Who is eligible to register at the la-bour exchange?
Not only Lithuanian citizens older than 14 years old, but also non-EU nationals who hold a temporary or permanent living permit in Lithuania can register at the labour exchange. The fact is that the third-country nationals who came to Lithuania on the basis of studies could apply for vacancies only on the second year of studies and only after obtaining a work permit. Not only those who wish to obtain the status of unemployed, but also other people, who have a job but are willing to change it, students, retired persons can register at the Lithuanian Labour Exchange. Employment services - Labour exchange services
Third-country nationals often turn
to job centres to find a job. After regis-
tration at Lithuanian Labour Exchange
territorial office, they, like all other citi-
zens of the Republic of Lithuania, have
equal access to all labour exchange ser-
vices and can participate in all programs
of integration into the labour market.
Twenty-eight-year-old man from Tuni-
sia F. M. came to Lithuania five years
ago and at the beginning with his fam-
ily lived in Panevėžys. He could not find
a job for a long time
and registered as unemployed at
Panevėžys labour exchange office. The
man was regularly meeting with his
consultant and after a short time he
was offered a job in a hotel. He took
the job, but after family`s decision to
move to Vilnius, he left his job. F. M.
said, that after arriving in Vilnius he
had immediately felt more confident
and had found up wider possibilities:
“Vilnius is the capital, where demand
for labour force is higher, and it is
easier for foreigners to find a job.
” At the moment the man is success-
fully working in a restaurant and
in the near future does not intend
to change his job.His experience
also shared the Egyptian A. D. The
man came to Lithuania in February,
2010, and immediately registered
at Lithuanian Labour Exchange. He
was interested in jobs, where the
dominant languages were English or
French, but such work was
not offered to him, because there
were not many proposals of that
kind.
Labour exchange offices are open
from Monday to Friday, but the time
may vary depending on the city, so
it would be useful to verify by call-
ing the information service numbers

The man positively characterized
employment advisers:“The consult-
ant, with whom I have met was very
nice and sophisticated. But since I
had already had a university educa-
tion, and they could offer me only the
jobs of lower position, eventually I
have found a job on my own.” Egyp-
tian emphasized that his visits to the
labour exchange office had been a
useful experience. Man is convinced
that there are institutions which are
interested in helping an alien to en-
trench in Lithuania. Only one thing
he pointed out as needed to improve
- was English language. Currently, A.
D. is working as an IT manager at a
telecommunications company, and
teaching Arabic.
” When I said that I did not then I heard the comment: “It will be very difficult to find a job.”The man told us that each month he had been visiting the Labour Exchange office and meeting with the job adviser. Those meetings took place only in theoretical way: the adviser was not interact-ing and interested how it goes to his client. I. Z. told that after four formal meetings, he did not go for the fifth and only then he received a call from his adviser. I. Z. said that his first experience at the la-bour exchange office had formed a rather negative attitude towards the Lithuanian authorities.
The man pointed out that there was the lack of clear and compre-hensive information in English language at labour exchange be-cause the staff `s level of English was low or they did not speak Eng-lish at all. Currently I.Z. is success-fully employed, and when asked, if he would turn to the labour ex-change sometime, he answered: “I really hope that it will be no need and I will be able to solve every-thing by myself.”
Meanwhile, Inga Liubertė the man-
ager of Job Resources Division at
Lithuanian Labour Exchange point-
ed out that the large part of success-
ful job search depended on the al-
iens themselves: “If a person comes
up with the idea that somebody will
find a job for him, he is wrong and has
the wrong attitude. If an alien comes
without motivation and makes no
efforts, no one consultant will find a
“proper” job for him.” I. Liubertė said
that the biggest shortage of workers
was in transport, board and shipping
(in Klaipėda region), while the main
challenges were to match qualifica-
tion and speak the language.
Special programs of integration into
the Lithuanian labour market, vari-
ous training and retraining courses
held at labour exchange offices are
some of tools to help foreigners to
find work and establish themselves
in Lithuania. Consequently, third-
country nationals who come to Lith-
uania should exhaust all the possi-
bilities.
Meanwhile, the experience of an-other Egyptian is quite opposite. I. Z. is living in Lithuania for seven years now. He came to Lithuania on the ba-sis of family reunification.At the end of 2010 he registered at a labour ex-change office. According to him, the first meeting with a job adviser was unwelcome: “The first question I was asked was: “Do you speak Lithuanian?
