A combined community effortTwo local clubs join forces to help our local kindergarten.

The Lions Club together with The Men Shed members joined forces to help create new shelves for the Winchelsea Kindergarten to store all of their building blocks in. Representatives from both clubs, Mens Shed - Ray Atkinson coordinator & member; David Loone, together with Lions Club President Murray Aisbett & member Bryan Jones ; came to the Kindergarten to present the new shelves to excited Kinder Children and Teachers on Tuesday 26th June.

The children quickly gathered up all of their blocks and in single file, like busy ants, carted all of their building blocks to put into their new shelves. Members from both clubs were treated with a couple of songs from the children. One song they sung was “There was an old man called Michael Finnigan ” which to the children’s “surprise!?” they realised that members from both clubs actually knew the song and sung along with them.

The kinder children were quick to jump in with members from both clubs, to proudly have their photo taken with their new shelves stacked neatly with their building blocks safety inside. One child commented later in the day “ Wasn’t it nice to have The Lion Kings here today”.

I am deeply concerned by news of a further delay to the duplication of the Princes Highway between Waurn Ponds and Winchelsea.

This is frankly not good enough.

For many months, the State Government and its agency VicRoads guaranteed that the 23km road project would be completed by June of this year.

In fact, just last month I was told by VicRoads that the official opening of the road would occur on the 29th May.

Now we are told the duplication will not be completed until the spring.

It is clear that the Victorian Government is not adequately managing this $171m

project to which the Federal Government is contributing half the cost.

This is such an important project for jobs, investment, tourism and road safety.

Local residents, business operators and commuters need comprehensive answers as to the ongoing delays with this major infrastructure project.

That’s why I am calling for a review into the way this project has been managed.

I do not accept that poor weather has been the only cause of these delays. Variability of weather conditions should be routinely factored into major construction projects as a matter of best practice project management.

I understand there were other major problems such as lengthy delays in arranging for the relocation of power and telephone services.

The community rightly expects to see these works progressing to schedule.

Yet so far, Victorian Roads Minister Luke Donnellan has been missing in action.

As a strong, local voice for Corangamite, I call on the Victorian Government to disclose to the community the full reasons behind these delays and what action is being taken to ensure the next stage of the Princes Highway duplication will be better managed.

With the duplication between Colac and Winchelsea now underway, I am delighted that the first stage - the 2 km upgrade of Murray St Colac - has been completed on time.

Corangamite residents must be provided with certainty that the progress of this $371m project - to which our government is contributing $185.5m - will not be compromised.

Victorian Government must take action on Princes Highway duplication delays

Help wantedWe at The Star are looking for a couple of volunteers to fill the following positions.

Council reporter The tasks involve reading the monthly Council Minutes and Planning Applications (online) and selecting items

relevant to Winchelsea residents. Possibly discuss these with our Councillors and write up a report for publication. Attending the monthly Council meetings would also be desirable.

Human story writer We envisage that this position would involve doing interviews with local residents that have had an interesting past, have interesting stories to tell, or perhaps have an interesting future, be it in sport, business or arts.

We see this being a regular (monthly) column in the paper.

Notification for Publication of Preliminary Documentation under the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act)

The following notice is published pursuant to Section 95A of the EPBC Act. The proposed action, identified as Princes Highway duplication, Winchelsea to Colac, Victoria (EPBC 2012/6568), is to be undertaken by Roads Corporation trading as VicRoads. The proposed action involves the duplication of approximately 37 kilometres of the Princes Highway from Deans-Marsh Road, Winchelsea to the Geelong-Warrnambool rail line, Colac, Victoria.

The proposed action is a controlled action under the EPBC Act. The controlling provision under Part 3 of the EPBC Act is listed threatened species and communities (sections 18 and 18A).

The preliminary documentation will be made available on display for the information of the public until 13 July 2015 at the following locations:

During the planning phase of the Princes Highway duplication, VicRoads undertook studies and investigations to identify the Flora and Fauna along the highway between Winchelsea and Colac. The studies also looked at how to minimise impacts to and protect any identified species as a result of road construction to duplicate the highway.

One species found along the highway included the Growling Grass Frog, found in three different locations. VicRoads is proposing to create a number of ‘No Go Zones’ and avoid particular areas to protect the species; and construction of new water habitats in similar locations where existing ones may be removed.

These documents have been prepared for and are currently on public exhibition as part of the Federal Government’s Environment Protection and Biodiversity Conservation Act 1999.

