Island County’s controver-sial clean water utility will be under a microscope of scrutiny next week.

At the request of the coun-ty’s newest commissioner, two department heads are charged with giving the board a detailed presenta-tion about the program, its funding and projects, at the commissioners’ work ses-sion next Wednesday, June 5.

In short, the department leaders were asked to justify the unpopular utility before a skeptical majority of com-missioners.

“The idea is to tell them what the program is doing,” said Bill Oakes, director of

Hoping to garner more attention and excitement over its newest project, Whidbey Animals’ Improvement Foundation will hold a grand opening for its building reuse store on Central Whidbey this weekend.

The building and recla-mation center, dubbed Barc Re-tail, was opened on a lim-ited capacity in March with a goal of capturing construc-tion and building materials from the waste stream.

It is operated by the nonprofit animal shelter in collaboration with Island County Solid Waste.

“We’re making a little bit for the animals and saving some from the landfill,” said Bobby Bryant, store super-visor.

The grand opening kicks off at 10 a.m. Saturday, June 1.

The store is located at the solid waste complex in the pole building just before the weigh scales.

The event will mark the transition to a six-day-a-week

schedule. Hours are 10 a.m. to 4 p.m., Monday through Saturday.

The animal shelter was awarded the contract to open the reuse store in January.

Solid Waste officials were looking for a way to reduce the county’s trash and recov-

er certain recyclables, spe-cifically building materials.

“This is inspired by the reusable items we see in the waste stream every day,” said Jerry Mingo, recycle and hazardous waste coordi-nator for solid waste.

The primary goal of the program is capture and re-sell construction materials, such as roofing, siding, sheet rock and acrylic paints.

The plan is to accept oil-

based paints as well pending the acquisition of safe stor-age facility, Mingo said.

The program also seeks to recover hard-to-recycle elec-tronics not covered in the state’s E-cycle program — clock radios, blenders, key-boards, etc. — along with employing a dump monitor.

Staged at the dump bins, the monitor will help educate customers about what can be steered toward the reuse store.

The program carries no requirements that force cus-tomers from utilizing the store.

“There’s no teeth that way,” Mingo said.

According to Bryant, building materials are being accepted now but it may take as long as a year before all the other goals are real-ized. It’s a matter of available financial resources, he said.

In the meantime, Bryant, a quick-to-smile- retired Navy man with southern roots, will be on hand to help out how-ever he can.

“You all come see me, ya hear,” Bryant said.

A raid by Oak Harbor police on a suspected drug dealer’s home early Sunday yielded nearly $10,000 in cash, drugs and a handgun. The suspect, Michael “Cupcake” Koepke, was taken into custody but was released Tuesday morning after posting $200,000 bail.

Police raided an Oak Harbor home Sunday morning and arrested a suspected drug dealer who was out on bail from anoth-er drug bust, according to Oak Harbor police.

Michael “Cupcake” Koepke, 26, was arrested on suspicion of felon in pos-session of a handgun and dealing methamphetamine, cocaine and marijuana, according to Detective Sgt. Teri Gardner.

Koepke posted $200,000 bail Tuesday morning.

Oak Harbor police arrested Koepke last November after he was caught with $40,000 worth of heroin, meth, cocaine and pot, according to court documents.

Prosecutors charged Koepke in that case, but was released from jail after posting $100,000 bail. The case is still being adjudi-cated.

In the recent case, Detective Carl Seim obtained a search warrant for the home on North Oak Harbor Street after con-ducting “controlled buys” of illegal drugs.

The police high-risk entry team, a Naval Criminal Investigative Service agent and Chief Ed Green served the search warrant at 6 a.m. Sunday.

Gardner said they seized nearly $10,000 in cash and a handgun, as well as sus-pected meth, cocaine and marijuana.

“He’s unemployed and had $10,000 in cash,” Gardner said.

She said they also found additional magazines for firearms, including three from an assault rifle.

Gardner said the police also arrested 19-year-old

Kaitlyn Raavel, who was liv-ing at the home, on suspi-cion of possession of a con-trolled substance and felon in possession of a firearm.

