adequate prequalification criteria, evaluation
mechanism, timeline, deadlines, penalties
• Consultation with industry and dialogue with
current and potential bidders
• Tender Doc. Package: simple, clear and bankable

Public De-risking of Wind Projects
• Project Bankability: sound financial package
(PPA, etc.) & credit enhancement instruments
• Bid evaluation: ensure that the weighting system
for price and non-price components in the
evaluation of the bids reflect the Gov. ´s priorities
• LCRs: phase-in LCRs according to a realistic
state-of-art of the Ethiopian manufacturing industry
across the wind value chain (high quality standards
in WTG’s)
