Foundation started the evening off with an introduction to the movie and an explanation of exactly what they do for our Bitou community including assisting in marine strandings, planting trees to reduce our carbon footprint and educating and informing about key coastal environmental issues. The movie is a heart-warming story of 3 month-old Winter who, after losing her tail due to entanglement in a crab trap, forms an unusual bond with the boy who rescues her. The dolphin’s future looks bleak as, without a tail, she cannot swim. In a remarkable turn of events, Winter learns how to swim with only the stump of her tail propelling her in a side-to-side motion. The footage of how she adapts to her disability is truly inspiring and what follows is a chain reaction of events that touches the lives of all who come into contact with her including an injured soldier and many disabled children and adults. Whether or not they were asked to stop, which is a most important aspect, is not my main concern. My main concern is that the right decision must now be made and that especially in terms of the height violation they must be made to comply. Regarding the building line I am less concerned especially if the contravention is small - say 200/300mm -- and provided the affected neighbour is not disadvantaged. If he is materially affected then that too must be put right. Plett has to shed its shoddy image of “anything goes”, that “bribery will get what you want” and that the “super rich can do whatever they like”. Here ia an excellent opportunity to clean up our image! Please do the right thing by your citizens. Concerned Citizen The notice under discussion refers to Erf 293 and reads: Bitou Local Municipality ERF 293, Plettenberg Bay: Deviation from approved building plans and contravention of zoning scheme regulations Erf 293, Plettenberg Bay is situated between Salmack Street and Sydney Street (overlooking the ‘Milkwood Manor’ Guest House). Building plans for additions to and alterations of the dwelling house on this property were approved on 29 April 2011. Construction work has taken place in conflict with the approved building plans and also in contravention of the Plettenberg Bay Zoning Scheme Regulations. Under these circumstances the administrative action which the Bitou Municipality is obliged to take in terms of the provisions of Section 40 (1) of the Land Use Planning Ordinance, 1985 (Ord.15 of 1985) is to decide which one of the following options should be implemented: (a) to instruct the owner to rectify the (b) contravention (i.e. To demolish any

unauthorized construction work), or (c) To instruct the owner to apply for a

departure from the normal Zoning Scheme land use parameters, or

(d) To instruct the owner to apply for the determination of a contravention levy.

Although no specific provision is made in Ordinance No. 15 of 1985 for any public participation process before a decision is made by the Municipality as to which one of the above options should be exercised, it was nevertheless decided that members of the public should be granted an opportunity to comment on the matter. This is done on a “without prejudice basis” and without admitting that the Municipality is required to do so. In this regard, the Municipality’s rights are hereby specifically reserved. A background information document that provides more detail regarding the matter is available for inspection at the Municipal Building Control Office (Monks View, Church Street, Plettenberg Bay) during normal office hours. The very helpful staff could only apologise as they had not been given such a document. 2. If you are serious about getting public comment you should use all the local media. I only became aware of it because I was told by a friend. With regard to the three options offered in the notice my view is that ONLY option (a) should be acted upon. This is a very important matter of principle and if the Municipality does not act accordingly it will make a mockery of its own regulations and will definitely lose all credibility in the eyes of the public. I have been on site and I have talked with the building control staff (in the absence of the background document). As stated in your notice they confirm the plans were approved, that building started, that the actual building work did not comply with the approved plans and that what is on the ground contravenes the regulations in terms of both height and the building line. staff. Apart from that, we had the most amazing experience right here in Plett. The girls were meeting at the Deck for lunch. I was sitting back to back with a man and his party of four at the next table. A huge herd of dolphins came swimming by and I happened to mention to this man, who had his back to me, that usually they came and played with all the surfers, but on that day there were no surfers. He asked me all the usual "how do you know " questions and so we got chatting. Before long I found out that he was divorced and had been for five years. His four friends by know were all joining in the conversation. Now don't get me wrong, I am so happily married to Beloved, but a friend of mine is unmarried and I feel needs a companion. He fitted all the requirements that we had once made a list of, so quick as a wink I got her over to the Deck with this BIG promise. She was going to play bridge but due to my excitement did a quick U-turn and rushed over. Well to cut a long story short we became the best of friends, this little fivesome, Beloved, friend and

