Farmers and rural community members from Gippsland & Western Victoria will travel to Melbourne on Sunday 20th September to take part in a state-wide declaration against unconventional gas. They will be joined by concerned citizens from across the state who want to protect our water, food and farms from the effects of fracking and invasive gasfields.Over the past three years 64 communities have said they want to keep Victoria gasfield free: in each community surveyed, over 90% of residents said no to gas mining there. The event in Melbourne will feature an unprecedented alliance of country and city folk of all political stripes who will join together at this critical moment to call for a permanent ban on unconventional gas mining.

The Victorian government will soon decide once and for all whether or not to open up Victoria to the gas industry, as the state parliamentary inquiry on unconventional gas finalises its recommendations and the Andrews Government considers its findings. This is the culmination of many years of campaigning and community members are anxiously awaiting the outcome.

The crowd will march from the State Library to the steps of Parliament. Addressing the crowd will be Drew Hutton, founder of Lock the Gate who has vast experience and knowledge of the devastating impacts this industry has had on rural communities in Queensland and NSW. The crowd will also hear from Gippsland and Western Victorian farmers and hear why this invasive mining cannot co-exist with farming. The rally has come about as the public hearings for the state parliamentary inquiry draws to a close with the interim report due out in early September.

“The message we are hearing from one end of the state to the other is that rural communities & Melbournians alike will never accept this industry and that there

will never be a social licence for onshore unconventional gas mining in Victoria” said Ursula Alquier, Lock the Gate Victorian Coordinator

Over 1.4million hectares of Gippsland & Western Victoria is covered with approved mining exploration licenses, posing a significant threat to Victoria’s food bowl, Melbourne’s water catchments and the livelihoods of our state’s farming families.

“These licences cover the state’s most productive farmland which is why people from all walks of life are standing with these rural communities to say enough is enough, we will except nothing less than a total ban on this destructive industry” she said.

“Victorians are saying loud and clear that this destructive industry is not welcome here. “No government can guarantee the safety of our underground water supplies, our farmland or the health of our community. These are not things we are willing to gamble with”. said Trevor Flint Seaspray Farmer

“We don’t want this dangerous industry here in Gippsland, we don’t want this anywhere in Victoria, farmers across the state are saying no to gasfields and we won’t back down” Mr Flint said

Morning Melodies returns to the Winchelsea Tea Rooms on Thursday week with big booming Bass Baritone, James Young from Greensborough. James was the winner of an inaugural award to a young Melbourne singer in the Diamond Valley Vocal Eisteddfod, the prize being the opportunity to be a guest at the Winchelsea Morning Melodies in 2013. James now returns to Morning Melodies with a richer more mature and developed voice, with a silky smoothe sound across the range.

He is currently completing a Masters in Education at Melbourne University. In 2013 he played the Pirate King in the Pirates of Penzance, where his voice and presence of character dominated the stage. Through his school years he has been involved with lead roles in Shrek the Musical, Thoroughly Modern Millie, and subsequently appeared in Phantom of the Opera, The Producers, and Beauty and the Beast, for which he was a nominee for best Supporting Actor with the Music Theatre

Guild of Victoria. He has had success at numerous competitions in Musical Comedy, and Leider and Art Song sections, and this year won the Manningham Eisteddfod Art Song section.

James as a 22 year old maturing talent is showing in his early years a subtlety in the quieter songs, yet with that full-bodied voice audiences love of a rich bass-baritone sound well used. He had the opportunity for a short time to be a student of the famous Australian singer Jon Weaving prior to his going overseas.

James has chosen a healthy mix for the Winchelsea program, including songs from Mozart and Schubert, with songs from the popular musicals Oklahoma, South Pacific, Phantom of the Opera, and Les Mis.

Part 1. Email to Cape Otway Ecology Centre I wish to report an incident from about a month ago that has been puzzling me. Our property is just out of Winchelsea and situated on the Barwon. The house and sheds are about 100 metres across well treed river flats from the Barwon. Tree cover along the Barwon and feeder creeks is good and provides a corridor to the Otways at Bambra. We have kangaroos, wallabies and, occasionally, koalas moving through the property.

