Edith “Edie” Mary Sawyer, 65, of Dudleyville and lifelong resident of Arizona, went to be with our heavenly father on Feb. 13, 2016. She was born on Sept. 9, 1950 in Havre, Montana and attended school in Hayden and Kearny, where she graduated in 1969. Mrs. Sawyer worked a variety of jobs, from gatekeeper at the landfill to driving over the road as a truck driver, and even real estate agent; but, her happiest job was being a wife and mother. She is preceded in death by her husband, Raymond “Ray” James Sawyer. She leaves behind her children, Bonnie (Scott) Cowan of Phoenix, John Sawyer of St. Johns, Lawrence (Rebekah) Sawyer of Mesa, Jacob Sawyer of Dudleyville and Leon (Rochelle)

Kearny Police Report According to state law, there are two methods by which police may arrest suspected offenders. The suspect may be physically taken into the department and booked into jail, or the arresting officer may write a citation and release the suspect to appear in court later. All suspects are presumed innocent until proven guilty in a court of law. Only criminal citations are listed. All damages are estimates.Feb. 15 Three citizen assists with a resident who fell and needed assistance.

Feb. 16 Animal complaint concerning barking dogs on the 300 block of Danbury. Extra patrol was requested on the 400 block of Danbury. A suspicious vehicle was reported at the Kearny Airport. Citizen assist in reference to a civil matter.Feb. 17 A family dispute was reported on the 100 block of Griffin. Citizen assist with a request for fingerprinting.Feb. 18 Fire call concerning a natural gas leak on 400 block of Jamestown.Feb. 19 Agency assist with a report of rocks blocking roadway on Hwy 177 south of Kearny. A neighborhood disturbance was reported on the 200 block of Jamestown.Feb. 20 Copper Basin Railway requested a check on the railroad for possible spikes on the track. Christina Coryell, 20 of Kearny, was arrested for assault. She was cited and released. Suspicious person report concerning two subjects jumping the fence near the Ray High School Office. Fire call with a report of a possible fire near the water tanks.Feb. 21 Criminal damage was reported at La Cantina. Animal complaint concerning dog at large on 400 block of Jamestown. Citizen assist at Hubbard Park with request to unlock bathrooms. During the period of Feb. 15 to Feb. 21 there were eight ambulance runs and one information report.

Communities in Arizona that are incorporated are required to provide public safety services in accordance with Arizona state law. Town governments are also required to balance a budget and ensure that their communities are clean and meet the basic operating requirements. When a community is not incorporated those public safety requirements including health, safety and general administration are passed onto the county that they are located in. Communities in the Copper Corridor have long struggled to afford the highest quality police force. Low salaries and remote locations often deter experienced police officers to consider a career in a rural area. Oftentimes smaller towns and cities can attract a new officer straight out of the academy but once they gain experience they quickly move on to another department

Time, effort in place for planning of a regional police forcethat can offer more specialized positions and more money. Occasionally rural communities also bring on officers that may have hit a bump in the road during their public safety career which can sometimes be a good move for the officer and the community or sometimes it back fires on the elected body who ratified that new hire. There truly isn’t a gauge to say what is deemed enough public safety. For most rural towns it is the number one concern and the cost for police and fire services will consume seventy five to eighty percent of their overall budget. Do small towns need 24/7 police coverage? Is full time dispatching needed? Can departments share supplies, resources and officers? Those are the questions that local elected officials are asking as they begin the process of determining of forming a regional police force. The concept is not something that has been done in Arizona before, but as budgets continue to shrink and the tax base decreases in the Corridor, local leaders are aggressively looking at combining efforts to develop a regional police force. The consideration of the regional department all started when the communities of Kearny, Hayden and Mammoth needed to hire new police chiefs. Mammoth had studied the opportunity of contracting with Pinal County Sheriff’s Office but that did not pan out. Department of Public Safety, Lt. David Blue was on his second stint as interim chief at the Town of Kearny when the idea of developing a regional department came to be. The discussion was brought up at the Four Mayors Meeting and the research began. Lt. Blue is still employed by DPS but is the interim Chief for the Towns of Kearny, Hayden/Winkelman and Mammoth. In his service as interim chief to these

departments, he has been instrumental in helping each department organize their office, inventory all equipment and supplies, ensure the security of the armory and vehicles for the department while ensuring that customer service improves in each department. These organizational aspects of each department will

The No. 6-seed Ray girls’ basketball team handily defeated No. 11-seed Santa Cruz Valley 60 - 38 in the second round of the 2016 Division V State Championship, which took place last Saturday in Prescott Valley. The Lady Cats, who earned a first-round bye, advanced

to the quarterfinals as a result of the win and will take on No. 3-seed Rock Point on Thursday, Feb. 25 at the Prescott Valley Event Center in Prescott Valley. The 2015 Copper Basin Citizen of the Year will be revealed Monday, Feb. 29, during the Chamber’s annual dinner. This year’s dinner and award ceremony will be held at West End Café and reservations can still be made. But hurry as today (Wednesday) is the last day to RSVP.

