Free Bike Rodeo & Child Car Seat Installation Events The City of Phoenix, Phoenix Fire Department and Phoenix Police Department are hosting a Bike Rodeo safety adventure and a Child Car Seat Installation event at two separate locations this Saturday. When: Saturday, March 15, 2014, 8 a.m. – 11 a.m. Where: Sandra Day O’Connor High School, 35th Avenue and Hackamore Drive When: Saturday, March 15, 2014, 12 p.m. – 3 p.m. Where: Metrocenter Mall, 29th Avenue and Metrocenter Parkway Bike Rodeo: Children between the ages of 5 and 15 will enjoy a skills course to educate them on the rules of the road, crosswalks, dangers and bicycle maintenance. The Bike Rodeo will include FREE instruction in helmet safety. Helmets will be handed out to those in need. Car Seat Installation event: Eighty percent of child car seats are installed incorrectly. If you’re not sure that your child’s car seat is installed properly in your vehicle, this is a FREE opportunity to have certified Car Seat Technicians install it and educate you on how to make your child as safe as possible. Mayor’s State of the City Address When: Wednesday, March 19, 2014 @ 11:30 AM Where: Phoenix Convention Center, 100 N 3rd St. Reinvent PHX to Accept Designs for Walkable Light Rail Communities

On Monday, March 24, Reinvent PHX will hold the opening event for its Community Design Workshop. From 6 to 8 p.m., residents can stop by the Phoenix Financial Center to submit their designs and suggestions for walkable communities along the light rail in Phoenix toward Sky Harbor Airport as well as toward Christown Spectrum Mall. At this free event, Reinvent PHX Village Planner, Katherine Coles says people are invited to “bring what they see as their vision for the districts and express things they way; if they want more shade, better sidewalks, better connectivity to transit, more park space, open space, better streets, bicycle lanes, more safety, anything that would help make the community walkable.” For those who are unable to attend opening night, Reinvent PHX’s design workshop team will be available March 25 through April 4 from 9 a.m. to 6 p.m. (excluding Sundays) at the Phoenix Financial Center. Reinvent PHX will hold the unveiling of its final designs Friday, April 4, at 6 p.m. in the Phoenix Financial Center. City News

City of Phoenix Recognized for Domestic Violence Prevention

The city of Phoenix has been recognized with second place honors by National League of Cities (NLC) for implementing its “Phoenix Against Domestic Violence - A Roadmap to Excellence” program in the population category of more than 400,001 residents. “A Roadmap to Excellence” is a five-year strategic plan to end domestic violence. More than 50 community partners, private and nonprofit organizations collaborated to create a plan that includes a community and media campaign focusing on five strategies: community awareness, coordinated service delivery, systems reform, “Phoenix as a Model” and community partnerships. “It was an honor to accept this award on behalf of the city of Phoenix and our community partners,” said Councilwoman Thelda Williams. “What makes ‘A Roadmap to Excellence’ so unique is that it brings together city leaders, advocates and domestic violence experts to find real solutions to one of our most immediate public safety issues. Thank you to NLC for shining your spotlight on this effort and bringing even more awareness to the issue of domestic violence.” The 2014 City Cultural Diversity Awards Program, established in 1995, recognizes municipal programs that encourage citizen involvement and honors cities that develop creative and effective programs designed to improve and promote cultural diversity through a collaborative process with city officials, community leaders and residents.