Our poultry shed, when closed up properly, is completely fox proof and we have never lost any poultry to foxes. Surrounding the pen is a yard with weld mesh fencing about 1.8 metres high. Access to the pen from the yard is via a small door. Perhaps we have become complacent due to no problems with foxes and for the last few years we have not been shutting the connecting door at night.

About a month ago, at about 11PM, I heard a commotion from the chooks and went to investigate, When I was about 10-15 metres from the yard I could see an animal standing over a rooster that was lying on the ground. When the animal saw me coming with the torch it quickly scaled the mesh fence and was gone

I am sure it was not a fox. Its colour was gold, its shape was wrong, because of its size it would have to have been very young, too young a fox to be climbing wire fences with ease and because of its method of attack.

One of the hens had been bitten around the neck/head but was pretty much unharmed. The rooster that was lying in the yard, when I touched it, it jumped up and went back into the pen. My experience of foxes is that their bite is deadly and both the hen and rooster should have been dead.

My initial thought was that it was a ginger cat. From time to time we do have feral cats around but none of them has been ginger. Our ginger cat was asleep on the bed whilst all this was happening.

When I discussed the incident with a friend who is a wild life expert, he suggested it may have been a quoll.

Thinking back, its colour, shape and agility was quoll like. It is quite startling to suggest there may be quolls around Winchelsea and I decided to bring it to your attention.

Part 2. Reply by Jack Pascoe It’s a really interesting incident that you are describing and certainly the description of the animal would fit a quoll.

I’m surprised though that the bite was not fatal if it was a quoll due to the extraordinary power of a quolls jaw.

I would be really interested in hearing of anymore incidents like this. We actually do quoll surveys from time to time using motion detection cameras as well as our trained quoll detection dogs. Potentially we could add you property to one of these surveys in the future if you were interested.

Part 3 Sunday 13/9/15. Email To Jack Pascoe. Last night we (and our dogs) were awaken by some screaming coming from our river flats. My first thought was that a fox had caught something but the noise continued for some time so my daughter’s family (they have a house on the property) used a spot light to see some “ferret-like animals” frolicking on the flat.

My son-in-law, Tony Phelps, has sent a separate email to your website describing his observations. For reasons that Tony probably mentioned in his email I am now extremely confident that we have at least one quoll family in our neighbourhood.

We would be very happy to be involved in surveys etc.

MODERN is a free nurse-led Commonwealth funded health program designed to reduce the chances of getting diabetes and heart disease.

MODERN program leader Assoc. Professor Melinda Carrington said “The key focus of MODERN is to reduce the risk of developing diabetes or heart disease, such as a heart attack or stroke, by identifying and reducing risk factors that cause these diseases. People can have many risk factors, but when a combination group together at the same

time including high blood pressure, weight, high blood sugar and lipids (cholesterol and triglyceride), it forms what is called the metabolic syndrome, and greatly exposes people to develop diabetes and heart disease. Our aim is to help people address this.”

Winchelsea youth drop in centre design day What The Surf Coast Shire Council’s Youth Development Team in partnership with the Community Bank, are opening the (garage) doors to canvas ideas for a youth drop in centre in Winchelsea.

We are having a day for the young people in Winch. We will have a BBQ, games, drawings, painting, discussions and heaps more on Wednesday the 23rd and Wednesday the 30th of September to come up with a plan and place for young people to call their own in Winchelsea.

This is your chance to come along to have a say about where the youth centre should be, what it should look like, have in it and what it should be called, when it should be opened and who should help us run it!

We are asking for ALL young people of Winch and their families to come along during the school holidays to the Community Bank Garage (and possible future youth space?!??), to help us create something that is needed in Winchelsea Who ALL Winchelsea young people aged 12-25 and their families who think (we need) a YOUTH SPACE in Winch is needed When Wednesday 23rd from 10am – 2pm Wednesday 30th from 10am – 2pm Where Just behind the Community Bank in Winchelsea

Road Safety For Pedestrians A member of NHW was recently contacted by a very concerned Council worker, who, on his way to work in the very early (and darkish!) morning, was lucky to miss early morning walkers on the roadside wearing dark clothing. He was quite shaken by the experience, and

asked that we suggest STRONGLY that folk out walking early in the morning or later in the evening wear some sort of high visibility clothing and walk facing oncoming traffic where there are no suitable off road footpaths available. This also applies to cyclists, of course. We all need to be aware of how our activities can affect other folks!

