The two richest Canadians have the same amount of wealth as the poorest 30 per cent of the country combined, according to the report. The Oxfam report says the wealth of billionaire business- men David Thomson and Galen Weston Sr. equals that of about 11 million Canadi- ans. Oxfam used Forbes' billionaires list that was last published in March 2016 to make its headline claim. According to the Forbes list, Microsoft founder Gates is the richest individual with a net worth of $75 billion. The others, in order of ranking, are Amancio Ortega, the Spanish founder of fashion house Inditex, financier War- ren Buffett, Mexican business magnate Carlos Slim Helu, Amazon boss Jeff Bezos, Facebook creator Mark Zuckerberg, Oracle's Larry Ellison and Bloomberg, the former mayor of New York. Oxfam outlined measures that it hopes will be enacted to help reduce the inequality. DAVOS - In signs of rising income inequal- ity, India's richest 1% now hold a huge 58% of the country's total wealth - higher than the global figure of about 50%, a new study showed on Monday. The study, released by rights group Oxfam ahead of the World Eco- nomic Forum (WEF) annual meeting here - which is attended by the rich and powerful from across the world - showed that just 57 billionaires in India now have same wealth ($216 billion) as that of the bottom 70% population of the country. Globally, just eight billion- aires have the same amount of wealth as the poorest 50% of the world population. The study said there are 84 billionaires in India, with a collective wealth of $248 billion, led by Mukesh Ambani ($19.3 bil- lion), Dilip Shanghvi ($16.7 billion) and Azim Premji ($15 billion). The total Indian wealth in the country stood at $3.1 trillion. MELBOURNE - A five-year-old Sikh boy has been denied school en- rolment in Australia for wearing turban as it does not align with its uniform policy, despite a landmark ruling in 2008 against a private institute on the issue. "It is disappointing that my son has been forced to abandon his religious practices and identity to access education in Melbourne's Melton Christian College (MCC)," Sagardeep Singh Arora was quoted as saying by the SBS TV. "We have lodged a claim with the Victorian Equal Opportunity and Human Rights Commission (VEOHRC). I believe having a common school uniform is important in promoting school identity and integration," Arora said. "Students should be able to wear their significant religious symbols and articles of faith. It's immoral for a school not to allow students to practise their beliefs." Given the long history of the Sikh community in Australia, Arora said it's disappointing that they still struggled with issues such as this. "While practising our religious beliefs, we wish to show an expression of solidarity with the wider Australian community," he added. PUNJAB ELECTIONS 2017 WHO WILL WIN FROM LAMBI? DEEPAK OBHRAI: LET'S GETIMMIGRATION RIGHTCALGARY - The Conservative Party Leadership Candidate DeepakObhrai has released his vision for Canada's immigration policy."Immigration is a necessity to build a prosperous Canada, as hasalways been the case" stated Obhrai. "It is still possible to be pro-immigration and to be conservative." Obhrai continued, "We shouldnot change what has been effective over the last 10 years in regardsto what we are doing to attract new immigrants, or how we areselecting them, however we should be more careful with how wespend money on newcomers once they are here." He added, "WhenI arrived forty years ago, I did not rely on the government to settleand integrate. Today, I am a proud product of Canada, and as such Iquestion the need to spend $1 billion in settlement costs."OBHRAI'S IMMIGRATION POLICYRE: General Immigration* Settlement costs for general immigrants will be cut (except forrefugees), freeing up $1 billion dollars.* The selection process should be based on skills that Canada needs;* The robust security system already in place should continue;" Annual immigration targets should be of 275,000, madeup of skilled and semi-skilled workers.* There will be a new category of low skilled workers, capped at10,000, to be selected based on a lottery system;* Those holding student visas will be fast-tracked to permanentresidence. This will ensure a steady growth for our economy,* The reliance on temporary foreign workers (TFWs) should bereduced, and only labour shortages should be filled with TFWs;TFWs cannot and should not increase our economy;* The family reunification category will be maintained;* We already have face to face interviews when issues are flagged. This has been the most effective and cost efficient way, as imple-mented by the previous Conservative government;RE: VISITORS* Immigration officers abroad are already screening visitors fromcountries that misuse our immigration system, through the grantingof tourist visas. To add another unnecessary layer to this existingprocess will be a huge burden to tax payers.RE: REFUGEES* There needs to be a move away from government sponsorship toprivate-sponsored refugees. This will ensure a speedier settlementand integration process for newcomers;* Government-sponsored refugees who rely on settlement fundswill be expected to reimburse any settlement costs used when theyare in a favorable position.* The government should move away from the United Nations sys-tem of recognizing refugees and implement a Canadian-made pro-tocol; this needs to change so as to avoid a repetition of the currentplight of the Yazidis and accommodate such future instances ofsupport;* Funding for refugee camps needs to be improved, as increasing ourrefugee intake does not address the global refugee issue;* All potential immigrants and refugees will be provided with a bookletthat speaks of our human rights principles and our Charter of Freedomswhen their visas are issued. At present a booklet highlighting this is onlyissued to permanent residents on track for citizenship.

