Grass-root level of corruption

Page 8: Will Lok Pal Bill Be Panacea for Banishing Corruption

More than half of all the bribes were paid to get the work in time !

Page 9: Will Lok Pal Bill Be Panacea for Banishing Corruption

91% of reported bribe demands originate from government officials in India.

Page 10: Will Lok Pal Bill Be Panacea for Banishing Corruption

…and what kind of corruption are we discussing about?

The kind that all of us indulge in - locally every once in a while?

Paying small bribes to clerks, traffic cops, asking that uncle or aunt for that sifarish somewhere? Instant gratification of selfish needs at both ends. Most of us are responsible…

Or big Parallel economy, swiss money, hawala, benami deals…

Dream of India (Bharat)

The dream of India as a strong nation will not be realised without self-reliant, self-sufficient villages, this can be achieved only through social commitment & involvement of the common man." - Anna Hazare

Learnt from Swami Vivekanand

ultimate motive of human life should be service to humanity. Striving for the betterment of common people is equivalent to offering a prayer to the God.

The Hong Kong Model PRIOR to 1974, Hong Kong was one of the most corrupt cities in the world.

ICAC formed after people’s protests to eradicate corruption.

Three-pronged approach of law enforcement, prevention and education. The ICAC was given powers of arrest, detention and granting bail. Hong Kong was transformed from a graft ridden city into one of the cleanest places in the world.

The ICAC is independent of the Hong Kong Civil Service.

ICAC model adopted in New South Wales (Australia), then Indonesia and South Korea. In all the places, ICAC worked as an effective deterrent to corruption.

“The scope of the Lokpal Bill is different, people’s problems are different. If you want to give your children an education, it has no relationship with the Lokpal Bill. If you don’t get water, it has nothing to do with the Lokpal Bill”.

People for their problems will come to the representative of their constituency and not go to Lokpal Bill!!!!

Ambedkar’s Anarchy speech to Constituent Assembly….one of the option…..

If we wish to maintain democracy not merely in form, but also in fact, what must we do? The first thing in my judgment we must do is to hold fast to constitutional methods of achieving our social and economic objectives. It means we must abandon the bloody methods of revolution. It means that we must abandon the method of civil disobedience, non-cooperation and satyagraha.

When there was no way left for constitutional methods for achieving economic and social objectives, there was a great deal of justification for unconstitutional methods. But where constitutional methods are open, there can be no justification for these unconstitutional methods. These methods are nothing but the Grammar of Anarchy and the sooner they are abandoned, the better for us. -Bhim Rao Ambedkar

What can be done by the citizens…

Page 38: Will Lok Pal Bill Be Panacea for Banishing Corruption

We need to strengthen and encourage…

a core, though tiny, of civil servants, advocates, judges - who are role models; of the young political generation which is honest and more committed; of enlightened groups in the private sector; and of strong and vibrant civil society groups.