Call the Chamber office for more information. Three nomination letters were received this year and the recipient is selected by a committee of past COYs. Nominated are Spencer Bryce, Anita (Annie) Hinojos and Carol Lewis.

Spencer Bryce is from Kearny and according to the nomination letter has a great, kind personality. “He always tries to

make friends with anyone who might feel kind of out of place and may just need a friend…he is always ready to help out the elderly. They will call him and he will do whatever they need and is laughing and smiling all the while he does the job.” The letter went on to say, “I have seen him do so much hard yard work for his Grandma and never one complaint. You can just check out her yard and see some of the results of his hard work. I’ve seen him use his own money and with the help of his Grandpa design and buy a special gift for his Mom.” In closing the letter stated, “I want him

to know that all he does has not gone unnoticed and I feel he is a great example and inspiration to all of us of how we should treat others and be happier in all we try to do. “ Anita Hinojos is a Winkelman

Who will be the Citizen of the Year?resident and her nomination letter opened with the following, “This may be somewhat overdue, and I know it will not come close to including all she is involved in and what she has done for the Copper Basin Tri-Community, but I will give it a try.” The letter went on to state that she gives more than her time to the communities. Her caring and giving goes beyond something that can be measured in hours and minutes. She gives her talent, her knowledge and her heart. “Her passion for the well being of the Senior Citizen in our communities is her mission. She works endlessly to keep and gain partnerships with towns, cities, counties to maintain the resources for the tri-community,” the letter stated. Some of the things she is involved in include 22 years of service at the Town of Winkelman, two as mayor and eight as vice mayor. Thirty-four years as the Town of Hayden Senior Citizen Director and chairman of the Meals on Wheels Program. She also caters for special events in the community including the monthly Jr. Chamber monthly meetings. She has served for 10 years as the Gila Community Wellness Director, has attended the CAG meetings for 20 plus years, has 34 years of service with Gila-Pinal Council and 26 years as Chairman for the Community Action Program. “And the list goes on,” according to the nomination. “Annie gives more time in a week than many do in a lifetime and should be recognized and honored with the 2015 Citizen of the Year award. What would we

do without her?” Carol Lewis lives in Kearny and according to her nomination letter, she not only loves this town and its residents, but does a lot to benefit everyone. After retiring from D.E.S, she continues helping others understand options they might have when dealing with the agency, the letter explained. Local leaders have cautioned that this will not necessarily save money to begin with but will help to create many efficiencies and eventually help with officer retention and cost savings. More planning is needed and each community will make their final decision to join the regional department. Should the planning not lead to the creation and operation of a regional department, each department has been given much attention by Lt. Blue to build a strong foundation for the future of each department.

Proposed Tailings Storage Facility: Ray Mine – Pinal County, Arizona

The U.S. Army Corps of Engineers, Los Angeles District (“Corps”) has released a draft environmental impact statement (EIS) for a tailings storage facility that Asarco LLC (“Asarco”) is proposing for the Ray Mine in Pinal County, Arizona. The draft EIS is available on the Corps’ website at http://www.spl.usace.army.mil/Missions/Regulatory/ProjectsPrograms.aspx. To comply with Corps’ regulations associated with Section 404 of the Clean Water Act, Asarco submitted an application to the Corps in 2013 for the proposed tailings storage facility. To evaluate the project’s environmental effects on the human and natural environment, the Corps has prepared a draft EIS in compliance with the National Environmental Policy Act (NEPA).Asarco has proposed to construct and operate a tailings storage facility in the Ripsey Wash watershed, an ephemeral wash that is tributary to the Gila River. Asarco has stated that this facility is required to support continued long-term copper mining activities at the Ray Mine. Tailings from the Ray Mine concentrator would be transported via a new tailings pipeline that would cross the Gila River near the current Florence-Kelvin highway bridge. Water would be recycled back to the Ray Mine concentrator from the proposed tailings storage facility. The proposed facility is designed to store approximately 750 million tons of tailings and would have a facility footprint of approximately 2,574 acres once completed.The Corps is hosting a public meeting on this draft EIS on Wednesday evening, February 24, 2016 at the Ray Elementary School cafeteria in Kearny, Arizona from 6:00 to 9:00 PM. The public meeting will allow interested parties to learn about the results of the draft EIS, the Corps’ regulatory obligations under its 404 permit process, and the plans and schedule for completion of a final EIS. The meeting will open to the public at 6:00 pm; the Corps will make a presentation starting at 6:30 pm. At the conclusion of the presentation, the Corps will provide an opportunity for any interested parties to make an oral statement that will be recorded by a court reporter for the administrative record. A maximum of two minutes speaking time per person will be provided, at the discretion of the Corps. Both the boys’ and girls’ Ray Jr. High seventh-grade basketball teams completed undefeated seasons, culminating with each winning the 2016 Central Junior High League Championship. The boys’ team defeated Superior Jr. High 25 – 17 while the girls’ team cruised past High Desert Middle School, 38 – 18. Both Ray Jr. High teams finished with 10 – 0 records. The Cats’ eighth-grade girls’ team finished its season as the CJHL Runner-Up to San Carlos Jr. High.