Green said that Koepke has a significant criminal history and isn’t allowed to possess a firearm. Koepke was released from prison in March of 2012 after serv-ing three years on meth dealing and marijuana pos-session charges.

According to Oak Harbor police, he was able to jump right back into drug dealing.

City cops seize cash, drugs and gun

A public participation strat-egy for Island County’s multi-year comprehensive plan update was approved by the commissioners Monday.

The plan, in the works for months, is required under state law. It lays out a framework of public involvement and a schedule of events for the update process.

“This document speaks very clearly to the fact that the public is valued,” Commissioner Jill Johnson said. “There are time-lines that are clearly commu-nicated and I know that some of the goals coming out of this was to make sure this process is clearly outlined and I think you’ve done a really good job of doing that.”

“As we go through this pro-cess, and the public begins to participate, I think they will appreciate how this document unfolds,” she said.

The comprehensive plan is a long-range planning document that cities and counties must create, adopt and keep up-to-date, under the state Growth Management Act of 1990.

Island County is behind on its update and was granted a four-year extension by state regulators. If all goes accord-ing to schedule, it should be wrapped up by 2016.

The public participation plan includes a series of goals that call for board participation through the identification of key interest groups, communi-cation with county municipali-ties and insuring equal oppor-tunity for public engagement in the county’s four planning areas — North, South and Central Whidbey and Camano islands.

The plan notes the county’s limited resources and points out the need to utilize them efficiently with “essential” strat-egies to be employed at desig-nated stages in the process.

Methods for participation include public workshops, pub-lic hearings, utilization of the Island County Planning and Community Development’s website, intergovernmental working groups, technical advi-sory groups, emails lists, issue papers, news releases — the list goes on and on.

The adoption of the plan required a public hearing and several people voiced concerns

and suggestions. Marilyn Abrahamson, a com-

missioner with the Freeland Water and Sewer District, praised county staff on the development of the plan, but said a lack of notice for relevant discussions at Island County Council of Government meet-ings resulted in “happenstance” participation by the district.

She requested a language change in the plan that the Council of Government’s “com-mitment to work cooperatively shall be demonstrated by giving notice to the Freeland Water Sewer District administrator by email, in advance,” when planning policies involving the district will be discussed.

Similarly, Jack Lynch, chair-man of the newly-formed Clinton Community Council, acknowledged the county’s limited resources but stressed the importance of early notifica-tion, such as through email.

“That’s the primary thing,” Lynch said.

He also encouraged the com-missioners to reach out and gather feedback from other small rural communities like Clinton.

Other citizens requested small language changes and addressed shortcomings from the limited resources, but the board agreed to adopt the plan as is.

Brad Johnson, a long-range planner at the meeting, said he believes incorporating any of the proposed changes requires another public hearing, which would mean a delay of 10 cal-endar days due to public notice requirements.

Commissioner Helen Price Johnson said she doesn’t want to hold up the document and suggested incorporating some of the proposed changes in future documents.

Each commissioner can per-sonally do their part too, she said, using tools as their con-stituent newsletters.

“I think it would best served to move forward with the docu-ment as it was presented today, holding those concerns that we’ve heard in our minds as we craft more detailed plans mov-ing forward,” she said

Board Chairwoman Kelly Emerson said it’s easy to get swamped by various newslet-ters and announcements and that effective public participa-tion is a challenging issue.

“We’ll always be continuing to work on that,” Emerson said.

The board adopted the plan unanimously.

County commissioners green-light public plan

Island County com-missioners green-lighted a plan recently to extend Rhododendron Trail on Central Whidbey.

The board gave the $237,500 project an infor-mal nod Wednesday during the commissioners’ weekly work session.

A construction contract is pending and must also be approved, but project leaders hope to finishing up before the end of the year.

“Looks like we’ll get this built this season,” said Bill Oakes, director of Island County Public Works.

The extension is part of

the long-range and ongo-ing Whidbey Isle Trail, or bridge-to-boat project, which seeks to construct a paved path from Deception Pass to the Clinton Ferry Terminal.

Approved in 2006, the plan has no timeline. It’s to be built in segments and as funding becomes available.

