Après avoir débuté sa carrière en tant qu’avocate au barreau de Luxembourg, Martine Reicherts l’a poursuivie au sein des institutions européennes à partir de 1984. Elle y a occupé les fonctions de chef de cabinet adjoint de 1995 à 1998 auprès de Jacques Santer, Président de la Commission européenne, et de porte-parole de la Commission de 1998 à 1999. De 2003 à 2007, Martine Reicherts a dirigé l’Office Infrastructures et logistique Luxembourg, puis, entre 2007 et 2015, l’Office des publications en tant que directrice générale.

En septembre 2015, Martine Reicherts a pris les fonctions de directrice générale Education et Culture auprès de la Commission européenne.

Ms. Sari Artjoki Head of European

Commission Representation in Finland

Sari Artjoki was appointed as Head of the European Commission Representation in Helsinki as from 1 September 2015.

Sari Artjoki has worked as the Acting Head of the European Commission Representation in Finland for almost three years. Before that she has held the post of Press and Media Officer in the Helsinki Representation since May 2012. Prior to this appointment she has served in various Directorates-General of the European Commission, most recently in the Directorate-General for Health and Consumers.

She holds a Master of Arts degree from the University of Helsinki.

Mr. Stefan Kapferer

Deputy Secretary-General

Mr. Stefan Kapferer was appointed Deputy Secretary-General of the OECD on October 6, 2014. He will be promoting the OECD’s work specifically in the areas of Human and Social Capital, Skills Strategy, SME’s and Local Development, Gender Strategy, Health and Inequality, and the Centre for Entrepreneurship.

Prior to joining the OECD, Mr. Kapferer, a German national, was State Secretary at the German Federal Ministry for Economic Affairs and Energy. He was responsible for the Department of Industrial Policy, the Department of External Policy, the Department of innovation and ICT as well as the Department of Small and Medium Sized Companies’ Policy.

He previously served as State Secretary at the Federal Ministry of Economics and Technology, where he was responsible for the Department of Energy, the Department of European Affairs, as well as for human resources and budget.

Mr. Kapferer was also State Secretary at the Federal Ministry of Health and the Ministry of Economics, Labour and Transport of Lower Saxony.

Mr. Kapferer holds a Diploma in administrative science from Konstanz University. After graduating, he contributed to the research project at the Treuhandanstalt, an agency responsible for the privatization of the former German Democratic Republic state property.

Mr. Andreas Schleicher

Director for the Directorate for Education

and Skills and Special Advisor on Education

Policy to the Secretary-General

Andreas Schleicher is Director for Education and Skills, and Special Advisor on Education Policy to the Secretary-General at the Organisation for Economic Co-operation and Development (OECD) in Paris.

As a key member of the OECD Senior Management team, Mr. Schleicher supports the Secretary-General’s strategy to produce analysis and policy advice that advances economic growth and social progress. He promotes the work of the Directorate for Education and Skills on a global stage and fosters co-operation both within and outside the OECD. In addition to policy and country reviews, the work of the Directorate includes the Programme for International Student Assessment (PISA), the OECD Survey of Adult Skills (PIAAC), the OECD Teaching and Learning International Survey (TALIS), and the development and analysis of benchmarks on the performance of education systems (INES).

Before joining the OECD, Mr. Schleicher was Director for Analysis at the International Association for Educational Achievement (IEA). He studied Physics in Germany and received a degree in Mathematics and Statistics in Australia. He is the recipient of numerous honours and awards, including the “Theodor Heuss” prize, awarded in the name of the first president of the Federal Republic of Germany for “exemplary democratic engagement”. He holds an honorary Professorship at the University of Heidelberg.

Stanislav Štech is a Deputy Minister for Education, Youth and Sports of the Czech Republic. He also holds the position of Professor in pedagogical psychology at Charles University in Prague and is active in scientific and educational boards both in the Czech Republic and abroad. From 2003 to 2015, he served as vice-rector for development at Charles University in Prague. His research activities cover school socialization, teaching profession, relationships between school and family, and school psychology.

Since 2004, he has also focused on education policy. He is the author of three books and a hundred of articles and research studies. In 2011, the French Government awarded him the Order of Academic Palms for distinguished academics.

Mr. Ashok Sharma has been Ambassador of India in Helsinki (also concurrently accredited to Estonia) since 6th September, 2014.

Mr. Sharma did his Graduation in Economics and Statistics followed by Master of Business Administration from University of Delhi in 1978. After working briefly in State Bank of India, he joined the Indian Foreign Service in 1981. First Advisor to the Minister

Michel Lanners, 49, got appointed in 2010 as first advisor to the minister of national education, children and youth.

