    Grant Sub-Application Package for theHazard Mitigation Grant Program (HMGP)

    (FEMA-1994-DR-MA & FEMA-4028-DR-MA)This package has been developed to assist prospective Sub-Applicants in the preparation of Hazard

    Mitigation Grant Program (HMGP) Sub-Applications. The package outlines the specific information

    required for the State and Federal government to review proposed mitigation activities. While utilization of

    forms contained within this package is strongly encouraged, the Sub-Applicant may submit the requested

    information in any format it elects. By providing all of the information requested, the review process at the

    State and Federal levels may be significantly expedited.

    The Commonwealth has established Monday, April 2, 2012 as the HMGP Sub-Application deadline. AllSub-Applications must be received by (3:00pm) 04/02/2012 to be considered for possible funding. Sub-

    A. PROJECT LOCATION

    Attach a brief description of the project location. Include the name of the municipality and county,

    intersecting streets, and easily identified landmarks such as waterbodies and structures. Include

    the street address of the property, if applicable. For Planning Projects, provide a description of

    the jurisdictions (communities) involved in the planning proposal.

    The Spruces Mobile Home Park is located at 60 Main Street on the eastern end of

    Williamstown, Massachusetts adjacent to the North Adams City Line. The park is bounded

    to the south by Main Street (Mass Rt. 2), to the north by the Hoosic River, to the east by

    Paull Brook.

    level of most mobile homes, and while not a major threat to life and property will sometimes

    necessitate evacuation of the park.

    The much more dangerous type of flooding event occurs when, in addition to the nuisance

    flooding, the floodwall adjacent to the Hoosic River is overtopped. This allows high velocity,

    considerably deeper water to enter the park. Tropical Storm Irene resulted in this type of

    flooding, and caused widespread property damage. A full mandatory evacuation of the park

    was also conducted.

    C. SCOPE OF WORK (PROJECT DESCRIPTION)3

    A detailed scope of work (SOW) is a description all work required to implement the proposed activity

    and the associated cost and timeframes. Provide a complete and detailed description of the proposed

    project including the following:

    Describe the source of the hazards and risk to life, safety and improved property that you aretrying to solve

    Physical area to be affected by the proposed project

    For flood related projects please describe/discuss any potential upstream/downstream impacts ofproposed improvements

    Survey, Design & Engineering, Permitting, Bidding & Advertising, Construction, SitePreparation, Erosion Control, Utility Relocation/Re-connection, Direct Administrative Cost and

    Project Close-out

    Construction methods, including excavation or earth moving activities, if applicable

    If project is implemented, explain how it will reduce future damages

    How is the project an improvement over the existing conditions? (Maintenance & repair is notconsidered an improvement under this grant program)

    Describe how the project is consistent with the goals, strategies and recommended actionsoutlined in your FEMA-approved Multi-Hazard Mitigation Plan

    Describe how proposed project would address the existing conditions previously identified

    Indicate the level of protection to be provided (frequency or intensity of event to be mitigated;e.g. 100-year flood, 100 mph wind event, etc.)

    Explain level of public involvement in the decision to select the proposed project

    The pros and cons of the proposed project including: the social, political, administrative,technical, economic, legal and environmental ramifications of project.

    Explain why the proposed project was selected over the other alternatives (see section D.)

    Note: If the project is intended to protect a critical facility from flooding, the project should be designed to provide

    protection from a 500-year event. Critical facilities include generating plants, other utility lines, nursing homes, housingfor the elderly, fire and police stations, hospitals, and other facilities that provide public health and safety services.

    Scope of Work SummaryProvide description of the proposed project and work to be accomplished

    Proposed Project: Spruces Mobile Home Park: Acquisition and Mitigation

    Level of Protection: All events of any intensity.