The two sections com-pleted so far include Kettles and Rhododendron trails.

The Kettle’s Trail snakes along State Highway 20 from the southern-most entrance to Fort Ebey State Park to the intersection at South Main Street in Coupeville. The Rhododendron Trail stretches from the South Main intersection to Jacobs

Road.The proposed one-fourth-

mile extension would contin-ue at Jacobs to the entrance of the Rhododendron Park campground, according to Joantha Guthrie, project leader with Island County Public Works.

“The idea is, once we get to the entrance, is to have something go through the park,” she said.

Emerging at the ball fields on the southern side of the park — home base for Central Whidbey Little League — the trail segment would provide a safe path for those traveling from Coupeville.

The 10-foot-wide, paved paths are multimodal,

which means they can be used by pedestrians and bicyclists. Motorized vehi-cles are not permitted.

Public Works is also working on trail segment in Freeland. It was slated to begin in April but the dis-covery of wetlands required additional work and pushed back construction.

Gutherie said the Rhododendron segment still needs to go out to bid and a construction contract will need to be approved by the board before work can begin.

The hope is to break ground by late summer or early fall, she said.

Rhododendron trail plan gets nod

Wars post as the master of ceremonies. He introduced the speakers, the laying of wreaths and the tolling of a bell in remembrance those who died in ser-vice to their nation.

He spoke eloquently about what it means to be a veteran.

“The title ‘veteran’ must be earned,” he said. It is a title endowed by a grateful nation on citizens whose shoulders were broad enough to carry the weight of our common defense. It is a title that speaks of courage and sacrifice in the face of mortal danger. It is a title that speaks of compassion and heartbreak in the wake of the terrible cost of war.

And it is a title that speaks of love of country, and of a belief in America’s goodness, and our strength.”

Mayor Scott Dudley said more than 1,346,000 men and women have sacri-ficed themselves for their country.

“It is the veteran, not the preacher, who has given us freedom of religion,” he said. “It is the veteran, not the report-er, who has given us freedom of the press. It is the veteran, not the poet, who has given us freedom of speech. It is the veteran, not the campus organizer, who has given us the freedom to assemble. It is the veteran, not the lawyer, who has given us the right to a fair trial. And it is the veteran, not the politician, who has given us the right to vote.”

Ron Price of the American Legion spoke about Sgt. William Stacey, a Marine from Seattle who was killed in action in Afghanistan Jan. 31, 2012. Price said Stacey, like many members to the military, left behind a letter in case of his death.

Price read the letter.“My death did not change the world.

... But there will be a child who will live because men left the security they enjoyed in their home country to come to his. And this child will learn in the

new schools that have been built. He will walk his streets not worried about whether or not his leader’s henchmen are going to come and kidnap him.

He will have the gift of freedom, which I have enjoyed for so long. If my life buys the safety of a child who will one day change the world, then I know it was all worth it.”

At the end, Hollett explained the meaning of Taps before the bugler played.

“There is something singularly beautiful and appropriate in the music of this wonderful call,” he said. “Its strains are melancholy, yet full of rest and peace. Its echoes linger in the heart long after its tones have ceased to vibrate the air.”

A Memorial Day ceremony also took place Saturday at Town Park in Coupeville. Captain Mike Nortier spoke

during the ceremony attended by sev-eral Pearl Harbor survivors and other veterans. Jim Stansell, president of the Pearl Harbor Survivors Association, conducted a bell ceremony during the event.

Prior to the ceremony, a festive parade took place through the streets of the his-toric town.

I am honored to speak on behalf of the Navy, but it is especially humbling to stand here in uniform and speak about the many American heroes we honor on this special day,” said Capt. Mike Nortier, commanding officer at Naval Air Station Whidbey Island.

“Memorial Day is a time to pause and take the long view, to take stock of what really matters, to think about what we do and why we do it.”

council received as compensation pales in comparison to the $600,000 that Dudley “kissed off” by firing a series of people in administrative positions. He said the council’s $600-a-month salary pales in comparison to the amount Dudley wasted.

