NEGATIVE

Wants to rip healthcare away from millions Troy Balderson has made it exceedingly clear: if elected to Congress he will make it his mission to repeal the Affordable Care Act.1 Balderson doesn’t care that nearly 20 million people have gained insurance coverage because of this legislation,2 or that 700,000 Ohioans would lose healthcare if Obamacare’s Medicaid expansion were repealed.3 He only cares about doing what his corporate donors and party bosses in Washington D.C. tell him to. Ohio has had it with career politicians putting profit over people’s lives. The last thing we need is an ideological Congressman that will ignore us and play politics instead of fixing the problems faced by people in our district. Bad for businesses he doesn’t own For years, Troy Balderson made his living working at his family’s automotive dealership Balderson Motor Sales. That’s probably why he changed the system and rigged Ohio’s rules to favor auto dealers like himself. In the state legislature Balderson co-sponsored a bill to require Tesla to sell cars through existing dealerships in the state rather than to sell the vehicles directly themselves.4 Troy claims to be a free market conservative, but it’s clear that he is willing to rig the game and change the rules to be in his favor. The legislation was so bad that Tesla’s Vice President of Business Development even came out and said, "What the dealers are essentially trying to do ... in Ohio is create a monopoly. I fundamentally believe that's an un-American, an un-free market concept."5 Ohio cannot send another politician to Congress that will cheat the system and bend the rules to benefit his own pocketbook. Will ignore important problems Remember when Mexico was supposed to pay for the wall? Troy Balderson sure doesn’t. That’s why he wants to use your hard-earned tax dollars to fund construction of the wall, spending our money to address Mexico’s problems. Instead of being wise with our tax dollars and focusing on fixing our roads and bridges, Troy Balderson would prioritize spending taxpayer funds to pay for the wall.6 We need a Congressman that will focus on addressing the important problems plaguing our district, not one that will waste important resources on an ineffective wall thousands of miles away.

Terrible for our children Troy Balderson has received thousands of dollars from the company that failed thousands of children across Ohio – and so far, has refused to return a cent.7 Balderson took $10,000 in campaign contributions from ECOT Founder Bill Lager during his state legislature campaigns.8 That’s the same ECOT that caused the state to be overbilled $60 million for the 2015-2016 school year,9 inflated attendance by 9,000 students,10 and eventually closed due to extensive scandal.11 ECOT conducted widespread fraud in Ohio for years while politicians failed to hold them accountable. And it’s easy to understand how they got away with it for so long: campaign money.12 In addition to Troy Balderson, ECOT’s founder donated more than $2.1 million to the campaigns of Ohio politicians and political organizations over two decades:13 convincing politicians to abandon our children one dollar at a time. If Balderson can be bought by special interests in Ohio, why would we trust him to stay independent in Washington? Corporate sellout Troy Balderson is a corporate sellout that will put the needs of megadonors and special interest groups above those of the people in this district. Balderson has taken tens of thousands of dollars in campaign contributions from the oil and gas industry14 while helping pass multiple bills that make it easier for polluters to damage our environment.1516 Balderson was fine with drilling in the Wayne National Forest,17 supported lifting the crude oil export ban,18 helped reduce coal industry regulations,19 and even voiced opposition to Governor Kasich’s plan to responsibly tax fracking companies.20 If elected to Congress, Balderson will have no problem taking gigantic campaign contributions from corporate polluters and doing their bidding. His record in Ohio proves that he will put their interests before yours. We need an independent voice for the people of Ohio in Washington D.C., not another politician willing to sell us down the river to secure reelection. Religious fanatic Troy Balderson is a religious extremist who will force his beliefs on others. Balderson believes that all abortion should be illegal, and has written legislation that would ban abortions before some women

even realize they are pregnant If elected, Balderson will work to take away a woman’s right to choose, and who knows how far he will go from there? We can’t trust him in Congress.

