Three-pronged approach of law enforcement, prevention and education. The ICAC was given powers of arrest, detention and granting bail. Hong Kong was transformed from a graft ridden city into one of the cleanest places in the world.
The ICAC is independent of the Hong Kong Civil Service.
ICAC model adopted in New South Wales (Australia), then Indonesia and South Korea. In all the places, ICAC worked as an effective deterrent to corruption.

“The scope of the Lokpal Bill is different, people’s problems are different. If you want to give your children an education, it has no relationship with the Lokpal Bill. If you don’t get water, it has nothing to do with the Lokpal Bill”.
People for their problems will come to the representative of their constituency and not go to Lokpal Bill!!!!

If we wish to maintain democracy not merely in form, but also in fact, what must we do? The first thing in my judgment we must do is to hold fast to constitutional methods of achieving our social and economic objectives. It means we must abandon the bloody methods of revolution. It means that we must abandon the method of civil disobedience, non-cooperation and satyagraha.
When there was no way left for constitutional methods for achieving economic and social objectives, there was a great deal of justification for unconstitutional methods. But where constitutional methods are open, there can be no justification for these unconstitutional methods. What can be done by the citizens…
We need to strengthen and encourage…
a core, though tiny, of civil servants, advocates, judges - who are role models; of the young political generation which is honest and more committed; of enlightened groups in the private sector; and of strong and vibrant civil society groups.
