I agree that, so far as possible, we should put all our emphasis on our net contribution to the budget and ask our partners to accept that those with below average GNP per head should not be net contributors.' But the problem, as I see it, is that our partners are prone to argue that our net contribution is only one of the effects of Community membership and that we should set against i t various benefits which we derive. When they do this, I suggest i t would be sensible to point out that one clear and measurable result of membership is the extra we have to pay across the exchanges through buying food from other member states at CAP prices instead of world prices. We ought, not to accept, by implication, that the non-budgetary effects of membership arc all beneficial. Moreover, as you point out, this argument has to be used even to establish what our net contribution should be regarded as being, because of the line our partners take on the attribution of MCAs. In this connection, I suggest i t would help if, rather than basing our case on 1978 figures, when our, MCAs happened to be particularly high, we should get the Commission to produce forecasts for our net contribut: in 1979 and 1980 based on the current level of our MCAs. These have been cut by the strengthening of sterling and will fall still more when I have secured the further devaluation of the green pound agree* in Cabinet this morning. . I very much agree that we should not .seek a solution through a big increase in Community spending' designed to give us extra receipts, even if this causes difficulties with the Italians. Apnrt from the points you make, we have to remember that the Italians will look to higher CAP expenditure to secure financial benefits for themselves. They have pursued this tactic in the past, and have had considerable success partly because they grow different products (so other member states know the expenditure will not h;ve to be spread across the whole Community) and partly because their farm structure is undeniably poor. undeniably poor. But, apart from the f a c t that f u r t h e r spending on I t a l i a n a g r i c u l t u r e i s bound to be a t our expense, a l l these . arrangements " w i l l i n e v i t a b l y get extended t o the new member s t a t e s i

a f t e r enlargement, since they grow the same products, are poorer, and have even worse farm s t r u c t u r e . The r e s u l t would be very expensive f o r us. I do not t h i n k we can r e l y on France and Germany t o prevent f u r t h e r expenditure f o r the b e n e f i t of the I t a l i a n s . They could w e l l see i t as a way of buying the I t a l i a n s o f f . The r e s o l u t i o n s at both the l a s t two European Councils c a l l e d f o r increased a g r i c u l t u r a l b e n e f i t s f o r I t a l y . I suggest t h a t i t i s important to b r i e f the Prime M i n i s t e r c l e a r l y against accepting any f u r t h e r such commitments,- unless there i s an e q u a l l y s p e c i f i c commitment t o something which w i l l go an equivalent way to s o l v i n g our budgetary problem. I have a l s o j u s t seen the minute you sent to the Prime M i n i s t e r today. I share your d i s l i k e of the i m p l i c a t i o n that i n s o f a r as our problems a r i s e from the CAP, they are on course for- an eventual s o l u t i o n . The surpluses are, at present, g e t t i n g worse, and even i f p r i c e s f o r surplus products are frozen on a c o n t i n u i n g b a s i s , i t w i l l be a long time before production i s a f f e c t e d and the f i n a n c i a l b e n e f i t s work through.
