    SECTION 01 31 13 PROJECT COORDINATION

    PART 1 GENERAL

    1.01 RELATED WORK AT SITE

    A. General:

    1. Other work that is either directly or indirectly related to scheduled performance of the Work under these Contract Documents, listed henceforth, is anticipated to be performed at Site by others. a. PGE power feed to main switchgear. b. PGE disconnect of existing electrical facilities once new service is

    energized. c. Northwest Natural Gas pipeline installation.

    1.02 CH2MHILL-FURNISHED PRODUCTS

    A. Refer to Section 01 64 00, CH2M HILL-Furnished Products.

    1.03 UTILITY NOTIFICATION AND COORDINATION

    A. Coordinate the Work with various utilities. Notify applicable utilities and CH2M HILL prior to commencing Work, if damage occurs, or if conflicts or emergencies arise during Work.

    1.04 SPECIAL INSPECTION AND TESTING

    A. The International Building Code (IBC) requires that special inspections and testing be performed on certain structural elements of the Project. The Owner’s Representative will contract for or perform all onsite special inspections and testing required by the IBC. CH2M HILL is responsible for coordination and scheduling of special inspections. See Section 01 45 33, Special Inspection, Observation, and Testing.

    1.05 CLEANING OF PROCESS COMPONENTS

    A. Prior to turning over a process component CH2M HILL shall partially drain liquid and sludge from the various process components that are part of this Project, except as otherwise noted in the Specifications.

    B. CH2M HILL shall drain the process components to the extent possible under normal operating conditions in effect at the WRF at the time when the component is removed from service.

    C. Subcontractor shall be responsible for ventilating the spaces, emptying the tanks of any remaining process material remaining after CH2M HILL has completed the Work described in paragraphs above, hosing, pressure washing, and sanitizing all surfaces to make a safe and effective working environment for inspections and other specified work in process components removed from service to facilitate work by this Project.

    D. All cleaned surfaces shall be free of extraneous materials to facilitate inspections.

    1.06 FACILITY OPERATIONS

    A. Continuous operation of the Wilsonville WWTP is of critical importance. Schedule and conduct activities to enable existing facilities to operate continuously, unless otherwise specified.

    B. Perform Work continuously during critical connections and changeovers, and as required to prevent interruption of the WWTP’s operations. All materials and equipment (including emergency equipment) necessary to expedite the tie-in, shall be on hand prior to the interruption or shutdown of existing services or utilities. Under no circumstances cease work at the end of a normal working day if such actions may inadvertently cause a cessation of any facility operating process, in which case, remain onsite until necessary repairs are complete.

    C. When necessary, plan, design, and provide various temporary services, utilities, connections, temporary piping and heating, access, and similar items to maintain continuous operations of the facility.

    D. Do not close lines, open or close valves, or take other action which would affect the operation of existing systems or utilities, except as specifically required by the Contract Documents and after authorization by CH2M HILL. Such authorization will be considered within 48 hours after receipt of Subcontractor’s written request.

    E. Process or Facility Shutdown:

    1. Provide 7 days advance written request for approval of need to shut down a process or facility to CH2M HILL via the Special Plant Accommodation (SPA) form.

    2. Power outages will be considered upon 48 hours written request to CH2M HILL. Describe the reason, anticipated length of time, and areas affected by the outage. Provide temporary provisions for continuous power supply to critical facility components.

    F. Install and maintain temporary connections required to maintain operation. Sequences other than those specified will be considered upon written request to CH2M HILL, provided they afford equivalent continuity of operations.

    G. Do not proceed with Work affecting a facility’s operation without obtaining CH2M HILL’s advance approval of the need for and duration of such Work via the SPA process.

    H. Relocation of Existing Facilities:

    1. During construction, it is expected that minor relocations of Work will be necessary.

    2. Provide complete relocation of existing structures and Underground Facilities, including piping, utilities, equipment, structures, electrical conduit wiring, electrical duct bank, instrumentation, and other necessary items.

    3. Use only new materials for relocated facility. Match materials of existing facility, unless otherwise shown or specified.

    4. Perform relocations to minimize downtime of existing facilities. 5. Install new portions of existing facilities in their relocated position prior

    to removal of existing facilities, unless otherwise accepted by CH2M HILL.