Uncertainty looms as Punjab heads for triangular contestsBY JAIDEEP SARIN

With no end to feud, Mulayam-Akhileshlook for life beyond the 'cycle'

BY MOHIT DUBEY

With just over 20 days to go for crucial assembly elections inPunjab, political uncer tainty looms over the frontier state on theissue of who will assume power post-March 11, once the resultsare declared. The reason for this is that Punjab, for the first time, iswitnessing triangular contests in most of the 117 assemblyconstituencies.Traditional rivals, the Shiromani Akali Dal-Bharatiya Janata Par ty(BJP) combine and the Congress, are not only fighting each other, but are aware of the political challenge being posed by the latestentrant on Punjab's political tur f -- the fledgling Aam Aadmi Par ty(AAP). As of today, none of the par ties seems to have the edge, even though each one of them claims to be heading for a clear, andeven sweeping, majority in the February 4 election. Not surpris-ingly, in this uncer tain period, a rather unusual question is beingasked: "Will Punjab end up with a hung assembly?"Till about a year ago, the AAP had made formidable inroads in thestate and opinion polls even suggested a massive win. But a lot haschanged since then. After seemingly peaking at the wrong time, theAAP star ted imploding politically from June last year. Thus, thepar ty is fighting two battles -- one with the Akali Dal-BJP andCongress, and the second one within itself.Allegations of corruption in allotment of tickets, accusations ofimmoral activities of some leaders, lack of any big leader fromPunjab who could be projected as the par ty's face, and internalrumblings about "outsiders" -- mainly leaders from Delhi, UttarPradesh and other states -- running the AAP show in Punjab at thecost of local leaders, have all taken a toll on the par ty.In the past six months, there has been an exodus of state anddistrict level leaders from the fold. But top par ty leaders like ArvindKejriwal, Sanjay Singh, Durgesh Pathak and others are upbeatabout AAP repeating a "Delhi-type political magic in Punjab" whenit won 67 of the 70 assembly seats in the 2015 assembly polls.Things are not too tidy either with the ruling Akali Dal-BJP allianceor the main opposition par ty -- the Congress, which believes it ison an upswing. The Akali Dal-BJP alliance, which has been inpower in the state since 2007 for two consecutive terms, is aimingfor a third stint. Akali Dal president and Punjab Deputy Chief

Minister Sukhbir Singh Badal is out to once again deploy hisstrategic skills which, in the 2012 assembly election, broke thefive-year Akali-Congress cycle of governments. But his par ty facesanti-incumbency of the past decade, charges of corruption, andcriticism that the financial health and clout of the ruling Badalfamily -- headed by 89-year-old Chief Minister Parkash Singh Badal-- has been multiplying at the cost of the state. There also allegations of the Badals patronising drug car tels andother mafias in money-spinning businesses like sand mining, infrastructure, transpor t and cable TV, et al. In this background, it isnot surprising that the Congress, led by former Chief Minister

