to contribute to the development of a European Active

Citizenship;

to promote the participation of citizens¶ organizations

in European and national public policies.

ACN's strategy is to promote the point of view of European citizens in all public policies areas, focusingon healthcare, consumers and corporate socialresponsibility issues.

This point of view is always based on civicinformation, i.e. data collected and analyzed bycitizens¶ organizations themselves.

It is embodied in civic instruments such as: theEuropean Charter of Patients¶ Rights, the EuropeanCharter of Active Citizenship, the Guidelines for goodCSR partnerships in Europe, etc.

Flexible ACN's organization is based onpartnership rather than membership.Some 100 citizens¶ organizations from 30

EU. Open. The associations can participate

to the different strategies and projects,on the basis of agreements and without

other obligations

Funding ACN activities and projects are financed bypublic and private funds.

Public funds Most projects carried out by ACN are co-financed by the European Commission in theframework of calls for proposals.

Private funds ACN projects are also supported by

private foundations and companies through thecreation of partnerships. Coeporate socialresponsibility is one of the strategic instruments usedby ACN to reach its goals.

Citizens¶ Initiatives:

1. draft a European Charter of Patients¶ Rights (2002)

2. transform Patients¶ Rights into standards for assessing

healthcare (2005)

3. promote, organize and celebrate annually a EuropeanPatients¶ Rights Day (from 2007)

1.European Charter of Patients¶

Rights Bottom-up policy initiative (from a national citizens¶

view constructing a European vision). Drafted in 2002.

Despite differences in healthcare systems the samerights are at risk in all EU countries. (Growingdisparity)

Not only rights of patients but rather of all citizens(including users, family members, vulnerablepopulation and all individuals residing in the EU) withrespect to healthcare.

Assessing Patients¶ Rights2nd experience (2010-2011)

1. Public policies regarding health care in Europe are still

mainly focused on economic and financial matters.

2. Data coming from public sources (comparable officialdata and legislation on national situations) lacksignificant information on the concrete condition of patients, consumers and users facing health services.

3. 21 countries participation: Alliance building betweenorganisations and groups; producing civic informationfor policy input; proactive not only reactive: buildingpartnership; sharing and learning from each other