    1.07 ADJACENT FACILITIES AND PROPERTIES

    A. Examination:

    1. After Effective Date of the Agreement and before Work at Site is started, CH2M HILL, Subcontractor, and affected property owners and utility owners shall make a thorough examination of pre-existing conditions including existing buildings, structures, and other improvements in vicinity of Work, as applicable, which could be damaged by construction operations.

    2. Periodic reexamination shall be jointly performed to include, but not limited to, cracks in structures, settlement, leakage, and similar conditions.

    B. Documentation:

    1. Record and submit documentation of observations made on examination inspections.

    2. Upon receipt, CH2M HILL will review, sign, and return one record copy of documentation to Subcontractor to be kept on file in field office.

    3. Such documentation shall be used as indisputable evidence in ascertaining whether and to what extent damage occurred as a result of

    Subcontractor’s operations, and is for the protection of adjacent property owners, CH2M HILL, and City of Wilsonville.

    1.08 REFERENCE POINTS AND SURVEYS

    A. CH2M HILL’s Responsibilities:

    1. Establish bench marks convenient to Work. CH2M HILL will provide benchmarks.

    2. Establish horizontal reference points or coordinate system with bench marks and reference points for Subcontractor’s use as necessary to lay out Work.

    B. Location and elevation of bench marks are shown on Drawings.

    C. Subcontractor’s Responsibilities:

    1. Provide additional survey and layout required to perform the Work. 2. Check and establish exact location of existing facilities prior to

    construction of new facilities and any connections thereto. 3. Maintain complete accurate log of survey Work as it progresses as a

    Record Document. 4. On request of CH2M HILL, submit documentation. 5. Provide competent employee(s), tools, stakes, and other equipment and

    materials as CH2M HILL may require to: a. Establish control points, lines, and easement boundaries. b. Check layout, survey, and measurement Work performed by

    others. c. Measure quantities for payment purposes.

    PART 2 PRODUCTS (NOT USED)

    PART 3 EXECUTION

    3.01 SALVAGE OF MATERIALS

    A. Requirements specified in Section 02 41 00, Demolition.

    3.02 CUTTING, FITTING, AND PATCHING

    A. Cut, fit, adjust, or patch Work and work of others, including excavation and backfill as required, to make Work complete.

    B. Obtain prior written authorization of CH2M HILL before commencing Work to cut or otherwise alter:

    1. Structural or reinforcing steel, structural column or beam, elevated slab, trusses, or other structural member.

    2. Weather or moisture-resistant elements. 3. Efficiency, maintenance, or safety of element. 4. Work of others.

    C. Refinish surfaces, with qualified workers, to provide an even finish.

    1. Refinish continuous surfaces to nearest intersection. 2. Refinish entire assemblies. 3. Finish restored surfaces to such planes, shapes, and textures that no

    transition between existing work and Work is evident in finished surfaces.

    D. Restore existing work, Underground Facilities, and surfaces that are to remain in completed Work including concrete-embedded piping, conduit, and other utilities as specified and as shown.

    E. Make restorations with new materials and appropriate methods as specified for new Work of similar nature; if not specified, use recommended practice of manufacturer or appropriate trade association.

    F. Fit Work watertight to pipes, sleeves, ducts, conduit, and other penetrations through surfaces and fill voids.

    G. Remove and replace specimens of installed Work for testing when requested by CH2M HILL.

    SECTION 01 31 19 PROJECT MEETINGS

    PART 1 GENERAL

    1.01 GENERAL

    A. CH2M HILL will schedule meetings throughout progress of the Work, prepare meeting agenda with regular participant input. CH2M HILL will conduct meetings, record minutes to include significant proceedings and decisions, and reproduce and distribute copies of minutes within 5 business days after each meeting to participants and parties affected by meeting decisions.

    1.02 PRECONSTRUCTION CONFERENCE

    A. Subcontractor shall be prepared to discuss the following subjects, as a minimum:

    1. Required schedules. 2. Bonds and insurance. 3. Sequencing of critical path work items. 4. Progress payment procedures. 5. Project change management. 6. Use of Site, access, office and storage areas, security and temporary

    facilities. 7. Submittal/RFI schedule and procedures. 8. Major product delivery and priorities. 9. Subcontractor’s safety plan and representative. 10. Subcontractor’s QA/QC plan. 11. Subcontractor staffing plan. 12. Outstanding issues.

