    The Circuit Attorney of the City of St. Louis, State of Missouri, upon information and belief,charges that

    Count 1: Theft/stealing (value Of Property Or Services Is $500 Or More But Less Than $25,000)(Class C FELONY) RSMo 570.030 FROM 4/4/2013 at 6:00 PM TO 4/4/2013 at 9:00PM Place: 1201 Clark (SCC 15021)

    The defendant, in violation of Section 570.030, RSMo, committed the class C felony of stealing,

    punishable upon conviction under Section 558.011 and 560.011, RSMo, in that on or about April 4,

    2013, in the City of St. Louis, State of Missouri, the defendant appropriated U.S. currency of a value ofat least five hundred dollars, which property was owned by the Office of the Treasurer of the City of St.

    Louis, and the defendant appropriated such property without the consent of Office of the Treasurer of

    the City of St. Louis and with the purpose to deprive it thereof.

    PROBABLE CAUSE STATEMENT

    DATE: April 19, 2013

    I, Richard Metz, a law enforcement officer for the City of St. Louis, State of Missouri, knowing that falsestatements on this form are punishable by law, state that the facts contained herein are true.

    1. I have probable cause to believe that William Gean Draper, a White Male DOB: XX/XX/76 Age: 37,committed one or more criminal offense(s). Count 1: Stealing (Class C FELONY) RSMo 570.030

    2. The facts supporting this belief are as follows:

    Defendant was employed as a parking lot attendant for the Office of the Treasurer of the City of St.Louis. On the above dates, Defendant was assigned to work the parking lot at 1201 Clark. After the lotwas full and closed for the night, Defendant allowed additional cars to park in the lot. Defendant did notgive passes to the parkers but charged each parker $20. Defendants actions were captured on videoand observed by officers conducting surveillance. Defendant did not turn the money in to the TreasurersOffice but kept it for himself. Defendant took over $500 without the consent of the Treasurers Office oneach date. When interviewed, Defendant denied ever allowing cars to park without a pass and said healways followed office procedures.
