Burnaby citizens continue to receive valuable neighbourhood benefits through Burnaby’s innovative Community Benefit Bonus Policy

Newest Community Resource Centre opens in Metrotown On October 23, Burnaby’s newest community resource centre officially opened in Metrotown, adding to the many community amenities already achieved by Burnaby since the city initiated its Community Benefit Bonus Policy in 1997. The policy enables developers the opportunity to add density to a building site, in exchange for contributions towards valuable community amenities such as child care centres, affordable housing units and office/program space for community groups.

The Pioneer Community Resource Centre is in a 6,000-square-foot space at the corner of Kingsway and Willingdon Avenue – part of the Sovereign development that includes a 45-storey mixed use high-rise tower with 202 units of residential development above a 13 storey hotel, four lower floors of commercial, retail, restaurant and office spaces, and townhouses.

The new centre houses Burnaby Family Life and the Burnaby Hospice Society, non-profit organizations that offer a variety of family and individual counselling services and community education and parenting programs.

“Our Community Benefit Bonus Policy continues to demonstrate its tremendous value to Burnaby citizens,” says Mayor Derek Corrigan. “By offering additional density to developers and concentrating development in our town centres, we both protect Burnaby’s parks, green spaces and single-family neighbourhoods and acquire funds specifically designated for the development of community amenities that enhance life for citizens in all City neighbourhoods and town centres.

“It is allowing many non-profit organizations to thrive by offering them low-cost leases in high-quality spaces. It’s also increasing the number of child care spaces in our city, adding park facilities, creating affordable housing and allowing for construction of civic facilities. We are very proud of this policy and the benefits it enables us to offer to Burnaby citizens and non-profit organizations.”

Since the City implemented its Community Benefit Bonus Policy in 1997, community amenities achieved include:

• three group child care centres (146 child care spaces);• 19 units of affordable and/or special needs housing;• the creation of or enhancements to seven City parks; • the construction of or enhancements to four civic facilities; • the construction of five City-owned non-profit office/program spaces; and• the achievement of a number of environmental and urban design improvements.

How do YOU move?

Physical literacy is a fundamental base from which to lead a healthy lifestyle; it benefits every aspect of our bodies. When we are physically literate we understand the relationship between how and why our bodies move; we know the value of a good stretch, when we need to focus, and how much better we feel after a brisk walk. When we are physically literate we move with competence and confidence in all environments. From the way we run, stretch, or bounce a ball, there are correct methods to ensure that we move safely and efficiently. Once we become physically literate, we are motivated to use this knowledge throughout our lifetime.

Our amazing Parks, Recreation and Culture staff team is eager to assist children in developing physical literacy through our cultural and recreational services. Programs including dance, sports, martial arts, skating, gymnastics, swimming, and racquet sports, as well as outdoor recreation such as canoeing and golf, will expose children to fundamental movement skills and motor abilities needed to live an active lifestyle. These are the tools which we all need to support an active, healthy and resilient lifestyle – the tools we need to be physically literate.

Find out more about physical literacy at www.burnaby.ca/PhysicalLiteracy and browse our Fall & Winter Leisure Guide for recreational opportunities. To register for an activity visit www.burnaby.ca/webreg.

Be Safe! Be Seen!Tips for walking safelyIn B.C., on average, nearly one in five people killed in car accidents are pedestrians (source: ICBC). As the weather changes and daylight hours decrease, accidents involving pedestrians increase significantly across B.C.

This fall and winter (and year round), keep these safety tips in mind:

Look. Always make eye contact with drivers. Never assume that a driver has seen you.

Listen. Focus your full attention on what’s happening around you. Drivers may not always stop or obey traffic signals. Remove your headphones and never talk, text or use electronic devices in an intersection or while crossing.

Be Visible. Wear reflective clothing or use reflective gear to make it easier for drivers to see you. This is especially important in wet weather and in low light or dark conditions when drivers may not be able to see you.

Watch for Cars. Before stepping off the curb, look left and right for oncoming vehicles. Then look left and right again for vehicles that may be turning onto the roadway from beside or behind you. Make sure that vehicles in all lanes are fully stopped before crossing.

Be Cautious. Watch for vehicles at intersections turning left or right through the crosswalk. Drivers attention may be focused on oncoming traffic so they may not be looking for or see pedestrians in the crosswalk.

Use Crosswalks. Always cross at designated crosswalks – never mid-block. Follow pedestrian signs and traffic signals. When you see a flashing or steady hand symbol, you should not begin to cross the street because there isn’t enough time to cross the entire crosswalk. If you have already begun to cross when the hand signal appears, you can continue to cross the street.

2016 Licence Renewal DatesIt’s time to renew your licence with the City of Burnaby. If you hold a commercial vehicle licence, a dog licence, or a business licence, please observe the deadlines below:• Commercial Vehicle Licence (Decals) go on sale on November 1, 2015• Dog Licence Renewal starts on December 1, 2015. This can be renewed online at www.burnaby.ca• Business Licence Renewal starts on December 1, 2015 and is due by January 1, 2016. This can be renewed through your own personal internet banking. Most financial institutions offer online banking services for faster and more efficient way to make payments. In the web banking site, you would need to add the Payee Name as Burnaby-City-Business Licences or a name similar to this (each financial institution sets up the name differently), and you would need to use the Business Licence number as the Payee Account Number for the payment. For example: BUS15xxxxx.

Payments can be made at your financial institution, by mail (City of Burnaby, Licence Office, 4949 Canada Way, Burnaby BC, V5G 1M2), or in person at City Hall, or after hours, using the City Hall drop box.

For more information, please call the Licence Office at 604-294-7320.

Report Released on the City’s Progress Towards

Social Sustainability

The City of Burnaby’s award-winning Heritage Burnaby website just got better. It now allows easier-than-ever access to more Burnaby records – photographs, artifacts, documents, council minutes and reports, bylaws, heritage landmarks, oral histories, digitized film footage and digitized publications and more.

The website was first launched in 2008 as an initiative of the Community Heritage Commission and City Council to provide an online finding aid of the City’s rich heritage collections and has now been upgraded.

At the push of a button, students, teachers, researchers, city staff and members of the public can search many city resources, including those of the Office of the City Clerk, the City of Burnaby Archives, the Burnaby Village Museum and the Burnaby Heritage Planning Program.

The new site is designed to be mobile friendly and single word or phrase searches can begin on the homepage. Each search results in a list of relevant record descriptions. From there, visitors can refine their search results.

“Because of the new site’s sophisticated design and search functions, users can view recently digitized films from the Archives holdings such as a 1946 film entitled Investment in Youth, which was produced for the Burnaby School Board following World War II – or read digitized publications from the Burnaby Village Museum collection, including the popular community memoir Burnaby Pioneer Tales,” says Councillor Colleen Jordan, Chair of Burnaby’s Community Heritage Commission. “In addition to these new features, visitors can find photographs of how Burnaby neighbourhoods looked years ago – maybe even find photos of their ancestors among the archives’ thousands of historic images.”

“We are very excited about how this new website will enhance the accessibility of Burnaby’s historic records for all who have an interest in our City’s history.”

To explore the website visit www.heritageburnaby.ca. A detailed Help guide and a Help video can be found on the Research Page (click “Help”) or at www.heritageburnaby.ca/help to assist with searches. For more information please call 604-294-7290.