New Police Program to Deal with Increased Trespassing by Transients

The Cactus Park Precinct Commander outlined a program that involves the community and the police working together to resolve this issue. He has assigned two officers dedicated full0time to working transient issues. The key is community support. Local businesses must contact the police whenever transients are on their property and must post “No Trespassing” signs on their properties. Neighbors need to let store managers know that they are uncomfortable with transients on business property and to request that the managers contact the police to “trespass” those persons. Neighbors need to call whenever they see transients on private residential property or acting suspiciously. “Peaceful panhandling is legal; criminal trespass in not” is the essence of the decision by the U.S. Ninth Circuit Court of Appeals when it overturned the Phoenix city ordinance that made panhandling illegal. This has resulted in a dramatic increase in panhandling especially near the I-17 freeway. But the increase in transients has led to other problems. Neighbors near the freeway are reporting increasing problems of transients moving into the neighborhoods, hopping fences to steal items, and even camping out in back yards. The police realize that the real problem is with those persons who have criminal records and are “troublemakers.” The police have identified about 90 individuals who have excessive criminal records, some having been arrested 30 or 40 times. Initially, their primary focus will be the area from Peoria to Camelback Road, 35th Avenue to I-17. Commander Robinson noted that the community needs to be persistent, to keep calling. This way the police have evidence in the record of calls, which help them build a case. He said, “If you do not get a response from the officers, just call the precinct and leave your number for me to call back.” He did caution, however, that if an officer has to choose between a burglary or a trespass case, he has to follow-up on the more serious crime first. Phoenix Business and Workforce Development Center “By the Numbers” Update

In February of 2012, the City of Phoenix Mayor and Council approved the Community and Economic Development Department “Economic Strategy.” One area of this robust Strategy was to open a Business and Workforce Development Center that could be a resource for businesses’ workforce development needs. Through collaboration with the Phoenix Business and Workforce Development Board and partners, this strategy became

a reality on May 9, 2013. The Phoenix Business and Workforce Development Center provides talent acquisition and training development assistance programs to both businesses and job seekers. The value of this assistance shortens recruitment cycles, cuts cost on advertising and saves businesses direct hire fees. Since its inception the business retention and workforce development team have initiated and accomplished several projects in such a short time. The information below provides data, testimonials and the importance of what the city of Phoenix and the Phoenix Business and Workforce Development Board have created.

Petition to Legalize Urban Camping

The City of Phoenix City Clerk Department has received an application for a campaign to decriminalize urban camping. An official serial number has been issued and the petition has been initiated. The following is the aim of the petition: “Whereas the prohibition of peaceably sleeping or preparing to sleep in public parks represents an undue hardship on

the homeless, we, the undersigned, request to repeal PCC 23-30 and amend PCC 23-8 with the effect of decriminalizing urban camping.”

Nextdoor.com

As of today, a total of 480 Phoenix neighborhoods have Nextdoor.com sites. To date, more than 50 Phoenix residents have requested the Police Department to participate with the Nextdoor.com service. Through the Police Department’s partnership with Nextdoor.com, this participation was possible. The Police Department’s Community Action Officers (CAO’s) have a central role in this process. Each CAO has an account established through the Nextdoor.com service, which enables them to send public safety tips and information about precinct-hosted events to neighborhoods in their respective areas. The Police Department anticipates this new social networking service will further enhance their levels of engagement with the community.

City Manager’s Weekly Report

Legislative

State During the League of Cities meeting this week, HB 2465 - Online TPT; Income Tax Reduction was discussed. This bill would reduce income tax rates equal to the increase in sales tax revenues resulting in a net zero increase to the State and the state shared sales tax. In order for HB 2465 to be enacted, the Marketplace Fairness Act (MFA), which requires online retailers to pay sales tax even if they do not have ties to Arizona, would have to pass the House, and the State’s tax laws would have to be amended.

Economic Development & Education

Community and Economic Development staff toured the new Laboratory Corporation of America located at 5005 S. 40th Street, Phoenix, AZ 85040. Lab Corp provides leading-edge medical laboratory tests and services and is scheduled to hold their grand opening on April 7, 2014. Staff met with Human Resource consultants to discuss continued recruitment for reference test clerks, specimen processors, molecular technicians and histo-technicians.