“That’s not just chump change,” he said.Almberg made a motion to table both the medical insur-

ance and salary proposals until after the election in November.Dudley objected, saying Almberg couldn’t table the sal-

ary issue since it hadn’t been introduced. He said a “normal municipality” would wait to table an issue until after it was discussed.

Interim City Attorney Grant Weed agreed with the mayor. As a result, the council voted to table the proposed to

eliminate the eligibility for elected officials to participate in the city’s health insurance. Later, they briefly discussed the salary issue before voting to table it also.

Afterward, Dudley said he wasn’t surprised that the council members tabled the issue, claiming they have a habit of duck-ing difficult decisions.

The long winter and spring of landslides on Whidbey Island resumed on a rainy Monday when a hunk of bluff fell across East Point Road in the Whidbey Shores community on Fox Spit, about five miles north of Langley.

The slide was nothing new to Dale Strickland, of South Whidbey’s Dirt Movers, who has moved dirt off the same private road in prior years. He got the call Monday after-noon while enjoying a holi-day dinner at his daughter’s house on the mainland.

Strickland arrived at the scene that evening to see a TV crew from KOMO film-ing the small slide and inter-viewing a neighbor. He went to work with his excavator and dump truck about 8:30 p.m. and had the narrow road cleared by 2:30 a.m., he said.

But there was still work to do Tuesday, so he arrived early to move more dirt. Later, he planned to bring in rock to stabilize the base. “I’ll put in rock and pound it in, that’ll tighten it up,” he said. But there was still a big bald spot on the bluff where trees had fallen and a threatening overhang of dirt.

The area affected was only 50 to 60-feet wide, but the slide damaged a control box for a water system designed to keep the road dry. Also watching the scene was Dan

Deirs, who lives in a safer area near the point, and whose father was a pioneer of sorts.

“My dad was the first one to buy down here,” he said, referring to the Whidbey Shores community that appears to have been build on fill dirt. Deirs has lived there since he was a kid in 1958.

“They should never have built this,” he said, referring to the slide area.

Some 50 waterfront home sit on small lots separated by the bluff only by the nar-row paved road. He said the addition was made in 1968 when the developers “built the bulkhead and took fire hoses to hose down the hill.”

He said total valuation of the area created is now $25 mil-lion.

The two men were amused that a TV crew from Seattle would come over on a holiday for a small Whidbey slide. “By 10:30 it was on the KOMO website and at 11 it was on TV,” Deirs said. But they understood the interest was related to the huge landslide at Ledgewood Beach earlier this year that took out several

homes, made an area inac-cessible and created national headlines.

Strickland said he’s had plenty of work this year run-ning from one slide area to another, from Clinton to Anacortes.

Deirs expects there will be more work for Strickland in the future. Looking up at the threatening overhang above East Point Road, he said, “Still, this is not safe.”

a year from homeowners, critics say it’s a tax that was not approved by the public.

Many also believe some of the problems it aims to address are imagined or exaggerated.

Republican Commissioner Kelly Emerson has been an outspoken critic and the utility was a major issue in last year’s two commis-sioner races, one of which resulted in Commissioner Jill Johnson successfully unseating Angie Homola for the District 2 seat.

Johnson, whose campaign focused on what she called misplaced funding priorities, requested the review and presentation of the utility shortly after she took office.

The discussion would have happened sooner, said Johnson, but it was delayed by unexpected issues, such as the landslide in Ledgewood. While the issue is being reviewed at her request, Johnson said her perspective on the utility has chanced somewhat since taking office.

“It’s not my favorite fund but I’m more and more convinced it’s necessary,” Johnson said.

Emerson, who took office in 2011, just two weeks after the utility was approved, does not appear to have had the same change of heart during her tenure.

Just last week she voted against the program’s first slated project of the year, arguing that the county has other funds to pay for such projects and questioning the utility’s need.

“I’m not content with the necessity of this fund,” Emerson said.

She asked to table the issue but the contract moved forward with yes votes from Johnson and Commissioner Helen Price Johnson; Price

Johnson voted to approve the utility two years ago.

The project under debate was the county’s plan to tackle a flooding problem at Dave Mackie Park on South Whidbey.