    B. Attendees will include:

    1. Subcontractor’s Representative with Full Authority to make decisions on behalf of Subcontractor.

    1.03 PRELIMINARY SCHEDULES REVIEW MEETING

    A. As set forth in Section 01 32 00, Construction Progress Documentation.

    1.04 DAILY COORDINATION MEETINGS

    A. CH2M HILL will schedule regular progress meetings at Site (6:30 a.m.), unless otherwise directed by CH2M HILL, conducted daily to review safety, general work coordination, collection of daily reports, workforce for the day, and other matters needing discussion and resolution.

    B. Attendees shall include:

    1. CH2M HILL. 2. Subcontractor’s representative with full authority to make decisions on

    behalf of Subcontractor. 3. Others, as appropriate, as directed by CH2M HILL.

    1.05 PREINSTALLATION MEETINGS

    A. When required in individual sections or as directed by CH2M HILL, convene at Site prior to commencing the Work of that Section.

    B. Require attendance of entities directly affecting, or affected by, the Work of that Section or as directed by CH2M HILL.

    C. Notify CH2M HILL a minimum of 4 days in advance of meeting date.

    D. Unless provided in advance by CH2M HILL, provide suggested agenda to include reviewing conditions of installation, preparation and installation or application procedures, and coordination with related Work and work of others.

    1.06 FACILITY STARTUP MEETINGS

    A. Attend and participate in facility startup meetings.

    B. Attendees will include:

    1. Subcontractor’s representative with full authority to make decisions on behalf of Subcontractor.

    2. Subcontractor’s designated quality control representative. 3. Subcontractors and equipment manufacturer’s representatives whom

    1.07 SAFETY MEETINGS

    A. Monthly Mass Safety Meeting:

    B. Safety Committee Meeting:

    1. Subcontractor shall designate one craft level employee to participate in the Project’s Safety Committee.

    2. The committee shall meet monthly, or as directed by CH2M HILL, to conduct job wide safety audit, discuss pertinent safety concerns, or any other items deemed necessary for project safety.

    1.08 OTHER MEETINGS

    A. In accordance with Contract Documents and as may be required by CH2M HILL.

    3.01 EXECUTION PLAN

    A. The Subcontractor shall prepare, submit and present an Execution Plan of the work that describes at a minimum the following:

    1. What safety Risks are identified and how they will be mitigated through the course of the work in accordance with the FSI.

    2. Overview of the work and phases of the work. 3. Detailed description of the work in each phase.

    7. Coordination of other Contractors’ work needed to perform the work. 8. CH2M HILL assistance in specific areas of the work.

    B. CH2M HILL will determine if the Execution Plan will be required to be submitted prior to work being performed or in phases along with the level of detail required.

    SECTION 01 32 00 CONSTRUCTION PROGRESS DOCUMENTATION

    PART 1 GENERAL

    1.01 SUBMITTALS

    A. Informational Submittals:

    1. Subcontractor’s Supplemental Schedule: To be submitted to CH2M HILL within 30 days after Effective Date of Agreement.

    2. Project Schedule Update Report: Submit on a weekly basis, in conjunction with the weekly Schedule Progress Meeting.

    3. Initial Workforce Histogram (or Table): To be submitted to CH2M HILL within 30 days after Effective Date of Agreement.

    4. Actual Weekly Workhours Expended: To be submitted no later than Wednesday close of business following the end of the previous work week.

    5. Initial Quantity Installation Histogram: To be submitted to CH2M HILL within 30 days after Effective Date of Agreement.

    6. Planned Weekly Quantity Installation Report: The Subcontractor will provide planned quantity installation histograms and/or tables. These histograms will show the planned quantity installation, of a given unit of measure, on a weekly basis.

    7. Actual Weekly Quantity Installation Report: To be submitted no later than Monday close of business following the end of the previous work week.

    1.02 GENERAL DEFINITIONS

    A. Baseline Project Schedule: Developed by CH2M HILL. It is the basis for developing the Working Project Schedule.

    B. Supplemental Schedule: Developed by Subcontractor. It is directly related to the Baseline Project Schedule. Many detailed activities on Supplemental Project Schedule to One Activity on the Baseline Project Schedule.

    C. Working Project Schedule: Developed and maintained by CH2M HILL. The Working Project Schedule incorporates the Subcontractor’s approved Supplemental Schedule and is updated and used to track project progress throughout the duration of the project.

    D. Three-Week Look Ahead Schedule: Subset of Working Project Schedule. Contains activities 1 week prior to Data Date and 3 weeks after Data Date.

