Step 1: reconnaissance, identify and mobilize all stakeholders general resources (Human & equipment)-secure ownership
Step 2: agree on process, time-frame, output with stakeholders
Step 3: CWMP: analyze stakeholder interests, any conflicts existing systems, roles & responsibilities
Step 5:CWMP: agree on objectives of CWMP
Step 6: CWMP agree on management options
Step 4:CWMP: Analyze resources, users, abusers, conflicts
