "Crude oil, and Natural gas" by 15.7%, "Refined petroleum products" by 13.8%, "Basic chemical"s 13.7%, "Basic metals" by 12.7%, "Cement and other non-metallic products" by 2.3%. "Stone, sand and clay" by 0.7%, "Other chemical products, man-made fibers" by 0.2%.An increases were recorded in "Juices" by 3.2%, "Paper and Paper products" by 3.0%, "Beverages" by 1.7%, "Rubber and Plastic products" by 0.9% and "Dairy products" by 0.7%.

PPIs can be described as indices designed to measure either the average change in the price of goods as they leave the place of production or as they enter the production process. As from 2013, the PPI is produced on a monthly basis. The PPI was rebased from 2006 to 2013 in April 2015. The new weights of each industry group are as follows: Mining 72.7%, Manufacturing 26.8%, Electricity and Water 0.5%.

The PPI for Q4 2019 showed an increase of 0.7%, when compared with the previous quarter (Q3,2019), and 14.7% decrease when compared with the corresponding quarter of 2018.

The 1953 SNA was published under the auspices of the UNSC. It consisted of a set of six standard accounts and a set of 12 standard tables presenting detail and alternative classifications of the flows in the economy. The concepts and definitions of the accounts were widely applicable for most countries, including developing countries. Two slightly modified editions of the 1953 SNA were published.

The SNA describes a coherent, consistent and integrated set of macroeconomic accounts in the context of a set of internationally agreed concepts, definitions, classifications and accounting rules.

In addition, the SNA provides an overview of economic processes, recording how production is distributed among consumers, businesses, government and foreign nations. It shows how income originating in production, modified by taxes and transfers, flows to these groups and how they allocate these flows to consumption, saving and investment. Consequently, the national accounts are one of the building blocks of macroeconomic statistics forming a basis for economic analysis and policy formulation.

The SNA is intended for use by all countries, having been designed to accommodate the needs of countries at different stages of economic development. It also provides an overarching framework for standards in other domains of economic statistics, facilitating the integration of these statistical systems to achieve consistency with the national accounts.

Monitoring the Behavior of the Economy : Aggregates such as GDP and GDP per capita, are widely used as summary indicators of economic activity and welfare. Changes in such aggregates, and their associated price and volume measures, are used to evaluate the overall performance of the economy and hence to judge the relative success or failure of economic policies pursued by governments. The compilation of at least some of the main aggregates of the national accounts on a quarterly basis may significantly improve the monitoring of the behavior of the economy. A timely, accurate and reasonably detailed set of national accounts allow the analysis of leads, lags and structural changes, providing the basic data for business cycle analysis.

Macroeconomic Analysis : The national accounts are also used to investigate the causal mechanisms at work within an economy. Such analysis usually takes the form of the estimation of the parameters of functional relationships between different economic variables by applying econometric methods to time series data in both value and volume terms compiled within a national accounting framework. The SNA is sufficiently flexible to accommodate the requirements of different economic theories or models, provided only that they accept the basic concepts of production, consumption, income, etc. on which the SNA is based.

International Comparisons : The national accounts are also used for international reporting of national accounts data that conform to standard, internationally accepted concepts, definitions and classifications. The resulting data are widely used for international comparisons of the volumes of major aggregates, such as GDP or GDP per capita, and also for comparisons of structural statistics, such as ratios of investments, taxes or government expenditures to GDP. Such comparisons are used by economists, journalists or other analysts to evaluate the performance of one economy against that of other economies. A Framework of Data Collection : The national accounts provides a coordinating conceptual framework for the design and collection of economic source statistics as well as providing a framework for identifying major gaps in the range of available short-terms statistics.

Users require transparency in the compilation of the national accounts. Consequently, it is important to provide documentation to users about data sources and the compilation process. In the case of revisions, transparency is particularly important in handling the continual conflict between timeliness and accuracy.

Resources for statistical processes are not always available or comprehensive enough. It is time-consuming and expensive to collect adequate, accurate and detailed source data. It is also time-consuming and expensive to compile comprehensive, accurate and detailed national accounts aggregates. To find a solution for the timeliness and accuracy conflict within the resource constraints, it is common to compile preliminary estimates based on a limited set of information that is available at the time and to revise the estimates to incorporate more comprehensive and more up-to-date data as they become available.