    E. Rules of Credit: Rules for taking physical progress on an activity, based on giving weighted value to different phases of work, while installing a given resource. (See Paragraph Quantity Reporting).

    F. Scheduling:

    1. CH2M HILL has developed a Baseline Project Schedule that Subcontractor shall comply with, along with all updates to this Baseline, for the overall direction of the Work. Subcontractor shall, within 30 days after award of the Subcontract, prepare and submit to CH2M HILL for approval a Supplemental Schedule showing the Baseline Project Schedule activities broken down into more detail. The Supplemental Schedule shall be developed on the Subcontractors scheduling tools. The output that is submitted back to CH2M HILL shall be a Bar Chart showing each of the Baseline Project Schedule activities. Under each one of the Baseline Project Schedule activities the Subcontractor shall show the detailed activities, which have been developed. The total duration of the detailed activities shall equal the duration of the Baseline Project Schedule activity. If the Subcontractor’s Supplemental Schedule is not acceptable CH2M HILL will notify the Subcontractor and provide comments on unacceptable items. The Subcontractor will make corrections and resubmit within 10 days of the notification. The review and revision process will continue until the Supplemental Schedule is accepted by CH2M HILL. After approval CH2M HILL will take the Supplemental Schedule and integrate it into the Baseline Project Schedule. From that point forward the schedule will be known as the Working Project Schedule. The Working Project Schedule will become the basis for measuring the Subcontractor’s progress and schedule compliance and will always be compared against the Baseline Project Schedule. If Subcontractor fails to submit a Supplemental Schedule within the time prescribed, CH2M HILL may withhold approval of progress payments until the Subcontractor submits the required Schedule.

    2. Subcontractor shall submit weekly to CH2M HILL actual progress information as required to allow CH2M HILL to update the Working Project Schedule. If, in the opinion of CH2M HILL, Subcontractor falls behind their activities contained in the Working Project Schedule, or any subsequent updates, Subcontractor shall take steps necessary to improve its progress, including those that may be required by CH2M HILL, without additional cost to CH2M HILL. In this circumstance, CH2M HILL may require Subcontractor to increase the number of workers and supervision, shifts, overtime operations, days of work and/or the amount of construction plant, and to submit for approval any additional supplementary schedule or schedules as deemed

    necessary by CH2M HILL to demonstrate how the approved rate of progress will be regained.

    3. Subcontractor shall participate in a weekly schedule meeting. This meeting will cover work completed during the previous week and the work to be completed in the next 3 weeks, following the meeting. Each week CH2M HILL will update the schedule and issue a 3-Week Look Ahead Schedule report, back to the Subcontractors. In preparation for the weekly meeting Subcontractor shall review and manually update the previous week’s 3-Week Look Ahead Schedule and be prepared to be an active participant in the meetings discussions. All Subcontractors, on-site, will participate in each weekly schedule meeting.

    4. Failure of Subcontractor to comply with the requirements of CH2M HILL under this clause shall be grounds for a determination by CH2M HILL that Subcontractor is not prosecuting Subcontractor’s Work with sufficient diligence to ensure completion within the time specified in this Subcontract. Upon making this determination, CH2M HILL may terminate Subcontractor’s right to proceed with Subcontractor’s Work, or any separable part of it.

    G. Schedule of Values:

    1. Subcontractor is responsible for developing a Schedule of Values (SOV) for use in Progress Payments on their Contract with CH2M HILL. In all cases, each item on the Schedule of Values must be directly related to activities on the Working Project Schedule, with the exception of Contract Document items. If other than a Contract Document item, the Subcontractor must be able to relate one activity (or a group of activities) on the Working Project Schedule, to one item on the Schedule of Values. In no cases, can one activity on the Working Project Schedule go to more than one item on the Schedule of Values. Subcontractor must submit their proposed SOV to CH2M HILL within 30 days after award of Subcontract. As a general rule, the SOV should match, as closely as possible, the activities on the Baseline Project Schedule. Each line item on the SOV will contain a value equal to the work being done. The aggregate of all items on the SOV shall equal the Contract Value.