The first meeting to begin the Winchelsea campus of the University of the Third Age was held Wednesday 20 May, it was a successful meeting with the participants eager to begin this campus. Universities of the Third Age, offer older people low-cost educational opportunities.

There are no formal entry requirements, no examinations and no “awards”. U3A’s are basically self-help groups built on the premise that collectively older people have the skills and knowledge to provide learning opportunities (education) for themselves. The word “university” in

the title is used to describe a community who get together to help each other in a learning/social experience.

The U3A is run by volunteers. Membership is $30 for the rest of the year, which allows members to enroll in as many classes as they would like with no additional costs (excluding class materials).

This fee allows members to also enroll in the Torquay campus classes, which has 20 courses on offer including Tai Chi, arts and crafts, creative writing, French,

philosophy and an ipad users group.

The Winchelsea Campus will hold classes at the Winchelsea Senior Citizens building.

To begin, we are looking at running two classes for four weeks (dates to be confirmed). We are currently seeking interest from the community, so if this sounds like something you would be interested, please contact Colette Naufal on 5261 0831 or email [email protected] for more information.

At the Growing Winchelsea Inc. meeting on June 10, discussion was centered around the growth and improvement of our town. The following topics were discussed in detail

Tourism: The challenges with GORRT (Great Ocean Road Regional Tourism) regarding the benefits to the hinterland area including Winchelsea were discussed.

A new structure is still working out mechanisms for growth. It is anticipated that the Committee will consist of a local councillor and one representative from each Tourism Group. We should know more following a meeting to be held on June 26.

The following is a press release on the subject issued by the Surf Coast Shire-

Review of Surf Coast Tourism Structure

“A Tourism Reference Group will be established to support tourism in Surf Coast Shire as a replacement for the tourism board which operated for the past 20 years. At its Tuesday night meeting the Surf Coast Shire Council acknowledged the significant contribution made to the local tourism industry by volunteer representatives of the Surf Coast Tourism Board.

Cr Clive Goldsworthy said the volunteer members of the board had played a vital role in developing the tourism industry for the past 20 years.

The Surf Coast Shire Council commissioned a review of the tourism board model given the change of the regional model - from Geelong Otway Tourism to the Great Ocean Road Regional Tourism and the fact the Surf Coast Tourism Board’s delegated authority was due to expire.

The review considered five options for a future tourism board. At its Tuesday meeting Council endorsed a recommendation to establish a hybrid of two options – which is to form a Tourism Reference Group to support Council’s tourism endeavours..

The Surf Coast Shire Council will seek expressions of interest for membership of the Tourism Reference Group by September this year. New terms of reference for the group were also considered by Council on Tuesday.”

The Growing Winchelsea Inc. meeting was told that it will need to develop a strong and effective Strategic Hinterland Plan (Key to the Coast) to attract any support or funding from GORT.

RV Friendly Status: Councillor Wellington advised that the RV Friendly Proposal for Winchelsea has been discussed at Council and some concerns were raised regarding funding required to establish area and enforce regulations. We will need to convince Council that funds are not required – no

problems anticipated. Local law enforcement officers are happy to assist. A Freedom Camping Forum is to be held at the Archie Graham Community Centre, Warrnambool on July 17.

Footpaths: Lindsay Bennett and Jacqui Doyle have listed the footpath between the Mudbrick Hut and the Swimming pool as a major priority. They have concerns about trucks using the road where children must walk to the pool.

It was suggested that a bridge at the bottom of Armytage Street, leading to the pool would be a safer alternative for children.

Council Budget Priorities: Councillor Wellington suggested we set our priorities now for next year, as the Council budget preparation will begin in November

Local Signage: Councillor Wellington suggested we ask the Council to add the indigenous names to the parks and reserves signs around town at a later date.

Next Meeting: The next general meeting of Growing Winchelsea Inc. will be held on Wednesday 15 July, 6pm at The Members Room, Eastern Reserve. Guest presenter will be Mr Matt Taylor, Manager Economic Development & Tourism at the Surf Coast Shire. All welcome!

A generation ago, people used to talk about having a ‘bad back’ as if it was a mystical health problem that was poorly understood.

Today, most people know that back pain is a very common and potentially serious health issue – but many still aren’t sure what to do about it – and we want to change that at One Body Chiropractic Clinic.