myself and spent the last four days of their holiday in each others pockets, partying the days and nights away together. It is really funny that one can meet five strangers, and find that everyone one of them is such a nice person. Unfortuneately they all live near Cape Town, but we have made promises to see each other again soon, either in their town or ours. As for my friend and the divorcee - that remains to be seen. Things looked very good to me. Yesterday we went to another one of those wild "Plett Lunches". Started off quietly, in fact so quietly that I thought my afternoon nap would come sooner than I thought. There were about thirty people there. Beloved and I have been here for nearly four years and I had never seen twenty six of those people. Days of Wine and Roses I have had complaints about where I have been, and that Chatterbox was missing. I do apologise for being absent without leave, I will explain why. Last week we arrived back in Plett from a cruise on the Sinfonia ship. Every year at this time my Mum takes her kids - my brother, sister and myself, plus a few hangers - on to Mozam-bique via the sea. This year we had a niece and a friend of mine. What a splendiferous holiday - we could not get off the ship at all the usual places as we were still in the tail of the cyclone. The ferrys cannot be lowered when the sea is so rough and I was happy to go along with that, the Concordia had just sunk off the coast of Italy. I was glad our Captain bore this in mind and was not close enough to shore to blow kisses to his mates on land. Nontheless it was lovely just lying next to the pool and indulging in many "Strawberry Daqueries??". It is now our starting drink for anywhere here in Plett. It took us two days to get home from Durban airport due to heavy rain and the closing of Port Elizabeth airport. We consoled ourselves by saying the holiday was still on as we were not home. NEWS RELEASE A Protected Environment for the Robberg Coastal Corridor In a groundbreaking, never been tried before land conservation approach, a few visionary landowners are independently seeking Protected Area status. Between Robberg Nature Reserve and Harkerville State Forest, in the middle of the Garden Route, is a pristine 18km stretch of wild coastline and the owners of this magnificent coastal corridor are testing South Africa’s conservation legislation for the first time by asking the MEC for Environmental Affairs and Development Planning to declare their properties a “Protected Environment” in terms of the National Protected Areas Act. Says Pam Booth of the Eden to Addo Corridor Initiative, the NGO that is driving the process: “This is a first for South Africa and could prove to be an important precedent and tool for reaching National conservation targets. Conservation corridors, essential for the exchange of

genetic material required to keep plant and animal populations healthy, are a hot topic in the climate change debate. Without keeping the linkages between protected areas open, the ability of the human race and of natural systems to adapt to the vagaries of climate change becomes severely compromised.” Robberg Nature reserve, famous for its majestic coastal trails and ocean vistas is in fact a peninsula that has slowly become an island of biodiversity surrounded by intensive residential development. Dr Robbie Robinson, formerly Head of SA National Parks and one of the founding landowners believes that inappropriate development is the single biggest threat to biodiversity in the Garden Route, “With the exception of this conservation-friendly neighbour, Robberg Nature Reserve is surrounded, on the terrestrial side, by ocean and intensive development. Here, generations of conservation-sensitive landowners have struggled to keep the link between Robberg and the remaining coastal lowland fynbos viable. It is essential to maintain this vital corridor.” Chris von Christierson, Chairman of The Robberg Coastal Corridor Landowners Association, whose 117 hectare property was recently registered as a Voluntary Conservation Site with Cape Nature, states, “This unique area is irreplaceable. If we do not protect this last remaining life line to the Peninsular, Robberg will become an ecological desert within a few generations. Besides, we firmly believe landowners in the Corridor will add far more value to their properties in the long run by joining us. There are numerous examples of how properties adjoining National Parks and Reserves have appreciated.” WWF SA Chairman, Mark Read echoed the sentiments of this landowner initiative and urged them to achieve their goals as soon as possible because South Africa’s development will shortly make it impossible for initiatives of this nature to have any chance of becoming reality, “This is far past the 11th hour for saving the biological integrity of unique areas such as the Robberg environs. A combination of human population pressure and wilful destruction of the natural ecosystem in pursuit of short term profit will definitely incapacitate the area biologically unless the protection currently afforded Robberg is extended westwards to Harkerville. The generations of South Africans to come should be allowed to view the pristine beauty of this beautiful stretch of our coast as we have done. Let our generation not be the one that spoilt it forever.” With the help of a local environmental NGO, the Eden to Addo Corridor Initiative, the founding landowners have joined together to form the Robberg Coastal Corridor Landowners Association (RCCLA) as the vehicle to drive the Protected Environment. Their commitment is substantial – they are prepared to declare their properties for a minimum of 20 years with a view to permanent renewal thereafter Together, the properties of the five founding members constitute 895 hectares. Yet to be included in the RCCLA are 65 hectares belonging to the Kranshoek Griqua Community, and four remaining properties together measuring some 300 hectares. Andrew Hill, another founding member whose family owns the largest portion of the Robberg Coastal Corridor expresses hope that these remaining owners will join the initiative, “We are hopeful that these remaining owners will also not wish this vital corridor and Robberg destroyed in time through inappropriate developments and will join the RCCLA in due course.” With the support of CapeNature and South African National Parks and with funding from the Table Mountain Fund, this Protected Environment heralds a new era in conservation in South Africa. cetaceans may strand through navigational error, if they are unfamiliar with the coastline. They might be facing navigation problems due to geomagnetic contours or weather patterns or they might chase the prey too near the shore. Also, strong social bonds may cause healthy animals to follow an injured or diseased animal onto the beach. Animals may also strand alive because they are unhealthy, for example have bacterial, parasitic or viral disease. So what to do if you see a stranded marine animal on the beach? Always remember that you need local authorities to take care of the situation. First thing you do is call for help (see the contact numbers below) and clear the scene from other people and animals. At any point you don’t approach the animal or touch it. Try to find out as much info as possible for the animal rescuers: is the animal alive or dead, what is the location, what is the species, what is the condition of the animal (activity, trauma, abnormal breathing, air temperature), how long has the animal/animals been stranded and if there has been any attempts to refloat (which should not be done without professional animal handler). You can do your part helping decrease animal stranding by keeping the oceans clean from waste, fishing equipments and poisons. Remember, by keeping oceans healthy you will keep marine animals healthy as well! Five key points: Call for help and wait for stranded animal rescue before any action Don’t approach the animal before consulting the vets or first aiders with proper experience/training Get the animal completely off the water head facing away from the ocean Be careful with breathing holes and keep the animal cool and wet,