    2. CH2M HILL will review the submitted Schedule of Values, for compliance with requirements on CH2M HILL Project Accounting Procedures. Any deviations will be negotiated with Subcontractor and resolved. At that point, CH2M HILL will enter the required CH2M HILL Accounting Code to each item on the Schedule of Values, approve and return to Subcontractor. Subcontractor will be required to submit the approved Schedule of Values as back-up to Subcontractor’s Monthly Payment Request. Each line item in the Schedule of Values, shall list the following: a. Item Description. b. CH2M Accounting Code. c. Total Qty and Value of Item. d. Total Qty and Value Earned as of Previous Payment Request. e. Total Qty and Value Earned as of this Payment Request. f. Period Qty and Value Earned for this Payment Request.

    3. The sum of each of the “value” columns shall equal the values shown on the Monthly Payment Request cover sheet. (i.e., Invoice).

    H. Change Management:

    1. Subcontractor will be responsible for reporting to CH2M HILL, on a bi-monthly basis, any pending changes that are not part of the existing scope in the Contract, between Subcontractor and CH2M HILL. This would include any items that arise out of RFI’s, DCN’s, Field Work Orders or any other source not mentioned. CH2M HILL will keep a running list of Pending Change items, as they work their way through the system to either become a Change Order or are mutually agreed upon, to be removed from the Change Management Log. Subcontractor will be responsible for estimating the value of each item and notifying CH2M HILL if the estimate changes. At a mutually agreed upon time and as the Change Management Log item is approved, the estimated amount will become the value that is transitioned into a Change Order.

    2. When multiple items on the Change Management Log are approved, within the same time frame, they will be combined to form a single Change Order. Each Change Management Log item will be listed separately on the Change Order and the total value of the Change Order will equal the sum of the Change Management Log items. When the Change Management Log item has been approved for transition into a Change Order, the item will be flagged. After the Change Order is actually issued, the item will be removed from the Change Management Log.

    3. As Change Orders are approved and become part of the Contract between Subcontractor and CH2M HILL, the Schedule of Values described under the previous section, will be revised by adding a line item for the Change Order. The Working Project Schedule will also be

    revised to show the new work being performed. If the Change Order or combination of Change Orders is of sufficient magnitude, there is a possibility that the Baseline Project Schedule will also be revised. This is at the discretion of CH2M HILL.

    I. Manpower Reporting:

    1. Within 30 days after the Subcontract has been awarded, the Subcontractor is responsible for submitting a manpower histogram showing the number of people the Subcontractor plans to have on site for the duration of the subcontract. The histogram should show the average number of personnel that the Subcontractor will have onsite, per month. For each month the Subcontractor shall describe the percentage of workers that are attributed to different types of work. An example of this would be if a subcontract was awarded to one Subcontractor for the yard pipe and excavation. In this example the histogram could show an average of 30 workers onsite for a given month. The Subcontractor must describe how many of the 30 workers will be working on earthwork and how many would be working on yard pipe.

    2. Each week the Subcontractor is required to submit a certified payroll to CH2M HILL showing the number of hours each individual, working for the Subcontractor, worked during the previous week. The certified payroll is due to the CH2M HILL Field office by 10 working days after the conclusion of any given work week. The certified payroll(s) would be required for the Subcontractor and any of their third-tier subcontractors. The certified payroll should include Staff and Workers. All in accordance with State of Oregon requirements.

    1.03 ADJUSTMENT OF CONTRACT TIMES

    A. Claims Based on Contract Times:

    1. Where CH2M HILL has not yet rendered formal decision on Subcontractor’s claim for adjustment of Contract Times, and parties are unable to agree as to amount of adjustment to be reflected in the Project Schedule, Subcontractor shall reflect an interim adjustment in the Project Schedule as acceptable to CH2M HILL.

    2. It is understood and agreed that such interim acceptance will not be binding on either Subcontractor or CH2M HILL, and will be made only for the purpose of continuing to schedule Work until such time as formal decision has been rendered as to an adjustment, if any, of the Contract Times.

    A. Scheduling Software is Primavera P6V7. All official project schedules to be created, maintained, and issued by CH2M HILL, exclusively.

    PART 3 EXECUTION

    3.01 DAILY DOCUMENTATION OF WORK

    A. Subcontractor is required, on a daily basis, to provide a daily report showing, at a minimum, the following:

    1. Manpower onsite listed by labor type and subcontractors. 2. Areas and activities where the work occurred and manpower/equipment

    assigned to each or as requested by CH2M HILL. 3. Equipment on site identifying used and not used or time used. 4. Deliveries of materials or equipment with quantities. 5. Safety issues, incidents, injuries, and near misses. 6. Weather conditions. 7. Materials installed and quantities. 8. Any change work that was active that day listed by Project Issue

    Directive number. 9. Work hours.