Nhw Meeting Our next meeting will be held at the Bowls Club on September 23rd at 7:30. All welcome – especially if you are able to offer a bit of help with School’s day set up or down!

Presidents Report

The past twelve months have been a year of establishment for Growing Winchelsea Inc.

Since the merger in September 2014 of the Winchelsea and District Tourism and Traders Association Inc. (the Business and Tourism Association) and the Working With Winchelsea Group (WWW), we have been moving to present the identity and purpose of Growing Winchelsea Inc. to the community of Winchelsea.

Slowly, we’ve established ourselves as the leading advocacy and leadership group for Winchelsea and surrounds. Our monthly meetings have been well attended and have provided a forum for residents and business to raise their concerns and thoughts on the progress of our town.

Since September 2014, we have:

• established Growing Winchelsea Inc from merger of WBTA and WWW

• updated Rules of Incorporation

• developed RV Friendly submission and submitted to council

• facilitated various forums including a Drug / Mental health forum (November 18), Information Exchange with Glenn Manton (March 16), Business Breakfast (March 17). There are three further events including the Neighborhood Watch Schools Day (October 19), Mens Health Night (October 9) and a Peer group pressure / healthy relationships forum (TBC).

• facilitated and transferred Bus to the Hub programme to Hesse Rural Health.

• hosted an information session from Great Ocean Road Tourism

• engaged Surf Coast Shire and Hesse Rural Health in relation to long day childcare.

• developed a response to the Surf Coast Shire’s “Growing Winchelsea draft report” that included our priorities for Winchelsea.

• supported the Surf Coast Shires National Stronger Regions Round 2 Application for funding to develop a master plan of the Winchelsea town centre, redevelop the town centre and creation of town entrances.

• consulted with the Winchelsea Historical Society, Winchelsea RSL and Surf Coast Shire on the WW1 Victoria Cross tribute cairn project

• hosted new shire CEO Keith Baillie, together with an information session on the shire’s Growing Winchelsea Project (March)

• hosted a meeting at Barwon Park (May) with Surf Coast Shire’s Peter McLean to discuss footpath’s and we subsequently developed and submitted a list of our priority pathways to be upgraded / constructed

• engaged the local Wathaurung people and VicRoads to explore place / bridge naming

• presented our submission to Surf Coast Shires draft budget, which resulted in an additional $80,000 being made available for projects in Winchelsea

• hosted Mr Matt Taylor, Manager Economic Development & Tourism Surf Coast Shire for update on shire’s tourism projects (July)

• engaged with shire to develop the Hunt & Gather Festival of Food to be held in Winchelsea in May 2016

• in the process of developing a list of priorities to be funded in the Surf Coast Shire’s 2016/17 budget

• developed our website (www.growingwinchelsea.com) which aims to aid tourists and residents on the facilities and attractions available in Winchelsea.

It’s been a busy year, but, there is still work to be done and more of the community to engage.

It’s important that we keep building on our 147 members.

In particular, we need a greater active presence of local business’s. They provide custom and play an important role in the daily lives of our town. Without them, our town will cease. I think this is a priority for the committee moving forward.

Finally, I would like to thank the outgoing Office Bearers, Michelle Stocks (Vice President), Sue Lubke (Treasurer),

Elva Cawood (Secretary), Lisa Sweeney (Tourism Board Rep) and Michael Hastings (Tourism Board Rep) for their hard work. Would also like to thank the committee members for their assistance and guidance this year.

A special thank you also Heather Wellington for her assistance in the development of Growing Winchelsea Inc. including advice on establishing our rules of incorporation, development of our Strategic Plan, assistance with lodging our bid to make Winchelsea RV friendly and providing a voice for Winchelsea at the Surf Coast Shire.