An international study published this month shows that Lower Back Pain is the leading cause of disability in 45 out of 50 developed countries including Australia.

The Global Burden of Disease study looked at trends between 1990 and 2013 across 188 countries. Australian statistics show that out of the top 10 causes of ongoing disability due to an illness or injury, back pain, neck pain, migraines and other musculoskeletal issues took out 4 of the top 5 places.

Lower back pain was also in the top 10 for every single one of the 188 countries in the study, which highlights the importance and pervasiveness of this uncomfortable and often debilitating condition.

The Lancet study shows that developed countries are facing new health challenges, as treatments for acute illnesses have become highly effective,

but treatment for chronic disease has fallen behind. We might be living longer, but it seems many of these years are spent living with disability. In many cases the pain and discomfort is avoidable or, with the right treatments can be reduced or managed. This highlights just how important seeking help from the right health professionals is when it comes to improving spinal health.

Too many Australians endure back or neck pain without realising what they can do to manage or prevent spinal problems. One misconception people have is that bed rest is good for back pain. However, research shows that in most cases people will improve more quickly and are less likely to develop chronic pain if they are up and moving.

Chiropractors like the staff at One Body Chiropractic are seeing fewer people in the area with back injuries sustained from manual work, but are seeing an increasing number of people with back problems relating to lifestyle, including obesity, excessive devotion to electronic screens day and night and too much time spent sitting down.

The Annual Healing Mass and Lunch. Will take place at Meredith on Saturday the 25th of July. Holy hour will commence at 10am, Mass at 11am, and Lunch at12 app. Our celebrant will again be Father Aurelio Fragapane, who will bring the musical group from last year, many of whom are Monash university students. James Hurren from 1st Winchelsea Scout Group was presented with his Australian Scout Medallion, the highest Scout level award, at a ceremony in Melbourne on Saturday 9th May. James completed his work for his ASM at the end of 2014, receiving his cloth badge and green cord at a local presentation with his Scout Troop.

Medallion presentations are held bi-annually in Melbourne for State wide recipients. James was in good company on Saturday, as he was one of 8 Geelong Region Scouts attending among 78 from all over Victoria.

Accompanying James were his parents Chris and Angela, his grandparents Marg and Russell, and his Scout Leader, Marie.

The ASM requires a great deal of work by both the Scout and his Troop, as there are many components requiring teaching and Leadership, training of others and learning new skills, plus a required number of nights under canvas and a 30km, 2 night journey (hike). James completed his Adventurer level Campcraft

and Citizenship Target requirements with the Troop and his Air Activities Target with the Scout Air Activities Team at Moorabin. He also earned 6 Proficiency badges, 3 Patrol Activity badges, attended a Leadership course and delivered to the Troop a leadership based activity.

James was the Patrol Leader of the Hawks Patrol.

Grey Wolf AwardDarcy Jennings became the third Winchelsea Cub Scout to be awarded his Grey Wolf in December 2014. Darcy’s achievement followed that of Sam Phelps (2014) and Corey Green (2013).

To achieve this award, the highest in Cub Scouting, Darcy had to earn his Gold Boomerang by completing a minimum of 10 tests out of 13 (7 compulsory) which related to a huge variety of skills and knowledge in the fields of campcraft, health and safety, citizenship, history, community and nature. Darcy also had to earn at least 4 level 2 Achievement badges of his choice (Citizenship, Fishing, Pets and Cooking), a special interest badge (Their Service, Our Heritage), attend 2 Pack Councils and 4 Outdoor activities, including a 2 hour hike, and complete an educational game.

Darcy was presented with his certificate and badges in the 1st Winchelsea hall. He will also attend a larger ceremony

in July, where the accomplishments of all Geelong Cubs who have earned their Grey Wolf are celebrated.

Well done, Darcy!

Local traders set to raise more fundsBarbecue and stall held first saturday of every monthThe Main Street traders will continue an initiative to raise funds for local community groups.

Led by Sukoon at the IGA, there will be a barbecue and stall held outside the IGA on the first Saturday of every month, the first being held this coming Saturday.

Each of the traders involved will either donate goods for the barbecue and stall... or for a raffle.

We had Ashwani and Mayuri from Winchelsea IGA, Lyn from Maguires butchers, Local bakery, Local Indian restaurant and Jodie from local Milk Bar all contribute to this BBQ for the fundraiser. And special Thanks to Lions Club for bringing their BBQ and doing it all.