According to Oakes, it’s an example of degrading stormwater infrastructure, a problem facing counties across the country.

“We’re no different than anyone else,” Oakes said. “We put a bunch of pipes in the ground 50 to 70 years ago and they are all failing.”

Installed and paid for by developers during the growth booms of the 1940s and 1950s, the cost of repair-ing the old infrastructure has no fallen on the pub-lic. The utility is one of the few sources of funding that can address the needed and expensive repairs, Oakes said.

The revenue also covers water quality issues that per-tain to the overall health of Puget Sound. Some of the county’s critical areas ordi-nances depend heavily on the funding.

The presentation will be given jointly by Oakes and Health Director Keith Higman, who has been serving as interim chief of Island County Planning and Community Development.

But they may not have to argue too hard.

Johnson said she is trying to look at the utility “objec-tively” and has begun to see the value of the program. Doing away with the unpop-ular fee may not be the best solution, she said.

“Sometimes when you cut something, you eliminate more than the savings you get from the fee,” Johnson said.

Some news gets posted online before it appears in our print edition.

Last Thursday, between print edi-tions, we picked up an item posted by the Oak Harbor Police Department about a man who allegedly went into

the back area of Oak Harbor Safeway and kissed her.Of course, there was more to the story, but at that

time we had only the small amount of information posted by the police department on its own page. We shared it verbatem with our Facebook readers and included a sur-veillance photo.

Police had asked for the public’s help in identifying the man.

Some remarked that there didn’t seem to be a crime committed, just a simple kiss. Some made callous jokes. However, there were some who either surmised there might be more information that police hadn’t yet shared, and there was at least one person who seemed to have insider information about the crime.

By Saturday, a News-Times reporter had interviewed the alleged victim and Oak Harbor police officials. The article published in our weekend edition included details more alarming than shared in the police department’s initial Facebook post. The woman said she was grabbed from behind and placed in what she called a “chokehold.”

The one “insider” was critical of our original Facebook post and accused the News-Times of withhold-ing details. We did not.

However, her perception was that the newspaper was keeping information from the public.

The same commenter also took issue with the use of the word “alleged” to describe the incidents in the story.

The use of the word “alleged” is not a reflection on the character of the woman who reported the incident. “Alleged” is a crucial word when reporting a crime in which someone has not been convicted. Until a judge or jury issues a verdict, or the suspect pleads guilty, he or she is presumed to be innocent.

That is a fundamental American right — Innocent until proven guilty.

Meetingcommunity forum set on oLF noise issuesEditor,

Many citizens in the Central Whidbey community have voiced dis-tress from the type of planes using Outlying Field (OLF) Coupeville.

We have heard from long time resi-dents, small businesses and farmers who support the Navy’s mission, but are experiencing a level of impact with the transition to the E-18 Growler planes.

Out of respect for these citizen con-cerns we began discussions last year with Whidbey Island Naval Air Station leadership.

We have encouraged the base to improve its communication with the community. As a result, the base has begun issuing public notices of its prac-tice flight schedule at OLF as well as summer dates when there will be no flights due to field repairs.

Base officials agreed to create a fact sheet about flight patterns and other operational information. For us, this

was just a first step.On Wednesday, May 15 we attended

a meeting of local, state and federal representatives with base Commander Capt. Nortier and Rear Adm. Rich, commander Navy Region Northwest.

The OLF flights were discussed and Rear Adm. Rich spoke about his aware-ness of the noise impacts to Central Whidbey and his willingness to explore strategies to address the needs of the community.

Other elected officials have been helpful in these efforts.

Congressman Rick Larsen’s office has contacted the head of Naval Aviation at the Department of the Navy to discuss technical solutions to reduce noise effects from the E-18 Growler. These may include equipment modi-fications, flight pattern alternatives or changes to take-off profiles.

Communication between the com-munity and Whidbey Island Naval Air Station is vital in finding a way to meet the needs of our local residents and businesses as well as support the Navy’s need to train pilots being deployed to defend our country.