    B. CH2M HILL reserves the right, in its sole discretion, to require additional information be incorporated into the Daily Report. Signed Daily Reports must be provided to CH2M HILL by 8:00 a.m. the following business day.

    SECTION 01 33 00 SUBMITTAL PROCEDURES

    PART 1 GENERAL

    1.01 DEFINITIONS

    A. Authority Having Jurisdiction (AHJ): The permitting building agency but may be a federal, state, local, or other regional department or individual including building official, fire chief, fire marshal, chief of a fire prevention bureau, labor department, or health department, electrical inspector; or others having statutory authority.

    B. Subcontractor’s or Supplier’s Registered Design Professional: An individual representing the Subcontractor who is licensed to practice engineering as defined by the statutory requirements of the professional licensing laws in the state or jurisdiction in which the project is to be constructed.

    C. “Or-Equal” Items: Material or equipment proposed by Subcontractor that is functionally equal to that named and sufficiently similar so that no change in related Work will be required.

    D. Product Data: Product data are illustrations, standard schedules, performance charts, instructions, brochures, diagrams and other information furnished by the Subcontractor to illustrate materials or equipment for some portion of the Work.

    E. Samples: Samples are physical examples that illustrate materials, equipment, or workmanship and establish standards by which the Work will be judged.

    F. Shop Drawings: Shop Drawings are Drawings, diagrams, schedules, and other data specifically prepared for the Work by the Subcontractor, a Subcontractor at any tier, manufacturer, and supplier or distributor, to illustrate some portion of the Work.

    G. Submittals: Submittals are documents required by the Subcontractor to be submitted for review prior to installing the submitted components into the Work.

    1. Action Submittal: Written and graphic information submitted by Subcontractor that requires Engineer’s approval.

    2. Informational Submittal: Information submitted by Subcontractor that requires CH2M HILL review and determination that submitted information is in accordance with the Conditions of the Subcontract and project-specific requirements.

Deferred Submittal: Information in accordance with 2009 IBC Section 107.3.4.2 submitted by Subcontractor or Supplier for portions of final design that were not provided to the Agency Having Jurisdiction (AHJ) at the time of the permit application. a. Deferred Action Submittals: Action submittals prepared and

    stamped by Subcontractor’s or Supplier’s Registered Design Professional of systems, components, supports and anchorage that requires CH2M HILL’s review and determination that submitted information is in accordance with the Conditions of the Subcontract and project-specific requirements.

    b. Deferred Informational Submittals: Informational submittals prepared and stamped by Subcontractor’s or Supplier’s Registered Design Professional of systems, components, supports and anchorage that requires CH2M HILL’s review and determination that submitted information is in accordance with the Conditions of the Subcontract and project-specific.

    H. Substitution: A request for use of an alternative system or procedure which is materially different than shown in the documents that provides performance equivalent to what is shown in the documents.

    1.02 GENERAL

    A. Whenever an item of material or equipment is specified or described in the Contract Documents by using the name of a proprietary item or the name of a particular Supplier, the specification or description is intended to establish the type, function, appearance, and quality required.

    B. Unless the specification or description contains or is followed by words reading that no like, no equivalent, or no “or-equal” item or no substitution is permitted, other items of material or equipment or material or equipment of other Suppliers may be submitted for review.

    1.03 PROCEDURES

    A. Direct submittals to the following address, unless specified otherwise.

CH2M HILL will take this approved submittal registry as submitted by Subcontractor and implement into the master submittal registry to provide a tracking and scheduling control logic for said scope of work.

    C. Transmittal of Submittal:

    1. Subcontractor shall: a. Review each submittal and check for compliance with the

    Contract Documents. b. Stamp each submittal with uniform approval stamp before

    submitting to CH2M HILL. 1) Stamp to include Project name, submittal number,

    Specification number, Subcontractor’s reviewer name, date of Subcontractor’s approval, and statement certifying that submittal has been reviewed, checked, and approved for compliance with the Contract Documents.

    2) CH2M HILL will not review submittals that do not bear Subcontractor’s approval stamp and will return them without action.

    2. Complete, sign, and transmit with each submittal package, one Transmittal of Subcontractor’s Submittal form attached at end of this Section or in format approved by CH2M HILL.

