WHEREAS, the trustees of School District 1A, Valley County, Montana, have made a determination that as a result of safety issues related to the degradation of the fire alarm & intercom systems at Glasgow High School and the intercom & door systems at Glasgow Middle School, the district’s budget for the Building Reserve Fund does not provide sufficient financing to properly maintain and support the district for the entire current school fiscal year; and
WHEREAS, the trustees have determined that an amendment to the K-12 Building Reserve fund budget in the amount of $100,000 is necessary under the provision of Section 20-9-161(6) MCA; for the purpose of addressing safety issues at Glasgow High School & Glasgow Middle School; and
WHEREAS, the anticipated source of financing the budget amendment expenditure shall be a School Safety Transfer from the Bus Depreciation Fund;

There were 34 motor vehicle stops, three accidental/prank 911 calls, three reports of barking/lost/loose dogs and two reports of loose cattle.
Monday, May 14, 20181632 – Caller reported her
son’s bike has been missing for approximately two weeks. She described it as a red and black, 20” pedal bike with red duct tape on the seat. The bike is an unknown brand and has no hand brakes. It was last seen in their back alley.
1646 – Caller from BNSF said they were switching crews at 5th Street and 1st Avenue South. She reported a newer white Buick SUV that has been parked on the north side of the tracks watching them for 20 minutes. The vehicle has one male occupant wearing glasses. An officer was not able to locate the vehicle.
1948 – Caller reported that her and another pedestrian were walking eastbound on Airport Road by the weather station. An early 2000s red two-door sporty car went by them going west-bound and almost hit them and the driver was laughing. It was being followed by an early 2000s bluish-green single cab pickup (possibly with a topper). An of-ficer located the vehicle at GHS and wrote the driver a warning for careless driving and another for not having a driver’s license in his possession.
1956 – Officer reported a pheasant being kept in Nashua.
Tuesday, May 15, 20180559 – Caller reported that
he went to pick up his car and it was gone from the residence. He said it was possible that his ex-girlfriend might be driving it. He had taken the keys away because she was drunk so she knew she
does not have permission to use the car. He also reported that she drinks every day and drives drunk all the time. An hour later, the caller advised that his vehicle had been recovered. It was taken to Fort Peck to watch the sunrise and is now back. He no longer needs to speak with an officer.
0838 – Caller reported a male contacted her via text at 0030 and tried to call her at 0230. Caller provided the new number that he is contacting her from and advised that she had taken a screenshot of the text and sent it to the victim witness advocate. Caller is requesting an officer get in touch with the male and tell him to stop contacting her. Officer notified.
1211 – Caller wants to speak with someone about his ex-wife planning to take their child to Minot that afternoon. He has a parenting plan that states she
is not allowed to take the child without his consent and the courts told him to contact the Sheriff’s department about it. Caller said the mother lived in the city limits and informed dispatch that the child was supposed to be with him. Officer notified.
1738 – Caller reported that an officer was responding to a call in Frazer. A white Ford diesel pickup with “Havre Ford” on the back passed her headed west-bound at a high rate of speed. The officer is doing 80 mph and can’t catch them. Caller will also notify MHP.
1743 – Caller reported a white Sprint van with California plates that is cutting in and out of traf-fic. Caller did not want to provide his last name. Highway Patrol notified.
1754 – Caller reported a white Mercedes cargo van that is all over the road. The vehicle crossed
the center line at least eight times (many on a solid line) and also went over the white line. While on the phone with dispatch, the caller reported the vehicle passed mile marker 537. GPD and MHP notified. The vehicle was located and issued a citation/warning.
1813 – Caller reported giving another male some money this morning so he could pick up some stuff for him in Glasgow and he hasn’t seen him since. He was driving a blue car. The caller hasn’t been able to reach the other male or his mother. He last saw him at 8 a.m. Dispatch called the mother and left a message for her. An officer was notified.
1851 – Caller reported that two women are fighting and they have a baby. They are punching each other and she is concerned about the safety of the baby. One woman (possibly wearing a deco-rated scrub top) left in a silver car
(possibly a Nissan). The silver car was headed towards 1st Avenue South. The woman with the baby is sitting in the grass at the corner house. At 1853, an officer was on scene. The woman with the baby does not want to press charges.
2310 – MHP advised that Malta is in pursuit of “the homi-cide vehicle” out of Anaconda. They are headed eastbound by mile marker 448. The officer is in Wolf Point and will be headed that way. likely driving on three rims going about 40 mph. Officers notified. At 2251, the Highway Patrol ad-vised that the suspect put his car in reverse and struck a trooper and a deputy’s car, then continued eastbound. The highway patrol car that was struck was disabled and had to leave the pursuit. At 2257, the car was reported to still be headed eastbound at 40 mph. Phillips County will wait for the vehicle to stop on its own. At 2316, dispatch advised that Phillips County is setting up stop sticks west of Malta. The vehicle passed mile marker 466 going 20 mph. At 2350, it was reported that the vehicle was stopping in Malta and had four flat tires. All officers updated. At 0001, Phillips County reported the suspect vehicle was running from two to 30 mph on four flat tires east of Malta, then, at 0033, it was reported that the vehicle is traveling eastbound in the westbound lane at mile marker 483 going 66 mph. At 0048, Phillips County had the suspect in custody and assistance was no longer needed. At 0135, Blaine County Sheriff’s Office reported that they would be at the Valley County Detention Center with the suspect in approx. 45 minutes. They also advised that the subject had to be tazed and his behavior was very erratic.