Smartlinx report in Lexis indicated one traffic violation against William “Troy” Balderson. Balderson is listed as a defendant in a traffic violation in Licking County, Ohio (Case #: 12TRD05111-A). The case was filed 5/29/2013 by the Ohio State Patrol and was for speeding. The matter was disposed of through a plea of “waiver guilty.” Muskingum County, OH records indicated another speeding violation for William “Troy” Balderson Muskingum County, OH Case Search A search of the Muskingum County Clerk of Courts database for William “Troy” Balderson found one case hit for a traffic violation. Balderson’s 2018 campaign website stated that, “As a Christian, Troy believes life begins at conception and is 100% pro-life.”47

PARTIAL BIRTH BAN

Supported a 20-week abortion ban In December 2016, Balderson voted in favor of House Bill 493, otherwise known as the "Heartbeat" bill, as well as a separate senate bill that would ban abortions after 20-weeks. The ban was Kasich's 18th restriction on abortion rights since becoming governor of Ohio.48 The 20-week ban did not offer an exception to women who have been raped or are victims of incest, and said only women whose lives are at risk can have access to an abortion. The new restrictions will make it a fourth-degree felony for physicians who perform an abortion after the now-illegal 20-week mark. Up to an 18-month prison sentence awaits any physician convicted. The current law in the state prohibited abortions after 24 weeks, but made exception for the incidents involving rape, incest, or to save the mother's life. Only 145 of 2015’s 21,000 Ohio abortions occurred after 20 weeks.49

PLANNED PARENTHOOD DEFUNDING

Supported legislation to defund Planned Parenthood In February 2016, Balderson supported legislation to defund Planned Parenthood in Ohio. Balderson said, “In Ohio, life-affirming alternatives outnumber Planned Parenthood by a ratio of 21:1 including 200 community health clinics, 124 health districts, and 55 free clinics. In September 2009, Balderson penned an op-ed for the Coshocton Tribune criticizing the Humane Society. Balderson said, “The Humane Society of the U.S. aims to promote vegan lifestyles by reducing the consumption of animal products and encouraging replacing animal-based foods with plant-based foods. Unaffiliated with local nonprofit humane societies, HSUS is attempting to rule our farms by imposing stern mandates regarding livestock husbandry practices. As a vegan organization, HSUS' objective is to cripple livestock farmers, increase the cost of business and raze the family farms that have provided Ohio with quality goods for generations. If HSUS is allowed access to the helm of Ohio's agriculture by imposing unmanageable, inflexible mandates, our top industry will suffer irreparable damage.”52 A week after the publication of his letter, the Humane Society’s CEO replied by publishing an op-ed in the Zanesville Times-Recorder. In the op-ed, titled, “Voters will address animal welfare concerns if agriculture industry doesn't,” Michael Markarian said, “The HSUS is the nation's largest animal welfare organization, with more than 11 million supporters -- one of every 28 Americans, including 400,000 Ohioans. We work to protect dogs and cats, but also farm animals and wildlife, too. We have campaigns to combat animal cruelty, dog fighting and cockfighting, Canada's killing of baby seals and puppy mills. We maintain several sanctuaries for abused or abandoned animals, serve as the lead disaster relief agency for animals and operate a veterinary services program that provides no-cost services for tens of thousands of dogs and cats in rural regions throughout the country.”53

Co-sponsored legislation to stop the expansion of Tesla Motors in Ohio In March 2014, Balderson co-sponsored legislation to stop the expansion of Tesla Motors in Ohio, which had recently opened its first stores in Cincinnati and Columbus. Senate Bill 260 would have prevented auto manufacturers from selling cars directly to consumers without going through a licensed dealership first. The proposal would have allowed Tesla's two existing stores to continue to operate but prohibit the automaker from opening any other stores in Ohio. "What the dealers are essentially trying to do ... in Ohio is create a monopoly," Tesla Vice President of Business Development Diarmuid O'Connell said. "I fundamentally believe that's an un-American an un-free market concept."54 In April 2014, the Ohio Senate unanimously approved compromise legislation to allow Tesla Motors to operate three stores in Ohio while prohibiting any other manufacturer from selling vehicles directly to Ohio customers.55