During the month of October we will be reciting the Rosary throughout our Parish with each Mass centre committing to a week of having the Rosary said in our homes or churches. There is a list at the back of the church asking us to put our names down if you are willing to have the Rosary said in our home. Please sign up if you are able to, the last Rosary for the month will be said in Winchelsea. Father Herman will be visiting each centre to join us 9in reciting the Rosary.

The weekend the 3rd & 4th of October we will have Bishop Long visiting the Parish and Father Herman is hoping that he will visit Winchelsea for our 6pm Mass, all depending on the Bishop’s busy schedule.

Each month in Winchelsea, we have five special ministers taking the Eucharist to our parishioners in Hesse Rural Health; we take it in turns, visiting for a month, usually on a Thursday in the a.m. If you have a family member who is a Catholic and they would like to receive the Eucharist while in Hesse Rural Health please contact our Parish Office, on 52861230, and we can make arrangements to visit your family member.

The next step in the process will be two ‘Listening Post’ sessions, where residents will have the chance to ask questions and discuss the proposal with a Council officer. They will be held at Café La Hoot on the corner of Barwon Terrace and Willis Street.

Session 1- Tuesday September 22 from 9.30 am to 11 am.

Session 2- Thursday October 1, from 2 pm to 3.30 pm.

All comments need to be presented by October 5.

It is hoped that a report can be presented to Council at its November meeting. If the trial period is approved, set-up costs may then be included in next year’s Council budget.

Some of the points raised at the meeting were-

• Money would be spent at local shops and businesses, as well as tourist destinations within the region.

• Scheme works well in other towns and outback regions.

• Existing caravan park owners need to be consulted prior to the presentation to Council. They may be impacted when selling the business if free parking is allowed nearby.

• There is a need to consult with surrounding landowners.

• Area proposed is on a flood-plain, so it may require extra maintenance. Also, is there an alternative site for parking if the area is under water?

• Only self-contained vehicles will be permitted. (no tents or caravans without bathroom facilities).

• No campfires permitted.

• Swimming pool facilities could possibly be used.

• Council should consult with towns that already have free RV parking, to see the impact on the local community.

• Any trial period is expected to be one or two years.

Hunt and Gather Festival Robyn Lucas from the Surf Coast Shire, deputising for Sarah Bolus, presented those at the meeting with an outline of next year’s proposed Hunt and Gather festival.

There is presently a committee of eight steering the festival, which is expected to be held around Easter 2016. Food, produce, art and crafts will be the central theme of the event, with funding already secured from the Surf Coast Shire and the Bendigo Community Bank. An invitation was extended to all primary producers, growers, wineries and local businesses to join in this exciting event, which will showcase some of the best foods and produce in Australia.

Some of the events proposed are Farm tours, Trader Trails and wine tastings. A Secret Community Dinner, with a local guest celebrity chef and featuring food from around our region will be a highlight of the weekend.

More details will be announced as the group finalises negotiations with the various participants.

Refugee Support Group Julian Burnside AO QC is an Australian barrister who practises principally in commercial litigation, trade practices and administrative law. He is also a human rights and refugee advocate, and author.

He will talk at The Hub at 2 pm on Sunday November 8. Further details as they are announced.

Gordon TAFE students assisting local Landcare groupLast Monday 7th of September the students of the Gordon TAFE, currently studying Conservation and Land Management had the great privilege of assisting our local Landcare group with a revegetation along our beautiful picturesque river. With all hands on deck and juggling the showers, we managed to plant out 1800 different varieties of grasses, ground covers and trees including Poa, Acacia verticillata and paradox and eucalyptus varieties.). This replant and many more will be beneficial to our native wildlife, birds, controlling erosion of riverbank and also providing the community and visitors a great place to take a stroll.

I and Nat Jeffreys ( teacher) felt incredibly proud to showcase our unique heart ( river) of the township Winchelsea. A big thank you to Rod, Stewart, Neil, Greg and Pauline for a wonderful experience.