Temporary Certificates of Occupancy were issued for three of the Desert Ridge Apartment buildings on 21155 North 56th Street. This luxury ranch and carriage style apartment development offers one and two bedroom units featuring ten different floor plans that include double car attached garages, hardwood floors and gourmet kitchens. The onsite amenities consist of a resort inspired heated pool and spa, a conference center, fitness center and a fenced dog park. The apartments are currently being leased and are adjacent to the City North project. The City of Phoenix Youth and Education Office convened local Phoenix superintendents to discuss the AARP Experience Corp volunteer program to improve reading scores with K- 3rd graders to assist schools with the Move On When Reading legislation. AARP Experience Corps is a national leader in engaging adults to become tutors to assist K-3 students with literacy. Phoenix, Fowler, Tolleson, and Riverside Elementary School Districts have committed to participate in the program. On February 26–28, over 300 teachers, teacher assistants and mentor teachers attended the City of Phoenix Head Start Teacher Learning Institutes. The training was presented in a new, interactive format, in which 100 teachers per day discussed educational theory during the General Session, examined and applied new techniques during the Hands-on Learning Labs, and reflected on what was learned during the Whole Group Processing Session. The Alesi Group facilitated the Institutes, which focused on teacher-child interactions. More than 40 people attended the “ABCs of Starting Your Business” on Saturday, March 1, at Burton Barr Central Library. The program is the result of a partnership with SCORE, a nonprofit organization that helps business owners start and grow their businesses, and achieve their goals through education and mentorship. Hive @ central is a discovery space for idea-stage entrepreneurs. Baseball City, which will be held on March 15, 2014 at the Phoenix Convention Center, combines an interactive fan festival with the baseball industry, featuring a miniature baseball field that will host home run derbies, batting cages, and a gaming area for fans and baseball enthusiasts to enjoy. This one-of-a-kind event is expected to host approximately 4,500 delegates and 1,000 exhibits.

Public Safety

Public Information Office staff prepared a series of tributes to honor the life and service of Phoenix Police Detective John Hobbs through several mediums including PHX 11, the City of Phoenix website, and the City’s Facebook page, which has been observed by over 75,000 viewers. The memorial service for Detective Hobbs was held on Monday, March 10th, at 10:00 a.m. at Christ’s Church of the Valley at 7007 West Happy Valley Road. Debra Barone-Jay has been promoted to Charging Bureau Chief in the City Prosecutor’s Office. Ms. Barone-Jay began her career with the City as a prosecutor in 1988 and has worked in all bureaus of the Prosecutor’s Office. She has also been a critical contributor to its technological advancement. Ms. Barone-Jay is originally from Boston, where she graduated from Suffolk University in 1981 with a major in government and a minor in philosophy. She graduated with honors from the Campbell University School of Law in North Carolina in 1987. The Phoenix Fire Department was successfully awarded an $8 million grant from the Federal Emergency Management Agency (FEMA) for the Staffing for Adequate Fire and Emergency Response (SAFER) program. The funding will be used to continue to pay salary and benefit costs for 42 firefighters for two years. The funds from this grant will sustain the 2010 SAFER grant award. The Phoenix Fire Department (PFD) recognized Elizabeth Pappas, who used her training in CPR to save the life of a neighbor’s one-year-old son last Friday. The child pushed through a pool fence gate and fell into the water. The child’s father rushed next door to Ms. Pappas’ home where she quickly initiated CPR; the child resumed breathing prior to the firefighters’ arrival. A Life Saver Award was presented to Ms. Pappas on Thursday, March 6, 2014 at 10:00 a.m. at the La Camarilla Racquetball Club at 5320 E. Shea Boulevard, in Scottsdale. PFD advise constant adult supervision, water barriers and CPR training to prevent childhood drowning. The Law Department assisted with a memorandum of agreement between the Police Department (PPD) and the US Army for the PaYS Program, which enables qualified soldiers to obtain interviews with the PPD for employment positions within PPD provided it is hiring. Neighborhoods and Livability