The benefactors of the funds raised for the rest of this year will be the Winchelsea Primary School.

So, look out for the barbecue and stall this Saturday and please help Sukoon and the traders raise funds for our very grateful community groups!

The Autumn 2015 Firewood Collection Season will close across Victoria at the end of this month (Tuesday 30/6/15).

Department of Environment, Land, Water and Planning (DELWP) Grampians Regional Manager Fire and Land Jon Rofe said: “We want to remind people that, from the 1st of July 2015, all designated firewood collection areas will be closed over the winter period and it won’t be legal for people to collect firewood on public land until the start of the Spring Firewood Collection Season.

“Anyone wanting to collect firewood before the end of the autumn firewood season should be aware that some designated firewood collection areas may already be closed because the supply in that area has been exhausted,” Mr Rofe said.

“The public will be able to start collecting firewood again from designated firewood

collection areas from the 1st of September 2015.”

DELWP and Parks Victoria staff will be patrolling parks, forests and reserves during winter to ensure people are doing the right thing.

Firewood collection is only permitted during designated times of the year and from designated firewood collection areas.

Typical on the spot fines are around $590 and for offences that go to court, a person may be liable for fines up to $7380, one year imprisonment or both.

We travelled to Geelong West this week for a Sunday game. Perhaps Sunday’s are a good day for us as we won 5 out of 6 this week with a surprise loss by our D Graders, and follow up wins by both 13 & Under and C Grade.

A Grade Winchelsea 66 def Corio 44

We didn’t start too well with too many missed shots and changes had to be made to our attack end. Ciara Stewart and Katrina Filice came on into our goal ring and that changed enough to give us a 6 goal lead at half time. Full court defence and some defensive turnovers along with great shooting by Katrina Filice gave us a 40 to 21 goal second half. Not our best game but we will refocus for next week.

B Grade Winchelsea 49 def Geelong West 22

Facing a lower placed Geelong West this week we used the opportunity to explore some different combinations. We started off a little slow, having plenty of the ball but not converting enough. We stepped up in the second with young Ebony Berg taking to the goal circle, big changes everywhere else also proved effective. We slowed up in the third with a very young goaling combination but smashed it out in the last scoring 17 to 6. Another good win keeping us solidly in 2nd position and showing off our versatile B Grade side.

C Grade Winchelsea 35 def Geelong West 19

Well now we’ve started we seem to be on a roll, another good win this week for our C Grade girls. We came out a bit slow in the beginning but quickly built momentum. With a strong driving game the capitalised on a few turnovers and converted them to goals. A fabulous 2nd quarter where we scored 14 to Geelong West set us up for a great second half, where we kept turnovers to a minimum and our shooters continued to convert both

our centres and Geelong West turnovers.

Sitting just out of the five we really needed to keep our winning streak going but unfortunately it just didn’t go our way this week. We started off alright up two goals at quarter time but we struggled to convert in the second quarter and went into the half 1 goal down. We once again used our juniors and they performed beautifully but Geelong West continued to marginally outscore us for the rest of game and take the win by 5 goals. We had plenty of opportunities to take the win but unfortunately most of them were wasted.

Following a great win last week the girls came out strong breaking West’s first few centres. Tight defence from Bridie Budd & Izzy Loone made it difficult for West’s attackers to lead on the centre pass. A few step-ons and long passes in our attack end created some turnovers but great defence allowed plenty of second chances. Bringing on under 13 Maddison Kattwinkel only helped to push out our lead. Despite some unlucky umpiring decisions we were able to create turnovers and quickly convert them into our attacking end where Emily Steed and Ebony Berg combined well to reach a great score of 49.

The girls came out strong from the very first whistle, breaking the first centre and gaining

confidence as the quarter progressed going in to ¼ time up 8 – 1. Mia Robertson and Georgia Glynn worked beautifully using the players on the ring to get closer to the post to improve accuracy. Courtney Spoors and Tori Glynn were standouts this week in the centre court, both attacking the ball well and defending the ball hard all game. Well done to Shachi Butani who is improving every week in her first season of netball.

Incentives: Courtney Spoors for fabulous driving and positive talk and Tori Glynn for awesome defensive pressure and a delightful attitude.

The proposal of Growing Winchelsea Inc. to make Winchelsea an RV Friendly Town, was discussed at last week’s Surf Coast Shire Council meeting.