    3. Submittal Numbering: a. Number all submittals as follows: (A)-(B).

    1) (A) equals Section Number. 2) (B) equals Consecutive submittal number for the Section

    Number listed in (A), with a revision suffix indicating the sequential review cycle of the submittal.

    D. Format:

    1. Package submittal information by individual section. Do not combine different sections together in submittal package, unless otherwise directed in Specification.

    2. Present in a clear and thorough manner and in sufficient detail to show kind, size, arrangement, and function of components, materials, and devices, and compliance with the Contract Documents.

    3. Index with labeled tab dividers in orderly manner.

    E. Electronic Submittals: Initial submittals shall be made in electronic format. CH2M HILL can assist in instructing the Subcontractor’s personnel to use the electronic submittal system at no additional cost to the Subcontractor.

    1. Each submittal shall be an electronic file in Adobe Acrobat Portable Document Format (PDF). Use the latest version available at the time of execution of the Contract Documents. Electronic files which contain more than 10 pages in Adobe Acrobat format shall contain internal book-marking from an index page to major sections of the document. PDF files shall be set to open “Bookmarks and Page” view. General information shall be added to each PDF file, including Title, Subject, Author, and Keywords.

    2. The PDF files shall be set up to print legibly at either 8-1/2-inch by 11-inch, 11-inch by 17-inch, or 22-inch by 34-inch.

    3. New electronic files shall be required for each resubmittal. 4. Each electronic file shall also include a copy of the Submittal

    Transmittal Form and completed Submittal Checklist. 5. Submittals shall be transmitted by uploading the PDF file of the

    submittal to the project SharePoint site. Submittal review comments will be transmitted back to the Subcontractor electronically via the project SharePoint site as well.

    6. Subcontractor shall provide authorization to reproduce and/or distribute each file as many times as necessary for the Project.

    7. Subcontractor shall include all costs for preparation and transmittal of electronic submittals in its bid, including all resubmittals and final record copies.

    8. Final Record Copies: After all initial and resubmittal information has been approved consolidate all information and responses to comments into one conformed record copy. Provide one electronic copy of the conformed record copy to CH2M HILL to verify incorporation of previously submitted data. Hard copies, number as required herein, that exactly match the final conformed electronic copy of the submittal will be submitted to CH2M HILL within 30 days of approval of the electronic copy.

    F. Timeliness: Schedule and submit in accordance Schedule of Submittals, and requirements of individual sections. Review of Submittals shall be prioritized in order to meet the needs of the Project Schedule. Subcontractors shall sequence submittals such that adequate time for review and procurement of materials is allotted for to meet the Project Schedule. Any deviations from the submittal sequencing (i.e., early submittals, late submittals, large unscheduled influx of submittals, etc.) may result in additional review time beyond the stated timeframes listed here.

    G. Processing Time:

    1. Time for review shall commence on CH2M HILL’s receipt of submittal. 2. CH2M HILL will act upon Subcontractor’s submittal and transmit

    response to Subcontractor not later than 30 calendar days after receipt, unless otherwise specified.

    3. Resubmittals will be subject to same review time. 4. No adjustment of Contract Times or Price will be allowed due to delays

    in progress of Work caused by rejection and subsequent resubmittals or if submittals were submitted late or for processing of deferred submittals by the AHJ.

    5. Subcontractor will be responsible for engineering costs related to the review of submittals that exceed one resubmittal.

    H. Substitution Requests: Subcontractor will notify CH2M HILL and organize a substitution preliminary review meeting prior to submittal of any information for the proposed work. Subcontractor will be prepared to fully describe the proposed substitution and demonstrate equal performance during the meeting. CH2M HILL will determine if the substitution may be submitted for final review. Substitution requests submitted for final review will be submitted on the Material or Equipment Substitution Request Form for review. After review CH2M HILL will notify Subcontractor if the substitution is Approved or Rejected. The Subcontractor will then provide submittals as required by the individual Specifications for Approved substitutions. All costs and schedule impacts resulting from failure to declare substitutions will be the responsibility of the Subcontractor.

    I. Resubmittal Preparation:

    1. Identify on the Submittal Transmittal Form that the submittal is a resubmission.

    2. Make and clearly identify any corrections or changes required by the CH2M HILL Engineer’s notations on the previous returned submittal.