By increasing the dialogue we can come together to reduce the negative impacts of base operations on our com-

I agree with Martin VanRensum’s opinion con-cerning the planned Zylstra-Hastie Lake road intersection improvement as expressed in the article in the May 25 Whidbey News-Times.

I live just off Zylstra Road a short distance south of Mr. VanRensom’s place. I’ve been using that intersection regu-larly for over 30 years — driv-

ing west on Hastie Lake Road then turning left on to Zylstra Road at the stop sign.

I’ve never had any prob-lem there in all that time. Approaching the intersection there is a sign warning one that they are coming to a stop sign.

Then a prominent stop-sign adorned with a red flag is at the intersection.

If one comes to a complete stop and looks both ways carefully they should have no problem. If a person were to have an accident there I’d say it’s a driver’s fault, not a road fault. It doesn’t matter how much money will be spent redoing Zylstra Road, they

can’t fix stupidity. I’d prefer to see our tax

money spent more wisely. How about a new bridge off of the Island?

Memorial Day Weekend to the end of Labor Day Weekend; A 100-day period that embraces vacation time, travel time and nice weather.

Seen from another angle, lots of folks are driving, some of the drivers are impaired.

During 2011, according to the National Highway Traffic Safety Administration, 9,878 people were killed

and approximately 350,000 Americans were injured. The price tag for these statistics? $132 billion.

But let’s dig a little deeper. Let’s say that 10 people per fatality are affected. Affected how? Probably upset, scared, anxious, worried, angry and lot’s of other emotions. So, at a conservative estimate, 98,780 people were affected by these 2011 American deaths.

Doing the math for the injured, we now have 3,500,000 people affected, plus the 98,780 from fatalities, for a grand total of 3,598,780. Let’s round it off to 3.6 mil-lion Americans affected by impaired driving during 2011.

If you drive impaired, whether it’s from alcohol (80 percent of DUIs), or a com-bination of other drugs, you

will add to this 3.6 million total.

If you drive impaired you will have legal costs, skyrock-eting insurance costs, maybe medical costs, and job-related expenses.

Your family and every-one who knows you will be affected.

But more importantly, especially if you harm some-one else, you will feel the shame, hurt, and despair that comes with knowing you could have prevented these results – by driving in a clear, alert condition.

Do not add to the statistics for 2013.

Do not put yourself through the hell of knowing you endangered your life and the lives of others, needlessly. Do not initiate a ripple effect that will inject more suffer-

ing, pain and anguish into a multitude of lives.

ried him to the 48th annual Whidbey Golf Club Men’s Invitational title Saturday and Sunday.

Pierce fired a pair of 72s for an even-par 144 to win by four strokes over Ron Bates.

Steve Pattison captured the over-all low net title with a 131.

Pierce not only won the tour-nament’s main event, but teamed with his father Roger Pierce to take Friday’s horse race. The horse race victory was the Pierces’ fifth, according to Whidbey Golf Club pro David Phay; the Invitational win was Doug Pierce’s first.

Doug Pierce, the Sedro-Woolley High School boys golf coach, was tied with Oak Harbor’s Brian Wasinger after Saturday’s first round. Pierce continued to hover around par Sunday, playing one-under much of the back nine until a bogey on 17. The bogey had no affect on the outcome as Pierce held a comfortable lead over the closing holes.

Bates carded a 148 to place sec-ond, followed by Billy Van Cleef at 150 and Wasinger, Tim Wyer and Robert Tercero at 151.

Pierce’s win broke a string of five-straight Whidbey Invitational titles by Oak Harbor High School graduate Eric McCardle. McCardle, who lives in Las Vegas, chose not to compete this year.

For net champion Pattison, the Invitational was a family affair. For the past four years he has traveled from Canada with his brother Ian and father Phil to join grandfather Richard in the tournament.

Steve Pattison’s 131 easily took the net competition, winning by six strokes over Jeff Olsen at 137. John Geragotelis finished at 139, and Bryce Hobbs and Mike Horrobin shot 144.

In Flight two, gross winner was Keith Tod at 155 and net champion was Greg Hamming at 140.

Oak Harbor High School girls coach Andy Wesley took flight three gross with a 166, and Leo Munoz recorded the low net of 139.