Chicken Thighs with Peanut Sauce

3 Tablespoons Butter 4 Chicken Thighs 1/4 cup Peanut Butter 1/4 cup Water 3 Tablespoons Sherry 2 Teaspoons grated Ginger 1 clove Garlic crushed 1/2 cup Peanuts 1 Teaspoon ground Cumin 1/2 cup Coconut Milk 2 Tablespoons freshly squeezed Lime Juice 1 Teaspoon milk Curry Powder 1 Tablespoon Fruit Chutney 1 Tablespoon Honey

1. Melt the butter in a large frying pan over moderate heat. Add the chicken thighs and cook until golden on each side, about 5 minutes. Transfer the chicken to an ovenproof dish and bake in a moderate oven for 15 minutes or until cooked through.

2. To make the sauce. Blend or process the peanut butter, water, sherry, ginger, garlic, peanuts, cumin, coconut milk, lime juice, curry powder, chutney and honey for 1 minute or until the ingredients are combined and the peanuts are finely chopped. Transfer the sauce to a medium saucepan and cook for 5 minutes over moderately low heat, stirring constantly.

3. Place the chicken onto a heated plate and serve with the sauce. Serves 4.

T—REX by Harit Sharma Grade 1/2 Tyrannosaurus Rex is a meat eater. Sometimes we call it T. Rex. It’s teeth are as big as a banana. It eats meat, it is the king of Dinosaurs. It is as long as a truck. It lived in North America grassland and forest. I like T. Rex because it can break bones.

DINOSAURS by Lily Fountain Grade 1/2 Once when dinosaurs were living on the land there was a nest. Then a T-Rex came and all the dinosaur eggs were crushed except one egg. Some monkeys saw an egg on a log then one of the monkeys came and opened the egg and said “this is a beautiful baby dinosaur”. So the monkey raised the baby dinosaur and as he got bigger and older he started to get to know the other monkeys. Then all of a sudden some rocks came out of the sky they were comets and destroyed the island.

I headed into my sister’s bedroom to find her waiting for me on the end of her bed, to be honest it was a little creepy. I handed over my runners and sport uniform and she handed over her art smock and paint set.

I headed back into my room, changed clothes and placed the paint set in my school bag. If this was going to work we would have to fool mum as well so I was already thinking like Skyla. I headed down the hall and when I appeared in the lounge room my mum asked “Where’s Piper?” I was about to answer and say, “I’m right here mum!” when I remembered I wasn’t Piper anymore and instead I replied with “I don’t know.”

Public urged to make right call on animal welfareVictoria’s Chief Veterinary Officer Charles Milne is calling on the public to ensure they report any animal welfare concerns through the proper channels.

Dr Milne said claims of animal suffering were taken very seriously and it was important that reports went to the correct authorities to ensure a prompt, efficient and effective response.

Dr Milne, from the Department of Economic Development Jobs Transport and Resources, said every livestock owner and manager had a responsibility to provide proper care for their livestock.

“In the event that producers don’t comply with animal welfare requirements, our staff are tasked with implementing the Prevention of Cruelty to Animals Act and of taking appropriate enforcement action,” Dr Milne said.

“Only officers authorised under this Act have powers to investigate and report on allegations of suffering animals and to enter properties to investigate and attend to such allegations.

“Ringing the local media or reporting to unauthorised social media sites in the first instance may not only delay a response but increase an animal’s suffering.”

“DEDJTR and the RSPCA employ authorised officers with the responsibility for enforcing welfare legislation and reports should be made to these two organisations.

“In one recent case, where a producer failed to heed officers’ advice the animals were seized, the producer was fined $20,000 and banned from owning cattle for 10 years.

“I encourage people to call our Department’s Customer Service Centre on 136 186 or email [email protected] for prompt, efficient reporting and investigation of alleged animal cruelty to livestock.

I grabbed my things off the counter and headed out the door. Our school is only a minute away so I arrived quickly. The moment I walked in the gate the bell rang so I headed inside to Skyla’s classroom. Her teacher, Mr Walsh greeted us and we got to work. As I worked out my maths problems I thought to myself “Being Skyla is easy… so far.”