Amarinder Singh, feels it has an edge over its opponents. Not all, however, is hunky-dory for the par ty. It is facing rebels who couldrock its boat. While accepting discarded leaders from the Akali Dal,BJP and AAP into its fold ahead of the elections, the Congress hasended up making things more complicated for itself in the matter ofticket allocations. The party, which, going by Amarinder Singh'sown statements, wanted to allocate tickets to candidates sixmonths in advance, has failed to provide a complete list even amonth before the polls. All the three major players are charting adifficult and uncer tain course, leaving the voters a tad confusedabout which is the lesser evil.

Attempts at striking some sort of a patch-up or compromise between thewarring factions of the ruling Samajwadi Party (SP) having almost failed, both sides are now reconciled to a future of 'ekla chalo' (walk alone).Sources say that the factions of party chief Mulayam Singh Yadav andhis son, Chief Minister Akhilesh Yadav, are bracing for "any eventuality",particularly in a situation where the Election Commission of India (ECI)frees the party's cycle symbol. While political and constitutional experts opine that Mulayam Singh Yadavis better placed in his claim for the symbol and that he is likely to get itsince the SP constitution clearly spells out in section 14, that only thenational president can call a convention, the numbers -- both of the law-makers in the state assembly and party delegates seem to be stacked inAkhilesh Yadav's favour. With uncertainty persisting and sources telling both sides that "to playsafe" the poll panel might freeze the cycle symbol, both parties are scout-ing for "acceptable brands" as their future vehicle to power. While theAkhilesh Yadav camp is learnt to have "conclusively decided" on themotorcycle as the symbol for its Akhil Bharatiya Samajwadi Party (ABSP),the Mulayam Singh Yadav group has opened talks with the Lok Dal thatwas founded by the late Prime Minister and farmers' leader ChowdharyCharan Singh in 1980 -- and to which the SP patriach once belonged.Mulayam Singh Yadav had contested the 1985 assembly polls on the LokDal's 'hal jotata kisan' (farmer ploughing a field) symbol as its state unitpresident. The Lok Dal had then won 87 seats and Mulayam Singh Yadav

was made the Leader of Opposition in the assembly. The SP's AmarSingh and Shivpal Singh Yadav have already held parleys with the LokDal leadership and the two sides have reportedly been engaged in talkson a larger canvas, a source confirmed. Chowdhary Sunil Singh, thenational president of Lok Dal, confirmed that the SP leaders were incontact said that he would be more than happy to accommodate MulayamSingh Yadav in the party fold if the situation so arose."Mulayam Singh ji is one of the founder members of the Lok Dal and alsothe flag bearer of the legacy of Charan Singh. It is sad that his very ownson and party men have treated him so shabbily. We are more than happyto have Neta ji amid us, if it so happens" Sunil Singh said. In the eventu-ality of the SP symbol being frozen or going to Akhilesh Yadav's group, the elder Yadav in all likelihood will soon have a home-coming and fieldcandidates on the Lok Dal's symbol. Mulayam Singh Yadav was up-staged by his estranged cousin and Rajya Sabha member Ram GopalYadav and son on January 1 in a coup of sor ts at a convention andAkhilesh Yadav was anointed the new boss.He has, since then, termed the convention both illegal and unconstitu-tional and has refused to accept any resolution it passed. in that conven-tion. The convention had, by a voice vote, removed Mulayam Singh Yadavas the national president, appointed him a mentor, elevated AkhileshYadav as the new party chief, expelled Rajya Sabha member Amar Singhfrom the party for six years and sacked Shivpal Singh Yadav.Six rounds of talks between the warring factions have failed and aresigned-to-fate Mulayam Singh Yadav has made it amply clear thattalks of bringing them together have failed. He also accused RamGopal Yadav of moving ahead to split SP to see his MP son anddaughter-in-law saved from the CBI which is probing their link in themulti-crore Yadav Singh scam. Yadav Singh was the chief engineer ofNoida Authority and son and daughter-in-law of Ram Gopal Yadavwere on the board of directors of one of the front shell companies thetainted engineer had floated. Mulayam Singh Yadav has also allegedthat his cousin has held four meetings with BJP president Amit Shahto save his son, in return for which he will engineer a split in the SP.Mulayam Singh Yadav has, however, declared that he will not let thesplit happen, nor will he surrender the par ty symbol.

