WHAT IS DD RESOURCES?
The St. Louis Office for Developmental Disability Resources (DD Resources) is a publicly funded agency that distributes funds to service providers for community-based services to persons who have a developmental disability and desire to remain in their homes and community.
Senate Bill 40, which was passed by Missouri legislature in 1969 and is also known as the County Sheltered Workshop and Developmental Disability Services Law, allows local taxing districts to ask voters to approve a special real estate tax for the purpose of providing services to persons who have developmental disabilities. St. Louis City voters approved this tax in 1980, establishing the St. Louis Office for Developmental Disability Resources.
WHAT ARE THE CRITERIA FOR SERVICES?
DD Resources serves City of St. Louis residents of all ages with the following developmental disabilities:
Autism Spectrum Disorder
Cerebral Palsy
Epilepsy
Intellectual Disability
(These developmental disabilities must have manifested prior to age 18.)

Although 2020 was certainly a difficult year, it has also been a year of many accomplishments for DD Resources. The year challenged us to be more flexible and creative as we provided service coordination and funding of services for people with developmental disabilities. It is my pleasure to share with you in this annual report a few highlights from 2020.
After months of collaborative meetings, the Eastern Region Alliance (ERA), the partnership among the four local SB40 boards, completed its Partner Funding Manual, and successfully facilitated a series of ERA kick-off meetings and trainings. By the end of February, all funded agencies submitted their funding requests through the new online portal. Our new system and processes were working well
but were then immediately tested by the pandemic. I am happy to report that the ERA and its systems were able to rise to the occasion and proved to be flexible in working to meet the needs of the community.
DD Resources asked our consumers and funded agencies how we could support them through the pandemic and their response was to modify services from face-to-face to virtual supports and to convert funding from a purchase of service model to a reimbursement grant. The shared portal and our processes easily allowed this shift and agencies were empowered to innovate and collaborate to keep individuals safe, healthy, and engaged. We are looking forward to continuing some of these innovative solutions in 2021 and will further develop the shared portal and our funding processes.
Our Targeted Case Management (TCM) staff were also able to quickly shift to working from home and providing service coordination remotely rather than in-person. TCM served 559 individuals in FY20 and exceeded or met all department goals. We hope that 2021 allows us to return to in-person visits with our consumers.
The pandemic has been devastating in many ways to our staff, community, and consumers. We hope that this past year has allowed you to reflect on your appreciation of health, time with family and friends, and your ability to engage with your community. We must not take these things for granted but appreciate them and work even harder in 2021 so that people with developmental disabilities have the opportunity to have quality services, choices, and full inclusion.

The Board of Directors of the St. Louis Office for Developmental Disability Resources consists of nine members appointed by the Mayor of the City of St. Louis. Of these nine members, two of them must be related by blood or marriage within the third degree to a person that has a developmental disability and at least seven of them must reside in the City of St. Louis. This helps to ensure that there is an understanding of the needs of individuals in the City of St. Louis with a developmental disability. Board meetings are held at least six times a year at our office and are open to the public. If you would like to attend a board meeting, please check our website for dates, times, and agendas for future meetings.