Below are excerpts from the report, and the recommendations, which were adopted by Council.

“Free camping on public land is currently prohibited; however there is an opportunity to designate a proposed camping area using the Local Law. This would allow RV vehicles to park overnight for 1-2 nights.

A summary of key points to consider prior to proceeding with the proposal include:

• Winchelsea could meet the criterion to qualify as an RV Friendly Town.

• While there is some sensitivity on the site, there are no objections to the proposal from DEWLPA or CCMA.

• The RV market is growing but Winchelsea may need to review its offerings in order to attract and cater for this market segment.

• Supporting the proposal needs to be considered in light of a regional tourism strategy prepared by GORRT.

• An issue of competitive neutrality needs further investigation.

• Further community engagement is required.

Issue of Competitive neutrality:There is an identified risk of competitive neutrality if Council were to proceed with this proposal. Competitive neutrality identifies that government cannot use its cost advantages to disadvantage the operation of private businesses. E.g. A private holiday park cannot compete with council on providing free accommodation due to their operational costs (rates, taxes, and return on investment requirements).

The Winchelsea Caravan Park has not been consulted by Growing Winchelsea Inc. in relation to the proposal.

A written submission has been received from the managers of the caravan park identifying they do not support

the proposal and would like further consultation.

Proposed Site for RV Short Stay Overnight Parking:Growing Winchelsea Inc. in their submission to Council proposed a site for short term self-contained RV Friendly Parking in an area on the north east side of the Barwon River on the gravel turn-around area at the end of Mercer Street. The area is open and easily accessible from the Princes Highway.

There are very few RV Friendly parking areas in the south west region. The strategic location of Winchelsea holds significant merit in becoming an identified rest point.

Nearby facilities within 300m of the proposed site include the Winchelsea Pool, Visitor Information Centre, Public toilets, a café and a playground. A dump point and access to potable water is located within 500m of the area, in front of the nearby Hotel.

The Department of Environment, Land, Water & Planning (DELWP) has no objection to the proposed use and Council as the CoM can undertake a trial. No further approval is required from DELWP and if Council chooses to proceed, it can utilise local laws to control the activity.

There is a history of travellers informally camping on the proposed site over the past several years. The Growing Winchelsea group report a moderate but important contribution to the town’s economy from this activity.

Winchelsea is not viewed as a visitor destination in the same light as the coastal towns of Torquay, Anglesea, Aireys Inlet and Lorne. However, its strategic position on a key inland tour route for those travelling further afield along the Great Ocean Road provides considerable scope for capturing travellers on their journey. This may be for a day or an overnight stop.

A key motivation for the Growing Winchelsea Inc. supporting this proposal is to encourage visitors to stop in Winchelsea and spend more time and money in the town.

The submission provided by Growing Winchelsea Inc. along with the petition to declare Winchelsea as RV friendly estimates that the ‘grey nomads’ or self-contained RV segment spend $82.50 on average per night.

The level of support from landowners in the area directly surrounding the proposed site is currently unknown. Additional consultation with those landowners would be required should Council decide to pursue the creation of a rest point further.

A Local Government Act section 223 engagement process requesting formal submissions may be required due to a change in designation of the land.

Environmental Implications:There is Basalt Peppercress growing in the area on the slopes of the Barwon River riverbank and the surrounding area near the riverbank. The species is listed as Endangered under the Commonwealth Environment Protection and Biodiversity Conservation Act 1999. (Federally listed). A Cultural Heritage Management Plan may be required as the proposed site is located next to a protected site and is within 200m of the Barwon River. The Corangamite Catchment Management Authority (CCMA) advise the area is a floodplain and estimate that the proposed area is regularly inundated (probably 1 in every 2 years).

Financial Implications:There is no provision in the 2015/ 2016 budget to create an RV Friendly Parking Area in Winchelsea. If supported, the proposal represents the provision of a new service not currently provided by Council.

Preliminary assessment indicates the set up cost could be from $65,500 to $82,000 and ongoing annual costs may be between $31,100 to $41,100.

Costs: Cultural Heritage Management Plan (may be required) $30,000 initial cost.

Initial construction / readying of site – gravel road, bollards, etc. $16,500 ($33,000 for asphalt) initial cost.

Maintenance costs to ensure the site was clean, tidy and useable $10,000 per annum.

Estimated staff costs for increased daily enforcement and response to complaints $20,000 - $30,000 per annum.