Dave Holmly at 142 and Denny Behrman at 147 finished 1-2 in the golden tee flight.

Oak Harbor senior Chris Hailer placed second in the high jump and Coupeville senior Madison Tisa-McPhee finished third in the 100 hur-dles in their respective state track meets last weekend.

Hailer and his Oak Harbor teammates took part in the 3A meet at Mount Tahoma High School Thursday through Saturday, while Tisa-McPhee and the Coupeville team journeyed to Eastern Washington University in Cheney Friday and Saturday for the 1A championships.

Both races were won by North Central of Spokane runners with Tanner Anderson winning the boys in 9:01.83 and Katie Knight taking the girls in 10:18.12.

Senior Christina Wicker placed seventh in the 800 in 2:20.68. Rival Amy-Eloise Neale of Glacier Peak won in a state-record 2:08.61.

In other state action, Rodeheffer (4:27) and junior Clayton Richardson (4:27.69) finished 11th and 12th in the 1,600 won by North Central’s Keith Williams in 4:14.6.

Senior Dayne Herron placed 12th in the shot put in 47-03, two spots ahead of senior Jeremy Foster at 46-09.5. Aaron Cunningham of Hanford won with a 57-08.

Miesle and sophomores Sierra Seabolt and Jessica Hollins was eighth in its heat and 15th overall in 1:51.43. Kamiakin finished first in 1:40.96.

As a team, the Oak Harbor boys scored 11 points and finished 22nd. Bellevue took the team title with 65 points.

The Wildcat girls scored five points and placed 32nd. Kamiakin rolled up 118.5 points to win the state title.

Tisa-McPhee ran a 16.75 for her third in the 100 hurdles. Newport’s Arielle Walden won in 16.16. Tisa-McPhee placed eighth in the event at state as a sophomore in 2011.

She also teamed up with senior Jai’Lysa Hoskins and freshmen Sylvia Hurlburt and Makana Stone to take fifth in the 4x200 relay in 1:47.65. Connell won the title in 1:45.98.

In the 300 hurdles, Tisa-McPhee ran 12th in 49.91 in the preliminaries and did not advance to the finals. Kendra Sanford of Rochester went on to win the event in 45.57.

Coupeville’s other entry in the meet, the 4x100 team of sophomore Marisa Etzell, Hoskins, Hurlburt and Stone placed 11th in 52.09 in the preliminaries and didn’t reach the finals. Connell won again, clocking 50.63.

As a team, the Coupeville girls scored 10 points, good for 26th. Cedar Park Christian of Bothell won with 67.

The state meet ended a record-setting year for the Wolves. The relay teams broke the Coupeville High School records several times during the season, post-ing the best marks at the tri-district meet. The 4x100 foursome ran 51.31 while the 4x200 group clocked a 1:47.27.

Tisa-McPhee also set the CHS 300 hurdle mark of 48.01 at tri-district.

Of all of the emotions Ginny Walters has experi-enced since she was diag-nosed with cancer six years ago, one in particular stayed with her the longest.

Guilt.Walters was numb when

she was told she had ovarian cancer. With no family his-tory, she felt it didn’t make sense. Part of her was angry, and she was ready to wage war against the disease. She had surgery and went through four months of che-motherapy.

Back home in Oak Harbor, she drank twice as much water as suggested, and continued her daily walks, only went twice the distance.

“I was duplicating my efforts,” she said. “It was part of the anger. I was try-ing to double up the efforts to get the bad boys out of my system. That was part of my mental journey. You’re not always dealing with a full deck, so to speak.”

It began as a private jour-ney for Ginny, 59, and her husband Norman Walters. But the more Ginny learned

about cancer, the more she saw what other cancer patients went through, the more she wanted to get involved and help others.

Ginny is a member of the organizing committee that puts on Relay for Life of Whidbey Island, which is taking place Friday night and Saturday at North Whidbey Middle School in Oak Harbor.

Her deeper involve-ment, however, rests in the American Cancer Society’s Road to Recovery program.

Since 2009, she has been among a group of volunteer drivers who help cancer patients get to and from treatments.