Refused to return ECOT campaign contributions In May 2018, Balderson’s congressional campaign denied receiving any contributions from the Electronic Class of Tomorrow. The Columbus Dispatch noted that this was technically true, but that Balderson had received $10,000 from ECOT Founder Bill Lager during his state legislature campaigns: a $5,000 check in October 2010 and another in July 2015.56

Passed legislation to ease coal regulations In December 2011, Balderson had a bill signed by Gov. John Kasich that would make it easier for coal mines to apply for federal permits. He also sponsored another bill, which passed the House, that would designate the week of Labor Day as "Coal Miners Week" in Ohio.57

Supports drilling in the Wayne Natural Forest In January 2016, Balderson wrote to support drilling in the Wayne National Forest. Balderson said, “I am writing to express support for the development of private mineral leases in and adjacent to Wayne National Forest. Leasing and development of this land is a right of the private property owners that has been established by previous federal agency decisions. ... I urge that your office expedite a position decision on the Environmental Assessment, and that private mineral leases be allowed within Wayne National Forest."58

FRACKING

Received thousands from energy lobby In April 2012, Balderson reportedly received $3,000 in campaign contributions from the political action committee of Chesapeake Energy, or from lobbyists for Chesapeake.59 Opposed severance tax increase In January 2013, Balderson said he was opposed to increasing the severance tax. Gov. Kasich had proposed raising the severance tax, which was assessed on entities that extract Ohio's natural resources, such as timber, oil and gas, to 4 percent. Operators would pay a lower 1.5 percent rate for as long as two years to allow them to recoup start-up costs.60 Balderson noted that taking 4 percent off the top could chill the enthusiasm of companies entering into the Utica Shale play and slow down development just as it was picking up.61 Balderson said, "I'm pretty sure it will be a part of the tax package, and there

will be more hearings and discussion about it," he said. "We'll just wait to see what the Ohio House does with it before we take a look at it. I was in opposition to what the governor proposed. (Kasich) knows where (State Rep. Brian Hill, of Zanesville,) and I stand. We want (energy developers) to grow first, and we should let them before they are taxed. We can't forget about coal, which is still an important part of the discussion. Supported review of renewable energy standards in Ohio In February 2012, Balderson planned to introduce a bill next week to "evaluate" Senate Bill 221, which required electric utilities to supply 25 percent of their generation from alternative energy sources by 2025.65 Balderson, speaking at the Ohio Oil and Gas Association winter meeting, said “Times have changed since when we did 221.”66 Introduced bill to freeze renewable mandates In March 2014, Balderson introduced a bill to freeze Ohio’s renewable energy and energy efficiency requirements. Balderson’s legislation meant Ohio utilities would still have to meet a 4.2 percent benchmark to reduce customer energy usage by year's end. Supported drug testing and rehabilitation for Medicaid recipients In February 2010, Balderson was praised by a fellow legislator for helping move forward House Bill 440, which sought to create a drug testing and rehabilitation qualification within the Medicaid program.72 The bill required a person who received certain forms of Medicaid assistance and tested positive for illegal drugs or alcohol abuse to participate in a treatment program in order to continue receiving such assistance. If they tested positive and refused treatment, they would be ineligible for Medicaid for six months.73

Supported legislation to curtail collective bargaining rights In March 2011, Balderson voted for legislation to curtail public-employee collective-bargaining rights. Balderson supported SB 5, which passed the Senate by a 17-16 vote. Following the vote, a coalition of police and firefighter unions launched a radio-ad campaign intended to pressure lawmakers to oppose the bill. The legislation sought to limit what public employees could bargain for and ban all strikes by public workers. It also intended to eliminate binding arbitration for police and firefighters, who were already barred from strikes.76