3. Note the Great Ocean Road Regional Tourism forum on 17th July to discuss the regional challenges and opportunities of freedom / RV camping.

4. Request a report on the consultation findings to be presented at a Council meeting by December

Editors Comments:While the Council recommendations can’t be disputed, the Financial Implications should be.

The initial construction (gravel or asphalt road, bollards, garbage and recycling bins) need to be challenged. Why aren’t they already in place for the benefit of residents and visitors?

The maintenance costs are already being expended. This is not a new service, but an extension of an existing service. One could argue that the repair of damage caused by hoons driving around and tearing up the grass (as happened last week), would not happen if RV visitors were present. We see more rubbish left by people picnicking and fishing than have ever been left behind by RV visitors.

The estimated staff costs for increased daily enforcement and response to complaints is also fictitious. How many call-outs have there been in the last 12 months? The Winchelsea Police are available and have stated that they are willing to attend if there are any sign of problems.

Winchelsea is not just a rest point for visitors to the Great Ocean Road region. We could capture travellers on their way both to and from Warrnambool, the great south west of Victoria, and the Coorong area of South Australia.

Blues NewsW.F.N.C. Football Report - Round 11

Coaches Corner Well after 10 rounds of football it has certainly been a challenging start to my tenure at the Club. Unfortunately the club experienced the departure of many senior players that put us on the back foot leading into the season with a really new group of players bought together to join the remaining 10 or so players from 2014.

We are just coming off our first win of the season against Corio which was much needed to give the players some reward for the effort they have put in over the preceding 5 months or so. Whilst it has been a tough start to the season I have really been proud of the player’s commitment to training which hasn’t wavered through these challenging times. Whilst the scoreboard hasn’t necessarily reflected positive results our last month of football has shown some good signs of improvement in the way we have been playing and competing against the top teams of the competition.

Another real positive for the Club has been the number of players that have been exposed to senior football this season and in particular our young local players. Kurt Berg & Zach Moules who came up from our Colts team of 2014 have played every

senior game and performed at a good consistent level whilst we have also played 6 of our current Colts players in Tyson Berg, Joe Price, Joe Wojtowicz, Kyle Clemmens, Bailey Kahle, & Caleb Brown. This senior exposure will provide valuable experience for these young players as they start their senior football careers and we look forward to all of the above players having great careers for the WFC.

We play Geelong West, Anakie and Thomson over the coming 3 weeks which are games we believe we can certainly compete in and if we get the process right we could get the rewards through a couple more wins prior to playing the top teams again to close out the season.

As a coaching group we remain extremely motivated and committed to developing and improving each individual that gets along to training and collectively developing our Club Culture and game plan over the remaining 8 games to ensure we end the season better than we started.

The coaches and players are extremely appreciative of the support provided by the local Winchelsea community and it is great to see the many faces at the club on a Thursday night for dinner or at the games.

Surf Coast Shire Council will seek community views from across the shire to test local willingness and capacity to invest in large infrastructure projects such as an aquatic and leisure centre.

The consultation process follows a report from the Surf Coast Aquatic and Leisure Centre Taskforce, which found that if Council was to build such a centre, it would cost around $29m upfront with $1m in annual operating costs.

Surf Coast Shire Council Mayor, Cr Margot Smith, said this would constitute a significant investment that would have implications for the whole Surf Coast community.

“Council acknowledges the community interest in a Surf Coast Aquatic and

Leisure Centre and the potential health and wellbeing benefits. The likely upfront cost of such a centre at more than $29m is significant for a community of Surf Coast’s size – to put that in perspective, Council’s 2015/16 capital works budget for all new infrastructure and infrastructure maintenance across the shire is just over $18m,” Cr Smith said.

“With these figures in mind, the project would result in a substantial impost on the whole Surf Coast community – be it through cutting other services or infrastructure, deferring projects or through special rates and levies depending on how the Victorian Government’s plan to cap council rate rises works.

“For these reasons, it is really important that there is wide community support

across the whole Surf Coast Shire if this project is to proceed.

“In 2014, Council promised to consult with the community on its willingness and capacity to fund such an investment – and we are now following through on that commitment.”

Council is now scheduling a series of community forums to be held across the shire, as well as a program of market research including telephone surveys to gauge a representative sample of community views.

“I encourage everyone to get involved in these forums, because the decision Council makes on this facility will have long-term implications for the whole Surf Coast community.”