While the Akhilesh Yadav camp islearnt to have "conclusively decided"on the motorcycle as the symbol forits Akhil Bharatiya Samajwadi Par ty(ABSP), the Mulayam Singh Yadavgroup has opened talks with the LokDal that was founded by the latePrime Minister and farmers' leaderChowdhary Charan Singh in 1980 --and to which the SP patriach oncebelonged. Mulayam Singh Yadav hadcontested the 1985 assembly pollson the Lok Dal's 'hal jotata kisan'(farmer ploughing a field) symbol asits state unit president. The Lok Dalhad then won 87 seats and MulayamSingh Yadav was made the Leader ofOpposition in the assembly.

JUSTIN TRUDEAU MEETING PEOPLE IN GREATER NAPANEE AND THANKED MP MIKE BOSSIO FOR HIS HOSPITALITY.

Trudeau faces ethics probeover Bahamas tripOTTAWA (Reuters) - Canada's ethics watchdog is investigat-ing whether Prime Minister Justin Trudeau violated conflict ofinterest laws by taking a New Year's vacation on an island inthe Bahamas owned by the Aga Khan, the first such probe of asitting prime minister.Trudeau has faced repeated questions from the opposition abouthis trip to Bell Island, the Aga Khan's private island, which sitsin a national park in the Bahamas. He said last week that hehad flown there by private helicopter. In a letter to a Conserva-tive lawmaker dated Jan. 13, Mary Dawson, the federal conflictof interest and ethics commissioner, said she has "commencedan examination" to determine whether Trudeau's trip contra-vened the Conflict of Interest Act.The probe could hur t Trudeau, who has high ratings even as theLiberals have been dogged by spending controversies, includ-ing his health minister's use of a luxury car service owned bya par ty suppor ter. "Unethical actions are definitely a hot buttonfor voters," said Duff Conacher, co-founder of DemocracyWatch. "I think it will cause him to lose voter suppor t as aresult." The last Liberal government, ousted in 2006, was tar-nished by a sponsorship scandal involving corruption and mis-direction of funds to suppor ters in Quebec. In a bid to recon-nect with voters, Trudeau scrapped a trip to this week's WorldEconomic Forum in Davos and embarked on a cross-countrytour instead. "I think the tour is too little too late," said Conacher. In the letter, Dawson acknowledged concerns about potentialbreaches related to the use of the private helicopter, as well asTrudeau's acceptance of the trip in light of the Aga KhanFoundation's lobbying of the government.Ethics rules introduced by Trudeau in 2015 bar governmentministers from taking private flights without getting Dawson'sapproval. A Trudeau spokesman said the prime minister willanswer any of Dawson's questions. A spokeswoman for theethics commissioner did not immediately comment. Trudeauis facing a separate probe into fundraising by his Liberal Par ty,but an examination into the trip would be the first such investi-gation of a prime minister, said Conacher.Aga Khan is the title held by the leader of the Ismaili branch ofShi'ite Islam. The current Aga Khan, Prince Shah Karim AlHusseini, is a Trudeau family friend. The Aga Khan FoundationCanada is a registered lobbyist with the government and executivesmet with government officials as recently as December.
