1. Scope

This guideline covers the requirements associated with environmental air quality and odours, including dust, smoke and other substances which constitute visual pollution. It applies to all instances where the air quality outside the site boundaries is affected by the Company's operations and may lead to complaints, legal claims or action by statutory authorities. For general issues related to environmental effects, refer WHSE Guideline WHSE-CG-075.

2. Objectives

To ensure that environmental air quality and odours are assessed, monitored and controlled to ensure compliance with statutory requirements and avoid adverse impact on neighbours, the community and the environment.

3. Definitions

Exceptional Event As per the Commonwealth National Environment Protection (Ambient Air Quality) Measure, and for the purpose of monitoring environmental air quality, this means a fire or dust occurrence that adversely affects air quality at a particular location, and causes an exceedance of 1-day average air quality standards in excess of normal historical fluctuations and background levels, and is directly related to:

• bushfire;

• jurisdiction authorised hazard reduction burning; or

• continental scale windblown dust.

Class 3 Indicators Extremely hazardous substances due to their carcinogenic, mutagenic, teratogenic, highly toxic or highly persistent characteristics. Prevention of Pollution Refer definition in WHSE Guideline WHSE-CG-063.

4. Issues to be Addressed

Please Note This section of the WHSE Guideline needs to be expanded and further developed by users into a full operational procedure. This is done by incorporating details to reflect your company’s structure, work process and local circumstances; legislative and other requirements; and technical details from publications and guidance notes. Assistance with developing procedures is available from Management Systems Australia. The major issues to be addressed in this guideline are as follows:

4.1. New Facilities and Modifications

The expected air quality and odour impact of all new development projects (refer WHSE Guideline WHSE-CG-030) and modifications (refer WHSE Guideline WHSE-CG-031) shall be assessed during the design phase, and control measures to minimise that impact shall be incorporated in the design.

4.2. Discharges to Air

The output of any process which affects or has the potential to affect air quality shall be monitored by means of inspections, instrumentation, etc. to ensure it does not generate adverse effects. Refer WHSE Guideline WHSE-CG-060. Local conditions (e.g. prevailing winds) shall be taken into account when determining monitoring points, locations and methods. Where required, control measures to reduce air quality adverse effects shall be taken. This may include relocating the source of air pollution, treatment of emissions, use of stacks, etc. Where applicable, responsible managers shall be advised that for the purpose of reporting compliance against PM10 and PM2.5 1-day average air quality standards, Exceptional Events (refer definition in Section 3 above) need to be taken into consideration, including where appropriate, excluding data affected by such events. In jurisdictions where it is required (e.g. Victoria), an action plan shall be developed to reduce emissions to air of Class 3 indicators to the Maximum Extent Achievable (MEA). The process for the management of Class 3 Indicators shall include the following:

• identifying and documenting of Class 3 emissions (sources and amounts);

• determining the MEA for each emission;

• assessing options for improvements;

• developing an Action Plan for reductions; and

• submitting the plan to the EPA for review and approval and agreeing with the EPA on a time table for actions.

In NSW, the ‘Approved Methods for the Sampling and Analysis of Air Pollutants in NSW’, as revised in August 2005 (refer section 8.6 below), shall be used for sampling and analysis of air pollutants, including:

• pollutant emissions from stationary sources;

• pollutant emissions from motor vehicles;

• components in and properties of petroleum products; and

• pollutants in ambient air.

In addition, arrangements shall be in place to comply with the more stringent emission standards which may apply if non-standard fuels are used for equipment, plant and machinery. In jurisdictions where this is applicable (e.g. New Zealand), all or part of discharge permits may be transferred, provided that:

• the transfer is for the site for which the permit is granted;

• a regional plan allows the transfer;

• the transfer does not worsen the actual or potential effect of any discharges on the environment;

• the transfer does not result in any discharges that contravene a national environmental standard;

• if the discharge is to air, and a national environmental standard applies to a discharge to air, both sites are in the same air-shed as defined in the standard.

4.3. Emissions to Air Hierarchy of Management

To the extent that it is reasonable to do so, the hierarchy of management for dealing with emissions to air, shall be in the following order of preference:

• Firstly - avoid (e.g. using technology that avoids air emissions);

• Secondly - recycle (e.g. re-using air emissions in another industrial process);

• Thirdly – minimise (e.g. treating air emissions before disposal);

• Fourthly - manage (e.g. locating a source that releases air emissions in a suitable area to minimise the impact of the air emissions).

4.4. Control of Burning

To prevent air pollution, prior to any burning, the following shall be considered:

• Whether the material can be dealt with in any other way in accordance with the waste management hierarchy of controls (refer WHSE Guideline WHSE-CG-063);

• Whether the material is suitable for disposal by burning;

• Whether the material is wet;

• Wind direction and other weather conditions.

Burning shall be monitored and at the completion of the burning, responsible personnel shall ensure the fire is out (refer WHSE Guideline WHSE-CG-045). Operations in New Zealand shall have in place arrangements to ensure compliance with the New Zealand National Environmental Standards related to air pollution. This shall include arrangements to prevent:

• burning of tyres in the open;

• bitumen burning for road maintenance (refer WHSE Guideline WHSE-CG-107);

• burning of coated wire in the open;

• burning of oil in the open;

• landfill fires;

• school/healthcare incinerators (unless approval is obtained from the appropriate authority);

• new high temperature hazardous waste incinerators (existing incinerators are exempted); and

• operations of wood burners, unless they conform to the Standard’s requirements in relation to particle emission limits, thermal efficiency, etc.

Managers shall be advised that in NSW, in certain circumstances burning for the purpose of bushfire hazard reduction is exempt from the provisions related to the control of burning. Where required by legislation (e.g. ACT), arrangements shall be in place to ensure that timber that has been painted or chemically treated is not sold or used as firewood.

4.5. Prevention of Pollution from Ships

Arrangements shall be in place for all ships to ensure compliance with the prevention of air pollution requirements, including:

• the use of fuel oil with a sulphur content of no more than 4.5%;

• meeting the limits set on sulphur oxide and nitrogen oxide emissions from ship exhausts; and

• preventing any deliberate emissions of ozone depleting substances.

In addition, the master and owner of a ship shall report to the authority any damage to the ship that may affect the ship's compliance with the prevention of pollution requirements.

4.6. Incidents and Public Complaints

Instances of odour or poor air quality, or complaints related to such instances, need to be thoroughly investigated and dealt with. Refer WHSE Guidelines WHSE-CG-006 and WHSE-CG-014.

4.7. Instrumentation

For requirements related to instruments used for the measurement of emissions to the environment, refer WHSE Guideline WHSE-CG-060.

5. Responsibilities of Personnel

The following personnel should assume the primary responsibility for the activities covered by this guideline:

• WHSE Manager

• Environmental Specialists (if required)

• Engineering Manager
