In November 2005, APEC Leaders agreed the need to further strengthen APEC’s efforts to build community resilience and preparedness for emergencies and natural disasters.

The Strategy suggests:

APEC should also collaborate, as appropriate, with other international organizations that can support its projects, including: UN/ISDR

APEC should develop actions that complement the Hyogo Framework for Action 2005-2015


This strategy has set five Priorities for Action:

1. Ensure that disaster risk reduction is a national and a local priority with a strong institutional basis for implementation

2. Identify, assess and monitor disaster risks and enhance early warning.

3. Use knowledge, innovation and education to build a culture of safety and resilience at all levels;

4. Reduce the underlying risk factors5. Strengthen disaster preparedness for effective

response at all levels.


These priorities for action may be shape APEC’s agenda, and could include the following key issues, which are stated in the Hyogo Framework:

Sustainable development, through disaster risk reduction and adequate environmental management;

Resilience to adverse situations by strengthening capacities;

Preparation plans for action in emergencies, contingency plans


(continued) Recovery after a disaster through cooperation and financial risk reduction programs by promoting the use of insurances; Scientific and technologic development for an adequate monitoring and early warning (information systems) Alliances, such as the coordination between the public and private sector Social responsibility translated into humanitarian support in crisis situations Development of indicators for measuring progress.

Required greater international cooperation and coordination with the private sector, international organizations and non-government organizations.

Welcomed the adoption of an APEC Strategy for Disaster Risk Reduction and Emergency Preparedness and Response (in which HFA essence included) initiated by Peru;

Endorsed the priority APEC has given to promoting risk management, business resilience and public-private sector partnerships, and supported efforts to prepare economies for the recovery phase.

Instructed officials to undertake long-term capacity building projects aimed at accelerating recovery in disaster affected areas in APEC economies and;

Supported the inclusion of education on disaster issues in school curricula where appropriate.

Recommended to Leaders that they discuss the region’s disaster preparedness and management architecture to increase focus on disaster risk reduction and building national disaster management capabilities and improve coordination and coherence in keeping with the Hyogo Framework for Action 2005-2015: Building the Resilience of Nations and Communities to Disasters.

2. To identify gaps in regional dis-adter risk reduction and support capacity-building initiatives

3. To develop practical mechanism to APEC Economies to build business and community resilience.


In the 2009 Workplan, APEC was also tasked to seek better coordination and cooperation with other international organisations in line with Hyogo Framework for Action (2005-2015)