    Describe the source of the hazards and risk to life, safety and improved property that you are

    trying to solve:

    The Spruces is a 225-unit Manufactured Housing Community (MHC) adjacent to the Hoosic River in

    Williamstown MA. Seven storms have exceeded moderate flood stage since recordkeeping began in

    1940. Four of the seven storms exceeded major flood stage. Most recently TS-Irene (DR-4028-MA)

    displaced 160 of the 180-day mobile homeowners, a 3-unit apartment building, and the park

    recreation center. Underground utilities in one third of the park are compromised beyond repair. The

    remaining 65 of 225 units are not sufficient for the park to remain economically viable.

    Physical area to be affected by the proposed project:

    The Spruces MHC is located on 115-acre assessors parcel 112-19 at 60 Main Street inWilliamstown MA 01267. Latitude 42.704452 Longitude -73.179517

    For flood related projects please describe/discuss any potential upstream/downstream impacts of

    proposed improvements:

    There are no identified negative potential upstream/downstream impacts of the proposed

    improvements. Project is intended to remove all structures and manmade improvements from the

    parcel and return it to its natural state. Only permitted re-uses will be allowed e.g. agriculture andrecreation. Flood storage capacity will be minimally increased.

    All residents will be relocated to decent, safe, and sanitary dwellings. No structures will be permitted

    Describe how the project is consistent with the goals, strategies and recommended actions

    outlined in your FEMA-approved Multi-Hazard Mitigation Plan:

    The Multi-Hazard Mitigation Plan identifies flooding at The Spruces as the #1 threat in

    Williamstown. The MHMP identifies only education and storm warning information as locally

    feasible strategies to minimize loss of life and property. This project exceeds the Plan goals by

    eliminating the threat.

    Describe how proposed project would address the existing conditions previously identified:

    All residents will be relocated to decent, safe, and sanitary dwellings. All existing structures will be

    removed and no new structures will be permitted on the site in accordance with the FEMA Model

    Deed Restriction.

    Indicate the level of protection to be provided (frequency or intensity of event to be mitigated;

    e.g. 100-year flood, 100 mph wind event, etc.):

    All events of any intensity.

    Explain level of public involvement in the decision to select the proposed project:

    The displaced and returning residents of The Spruces continue to experience high stress levels due to

    the uncertain future of the park. We have thus far avoided public discussion of this proposed project

    so as not to increase stress among the residents pending identification of a potentially feasible

    solution.

    It is expected that considerable community discussion will ensue among those who already

    appreciate the need for a resolution at the park and the broader community.

    Explain why the proposed project was selected over the other alternatives (see section D.):

    Proposed project eliminates all threats by relocating park residents at a lower initial cost and minimal

    maintenance costs. Alternatives 1 (elevation) and 2 (flood berm) limit protection against flooding to

    the design flood standard, and provide no protection against other threats. Flood proofing by

    elevating mobile homes is impractical due to the senior population of the park and the limited space

    available for the required HP ramps. Flood proofing by constructed berm is unlikely to be permitted.

    Both alternatives have significant maintenance burdens.

    D. PROJECT PHOTOGRAPHSPhotograph the project site. Digital photos are strongly encouraged. Also include photos of any

    structure or unique features likely to be impacted by the project. Note the position, direction, and date

    that the photo was taken on a drawing or sketch of the project site. The Sub-Applicant should also

    provide aerial photography of the project area.

    E. PROJECT MAPSProvide a site location map(s) that clearly identifies the proposed project. A United States Geological

    Survey (USGS) topographic quadrangle map or a detailed local road map is ideal for use as a location

    map. Provide the site location, including a north arrow, title, and legend from the original map on an 8-

    1/2 x 11 sheets. Additionally, Provide wetlands map or waterways (if applicable and available), roads,

    and other surrounding area should be noted. If applicable, identify adjacent community boundaries.

    Assessors maps are strongly encouraged for Acquisition/Relocation/Elevation projects only.

    Alternative #1: Floodproof All Existing Structures Level of Protection: Level of Protection: 100 Year Storm

    This alternative would raise all existing structures to an elevation at least one foot above the base flood elevation.