2256 – Officer advised that he had run over a dog by mile marker 515. He provided names of the possible owners. One of those contacted said his mother has dogs in that area and he would let her know.
Wednesday, May 16, 20180244 – Caller from Hinsdale
requested assistance getting into her apartment. She stated that she is locked out and the unit has a code to get in. She advised that she was on the roof trying to get in that way. Dispatch told the caller that no officers were avail-able at that time, but she would notify one as soon as they became available. At 0302, a male caller reported the original caller was stuck on her roof outside of her apartment. At 0316, the original caller advised that she had help coming and she no longer needed an officer.
0843 – Caller from an alarm company reported an alarm for zone 35 left sprinkler flow at the Frazer School. A male that answered the phone at the school reported that they were trying to figure out the alarm, but that he had managed to disarm it. He declined the need for a fire truck. The alarm company called back and confirmed that it was a false alarm.
1113 – Caller reported a ve-hicle that is parked at an inter-section in Hinsdale. He advised that he has a shipment coming that will be delivered by a semi
and he is unsure the semi will be able to get past the vehicle. The registered owner of the vehicle was contacted and he explained that it broke down on him. He said if he can find a ride back up to the vehicle, he will coast it out of the way, but he will not be able to get it started. Original caller was notified of the plan, but he said the semi was able to get by the vehicle. At 1526, the vehicle owner called and said that his ve-hicle overheated. He was able to get a ride and he moved it further off the road. He plans on picking up parts in the morning and hopes to get it moved sometime tomor-row. Officers with the Sheriff’s department and Highway Patrol were notified.
1228 – A woman reported that on or around the 11th of May, her wallet was taken from her vehicle at her residence. The wallet was found by a male that advised his daughter’s wallet was also taken from her vehicle around the same time he found the the other one, but they didn’t report it. He found the wallet floating in the water over the dike behind his house. The original victim advised that she was missing $300 - $400 out of the wallet. Officers notified.

INSTRUCTIONS ON HOW TO VOTE ON AN AUTOMARK VOTING SYSTEMThe AutoMARK is a ballot-marking sys-
tem that is available for use at the polls dur-ing the upcoming election. Its main purpose is to allow voters with disabilities and other special needs to mark a ballot privately and independently.
1. Inform the election judge at your poll-ing place that you wish to vote using the AutoMARK.
2. You will be issued a regular ballot.3. Insert the ballot (with stub removed)
into the ballot feed tray on the front of the
machine.4. The screen will display instructions
and the ballot choices.5. The following helpful options are avail-
able:a. Change contrast and font size for readabilityb. Audio headphonesc. Braille keypadd. Connection for Sip n Puff personal device.
6. Make your selections by using the
touch-screen capability, or by using the key-pad.
7. After you have completed your selec-tions, the AutoMARK will confirm your se-lections on the screen, and by audio if you select the audio option.
8. After verifying your selections, the Au-toMARK will mark and print your ballot.
9. Return the marked ballot to the elec-tion judge.

INSTRUCTIONS ON HOW TO VOTE ON A DS-200 PRECINCT TABULATORThe DS200 is a precinct level tabulator
that will be available to tabulate your ballots at your polling location located in the Glas-gow Civic Center. The DS200 will notify you if you have overvoted on any races on the
ballot or if your ballot appears to be unvoted.1. To vote, you must blacken the oval
completely.2. Vote both sides and all sheets.3. Use only black or blue ink to mark your
ballot. An optical or digital tabulator will count your ballot. If you use any other type of mark-ing instrument, it may not be detected by the tabulator.
4. When marking your ballot you should NOT make an X or a check mark. You should NOT cross out, erase, or use correction fluid on the ballot and if you make an error, you should request a new ballot.
5. READ INSTRUCTIONS CAREFUL-LY! If you mark more candidates than you are allowed to mark for that position, it is considered an overvote. You may request a new ballot if you overvote in any race. If you do not correct your ballot, that race will not count because of the overvote; however, the remainder of your ballot will be counted.
6. After you mark the ballot, you will be directed to insert the ballot in the DS-200 precinct tabulator, which will alert you to overvotes or an unvoted ballot, if applicable, and after you verify your selections, it will tabulate your choices and deposit the ballot in the ballot box.

1538 – A deputy reported an oil spill that appears to have come from a vehicle. There appears to be about a bucket of oil. Glasgow officers notified, who advised that most of the oil is on the sidewalk and asked dispatch to contact the DOT.