D. Methods of Compilation of GDPAt present, there exist a wide spectrum of national accounts compilation practices, ranging from simple GDP compilation by industry and type of expenditure to more comprehensive systems of national accounts, including supply and use tables, institutional sector accounts, flow of funds analysis, balance sheets as well as satellite extensions such as environmental accounts or human resources accounts. Hence, it is useful to group present country practices roughly into three broad categories : (a) production-expenditure-income approaches, (b) commodity flow approaches, and (c) integrated accounting approaches. Finally, GDP can be regarded from the point of view of the cost incurred by the producer during the operation. Consequently, GDP correspond to the sum of compensation of employees, taxes on production and imports, consumption of fixed capital and the operating surplus. Estimation methods that build up GDP (or industrial value added) by its income or cost components are usually referred to as cost or income approaches.

Production-expenditure-income approaches : The production-expenditure-income approaches constitute the still frequently used, most basic way of compiling national accounts. These simplest approaches to national accounting aim at estimating GDP and its alternative breakdowns by (a) economic activity or industry, (b) expenditure, and (c) income or cost components of value added. They provide the minimum set of data that are required by the so called Harrod-Domar type of macro growth models developed in economic theory.

The Production Approach is most often used to estimate GDP. The basic industrial units used may be establishments, which group production activities with similar characteristics in terms of output, inputs and technology used. Total output and intermediate consumption are compiled and hence value added is obtained as the difference between the two. The statistical sources that are used range from specific surveys and censuses to business accounts of public and private enterprises as well as administrative records concerning government revenues and expenditures. Initial estimates may be further adjusted for output of household for own consumption, imputations for the output of financial intermediaries (FISIM) and insurance and so on.

Countries following these simple approaches do not necessarily arrive at GDP following all three methods, but often estimate GDP only following one or two approaches. In most of the cases the income approach is missing as it is generally regarded to be the most difficult one to compile.

The three methods of measuring GDP are based on the ways in which GDP (as the main aggregate of national accounting) can be conceptually disaggregated:

E. Data sources for Qatar's GDP

In the Expenditure Approach, the different elements of the expenditure breakdown are estimated in the following way: For imports and exports, estimates are based on foreign trade and balance of payments statistics, which are in general readily available. The same is true for government final consumption expenditure, which can be obtained from government records. Concerning household final consumption expenditure, retail sales statistics or, where available, household expenditure surveys may serve as appropriate data sources. With respect to capital formation one has to differentiate between fixed capital formation and changes in inventories. Data on fixed capital formation may be obtained from specialized surveys or from general production surveys and, in the case government and public corporations, directly from the accounts. Changes in inventories are most difficult to estimate, especially because of the related problems of stock valuation.

The Income Approach is used by relatively few countries because of statistical measurement problems. If applied, however, independent estimates are most frequently made of compensation of employees which are based on labor statistics and wage rates, and taxes on production and imports which are estimated with the help of governments records. Estimates of consumption of fixed capital are often not included because they can only be made if produced capital stock data are available. Relatively few countries attempt to estimate operating surplus independently using as a basis profit and loss accounts and similar statements of enterprises.

Ideally, the three approaches described above should be used simultaneously and independently from each other. If this is the case, the data resulting from each approach can be used as checks to evaluate the data obtained from the other two approaches. In practice, however, this ideal situation is rarely encountered. Some countries do not reconcile their estimates at all, and statistical discrepancies remain in the published results.

The National Accounts System emphasizes the coherence and consistency of all available statistical sources that are used as inputs to compile GDP figures. The strength of this system is evidenced by providing a series of data controls by comparing and analyzing different statistical sources in order to ensure the quality of GDP estimates.

The Statistics Department of the Planning and Statistics Authority conducts these surveys on annual and quarterly basis. The purpose of such surveys is to collect comprehensive detailed data related to production, intermediate inputs, employment, wages, assets ... etc. The surveys cover all establishments operating in the country, whether they are affiliated with the public, mixed or private sector, and for all economic activities that are practiced in the national economy. Data are collected through 9 different forms (questionnaires), each covers a specific economic activity, according to the following sectors:

Annual and quarterly economic surveys are the main data source required to produce GDP estimates by economic activities in accordance with the above-mentioned production approach.

Seeking the compilation of GDP estimates, the Statistics Department extensively uses records data from the following agencies:

Using administrative records is time-saving in collecting data and low-cost in providing data and indicators; it reduces the burden on respondents; and data quality is higher than other sources.

Administrative records are an important source for the compilation of official statistics, as they represent one of the components of the infrastructure of the databases of the Planning and Statistics Authority , and their importance is growing in statistical work in light of technological development in the field of information technology.