    3. Respond to CH2M HILL Engineer’s notations: a. On the Submittal Transmittal Form, or on a separate page(s)

    attached to the Submittal Transmittal Form, answer or acknowledge in writing, all notations or questions indicated by CH2M HILL’s Engineer on the CH2M HILL Engineer’s response to the previous submittal.

    b. Identify each response by the corresponding question or notation number established by the CH2M HILL Engineer.

    c. If Subcontractor does not respond to each notation or question, CH2M HILL’s Engineer will return the resubmission without action. Additional resubmittals will be required until the Subcontractor provides a written response to all of the CH2M HILL Engineer’s notations or questions.

    J. Incomplete Submittals:

    1. CH2M HILL will return entire submittal for Subcontractor’s revision if preliminary review deems it incomplete.

    2. When any of the following are missing, submittal will be deemed incomplete: a. Subcontractor’s review stamp, completed and signed. b. Transmittal of Subcontractor’s Submittal, completed and signed. c. Insufficient number of copies.

    K. Submittals Not Required by the Contract Documents:

    1. Will not be reviewed and will be returned stamped “Not Subject to Review.”

    N. CAD Files:

    1. Suppliers/Vendors: Upon approval of equipment submittals, submit an electronic copy of the equipment drawings in “.dwg” format or otherwise convertible to “.dwg” format. Drawings shall be 2D and/or 3D, to scale, and an accurate representation of the supplied equipment. A “boilerplate” schematic with tabled dimensions is unacceptable.

    2. Subcontractors: Submit accurate and to-scale construction layout drawings in “.dwg” format or otherwise convertible to “.dwg” format. Drawings shall be 2D and/ or 3D, to scale, and an accurate representation of construction layouts. This includes any relevant construction layout, including equipment and piping layouts, concrete lift and pour sequence drawings, HVAC, electrical and anything else pertinent to the construction coordination of the project. Also, submit electronic equipment drawings for Subcontractor furnished equipment, as described for Suppliers/Vendors as specified above.

    O. Construction Work Packages: Subcontractor shall submit Construction Work Packages (CWP) prior to the work going to the field. CWP’s include a description of the work, a list of drawings and material as/equipment to be installed, reference documents (specifications, RFIs, P&IDs, standards, codes, etc.). The CWP’s should also include estimated manpower, scaffolding, and construction equipment requirements, safety, quality, subcontract administration, permitting, and regulatory requirements.

    1.06 DEFERRED SUBMITTALS

    A. Deferred submittals contain calculations and Drawings pertinent to building permitting requirements for systems, components, anchorage, bracing and similar items required by the building code and local jurisdiction or by technical specifications. Deferred submittals require manufacturer’s or Subcontractor’s design drawings and calculations or provide additional design or operational information on life-safety equipment such as fire alarms, smoke alarms, and related systems.

    B. Coordinate design criteria with criteria provided in technical sections, with Section 01 61 00, Common Product Requirements, and with criteria provided on the General Structural Note Sheets on the Drawings.

    C. Prior to installation of the indicated structural or nonstructural element, equipment, distribution system, or component or its anchorage, the Subcontractor shall submit the required calculations and supporting data and Drawings for review and acceptance by CH2M HILL. Additionally, with acceptance indicated on the CH2M HILL’s comment form for design criteria compliance, along with the completed submittal, shall then be filed by the Subcontractor and approved by the permitting agency prior to installation of these items. A list of deferred submittals is contained on the Drawings.

    D. Deferred submittals shall be submitted following all requirements for informational submittals.

    PART 1 GENERAL

    1.01 REFERENCE TO STANDARDS AND SPECIFICATIONS OF TECHNICAL SOCIETIES

    A. Work specified by reference to published standard or specification of government agency, technical association, trade association, professional society or institute, testing agency, or other organization shall meet requirements or surpass minimum standards of quality for materials and workmanship established by designated standard or specification.

    B. Where so specified, products or workmanship shall also meet or exceed additional prescriptive or performance requirements included within Agreement to establish a higher or more stringent standard of quality than required by referenced standard.

    C. Copies of standards and specifications of technical societies:

    1. Copies of applicable referenced standards have not been bound in these Contract Documents.

    2. Where copies of standards are needed by Subcontractor, obtain a copy or copies directly from publication source and maintain in an orderly manner at the Site as Work Site records, available to Subcontractor’s personnel, Subcontractors, City of Wilsonville, and CH2M HILL.