    Assume removal of all remaining mobile homes from their existing supports, construct new flood proof supportsystems at avg 6 feet high, reset mobile homes on new support structures, construct handicap accessible rampsto each mobile home, install flood/freeze proof water and sewer connections.

    Assume $40,000/ea x 225 $ 9,000,000.00

    Replace entire Park electrical distribution system, all above ground, overhead drops, meters on mobile homes

    $ 500,000.00

    Jack apartment house, extend foundation, reset @ reconnect.

    Alternative #2: Flood Protection System Level of protection: 100 Year Storm

    This alternative would construct a levee around the entire inhabitable portion of the park to an elevation sufficientto protect against the 100 year flood. The large diameter storm drain line which drains the Luce Road area and

    the Park would need to be fitted with a means to prevent high river water from flooding the park through thedrainage outlet. A pumping system would also be required to eject storm water.

    ProsProvides protection for homes and personal property in the event of a major floodingevent.

    ConsProhibitively expensive.The levee spanning a large portion of the floodway would undoubtedly increase water depth and velocity on otherarea. If fact, the project may not be permitable due to offsite impacts.Required footprint width of the levee may seriously reduce the number of usable mobile home lots.Highly reliant on mechanical systems (flood gates, pumps) to prevent flooding.In the event the levee failed during a flood event, the area inside the enclosure would equalize with the flood waterelevation at an extremely rapid rate, increasing chance of severe property damage and loss of life.

    H. WORK SCHEDULE

    Please provide a detailed work schedule and timeframe for the proposed project (attach a separate

    schedule or add additional lines as necessary below).

    Make sure work schedule allows for grant administration [contact execution, close-out, etc], final design

    and permitting, bidding and advertising, and unanticipated delays. Also consider construction season

    FEMA award/performance period may occur during non-construction season. Be conservative and

    request more time than you think you needyou will not be penalized for completing the project sooner

    than the requested performance period. FEMA allows up to a three year performance period fromthe date of grant award.

    J. PROJECT COST INFORMATIONA detailed line item budget/cost estimate including narrative that describes all anticipated cost associated

    with the Scope of work for the proposed project. Sub-Applicants are encouraged to be conservative

    when developing project cost estimates - grant award notification and ultimate project

    implementation/construction may be more than one-year after initial Sub-Application submission.

    The proposed project cost estimate should be as detailed as possible, including but not limited to all work

    required to implement the proposed mitigation activity:

    of measurement (SF, CY, LF, etc.), unit costs, etc. Sub-Applicants should provide the source of the

    estimate (e.g. documented local cost, bids from qualified professionals, published national or local cost

    estimating guides). Lump Sums should be avoided when possible.

    If in-kind contributions of labor or materials devoted to the project are being claimed as part of the

    grant match requirements, provide documentation of the basis for the valuation of the contributions.

    Appendix BHMGP Project review criteria

    HMGP Project Evaluation Criteria

    The proposals will be evaluated and prioritized by the State Hazard Mitigation Interagency Committeeand the State Hazard Mitigation Team according to the following criteria.

    1. The project application clearly describes the hazard/problem the proposed mitigation project isintended to address.

    2. Hazard Mitigation measure that, if not taken, will have a detrimental impact on the applicant, such

    as potential loss of life, loss of essential services, damage to critical facilities/infrastructure, and/oreconomic hardship.

    3. The proposed project clearly describes the solution to the hazard/problem. This includes a detailedscope of work, budget, and alternative analysis. The proposed project appears to be the mostpractical, effective, and environmentally sound alternative.

    4. Application describes how the proposed project will provide long-term hazard mitigation benefits.

    The level of protection that will exist after the project is implemented is clearly defined.

    5. The project application clearly demonstrates that the project is cost-effective-anticipated benefitsof the mitigation activity exceed the project costs. A well-defined Benefit-Cost Analysis (BCA) isprovided with relevant supporting documentation.