Starting from Whidbey Island, those rides can be a long journey. But Ginny needs only to reflect on her own experiences to remem-ber those who helped her. She feels fortunate that she’s had no reccurences of cancer.

“I have gone through the five-year mark,” Ginny said. “It didn’t return. I’d say I’m

cancer-free. But once a can-cer patient, you’re always on the radar.”

Ginny said she was close-minded and private about her cancer in the months after her diagnosis. Over time, the New York native slowly started to open up as she recognized others needed help. In 2008, she got involved with Relay for Life.

“I wanted to help some-body else because I had been helped along my journey,” Ginny said. “I was

well aware that it’s crucial that people help and people share and that’s actually something that I did not do when I was going through my journey. I was very close-minded and private about it. I couldn’t even think about it. Cancer just does psychologi-cal things to you. Everyone handles it differently and there’s no right or wrong way to handle it. It is what is is. By 2009, I was certainly ready to help someone else’s cause. This was an easy way for me to do that.”

Ginny saw a need to help other cancer patients that she considered in a more dire situation than her. She watched others go through treatment who weren’t as fortunate as her.

She wanted to help. So did Norman, her husband of 30 years and a retired Marine. He accompanies her on patient pickups. Norman also has had a bout cancer, hav-ing a melonoma removed.

Both want to help others.

a working woman,” Ginny said. “I didn’t have children at home. Now when I look and see what some women are going through, I’m like ‘Oh my God.’ They are taking themselves to treat-ment even. They’ve got a family. They’re working. So sometimes I kick myself in the butt, and I did at the time too when I was going through my journey.

“It was the old guilt trip,” she added. “I was stage 1C. They don’t catch ovarian cancer that early. I am so lucky. ‘What do you mean lucky? There’s nothing lucky about this.’ It was a yo-yo. I had a friend here in town that was diagnosed stage 4. The same type of cancer. She battled it for over eight years before she succumbed. That was so difficult to walk that journey with somebody — holy mackerel — having gone through the same type of cancer and here I am smil-ing and she’s still in treat-ment or back in treatment. It’s like ‘Oh God, how do you do this?’ I ended up

taking her to treatment. There is some guilt involved sometimes.”

Cancer has changed Ginny’s mindset, sort of kicked it into over-drive.

“I thought I was Type A personality before this,” Ginny said. “I guess I’m Type AA now.

“I’m a doer. You’ve got to do it because tomorrow may never come. Tomorrow it may rain. Tomorrow, tomorrow. I don’t like that word anymore.”

Ginny also has spent time coordinating patient rides in Island and Skagit counties. She recently received a cer-tificate from the American Cancer Society recognizing her for her contributions. She said there is a need for more drivers. Those interested may contact the American Cancer Society at 1-800-227-2345 (option 1).

“This young lady here that I’m married to, she’s a go-getter,” Norman said. “This has probably been a lot of good therapy for her, taking other patients to the hospital.”

The event is designed to raise money to fight cancer, celebrate survivorship, remember those lost to the

disease and also increase awareness of the impor-tance of cancer prevention.

An opening ceremony will take place at 6 p.m. Friday with a survivor lap scheduled for 25 minutes later. Lights will be turned off at 10 p.m. during a lumi-nary ceremony.

Among the Saturday events is “Buzz for Bucks” from 8-10 a.m. For $10, one may get his or her hair “buzzed” by Suzy Dionne.

who share a common goal. “It’s a family without being family,” she said.

“It’s fun as heck. It’s a fun way to bring attention and awareness to this disease. There’s a lot of sharing.”

She learned too to pay close attention to her body. Ginny’s cancer was detected early after she felt a pain in her pelvic area and she didn’t delay seeing a doctor.

“Time is definitely criti-cal,” she said. “In reference to my type of cancer, in which they are no tests so

to speak, and there’s no family history, it was listen-ing to my body. ‘In my case, I didn’t ignore the pain, which was excruciating.

“Pay attention to your body. The body speaks. When we have a headache, what do we do? We go for the aspirin. So if you’ve got a pain in your pelvic area, you go to the doctor.”