Sad State of Affairs The Lumen Christi Creche and Educare Centre plus the Enrichment centre for 16 home-based creches was broken into twice last week. A Computor and camera was stolen, as well as a TV and safe ripped from the wall, a microwave and other items put aside for collection at a later date. The Creche and Educare Centre is the pride of the Diocese of Oudtshoorn as well as the Enrichment Centre which is a new venture of Grassroots and Social Development. It has taken many years, plus additional overseas funding, to reach this dream for the upliftment of the children which sadly was devastated by thieves. Emmanuel Educare Centre in Kwanokuthula has been broken into on the 14th February 2012. A huge amount of damage has been caused and the amount of the damage has not yet been established. Letter via the Editor It may be of interest to all residents, and particularly those who so kindly contributed to the acquisition of the FLIR (thermal imaging) camera, that the equipment was used extensively at night during the recent unrest to locate and apprehend the ringleaders who were the instigators behind the unrest. These persons remained hidden (or so they thought) in locations such as rooftops where they were virtually impossible to see with the naked eye. They were, however, easily located and followed with the use of the FLIR camera. To those who arrived at the CPF meeting on Wednesday evening to find that no meeting was being held, my very sincere apologies but the meeting was postponed at about mid-day owing to the fact that the Police and most of the members of the executive committee were involved in containing the public violence and were not in a position to attend. All reasonable steps were

taken to notify those likely to attend but, regrettably I did get two phone calls from intending attendees. The meeting will now be held at the same time (6pm) on Wednesday 22nd February. I am awaiting the confirmation of the venue but the venue should remain the same being the St Peter’s Church Hall. Thought for the Week. John 15:16 [MKJV] "You have not chosen Me, but I have chosen you and ordained you that you should go and bring forth fruit, and that your fruit should remain; that what ever you shall ask of the Father in My name, He may give to you." The Scriptures make it clear that it is not man seeking God, but God seeking man. And, moreover, not just a few selected people, but every human being on the face of the earth. This is emphasized by the truth revealed in the well-known verse of John 3:16 that states: "For God so loved the world that He gave His only-begotten Son, that whoever believes in Him should not perish but have everlasting life." No one can ever turn around and say that he or she was not included; everybody is given that opportunity to respond to God's invitation and promise. However, before one can respond positively one needs to realize that coming to God has to be on His condi-tions. What are these conditions? I believe that the first condition is to understand that we need to repent. We need to realize that our lives without God in control have been self-centered and have not glorified our Creator. The prophet Isaiah says: "All we like sheep have gone astray; we have turned, each one to his own way..." [Isa 53:6a] Romans 3:23 puts it like this: "For all have sinned and come short of the glory of God!" Without acknowledging that without God one is hopelessly and eternally lost, one simply cannot be saved. No wonder that Jesus said: "For the Son of Man has come to seek and save that which was lost." [Luke 19:10] The second condition is to come to God empty handed. By this I mean that one needs to come without any thing to try and impress God or to earn or buy one's salvation. God wants us to know that man's salvation is all His work and nothing of us. Christ is the one Who set us free by His sacrifice on the cross, once and for all, paying the full penalty and there is absolutely nothing that you and I can add to this. That is the reason that salvation is called a work of grace. That is also the reason why Paul does not stop with Romans 3, verse 23, but goes on to say: "Being justified freely by His grace through the redemption that is in Christ Jesus." [verse 24], and a little while later: "Then where is the boasting? It is excluded. Through what law? Of works? No, but through the law of faith! There-fore we conclude that a man is justified by faith without the works of the law." [Rom.3:27-28] Look again at John 15:16, quoted above, and note in particular these words: "...but I have chosen you and ordained you that you should go and bring forth fruit...." Yes, that means you, reading this right now. Are you prepared to respond and say: "I believe You Lord, please take control of my life so that I may live for Your glory. Henk.