Historic Preservation staff participated in the Eastlake Park and FitPHX walking tour of the Eastlake Park Neighborhood on March 1. The event served as the official kickoff to Eastlake Park’s 100-Year Anniversary as a city park. The 3.4 mile walk left the park at 16th Street and Jefferson and included visits to Tanner A.M.E. Church, the oldest

African-American church in Arizona, as well as other historic properties in the neighborhood. A fundraising and packing event, “Feed My Starving Children” was held February 22 in the South Building. This annual event brings people from all over the valley to help pack food items to be shipped to foreign countries. This year 2,200 people participated in the program. More than 50 children and adults attended the “Books In Space” Literacy Night event at South Mountain Community Library (7050 S. 24th St.) on Thursday, February 27. Participants enjoyed several STEM (science, technology, engineering and math) and literacy stations, including a Moonwalk Obstacle Course and Create Your Own Planet exercise. The program was sponsored by the Friends of the Phoenix Public Library and South Mountain Community Library Chapter. On February 23, Park Rangers, AmeriCorps, Leave No Trace, AZ Herpetological Society, and Liberty Wildlife hosted the annual Drop Into Spring program at South Mountain Park. The event offered guests close encounters with local reptiles and raptors, a climb on the rock wall, archery, guided hikes, tandem bicycles and Leave No Trace activities. More than 1,500 people participated in the event. On February 26, staff participated in a planning meeting with the AZ Fair Housing Partnership. The group continues to plan the annual fair housing month conference set for April 11, 2014, at the Disability Empowerment Center. This year’s event will explore predatory lending and mental health as they relate to fair housing. The event is for housing, mental health, and mortgage professionals; realtors, and anyone else interested in housing solutions.

On Thursday, February 27, more than 130 people attended the opening of “State of Deception: The Power of Nazi Propaganda” at Burton Barr Central Library. A traveling exhibit from the United States Holocaust Memorial Museum, “State of Deception” offers a unique opportunity for critical conversations about the history and aftermath of propaganda in World War II, and how propaganda is used today. The exhibit will be on display at the Burton Barr Library through June 1, 2014.

In partnership with the Arizona Foreclosure Prevention Task Force, NSD hosted a Foreclosure Prevention Event at the Deer Valley Community Center in which 46 families attended. This event included our partners from the Arizona Department of Housing for housing options, the Attorney General’s (AG) Office for scam prevention and awareness, Community Legal Services for legal review and information, and Housing Counselors. NSD’s new partnership with the AG’s Office provided media outreach via print, television, radio, mass email and social media. Two television stations (Channels 3 and 10) attended the event to provide media coverage. Staff is currently working with PIO Office to enhance outreach to residents via mass email. Letters and flyers to distressed homeowners in the surrounding zip codes, extended zip codes, and the NSP targeted zip codes were sent out inviting them to the event. The AG Office has now experienced a tripling of their program activity as a result of this event.

The Oakland Athletics 2014 Spring Training season began on February 27 at Phoenix Municipal Stadium. The A’s are scheduled to play 15 home games at Muni beginning with the annual ABC Classic against the Milwaukee Brewers on Opening Day. Proceeds from this game go to the City of Phoenix Kool Kids program. Mayor Greg Stanton threw the ceremonial first pitch of the game. The formal opening of “Art Under Foot: Handmade Floors at the Phoenix Sky Train,” the new exhibition in The Gallery @ City Hall, was held on February 28, 2014. More than 200 people attended the event. They included the artists who designed the floors, and the local workers who invested 40,000 hours in fabricating the terrazzo. The event featured a presentation to the City by Richard Bruns, CEO of the National Terrazzo and Mosaic Association, of the NTMA's 2013 Job of the Year Award.