Most of the day passed with ease, the biggest problem I had was convincing my friends I was Skyla, but I managed.

When the home bell rang I was so happy, being Skyla is exhausting. I headed home and when I walked in the front door I found Piper/the real Skyla sitting in the

lounge room with MY FRIENDS! She was supposed to be me but this was taking it too far!

I ran over and shouted at Skyla that she’d taken it way too far and from now on she was Skyla again. My friends were really confused of course so I explained everything to them. By now Skyla had run off crying so it was just me and my friends. Then out of the blue Ruby (my friend) said “Do you really like Jack?”

I couldn’t believe it! Skyla had told them my biggest secret ever! I was furious! I stormed into my room leaving my friends sitting there stunned. I was so angry, but I would get my revenge…

Last week, VicRoads introduced its updated roadside memorial policy that will provide greater support to grieving families following an extensive community consultation process.

The policy will not remove roadside memorials but reinforces VicRoads’ commitment to preserve existing memorials and to support grieving families into the future.

VicRoads Director of Network Policy and Standards Helen Lindner said the wishes and needs of families who had experienced a loss was a key consideration and the updated policy would only be used where a conflict or a safety concern was raised.

“This policy ensures that we have the framework to support families who wish to place or maintain a memorial, while also being mindful of road safety and community views,” Ms Lindner said.

“It strikes an appropriate balance between grieving families while also recognising the effect road trauma can have on local communities, first responders and witnesses.”

VicRoads will offer guidance through its local offices to families about the placement of memorials to ensure they can be visited and maintained without becoming a safety or road hazard.

VicRoads initiated the policy review in March 2015 and sought out the community’s views to shape the updated policy.

The updated policy was created as a result of a community consultation process as well as discussion and collaboration with individuals and the Municipal Association of Victoria, Municipal Councils, Road Trauma Support Services Victoria, Road Trauma Families Victoria, Victoria Police, the TAC and Monash University Accident Research Centre.

Margaret Markovic, President, Road Trauma Families Victoria said the updated policy provides inclusion, collaboration and clear guidelines to families and community members affected by road trauma.

“There is no doubt that this is a very sensitive and emotive issue,” Ms Markovic said.

“I am extremely proud to have been a representative for those affected by Road Trauma death during this process and feel confident that this policy will assist and support those who place a roadside memorial, or those who have one in place.”

A key consideration was that people should be able to safely visit memorials and they should not present a hazard to road users.

Rev Andy Calder, Uniting Church of Synod of Victoria and Tasmania said the updated policy provides clarity for families and guidelines for the safe installation and visitation.

“At a time of bereavement or serious injury, loved ones seek a range of ways to express their grief,” Rev Calder said.

“In the situation of road trauma, the placement of symbols or items, religious or cultural, marks the place of death as a sacred space. This practice has become more prevalent in recent times, reflecting a similar trend internationally.

“I commend VicRoads for seeking extensive community feedback to this sometimes challenging issue.”

If members of the community wish to seek advice on the most appropriate way to place a memorial, or discuss an existing memorial, they are encouraged to speak to their local VicRoads office.

Roadside Memorial Policy Outline

Family wellbeing principles

• The wishes and needs of the family are a key consideration.

• The form of a memorial can be personal; and may reflect religion or culture.

Community wellbeing principles

• Members of the community affected by the fatal crash are a key consideration.

• When a community member raises a concern regarding a roadside memorial, then action is to be taken in consultation with affected parties to address concerns.

• Roadside memorials are to respect broader community values.

Transitional timeframe principle

• Roadside memorials can be temporary in nature and a transitional approach may be appropriate.

Road management principles

• When placing a roadside memorial, the memorial maker’s details are encouraged to be included on the memorial for contact purposes.

• A roadside memorial should not interfere with road management or maintenance activities.

• When VicRoads needs to undertake any works in the vicinity of a roadside memorial, requiring its modification, relocation or removal, VicRoads will endeavour to contact the memorial maker.

Road safety principle

• Roadside memorials are to be non-hazardous to road users and be placed in a location that enables people to visit safely.