In this function today, he is coordinating the general affairs of the ministry as well as the international relations department where he represents Luxembourg in the Education committee at the OECD.

Before he got appointed first adviser in the ministry he was responsible for the department of innovation and pedagogical research where he represented Luxembourg for 9 years at the OECD in the CERI Governing board and in the PISA Governing board.

Hekia Parata has been Minister of Education since 2011. As a believer in the transformative power of education, she is committed to ensuring every young New Zealander gets a better education.

She grew up in Ruatoria and is of Ngāti Porou and Ngāi Tahu descent.

Hekia’s classroom education was enriched by a hard-working family with high expectations.

She completed an MA in Māori and New Zealand History at the University of Waikato and has worked successfully in both the private and public sector, including at the New Zealand Embassy in Washington, DC.

Hekia and her husband live in Wellington and have two daughters.

Mr. Gao was born on 22 March 1961. He was the Education Consul of the Consulate General of China at Auckland, New Zealand from 2005-2010.

Following that, he was the Office Director of China’s Education TV station for 5 years. In July 2015, he took up his new post as the First Secretary of the Embassy of the People’s Republic of China in Finland.

She coordinates activities related with funds for the subsequent financial perspective, international relations, and works on the new free textbooks for primary schools.

1991-2007: she was a teacher at local school.

2007-2010: she worked at the Polish Ministry of Education, in the Department for Structural Funds, where she was responsible for monitoring educational projects financed with ESF, and held the function of system projects’ manager.

September 2010 - January 6th 2014 – she worked at the Centre for Education Development (ORE), initially as a coordinator of the project on pedagogical supervision (until the end of 2012) and next as ORE deputy director responsible for the realization of system projects of the Polish Ministry of Education financed with ESF, including projects on the implementation of the core curriculum, pedagogical supervision, teacher training, electronic textbooks and the Scholaris educational resources portal.

During her leisure time she likes bike riding. She is married and has three children.

PhDr. Romana Kanovská was born on 19 August 1971 in Žilina. In 1996 she graduated from the Faculty of Natural Sciences and Faculty of Philosophy of the Comenius University in Bratislava, specialization teaching of biology and philosophy. Between 1998 and 2003 she taught as a high school teacher at high schools in Bratislava.

Between 2004 and 2008 she worked in the State Pedagogical Institute as a specialist and as a deputy director in the field of measuring results in education, and she prepared the New concept of school-leaving exam and introduction of Nationwide testing of pupils in grade 9. Between September 2008 and March 2015 she managed the National Institute for Certified Educational Measurements (NÚCEM), state organization directly managed by the Ministry of Education, Science, Research and Sport of the Slovak Republic. She was responsible for process of nationwide measurements (external part of the school-leaving exam, Testing of grade 9 pupils, and Testing of grade 5 pupils) and international measurements (PISA, TALIS, TIMSS, PIRLS).

Between 2010 and 2015 she was the main manager of national projects co-financed by the ESF sources, operational programme Education. Within the project „Increase of quality of education in primary schools and high schools applying the electronic testing“ she introduces electronic testing into education process as a new modern form of electronic school leaving exam and electronic Testing 9.

Since 2008 she has been representing the Slovak Republic on international level as a member of the Executive Board OECD PISA and member of the Executive Board IEA. She also represents the Slovak Republic as a member of the Committee of Participating Countries OECD TALIS.

Program Director for the Education World Forum

Gavin Dykes is Program Director for the Education World Forum which has taken place annually since 2004, and which brings together Ministers of Education and senior representatives to share experience and debate policy challenges and practice. In recent years between 75 and 95 ministers have attended each Education World Forum event. In 2014 and 2015 Gavin was also Program Director for the Asian Summit on Education and Skills which takes place in India.

He is also Co-founder and Chair of Education Fast Forward, a charity

focused on improving understanding among and between education’s stakeholders through global discussions and debates using an innovative blend of technologies and social media to bring participation within the reach of as wide a group of stakeholders as possible.

Gavin also holds a range of additional roles and consultancy that broadly support innovation in education and the use of technology for learning. His clients have included the OECD, the World Bank, UNESCO, governments and commercial corporations. For example, in June 2014 he chaired the OECD’s ministerial meeting in Japan to launch the OECD’s Teaching and Learning International Survey publication. In 2012 Gavin was lead author for the UNESCO Publication, Mobile Learning for Teachers in Europe.

