Forces come in pairs. Forces are an interaction between two objects. If one object exerts a force on a second object, the second object exerts a force on the first
... which pushes harder?

NOTE ABOUT EQUAL AND OPPOSITE FORCES: they operate on different objects they involve the same interaction The word "action" may seem to imply equal motion, which doesn't have to be the case
If the boat is more massive than the person, it won't move as much as the person will. This might lead someone to believe that the action and reaction don't have to be the same.

"equal and opposite" does not mean net force ON AN OBJECT is zeroWe know this because objects can accelerate. If you push a rock in space with zero gravity, the rock moves in the direction of the force and you move in the opposite direction. If you consider the rock and yourself as one system, then the net force on that SYSTEM is zero.

A rocket takes off only when it expels gas.
Action: The rocket pushes the gas out of the engine
Reaction: The gas pushes up on the rocket
The action (thrust) has to be greater than the weight of the rocket for the reaction (liftoff) to happen

The motion of space shuttles is caused differently than that of most modes of transportation. As the fuel is burned, the hot gasses produced rush out of the bottom of the craft. This causes the space shuttle to launch into the air. Describe how hot gasses rushing out of the bottom of a space shuttle cause it to launch.

The rocket car is propelled along the floor according to the principle stated in Isaac Newton's third law of motion. "For every action there is an opposite and equal reaction." The balloon pushes on the air and the air pushes back on the balloon. Because the balloon is attached to the car, the car is pulled along by the balloon.