Thursday, May 17, 20180230 – A woman reported that
her daughter and her daughter’s boyfriend were arguing. She stated there were no weapons involved, but there was alcohol involved. Officers responded and an arrest was made, although the daughter said it was just a verbal argument.
0853 – A woman spoke with a Glasgow officer and said a male was sending her husband harass-ing and threatening texts. She said they would be doing a no-contact order.
1158 – A motor vehicle acci-dent was reported. Nobody was injured and all parties were still on the scene.
1329 – Caller advised that her rental vehicle was hit while it was parked on the street in front of Nemont Telephone, across from the Bell Mortuary. She said the people at Nemont got the informa-tion of the other vehicle that hit her car and left. Caller is at the VFW now.
1525 – Caller reported his white Honda Accord broke down. The tire rod broke. He will try to retrieve the vehicle later tonight. He said the rear end may be up to the driving lane. Dispatch advised the caller that she would let an officer know and if there was a problem with the location, he would be contacted. At 2155, another male called to say they were unable to move the vehicle because they had a problem with the trailer. He said they would try again tomorrow. Officer verified that this would be okay. At 1527, on May 18, an officer asked dis-patch to contact the vehicle own-ers and let them know it needed to be moved and he needed to know when it would be done. Vehicle owner planned on getting it taken care of at 1830.
1527 – Caller requested to speak with an officer about hav-ing someone removed from her residence.
1755 – Same caller from above
reported an intruder in her house in the back bedroom that refuses to leave and she requested officers to respond to her residence. An of-ficer responded but advised there didn’t appear to be anybody there. Calling from a house on the south side, the woman called to see if the officers removed the subject from her home. After speaking with the caller, an officer at the residence requested an ambulance for a man that was putting his shoes on and passed out. The man was breathing but unresponsive. Ambulance was paged.
1809 – FMDH employee re-ported a dog bite victim in the ER. The dog’s owner was also there.
1934 – The caller from 0853 on 05-17-18 reported that her husband is still receiving text messages from the suspect. The husband said that the harassment is non-stop. An officer responded to the subject’s house but there was no answer. He also spoke with the complainants.
2049 – Caller reported a light-ning-strike fire of hay. He advised that it is raining and the rain has it contained so they do not need a truck to respond. Lustre, Roosevelt County and the BIA fire chief were all notified in case something changes.
Friday, May 18, 20181452 – Local gas station em-
ployee called and reported a drive off in the amount of $69.87 of premium fuel. He described the vehicle as a silver Dodge pickup with Montana plates. The owner was contacted and said he used his card to pay but would return to take care of the charges.
1605 – A man reported that a vehicle hit the back of his vehicle on Highway 2 near Nickel Wade’s when he slowed to let a pedestrian cross. The caller reported only a small dent that he doesn’t want anything done about. He was just told he should call it in. It hap-pened about 1520 or 1530. Officer notified.
1643 – A man reported being harassed by a man with a Steelers cap at a local business. The man is home now but said the harass-ment took place not too long ago. When questioned, the caller said the man wanted him out of the office. When asked if the man that harassed him worked at the busi-ness, the caller indicated that he thought he did. An officer spoke with the caller.
1819 – Caller reported being harassed on Facebook by a female who is posting that he is a thief and stole a wallet. He said she
went as far as messaging his dad and telling him that he is on meth and a bunch of other things. He is getting tired of it and wants it to stop. A deputy was notified.
Saturday, May 19, 20180040 – Caller reported that he
rolled his pickup when trying to avoid a deer, but he was not hurt. He wasn’t sure exactly where it was, so he would meet a deputy there. It was determined to be near the dredge cuts in Fort Peck. The responding deputy said the pickup is 50 yards or so east in the field. There is another vehicle that was involved. A person driving the second vehicle was attempting to assist the rolled vehicle and got stuck. There is also a stop sign down at Box Car Road and the mile marker number six sign. The truck will be pulled out tomorrow, DOT and County notified of the signs.
0934 – Caller reported a semi stuck in the ditch and there are people trying to get it out with no flaggers and no wreckers. He advised that it is right by his approach. He also reported that the semi is fully loaded and it appeared to him that the vehicle had pulled over on to the side of the road, but it is very muddy and it went into the ditch. Respond-ing deputy reported that there are people unloading pipe off the truck and he will be providing traffic control. By 1029, the truck is upright and will be out of the ditch shortly. The truck was on its way by 1036.
1106 – Fire personnel respond-ed to a brush/tree fire. Norval was also contacted and asked to respond to the location. Deputy reported that everyone was out of the residence, and fire command indicated that the utilities did not need to respond as it appeared the tree was not in danger of falling over. By 1154, fire command was clear of the scene and it was turned back over to the land owner.
1123 – Caller from 1527 and 1755 on 5-17 called to report that her ex-husband is texting her daughter which is in violation of the temporary restraining order she has on him. Officer advised that the ex-husband has not been served the papers yet as he is in the hospital in Billings. He ad-vised that the daughter block his number.
1834 – Man advised that on the earth part of the dam on the north end there are kids riding motor-ized scooters on the road. Deputy reported that the kids will move it somewhere else.
