Key Developments for 2015-16

E-book Initiative – The subscription-based ebook collection grew by six percent to approximately 250,000 unique titles. Use increased 365%, with 251,101 uses overall. Our cost per use was $1.82. There were 17,038 ebook downloads – comparable to a check out of a book. Had each of these “checked out” titles been purchased at the average price of a scholarly monograph, the cost would be $1.2 million. PASCAL’s annualized expenditure was $200,000. We need to expand collaborative purchasing.

Content, Collections & Planning – We have begun to establish systematic collaboration in the management of collections in order to maximize scarce collection dollars. A formal common collection committee was launched in February and is working to prioritize activities that will enhance shared print management and coordination of purchasing in areas where feasible. The potential benefit of collaboration is illustrated by the fact that 39% of the items in the PASCAL union catalog are held by three or more institutions. Given the costs of fixed storage for print collections a common collection strategy offers opportunities for savings.

Discovery, Access & System Infrastructure Improvements & Planning -- Improvements to the union catalog have enhanced the usability of the catalog, making it easier to connect to PASCAL resources. This is particularly important to smaller institutions. In May a taskforce launched an extensive evaluation of the infrastructures used to manage and connect libraries in the state as well as those that would serve to manage the common collection. This is a multi-faceted undertaking as many member institutions are also looking at system modernization.

Outreach, Training & Assessment – We hired a coordinator for member engagement and training, extending our reach to librarians around the state. This is paying dividends in increased use of PASCAL resources, and improved communication. We hope to hire a dedicated collections and licensing coordinator to facilitate our initiatives.

Strategic Agenda –Our accumulation of one-time lottery funds offers us a unique opportunity to build a more efficient state-wide library architecture that will support the future needs of South Carolina higher education, particularly if it is done with the common collection principle at its heart.

Infrastructure Review Task Force RTF Charge:

The Infrastructure Review Task Force will conduct a review of core library infrastructures used by PASCAL membership and the consortium. It will also seek to identify alternative modernization paths that might be pursued by members and the consortium.  This would include looking at alternative approaches taken by peer consortia as well as a review of solutions on or emerging in the marketplace.

The Task Force will complete this review by October 1, 2015 and make a presentation at the PASCAL Board retreat in October 2015.  The task force will provide a preliminary update on its start-up activities at the General Membership meeting in June 2015 and will provide regular updates to the Program Steering Committee. Areas it will investigate will be ILS/LMS systems, Discovery platforms, Print Resource Sharing options, Non-Returnable resource sharing options, Collection Management, and ERM tools.

To prepare its report, the Task Force will conduct the following activities:1.       An in-depth survey of member institutions regarding systems infrastructures, issues, plans for modernization, and willingness/need to collaborate in each functional area; 

2.       An external scan of peer consortia to identify the range of infrastructure solutions deployed to support common collection sharing and management, workflow and cost-savings;

3.       A review of marketplace solutions in the areas identified.  This may include questionnaires to vendors and product demonstrations.

4.       Issue a report identifying viable options and task force recommendations for the Consortium based on the evaluation processes and examples reviewed.

5.       Other – as deemed useful by the members of the Task Force.

Statement from the PASCAL Board

October 16, 2015

The PASCAL Board recognizes the value of system enhancements that improve collaboration and cost efficiencies, while at the same time providing South Carolina’s students universal access to information resources.  Consequently the board will be presenting a proposal to assist member libraries financially and/or administratively as libraries transition to next generation Library Services Platforms (LSP).  Criteria for this support would include continued participation in common state-supported PASCAL programs and services and the enhancement of collaboration statewide.  The board anticipates making this proposal at the December General Membership meeting.
