    For years upon decades, the OOH industry relied on Daily Effective

    Circulations as its only audience measurement system

    DECs are traffic counts multiplied by a load factor to

    determine how many people, ages 18+, traveled by a billboard.

    This gave us a pretty accurate 18+ measurement, but provided

    no demographic data

    This meant that OOH could not be entered into planning

    systems (such as IMS) by media planners

    NOT GOOD!