Staff is working with the Hance Park Conservancy and the Library Department to plan for presentation of the "Light It Up" public art project, which will be the final project undertaken as part of the NEA "Our Town" grant. The project will display four videos on the south side of the Burton Barr Central Library. The event is tentatively scheduled for April 4, 2014, during First Friday. It will coincide with the Library's celebration of Poetry Month.

Social Services Delivery

The Housing Department's public housing occupancy rate is 96.73 percent this week. Human Services Department staff represented the Maryvale Partnerships in Action community committee at Central High School on February 26. Staff members facilitated a discussion on healthy teen relationships with over 600 sophomores. The event was part of National Teen Dating Violence Awareness and Prevention month.

Phoenix Team

Human Resources Employment Services staff attended a Humanities Career Fair at Arizona State University on Tuesday, February 18. Hosted by the Humanities division of the College of Liberal Arts and Sciences, the fair was open to the 3,000 students pursuing a humanities degree. This event is just one example of our efforts to identify and implement partnerships to attract an emerging workforce, in accordance with the Human Resources Department’s Strategic Plan.

The Health Care Task Force met on Thursday, February 20, and approved the addition of a voluntary vision plan to the employee benefits program. An RFP will be issued in the next two months, and the plan is scheduled to begin January 1, 2015. This will provide an improved level of coverage for eye exams, glasses and contact lenses with 100% of the premium paid by employees. Employees can choose to opt in or opt out of the plan during each year’s Open Enrollment period.

Orientation for the Spring 2014 Management Academy was held on February 27. Twenty-three middle managers and executives selected from a competitive process will participate in the program. Classes will begin on March 27 and conclude on May 29, 2014. Featured instructors from inside and outside the organization will focus on such topics as succeeding in a political environment, resonant leadership, community involvement, and creating high-performing teams. Attendees will also participate in an online 360 degree feedback process which will include feedback from their managers, employees and peers, and will create an individual development plan based on the results.

Sustainability

Office of Environmental Programs hosted a group of stakeholders to share information and begin a dialogue about a coordinated approach to sustainable food systems and urban agriculture. Representatives from Maricopa County Public Health, Arizona Department of Health Services, University of Arizona, Arizona State University, Valley of the Sun United Way, St. Luke’s Health Initiative, and Farmers Market Stakeholder Group attended.

On February 27, 2014, Public Works staff participated in a news conference regarding the zero waste Diamondbacks event set for March 13, 2014, at Salt River Fields, as well as an overview of the Reimagine Phoenix initiative and its partners working together to achieve 40 percent diversion of solid waste by the year 2020.

The Window Replacement Project was completed at Washington Manor. The project replaced 116 windows and 112 sliding glass doors. The new windows and doors have dual pane glass and Low-E coating. This allows more natural light into the building while reducing the transfer of heat, which makes the building more energy efficient and sustainable. This project compliments the recently finished installation of high efficiency energy star rated ductless HVAC systems in the apartments and augments the reduction in energy demands in our building.

Technology

Over the last several months, staff from the City Clerk Department have worked closely with the Information Technology Services (ITS) Department to make improvements to the Public Records Search web page, which is one of the most heavily visited sites on phoenix.gov. Contracts, ordinances, meeting minutes and many other documents can be accessed from this web page. Improvements will include an easier-to-use interface and enhanced search functionality. These changes are expected to go live in the next few weeks. Staff is working with the Public Information Office on communicating the changes to users.

Infrastructure

The Aviation Department has implemented a new Prepaid Parking Program for customers at Sky Harbor. Customers who pre-book and pre-pay their parking at the Terminal Garages receive a discount off the daily rate of $25. The program currently offers a 48% discount. In the future, the discounted rate will be adjusted based on demand and occupancy levels in the garages.

The relocation of American Airlines from Terminal 3 to Terminal 4 was completed on February 26. Airport and airline staff worked overnight to install new signage, transfer computers and data links, and move all operations to Terminal 4. As a result of advanced planning and coordinated efforts, the move occurred smoothly and with minimal disruption to customers.