Gavin started working life as a Civil Engineer, then moved into teaching in further and higher education. Following innovative initiatives in which, for example, he and his students worked with the Football Association Premier League to develop support in learning for young professional footballers, he was being invited to work on secondment to the English Government. After his secondment, Gavin set up his own company to support his work on encouraging learner voice, designing, stimulating and researching digital innovation, reporting on international developments and organizing, chairing and presenting international events.

Mr. Heikki Mannila

President of the Academy of Finland

Heikki Mannila received his Ph.D. in computer science in 1985 from the University of Helsinki. After some time at the University of Tampere and various researcher positions, in 1989 he was appointed a professor of computer science at the University of Helsinki. He was a visiting professor in the Technical University of Vienna in 1993 and a visiting researcher at Max Planck Institute for Computer Science in Saarbruecken in 1995-96. He moved to Microsoft Research in Redmond in 1998, came back to Finland to Nokia Research in 1999, where he stayed until the end of 2001.

Since 1999 he is a professor of computer science at Helsinki University of Technology (currently Aalto University). In 2004-2008 he was an academy professor.

In 2009-2012 he was vice president for academic affairs and deputy president at Aalto University, a new university formed by the merger of Helsinki University of Technology, Helsinki School of Economics, and University of Art and Design Helsinki.

In 2012 Heikki Mannila was appointed the president of the Academy of Finland. The Academy of Finland provides funding for scientific research in all disciplines, handling over 4000 applications per year, of which about 15 % are funded, and with a yearly budget of over 400 million euros.

Heikki Mannila is the author of two books and over 190 refereed articles in computer science and related areas. His specific area of interest is in algorithms for data analysis, and applications in science and in industry. The book ”Principles of Data Mining”, with David Hand and Padhraic Smyth, is available also in Chinese and in Polish. He received the ACM SIGKDD Innovation award in 2003 and the IEEE ICDM research contributions award in 2009.

Paul Collard is the Chief Executive of Creativity, Culture and Education (CCE) an international foundation dedicated to unlocking the creativity of children and young people in and out of formal education.

CCE was originally established to design and support the delivery of the Creative Partnerships programme in England which ran from 2002 to 2011. With a budget of around $70 million each year, it was able over the period to work with more than 5000 schools, well over a million young people and around 90,000 teachers. The success and impact of the programme attracted considerable international attention and CCE now supports the delivery of programmes modelled on Creative Partnerships across a wide range of European countries including Norway, Lithuania, Holland, Germany, the Czech Republic, and Hungary.

Within the United Kingdom, it is advising the Arts Council of Wales and the Welsh Government on a £20 million Arts and Creative Learning Plan which was launched in March this year, and is delivering training, seminars and workshops in most local authorities in Scotland on behalf of the Government agencies Education Scotland and Creative Scotland. Beyond Europe, CCE has been running Creative Partnerships programmes in Karachi and Lahore, Pakistan, and has provided training for teachers and artists in countries as diverse as Taiwan, Vietnam, Western Australian, Qatar and Tunisia. In 2011, CCE was the recipient of the World Innovation Summit on Education (WISE) award for its outstanding contribution to innovation in world education.’

Fred van Leeuwen became EI General Secretary during the Constituent Congress of Education International in January 1993. He was since re-elected by EI's World Congresses (July 1995, Harare; July 1998, Washington D.C.; July 2001, Jomtien; July 2004, Porto Alegre; July 2007, Berlin; July 2011, Cape Town and Ottawa 2015). A former teacher in the Netherlands, he joined the Algemene Bond van Onderwijs Personeel (ABOP - now AOb) in 1973 and became responsible for its international affairs in the late 70s.

Fred van Leeuwen was elected General Secretary of the International Federation of Free Teachers' Unions (IFFTU) at its World Congress in Panama in 1981. He held this post until the IFFTU and the World Confederation of Organisations of the Teaching Profession (WCOTP) formed the Education International in 1993. Education International today comprises about 400 unions in more than 170 countries and territories, thus representing 30 million teachers and education employees in education institutions from early childhood to university.

Fred van Leeuwen also serves as Vice-President of NOVIB, the Netherlands Organisation for International Development Cooperation (Oxfam Netherlands) and was Chair of the Council of Global Unions between 2005 and 2009.

The innovation ecosystem around the university has grown into a major hub for student-driven entrepreneurship.

During her scientific career, Tuula Teeri was a pioneer of forest industrial biotechnology and the development of biomimetic materials. She is a member of the Royal Swedish Academy of Sciences, Royal Swedish Academy of Engineering Sciences, and Technology Academy Finland.
