they serve to evaluate lower-order norms, reaching to the root of what is ethical for humanity. They represent the norms by which all others are to be judged

• Hypernorm of necessary social efficiency: need for institutions and coexistent duties designed to enable people to achieve basic or necessary social goods such as health, education, housing, food, clothing and social justice
