Resa A Dimino Director of Public Policy

Policies that Drive Recycling of Packaging and Printed Products

September 15, 2014

Summary

Introduction to NAPCOR

The Problem

Why do we need recycling policy?

NAPCOR & Recycling Policy

2

Introduction to NAPCOR

NAPCOR is the trade association for the PET packaging industry in the United States and Canada

53 members encompass all parts of the PET value chain from resin production to end of life/recycling

NAPCOR’s priorities are to:

– Promote the introduction and use of PET packaging

– Facilitate PET recycling

– Communicate the attributes of the PET container as an environmentally sustainable package

The Problem: A Macro View

Recycling rates are stagnant

5

The Problem: Demand for rPET Content & Reclamation Capacity Exceeds Supply

6

Number of Plants in the US

Reclamation Capacity (Billion Lbs)

US PET Bottles Collected* (Billion Lbs)

2009 18 1.247 1.444

2010 19 1.465 1.557

2011 23 1.755 1.604

2012 27 2.025 1.718

*Includes bottles currently exported

The Problem: PET Recycling & Utilization Rates Illustrate Declining Bale Yield

7

The Problem: PET Industry Perspective

Industry efforts to date have not moved the needle

– More than $2 billion invested in PET recycling capacity

– Industry has invested or leveraged hundreds of millions in pilot and demonstration projects to increase collection

• NAPCOR alone has spent or leveraged $100 million

8

The Problem: The US is Lagging in PET Bottle Recycling

9

PET Bottle Recycling Rate

US 30%

Canada ~60%

Europe 56%

Why do we need recycling policy?

To increase supply of recycled PET!

– Universal access to recycling with incentives for participation

– Bring resources into the system to improve collection, processing

– Broad application of best practices

– Consistent resources for education, outreach and promotion

Increasing availability of rPET will stabilize the market

10

NAPCOR & Recycling Policy

“NAPCOR is opposed to the repeal of existing PET supply generating initiatives… unless they are replaced by initiatives that are equally effective, immediate, and sustainable”

“NAPCOR will review new and developing supply generating initiatives and legislation on a case-by-case basis”

11

NAPCOR Recycling-Related Policy Positions*

Disposal Bans

– Supported legislation in NC, WI, MA

Beverage Container Deposits

– Supported California AB2020

– Opposed repeal of VT Deposit Program

Recycled Content

– Supported laws in CA & OR, legislation (proposed) in NJ

* Note: List may not be complete

12

NAPCOR Recycling-Related Policy Positions*

Design for Recycling

– Support NC Regulation of Plastic Bottles Containing Degradable Additives

Recycling Financing Mechanisms

– FL Advanced Disposal Fee

– NJ Tip-Fee Surcharge

* Note: List may not be complete

13

Reality Check

For plastic packaging, there is NO sustainability without recycling!

There is no post consumer plastic recycling without public policy!

There is no such thing as a polymer so environmentally beneficial it can just be thrown out!

14

Thank you!
