Introduction to the project

IEE funded project (December 2008 – November 2010),

Obtain quantifiable data on: 1. Administrative barriers (building consent, etc),2. Grid access barriers (lead time, capacity of grid infrastructure,

etc),

Find best practices and reveal existing issues and bottlenecks,

Propose recommendations on how to overcome these barriers,

Raise awareness amongst decision-makers at local, regional, national and European level.

Indicators and 1 questionnaire (33 targeted questions) to collect concrete information enabling the analysis of administrative and grid access barriers.

Realistic plan for the construction and extension of the grid ( too many demands compared to the current capacity of the grid),

grid upgrades as scheduled;

Avoid discrimination against those developers not directly linked to electrical companies through ownership unbundling between electricity generation, transport and distribution.
