Document findings that would inform developing a roadmap for strengthening DRM capacity at National and County levels.

METHOD USED FOR THE SURVEY Survey conducted May and June 2013 Subcontracted Moi University Utilized Multicounty tool that was reviewed and

adopted to Kenyan situation. Captured National institutions,MoH , Line

ministries and counties of Baringo, Kitui, Marsabit, Migori, Mombasa, and Nairobi counties

Interview administered, FGD, KII.

LEGAL AND POLICY SUPPORT FRAMEWORKSThe National Disaster Risk Management

Bill is yet to be enacted. The Bill does not give prominence to the

role of the Health Sector. There are several different pieces of

legislation and policies related to DRM which are not harmonized and coordinated

RECOMMENDATIONS Develop the Health Sector DRM Strategy and All Hazard plan that includes Disaster coordination

MOH COORDINATION MECHANISMSThere exists an established structure but inadequate coordination mechanism for DRM within the health sector.Recommended Establishment of a

national standing committee on DRM and a multi-sectoral interagency health sector DRM forum

HAZARDS AND RISK VULNERABILITY, SURVEILLANCE INFORMATIONThe country lacks comprehensive

risk assessment information that can be used to plan interventions.

Health sector facilities were not necessarily established based on the risks

Some are located in hazard prone areas.

RECOMMENDATIONSThe ministry should conduct a

comprehensive disaster risk assessment, Map facilities to identified disaster risk zones while relocating vulnerable ones.

Integrate IDSR information management mechanism

INSTITUTIONAL PLANS AND LOGISTICAL SUPPORT FOR RESPONSE AND RECOVERY

The country developed the National Pandemic Preparedness and Response Plan (NPPP)

There is the need to develop an all-hazard national health disaster plan.

Noted that most health facilities have no emergency operation plans

RECOMMENDATIONS Operationalize the NPPP Develop an all-hazard national disaster plan Provide for a guiding legal framework for

ambulance services in Kenya. Utilize the regional KEMSA stores for disaster

preparedness Provide for accessible disaster contingency funds. Support health facilities to recover from

responding to emergencies and disasters through compensation, insurance payments and budgetary allocations

COMMUNITY DISASTER PREPAREDNESS

There exists a community health strategy and some communities have structures to handle local disasters

There are however no clear coordination structures at the community level for DRM

RECOMMENDATIONS Assist communities Develop a clear DRM

structure from grassroots to national level.

Enhance the scope of the community strategy to include DRM and disaster risk information.

Train stakeholders on DRM tools Enhance the capacity of Disease

Surveillance Coordinators and relevant professionals to perform DRM functions

HEALTH FACILITY MITIGATION MEASURES

Few Health facilities have a master plan and some were constructed with minimal consultations from relevant professionals.

There were inadequate resources for maintenance of most health facilities

RECOMMENDATIONS All Health facilities should create and

keep master plans HF should Implement the directive on

preventive maintenance funds. Harmonize policies & guidelines for

building construction to address DRM Identify and assess the resilience of old

health facility buildings

HUMAN RESOURCE PLAN AND CAPACITY The current basic training in health

related courses did not adequately capture

Few Staff are Trained in DRM MOH did not also have a

comprehensive health sector human resource plan

RECOMMENDATIONS Undertake a training needs assessment for

DRM Advocate for incorporation of DRM

component in in-service training Develop a database of health experts on DRM

that can be mobilized during times of crisis Finalize the human resource development

policy Formulate policy on exercise/mock drills for

level 4-6 health facilities
